Payments to large families in the Moscow region in 2021. What subsidies?

The list of benefits for a large family often depends on the region where the family lives. And the very same spouses with children in one region will be able to obtain the status of a “large family”, but in another they will be denied. In the Moscow region there is a law dated January 12, 2006 N 1/2006-OZ On measures of social support for families and children in the Moscow region. This regulatory act regulates the issues of assigning the status of a large family and receiving benefits in this region. How has the size of the benefit changed over the past 3 years?

Over the past 3 years, the list of benefits and their size have not changed. Only in 2018-2019. local authorities plan to facilitate the process of obtaining personal housing or purchasing a plot for subsequent construction of a house.

List of benefits:

  • the right to receive child care benefits;
  • the right to receive medications free of charge according to a pediatrician’s prescription. This benefit applies to family children under 6 years of age;
  • free and priority treatment;
  • the right to apply for a fiscal discount - it can be implemented as a reduction in the tax rate on land, cancellation of rent for farming, or zero tax for business entities;
  • the opportunity to get back part of the money intended to pay for the services of public kindergartens;
  • the opportunity to receive compensation prescribed to large families due to rising costs: it is issued when the rent or cost of housing and communal services increases;
  • the right to travel free of charge on public transport for one child and his accompanying guardian (parent), as well as the possibility of free travel for schoolchildren. Exceptions are route vehicles and taxis;
  • the right to attend clubs or sections in government institutions free of charge;
  • the opportunity to receive compensation for payments for a home telephone;
  • the right to priority enrollment of children in preschool, primary and secondary school education;
  • the opportunity to receive food in school canteens without paying;
  • get free sanatorium treatment and get a ticket to children’s camps;
  • the opportunity to compensate for the costs associated with the purchase of a school uniform and training suit;
  • the opportunity to receive 7.5 thousand rubles to buy necessary things for first-graders and another 5 thousand for other schoolchildren when collecting by September 1;
  • free receipt of textbooks;
  • free tickets to exhibitions, museums, parks;
  • early retirement of parents, while their work experience must be more than 15 years;
  • vacation 14 days more than other employees are entitled to;
  • the right to take out an additional day of rest if, according to the employment contract, the father or mother of the baby works within a 40-hour work week;
  • free training for parents in a new profession or advanced training;
  • social housing;
  • preferential mortgage;
  • 30% discount on electricity, gas, heating payments.

The Mikhailovs are native Muscovites.
Julia from Lukhovitsy, Kolya from Kolomna. And at first everything was like everyone else’s. We met, got married, and decided to have a child. At the first ultrasound, the doctor said: “You are having twins.” Kolya wanted boys, Yulia hoped that they would have both a son and a daughter. So, in dreams and disputes, we waited for the second ultrasound. “The doctor examined me for an hour and a half, then he looked up and... silently showed four fingers,” recalls Yulia. “In complete shock, I go outside, call my husband, and say that we will have four children. And Kolya laughs: “So what? Where there are two, there are four!” In the evening, he rushed home, happy, with flowers... Yulia spent almost her entire pregnancy in the perinatal center in Balashikha. Worried about her health, doctors even suggested performing a reduction—removing one embryo. After all, by that time Yulia had already turned 31 years old, at that age the first birth and with only one fetus is considered risky. But the Mikhailovs decided to save all the children at all costs. Three sons and a sweet daughter were born two months prematurely, weighing from 1200 to 1500 grams. Because of this, the kids were under medical supervision for another month.

What is the size of the benefit for large families in 2021?

All of the above benefits and their amounts will remain unchanged in 2021. Many parents with many children are concerned about obtaining a plot of land for building a house or running a household plot. The area of ​​such a plot is 6-15 acres.

To submit documents to obtain such a plot, you will need to fulfill the following conditions:

  • have Russian citizenship for all family members for the last 5 years;
  • registration in the same house and place of implementation of the program for the last 5 years;
  • the family is on the waiting list;
  • not have a plot of land or an apartment whose area exceeds the standard for one resident.

Families living in the Moscow region and trying to obtain a plot of land under this program are increasingly encountering the following difficulties:

  • lack of land in the Moscow region within the city limits or near it;
  • you cannot sell your property, since the plot remains in state ownership and is provided according to a social lease agreement;
  • the right to land may be denied if it has been revealed that the family deliberately moved and registered in housing with poor conditions and a small area, and its income is in fact higher than the subsistence level;
  • if the family refused the land three times in the hope of getting a better plot.

