A benefit for caring for a disabled person of group 1 is issued at the local Pension Fund of the Russian Federation at the place of registration of the person in need. To receive it, after registration, you need to submit an application for authorization and go through it at the MFC, on the website of Post Bank and Raiffeisenbank (only for clients of these credit institutions), and send a letter via Russian Post.
In this case, you will need to personally submit the original documents to the Pension Fund after sending the application within five working days.
The same applies to sending documents for registration of care for a disabled person through the Pension Fund of Russia personal account. There you need to select the section “On the fact of implementation or termination of work”.
The set of documents is reviewed for no more than ten working days, after which a decision is made on the assignment of payment and the inclusion of the period of care in the length of service when accruing additional points or on refusal.
Reasons for refusal may be:
- the person for whom care is planned does not have the required disability group;
- non-compliance of the caregiver with established requirements;
- errors in documentation;
- provision of an incomplete set of documents;
- the representative lacks the authority to give consent to care;
- the consent was signed by the wrong person;
- when providing false information.
An unjustified refusal can be appealed by going to court.
The transfer of money begins from the month when a complete set of documents was provided and stops after reporting the facts that are the basis for suspending contributions.
The money is transferred not to the caregiver, but to the disabled person, along with a pension, every month to an account, card in a bank or through Russian Post offices.
If the disabled person is a military man, then you can choose to apply either to the Pension Fund or at the place of your former service.
Benefit for caring for a disabled person of group 2
Only those who care for disabled people of group 1 can receive financial support. No payments are provided for those caring for incapacitated citizens of other disability groups.
This is explained by the fact that group 2 does not always imply a complete inability to independently care for oneself. The second disability group is assigned in the presence of the following health problems:

Registration procedure
The allowance for caring for a disabled person of group 1 is calculated based on the submitted application.
The funds will be transferred along with the ward’s pension, so it will be assigned by the Russian Pension Fund in the same division where the person’s case is registered. Taking into account the specifics of such payments, it turns out that the legislator reserved the right for an incapacitated citizen to independently determine the amount of remuneration. Which authorities should I contact?

- work records of both parties;

A minor can supervise a ward only in his free time from the educational process. A certificate from the school confirming full-time education is presented to the Russian Pension Fund.

Rules for drawing up an application

Persons caring for an incapacitated minor are entitled to LOU payments (benefits for persons caring for a disabled person).
