Benefits and payments

In Moscow, a family with many children is considered to be one in which three or more children were born and/or are being raised, and the youngest of them is under 16 years old (18 years old for a child who is still studying).
Like other mothers and fathers, at the birth of a baby, parents with many children can receive social benefits that do not depend on the income and fact of work of the parents. They are paid the benefits due to all Moscow families for the birth of a child: 5,500 rubles for the first child, 14,500 rubles for the second and subsequent ones. If triplets are born, the family receives an additional 50 thousand rubles. When parents have a third child under 30 years of age, they are entitled to another benefit in the amount of ten times the average subsistence minimum per capita (determined on the date of birth of the child).

In addition, all large families receive monthly compensation due to the rising cost of living. It has been doubled since 2021. For parents of three and four children, the payment is 1,200 rubles. For families with five or more children, the amount has been increased to 1,500 rubles, and they are also paid 1,800 rubles once a month for the purchase of children's goods.

Another 1,044 rubles (2,088 rubles for families with five children or more) is a monthly reimbursement for utility costs and 250 rubles for a home telephone. The annual compensation is 10 thousand rubles for each child - schoolchildren and students (in 2021 - five thousand rubles).

Retired mothers in families with ten or more children receive 20 thousand rubles a month. The same amount is paid for International Family Day and 30 thousand rubles for Knowledge Day.

Regions

Benefits for large families for 2021 are also established by regional legislation. In the regions, executive authorities are developing special programs aimed at supporting low-income mothers and fathers with many children. Programs in each specific region differ from each other, it all depends on the conditions in which their offspring live. But there are uniform rules for approaching this category of citizens:

Payments to large families are made in the following cases:

  • if parents cannot cope with social and financial problems on their own;
  • Mom and dad, who have more than three children in their care, perform an important social task for the state;
  • regions provide targeted assistance in each specific case (for example, taxes).

Assistance on housing issues, as well as other socially useful activities, are of a declarative nature. This means that mom or dad themselves must begin processing various types of subsidies. They will receive it on preferential terms.

Payouts:

  1. To pay for housing and communal services. In 2021, a large family has the right to pay only 30% of the amount indicated on the receipt. In Crimea, for example, there is an increase in this amount to 50%.
  2. Compensatory social security payments for food. Funds are issued to children and adolescents under 16 years of age, sometimes up to 18 years of age, but subject to their receipt of education. The amount of money depends on the standard of living of a particular region.
  3. Payments for food. They are also compensatory. Their size is 675 rubles.

Privileges:

  • free use of public transport;
  • placement of a child in kindergarten without queues;
  • free attendance at a kindergarten, school, or other educational institution accredited by state accreditation.

IMPORTANT: It is worth mentioning separately the support for parents with 10 children. For example, at the start of school they have the right to receive 15,000 to prepare their children for school, as well as a cash gift of 10,000 for International Family Day.

Financial support aimed at preparing a preschooler for school is established not only for mothers and fathers with 10 children. Parents with three children have the right to count on it, but the amount of compensation will be less, not 15,000, but approximately 7,500. Assistance is established in relation to certain categories of students. These are children who are going to school for the first time, as well as students up to 11th grade.

Free travel and parking permit

Large families in Moscow are provided with a number of benefits in the field of transport, both public and personal. For example, one of the parents receives the right to free travel on the metro, the MCC, buses, trolleybuses and trams. At the same time, children from large families have the opportunity to ride for free not only on all types of public transport (except taxis), but also on commuter trains. This benefit is valid for children under 16 years of age, and for those who continue to study in general education institutions - up to 18 years of age.

In addition, a large family can obtain one parking permit, which gives the right to park the car free of charge within the entire paid parking zone around the clock and on any day of the week. Low-income status with more than three children

To obtain this social status, a special calculation is required. It consists of summing up the parents’ income that they received over the last 3 months. The total amount is divided among all family members. If the resulting figure is less than the subsistence minimum, parents have the right to count on the legal status of a low-income person with all the legal consequences arising from this status.

In 2021, according to Putin, positive changes will be made to the status of the poor. For example, from 2021 a subsidy per child for each month will be introduced. To receive this financial assistance, parents must have an income that does not exceed 1.5 regional subsistence minimums. The duration of assistance will be one and a half years from the moment the baby is born. It should be understood that the cost of living in each specific region varies depending on the socio-economic conditions of the territory. What are the benefits of payments to the poor? In particular:

  • buying groceries for home;
  • school meals;
  • buying clothes;

Tickets to the zoo and museums

Provided for large families and free leisure. They do not have to pay for entry to the Moscow Zoo and are provided with benefits when visiting Moscow museums and exhibitions. Basically we are talking about a discount on the ticket, but some museums can be entered for free. These are, for example, the Manege museum and exhibition association, the Museum of Russian popular print and naive art, the Tsaritsyno State Historical-Architectural, Art and Landscape Museum-Reserve, the State Exhibition Hall of the History of the War in Afghanistan, the Alexander Solzhenitsyn House of Russian Abroad, Moscow Literary Museum-Center K.G. Paustovsky, gallery of the Moscow Exhibition Halls association.