To register for receiving land, you will need the following documentation:

  • application to local authorities;
  • certificate of a large family;
  • passports and birth certificates of children;
  • a certificate indicating the composition of the family;
  • documented registration

The decision to place a person on the waiting list must be announced by the authorities within 30 days. Local benefits:

  • 100% discount on fees for services provided by municipal kindergartens;
  • payment of half the cost of a monthly pass for full-time students;
  • free travel for children under 16 years of age;
  • free registration and attendance of classes in sports sections;
  • compensation payment or discount on meals in the canteen of a school or higher education institution;
  • the right to obtain a 24-hour free parking space with the permission of the municipality;
  • free travel for one parent in the metro and other types of public transport;
  • abolition of transport tax;
  • the opportunity to obtain free access to public baths in the region;
  • the opportunity for a non-working parent to open a family-type kindergarten and receive wages for its maintenance;
  • increasing the pension coefficient for mothers of 10 or more children.

Additional cash payments:

  • monthly reimbursement of expenses: 1200 rubles for families with 3-4 children, 1500 rubles - if there are 5 children in the family;
  • monthly compensation for the purchase of goods for children - 1.8 thousand rubles if there are 5 children or more;
  • monthly additional payment to retired mothers who gave birth to ten or more children - 20 thousand rubles;
  • payment dedicated to Family Day (for those with 10 or more offspring) – 20 thousand rubles;
  • annual financial payment to families with 10 or more children for the Knowledge Day holiday - 30 thousand rubles;
  • monthly compensation payment for housing and communal services costs - 1044 rubles for families with 3-4 children, 2088 rubles - if there are 5 or more children;
  • monthly compensation payment for telephony expenses - 250 rubles;
  • one-time additional payment for the birth of triplets – 50 thousand rubles;
  • payment of 10 metropolitan living wages – if the parents of the third child are under 30 years old.

It doesn't matter whether they are born into the family or adopted. But not all of them can qualify for social assistance. To receive payments in 2021, a society unit must meet the following criteria:

  • the parents' marriage must be registered by the state;
  • there are 3 or more children in the family (natural, adopted, dependent);
  • at least 3 children must be under 18 years of age (or under 23 if the adult is in full-time education);
  • Children living separately from their parents (with relatives, in special institutions) is unacceptable.

How to get benefits for large families in 2021

To apply for any benefit, the main document is considered to be a certificate confirming the fact of a large family. An additional list of papers is collected taking into account the type of benefit being issued. Eg. To receive a preferential mortgage at a rate of 6%, you will need to meet the following requirements:

  • birth of the 3rd or subsequent child after January 1, 2018, but before December 31, 2022,
  • purchasing housing on the primary real estate market;
  • initial contribution from own funds of at least 20% (including MSK).

The grace period for the birth of the 3rd and subsequent children is 5 years. Upon completion, the rate will increase, but will be calculated using a special formula.

In order to save material income for families with many children, the state has provided tax deductions for them. To apply for income tax benefits, you will need to provide the employer with an application, a certificate from the educational institution, and a 2-NDFL certificate.

Subsidies provided for large families

One type of subsidy for a large family is the provision of a housing subsidy. It is as follows :

  • Funds are provided free of charge, but a number of requirements must be met.
  • Targeted use of funds: money can be spent on purchasing housing both on the primary and secondary markets, however, on the “primary” market you can only buy if the house is 70% completed
  • The purchased property must not be under arrest or be collateral
  • You can use the subsidy within 6 months from the date of registration, otherwise you will have to resubmit the documents.
  • An additional condition is citizenship of the Russian Federation and residence for parents.

In 2021, local authorities will retain the following privileges for large families:

  • preschoolers will continue to be enrolled in kindergarten without a waiting list;
  • parents will be exempt from paying for attending kindergarten;
  • free prescription medications;
  • dairy nutrition if there is a dairy kitchen;

  • receiving subsidies for construction.

There are numerous social service organizations, rehabilitation centers, social shelters and organizations providing free psychological and pedagogical assistance to children in Moscow and the region.

Conditions, documents and where to apply for a large family to receive benefits and subsidies

To apply for benefits and subsidies, you must contact the social protection authorities, a microfinance center, or register yourself on the government services portal, having previously received a password for your account; only after confirming your identity, all the services of the site will be available to you.

Documents that will need to be provided to receive benefits:

  • Originals and copies of all passports of adult family members and birth certificates of minors.
  • a statement about this from any of the parents;
  • certificate of a large family;
  • certificate of the need to provide benefits (about low income)

The same list of documents must be submitted to the management company.

To receive subsidies for the construction or purchase of housing, a more detailed list of documents will be required, such as:

  • Copies of parents' passports;
  • birth certificates for each child;
  • a certificate from the place of residence about the composition of the family, as well as an extract from the house register or apartment card;
  • certificate of absence of debts on utility bills;
  • a document confirming that the family has the status of a large family;
  • certificates of income of each parent and documents for real estate owned by the family.

The decision to issue a subsidy is considered for two weeks. A construction subsidy can be transferred before the start of work on the construction of a house in order to purchase building materials and pay for the services of builders, or upon completion of work in order to compensate for the expenses of parents with many children.
