The concept of a young specialist is not established in Russian legislation. From the meaning of some laws, we can conclude that young specialists in the Russian Federation are considered to be graduates of higher and secondary vocational educational institutions, who were trained at the expense of the regional or federal budget, and who are entering work for the first time in their acquired profession.

The status of a young specialist is assigned by labor legislation to a citizen for one calendar year after receiving the appropriate diploma.

Registration procedure and required documents

Documents are submitted to the ministry or health department of the constituent entity of the Russian Federation to which the young doctor is moving (previously they were submitted to the Compulsory Health Insurance Fund). When a positive decision on payment is made, the federal budget transfers its amount within 3 days , after which the region adds its share. In general, the law allows 30 days to transfer money to a doctor.

Registration of assistance under the Zemstvo Paramedic program is practically no different from this procedure , with the exception that the program is regional and the money is transferred from the budget of the constituent entity of the Russian Federation.

To obtain a mortgage loan under special programs, young professionals need to go through the standard loan approval procedure for borrowers and provide the relevant documents (passport, income certificate, information about the housing being purchased). This may be a diploma of education, a copy of the work record book, a copy of the employment contract.

How to obtain the status of a young specialist

A person who wants to get under the program must meet the following requirements:

  1. Age limit. The program is designed for people under 35 years of age. This is an important condition for this social project;
  2. Availability of work in rural areas. After graduating from a higher educational institution, you need to independently search for a job. The main condition is to work in a rural area in a government agency;

What benefits are provided by law?

The provision of social support and protection measures for young professionals in Russia occurs within the framework of federal and regional programs, as well as in accordance with industry and regional regulations. In the most general form, young professionals in various fields of activity have the right to the following support measures:

  • lifting payments;
  • allowances and additional payments to wages, benefits;
  • assistance within the framework of special programs - “Young specialist in rural areas”, “Zemsky doctor”, “Zemsky paramedic”;
  • social mortgage on preferential terms;
  • other benefits determined at the regional level.

Lifting payments, allowances and benefits

Lifting payments are money that is paid to a young specialist in a lump sum upon admission to the organization’s staff. These payments can be spent on buying or renting housing, arrangement, moving and other purposes.

The amount of lifting payments depends on the region of employment of the young specialist. For example, the amount of allowance for a young teacher will be:

  • in Moscow - about 100,000 rubles , and the amount depends on the “color” of the diploma (those who graduate from a university with honors receive more);
  • in St. Petersburg - more than 67,000 rubles for “excellent students” and about 50,000 rubles for other young teachers;
  • in the Irkutsk region - about 50,000 rubles.

In provincial cities, allowances are also paid, but in smaller amounts ( 10-20 thousand rubles ).

Young doctors also apply for raise payments; for them the amount is the equivalent of three official salaries.

Several types of benefits can be established for young professionals:

  • one-time – paid, as a rule, at the end of the year;
  • monthly - added to wages;
  • incentives - paid based on work results (bonuses).

One-time benefits for young doctors and scientists are paid, as a rule, for three years. For example, in 2017 in the Ulyanovsk region they paid 45,000 rubles at the end of the first year, 40,000 rubles at the end of the second and 35,000 rubles at the end of the third year. For young doctors, the monthly additional payment is 30-40% of the salary, and in some regions bonuses are paid even before medical students finish their diplomas.

"Young specialist in the village"

The state program “ Young specialist in rural areas ” is designed to encourage young specialists to move to work in rural areas. In order to take part in the program, a young specialist must meet the following conditions:

  • have a diploma in a relevant field (or a final year student);
  • be no older than 35 years old;
  • have a certificate of absence of ownership of residential premises;
  • after receiving assistance, live in a village and work in your specialty for at least 5 years;
  • have enough money at your disposal to cover 30% of the cost of housing.

As part of the program, young teachers and doctors apply for a subsidy from the budget covering up to 70% of the cost of a house, apartment or the cost of building their home. This amount is allocated in the form of a loan at a reduced rate of 5% per annum for a period of 10 years. Repayment of this loan is usually made by writing off part of the specialist’s salary.