In any case, each large family is entitled to one free visit to the museum per month. Similar benefits apply to city stadiums. Among other things, large families can attend various sports and cultural events for free, and children from such families can attend city sports schools and sections.

Other payments to large families in 2021 at the regional level

Various assistance is included in special programs at the regional level. From 2021 it will be provided to the population in the form of:

  1. If a child needs medications, he has the right to purchase them free of charge. The benefit usually applies when the child reaches 6 years of age.
  2. Purchase of school supplies using funds from regional budgets.

According to the Law of the Oryol Region of October 2, 2003 No. 350-OZ “On the status of a large family of the Oryol Region and measures of its social support”, a large family of the Oryol Region is a family (single parent (adoptive parent), guardian (trustee), foster parent), having three or more children under the age of eighteen, as well as one or more children who have reached the age of majority - students, students (cadets), mastering educational programs in organizations carrying out educational activities on the territory of the Russian Federation, or undergoing military service on conscription, but no more than until they reach the age of twenty-three

Monthly allowance for a large family is paid

One of the parents (adoptive parents) of their choice, the only parent (adoptive parent) on the basis of a certificate of a large family, is provided with a monthly allowance for a large family (hereinafter also referred to as a monthly allowance) for each child until he reaches the age of 16 years, and for children studying in organizations carrying out educational activities located on the territory of the Russian Federation - until they reach the age of 18 years.

Amount of monthly benefit for a large family

The monthly benefit is paid in the amounts established in accordance with Part 1 of Article 7 of the Oryol Region Law of October 2, 2003 No. 350-OZ, taking into account the indexation provided for in Part 3 of Article 7 of the Oryol Region Law of October 2, 2003 No. 350-OZ.

A large family receives a monthly allowance of 499 rubles. 83 kop. (in 2021 - 494 rubles 88 kopecks, in 2021 - 489 rubles 98 kopecks; in 2021 - 485 rubles 13 kopecks; in 2021 - 473 rubles 30 kopecks, in 2015 - 461.76 rubles, in 2014 - 437.69 rubles, in 2013 - 416.85 rubles) for each child until he reaches the age of 16 years, and for children studying full-time and full-time and part-time forms of education in organizations engaged in educational activities - until the age of 18 years.

The amount of the monthly benefit for a large family is indexed annually from January 1 by multiplying the size of the one-time benefit for a large family by the projected level of inflation established by the federal law on the federal budget for the corresponding financial year and planning period.

During subsequent indexation, the amount of the monthly benefit for a large family is determined taking into account the previously performed indexation.

Assignment of a monthly allowance to a large family

The monthly allowance is assigned from the 1st day of the month in which the third child and subsequent children were born, until the child reaches the age of 16 years, studying in organizations engaged in educational activities - until they reach the age of 18 years, if the application for a monthly allowance followed no later than six months from the month of birth of the third child and subsequent children.

If you apply for a monthly benefit after six months from the month of birth of the third child and subsequent children, the monthly benefit is assigned and paid for the elapsed time, but no more than six months before the month in which the application for the monthly benefit was submitted.

For citizens who arrived in the Oryol region from other constituent entities of the Russian Federation, a monthly allowance is assigned and paid from the 1st day of the month the status of a large family is established. In this case, the monthly benefit is paid in the amounts established by the legislation of the Oryol region for the corresponding period.

Range of applicants

The applicant for public services is one of the parents (adoptive parents) of their choice, a single parent of a large family.

Documents required for granting benefits

To assign a monthly allowance to a large family, the following must be submitted to the institution at the place of residence:

1) an application for the appointment of certain measures of social support to a large family;

2) a copy of a document proving identity and place of residence in the Oryol region (passport of a citizen of the Russian Federation);

3) copies of birth (adoption) certificates of the child (children);

4) a copy of a document containing information about the applicant’s account opened with a credit institution.

To make a decision on the assignment of a monthly benefit, the applicant additionally submits the following documents:

1) a certificate of education from an organization carrying out educational activities located on the territory of the Russian Federation for a child (children) over sixteen years of age;

2) a copy of the document confirming the change in the applicant’s surname (in the case of a change in the applicant’s surname).

Copies of the documents specified in this paragraph are presented upon presentation of the original document or certified in the manner prescribed by current legislation.

Documents (information) submitted by the applicant on his own initiative include:

a document confirming the status of a large family (certificate of the established form);

a certificate from the social security institution at the place of residence of the other parent (adoptive parent) confirming that he has not received a monthly benefit;

certificate of non-receipt of child benefits at the previous place of residence (for those arriving in the Oryol region).

Duration of provision of public services

The social protection institution at the applicant’s place of residence, within 20 working days from the date of registration of the application, makes a decision on the assignment or refusal of social benefits to a large family.

Refusal to provide public services

The decision to refuse to assign a monthly benefit is made if the documents specified in paragraph 28 of the Procedure for providing certain measures of social support to a large family in the Oryol region are not submitted in full.

What is a large family
