Reasons for possible refusal

The volume of regional maternity capital is 100 thousand rubles. It is fixed and not indexed. Partial or full use is allowed. As they are spent, the established amount decreases.
Application deadlines
There are no deadlines for applying for a certification act. This can be done immediately after the birth of the second or subsequent children.

Maternity capital in the Moscow region
Article 20.2 of the Moscow Region Law on Child Benefits establishes the right of parents from the Moscow region to receive regional maternity capital upon the birth of a second or subsequent child. According to the law, parents at the birth or adoption of a second child in the family have the right to receive family capital in the amount of 100,000 rubles. Similar to other benefits, this payment was called “Gromov’s 100 thousand.”
As stipulated by law, family capital funds can be used only for certain needs. For example, Gromov’s 100,000 rubles. a family can use it only for the purchase of housing (it can also be used for construction or reconstruction) or for the education of children. In addition, the family will be able to use the money received no earlier than the child turns 3 years old.
Alas, at the moment the provision on the right to family capital for families in the Moscow region can be considered irrelevant, since this assistance can only be received for a child born or adopted in the period from 01/01/2011 to 12/31/2016. However, the period for applying for this The certificate is not limited, so if one of the families near Moscow has not yet managed to apply for Gromov’s maternity capital, it is not too late to do so.
Families that meet the following conditions can receive a certificate for regional family capital:
- in the period from 01.01.2011 to 31.12.2016, a second or subsequent child with citizenship of the Russian Federation appeared in the family (was born or adopted);
- the woman who gave birth (adopted) the child, or the man who is the sole adoptive parent of the child, applies for benefits;
- The applicant has not previously exercised the right to receive maternity capital.
To receive a certificate for regional maternity capital, you must submit an application for admission to the MFC and fill out an application form. Next, you must personally hand over the following package of documents to the employees of this MFC:
- passport with a mark of registration at the place of residence in the Moscow region;
- birth certificates of all children in the family;
- if necessary, certificates of marriage, paternity, death, change of first or last name.
When submitting, original documents are presented, but copies are given to MFC employees. Reconciliation of originals and copies is carried out by MFC employees; in the absence of originals, copies must be certified by a notary.
The decision of the social security authority to issue or refuse to issue a certificate is made within 10 working days.
Benefit in the Moscow region for a child from a low-income family
In addition to a one-time benefit for the birth of a child, low-income families in the Moscow region can apply for a monthly benefit for a child under 16 years of age. One of the parents or adoptive parents can apply for this assistance if the following conditions are met:
- the child has not yet turned 16 years old (18 years old if the child continues to attend school);
- the family is low-income, that is, the average per capita income for each family member does not exceed the subsistence level in the Moscow region;
- the applicant and the child are permanently registered in the Moscow region.
The amount of the monthly Gromov benefit depends on the age of the child, as well as the category of the family. In addition, the amounts of payments due to families are indexed annually. The monthly payment is not assigned to trustees and guardians who receive monetary support to provide for the children under their care.
If the applicant applies for a monthly benefit before the child is 6 months old, the benefit will be accrued from the month of birth of the child. If the application was submitted later, payments will be accrued for a period not exceeding 6 months before the month of application.
Every 6 months to extend benefits, you must re-submit the required documents to the MFC. If the documents were not submitted in the last month of the next six-month benefit payment period, then payments will stop starting from the next month.
To apply for a monthly child benefit, you need to make an appointment at the MFC, fill out an application form and give the center staff a package of documents, namely:
- parents' passports;
- child's birth certificate;
- certificate of family composition;
- certificate of permanent residence of the child in the Moscow region;
- certificate of study at school (for children from 16 to 18 years old);
- a certificate of all family income for the previous three months (at the first application, a certificate for a longer period may be required if the child was more than 3 months old at the time of application);
- a certificate with the bank account details of the benefit recipient.
In some cases, additional documents may be required, for example:
- certificate of paternity;
- marriage certificate;
- certificate of divorce;
- certificate from the registry office for a single mother;
- a certificate from the military registration and enlistment office confirming that the child’s parent completed compulsory military service;
- a court decision to deprive or restrict one of the parents of parental rights.
If a child does not receive the child support due to him, the following may be requested to confirm this situation:
- information from bailiffs about non-execution of a court decision;
- a certificate from the bailiffs that the location of the debtor has not been established;
- certificate from the Federal Migration Service confirming the citizen’s permanent residence abroad.
To extend monthly benefit payments after the end of the next six-month period, there is no need to collect all the documents again: it is enough to provide the recipient’s passport and new certificates of income of family members for three months.
The decision to pay or refuse to pay benefits is made within 10 working days. The decision-making period may be extended to 45 days if the submitted documents require additional verification.
Early termination of monthly benefit payments occurs in the following cases:
- the child has reached the age of 16 and has not continued studying at school;
- the child has reached the age of 18;
- the child is declared legally competent at the age of 18;
- the applicant is deprived or limited in rights to the child;
- the benefit has already been assigned to the second parent;
- the child died;
- the recipient or child moved to a permanent place of residence outside the Moscow region;
- the child is fully supported by the state.
HOW TO GET GROMOVSKY 100 THOUSAND 2021
At the time of the birth of a child, a family has the right to count on additional subsidies if the family is low-income, that is, the calculated average per capita income is less than the subsistence level in the region. The amount of such benefit is 10, 20 and 30 thousand rubles for the first, second and third child, respectively. The right to receive remains for 6 months. To assign benefits to the social security authorities, you need to provide a package of documents, including an application indicating where to transfer the money, copies of parents’ passports, birth certificates, a certificate from the place of residence about the composition of the family, as well as documents on income for the last three months. Based on these documents, benefits will be accrued within 10 days from the date of application.
Gromov payments are a type of benefit aimed at improving the financial condition of certain categories of citizens, which include families with newborn children. They are paid from the regional budget. Their action extends throughout Moscow and the Moscow region.