The main condition is to live in the village for at least 5 years after receiving assistance. Otherwise, the money will be collected back, including by seizing the property.

“Zemsky Doctor” and “Zemsky Paramedic”

Under the federal program “ Zemsky Doctor ,” a specialist moving to work in a rural area can qualify for a payment from the state in the amount of 1,000,000 rubles. Such assistance can be used to purchase a house or apartment, or to purchase land and build housing.

The “Zemsky Doctor” program is regulated by the legislation on compulsory health insurance (CHI), the relevant law describes the conditions and procedure for a doctor to receive a million rubles when moving to a village.

Main conditions for receiving money:

  • the specialist must have a diploma of higher education and completion of a residency or internship (good academic performance and grades in the diploma are important);
  • age – no more than 50 years (accordingly, this also includes young specialists);
  • desire to work in rural areas on a permanent basis ( at least 5 years );
  • lack of your own home.

This program is being implemented in different regions of the country; in some, vacancies for doctors in rural hospitals have already been almost completely filled. Therefore, before moving to the village and applying for participation in the program, you need to make sure that such participation is possible.

There is a regional program “Zemsky Paramedic” for paramedics. The terms of the program are similar to the program discussed above, with some exceptions:

  • the program is regional - valid only in those constituent entities of the Russian Federation that have implemented it;
  • the amount of payment to the paramedic is 500,000 rubles;
  • the age of the applicant is not older than 35 years (certain constituent entities of the Russian Federation increase the maximum age to 50 years);
  • Secondary medical education is required.

After receiving funding, a paramedic must work in a rural area for at least 5 years.

Housing programs

As part of the subprogram “Providing housing for certain categories of citizens,” the state provides assistance with the acquisition of their own housing by young professionals.

Public sector employees, if recognized as needing housing, may qualify for the following support measures:

  • compensation of 30-40% of the cost of purchased housing;
  • lower mortgage interest rate
  • possibility of paying the down payment on a mortgage loan with a subsidy from the state, loan term from 5 years.

Young professionals can receive these benefits regardless of whether they buy housing in a new building, on the secondary market, or are building their own home. Financing is provided from regional and federal budgets with the coordination of JSC DOM.RF (formerly AHML).

JSC "DOM.RF" also helps young doctors and teachers obtain a social mortgage:

  • for teachers no older than 35 years : loan rate from 5.75%, the ability to attract co-borrowers, a minimum down payment that can be made through a subsidy;
  • for young doctors: the interest rate is about 8.75%, the rate is halved upon the birth of a child, payment of the down payment through a subsidy.

There were additional mortgage lending programs for teachers, but all of them have now closed.

  3. Teachers may qualify for a mortgage on preferential terms.
  4. Sometimes the state compensates a certain part of the money for the purchase of housing.

To attract as many specialists as possible into the field of education, the state is creating additional incentive programs.

Latest changes in legislation

In recent years, activities to support young professionals have undergone some changes. Until 2014, there were special regional programs to provide housing for teachers - “House for Teacher”, “Teacher’s House” and others. At the moment, due to rising wages for education workers, these programs have been stopped.

Changes have also occurred in the Zemsky Doctor program. In particular, from 2021, this program applies to doctors under 50 years (previously, the age was limited to 35 years). Also, starting from 2021, the list of settlements in which the program operates has been expanded.

Since 2021, the Zemsky Doctor program has been transferred from the Compulsory Health Insurance Fund to the Russian Ministry of Health. Accordingly, funds are now also allocated directly from the federal budget and regional budgets. The program was extended to small towns with a population of up to 50 thousand inhabitants.

Mortgage programs for young professionals, which were implemented through AHML , were transferred to the jurisdiction of the regions with the reform of the agency. Mortgage interest rates are reviewed regularly, as the benchmark for them – the key rate of the Central Bank of the Russian Federation – changes.

The concept of “young specialist” in healthcare

A young doctor in the healthcare system is considered to be an employee who, after graduating from college, goes to work.

Important! You must go to work no later than three months from the date of graduation. Otherwise, additional payments will not be accrued.

Who is considered a young healthcare professional?
