What compensation for kindergarten for a second child can parents receive?

Federal law provides for compensation for kindergarten fees. To receive it, you need to know who is entitled to it, as well as the principles of calculation and accrual. Regional law may also provide compensation for failure to provide a place in a kindergarten. Parents can find out about this from the administration.

One of the social guarantees that is provided to parents raising small children is compensation for attending kindergarten. It means the return of part of the funds that were paid to the preschool educational institution. This right arises based on the provisions of the law (Federal Law No. 237) “On Education in the Russian Federation.” The money is returned to the parent who makes monthly payments for their child.

Legislative norms

The right of a family to reimbursement of parental fees is enshrined in law. Art. 65 (clause 5) of Federal Law No. 273 “On Education in the Russian Federation” states that when providing services for the supervision and care of children in a preschool educational institution, a fee is established.

Categories of families who can use the municipal kindergarten for free have been defined:

  1. Disabled children.
  2. Orphans.
  3. With tuberculosis intoxication.

Other citizens have the right to return part of the money spent. The amount of the benefit depends on the income level and social status of the family. Clause 5 of the article determines the minimum amounts of payments. They depend on the size of the parental fee:

  • For the first child – 20%;
  • For the second child – 50%;
  • For subsequent ones – 70%.

Only minor children are accepted for calculation, i.e. if the eldest is already 18 years old, compensation can only be issued in the amount of 20%.

The size and criteria for classifying citizens as needy are determined by local authorities. The amount depends on the minimum wage. They also establish the procedure for applying for payments. Financing is provided by the constituent entities of the Russian Federation.

How is compensation calculated for kindergarten or for a second child?

Parents of a preschool child can receive a discount for paying for the kindergarten he attends, as well as for failure to provide an appropriate place (in some regions). In the first type of payments, the days during which the child was in the preschool educational institution are taken into account. The calculation is carried out as follows.

  1. The amount of 1 day spent in kindergarten is calculated.
  2. Then the number of days the baby was in kindergarten is multiplied by the cost per day.
  3. The resulting number is divided by 100, and then multiplied by the percentage of compensation due. If you have two children, the benefit will be 50%.

Another compensation for paying for kindergarten is not related to attendance, but to food.

The second type of compensation, regarding failure to provide a child with a place in the garden, can only be provided at the regional level. You need to find out about this from social services. protection. But even if the payment is provided for by regional law, local authorities decide on its payment on an individual basis, based on the degree of need to support the family.

Benefits for enrollment in kindergarten


In addition to providing benefits on fees for keeping a child in kindergarten, there are privileges when enrolling them in preschool institutions.
When signing up for the queue, the following benefits are taken into account:

  • right to priority enrollment;
  • priority enrollment;
  • distribution advantage.

Who is entitled to benefits when entering kindergarten?

Children have the right to priority enrollment in preschool educational institutions:

  • judges and prosecutors (certificate of employment required);
  • liquidators and victims of the Chernobyl disaster (it is necessary to submit a certificate of evacuation, confirmation of disability caused by radiation, etc.);
  • dead or missing, participants in counter-terrorism operations in the North Caucasus (you must provide a death certificate of a parent or a court decision declaring you missing);
  • military personnel transferred to the reserve (within 1 month after dismissal);
  • dysfunctional families (parents must have a referral issued by the commission on juvenile affairs).

Children have the right to priority enrollment list:

  • military personnel at the place of actual residence (a certificate from the military commissariat is required);
  • employees of the departments of the Ministry of Internal Affairs, FSB, FSIN, Ministry of Emergency Situations, etc., including those dismissed for health reasons (as well as children of employees who died in service);
  • from a large family;
  • whose parents are disabled (you must submit an ITU conclusion on assignment of a disability group).

Children have priority when enrolling in an institution: orphans, disabled people, adopted children, civil servants, displaced persons, refugees.

The same advantage is given to:

  • mothers with single status (if the column “Father” is not filled in on the birth certificate);
  • employees of kindergartens (a certificate from the place of work is provided);
  • children, if brothers or sisters already attend a certain kindergarten.

These benefits are established at the federal level. When is the payment made?

If compensation for kindergarten fees for a second child is denied


There are cases when payment is refused.
This should be done differently depending on the reason. To apply for compensation, you must contact the management of the preschool institution. Currently, this can be done not only during a personal visit, but also through the State Services website. On the one hand, it's convenient. But, on the other hand, errors may be made during such registration. If the refusal to receive compensation is due to incorrect submission of the application and failure to provide some documents, you need to correct the errors and resubmit the documents.

Another reason may be a misunderstanding of who is entitled to compensation. The fact is that for the second child a 50% benefit is provided only in cases where the other child is a minor (and in some regions, if the other child is a full-time student at an educational organization and has not reached 23 years of age). Therefore, if a mother applies for a payment for her second child when the first child has already graduated from a university, she will receive a refusal on legal grounds. But then she can receive compensation in the amount of 20%, which is provided for one child.

How to put your child on the waiting list

One of the most important criteria for processing government payments is the timely registration of the child for a place in kindergarten. This is done as follows:

  1. Collect a package of documents and submit them to the Department of Education along with the application. In response, a written notification of acceptance of the documentation is issued.
  2. Wait for a decision. Department employees are given up to 30 days to review documents. The period depends on the region.

There is an easier way to submit documentation – through State Services. This will avoid long lines at a government office and simplify the procedure as much as possible. What it looks like:

  1. One of the parents registers on the portal and confirms the account. This can be done at a bank branch, MFC or Russian Post.
  2. After confirmation, you need to go to the “Registration for kindergarten” menu. A window will open on the monitor with an application that must be filled out.
  3. Scanned documents are attached to the application.
  4. The applicant is notified of the results of the review through his personal account in the notifications section.
