“providing free ownership of a land plot for individual housing construction in cases established by the laws of St. Petersburg;”;
paragraph 1 of article 13 shall be supplemented with subparagraph 8 with the following content:
“8) provision of free ownership of a land plot for individual housing construction in cases established by the laws of St. Petersburg.”
Benefits for large families in St. Petersburg 2021
- 30% discount on utilities. If a family lives without central heating (in a private house), then it receives the same discount when purchasing fuel within the regional norm.

Article 5_1
The right of citizens to receive free ownership of a land plot for individual housing or dacha construction is preserved if citizens had the right to be provided with a land plot in accordance with the requirements of this Law of St. Petersburg, submitted an application for the provision of a land plot before their children reached the age of 18 years and did not receive a plot of land until their children reached the age of 18, including citizens registered in accordance with the Law of St. Petersburg of September 26, 2007 N 466-92 “On measures of social support for large families in St. Petersburg.”

Next, the citizen purchases a suitable plot. After this, the question usually arises of how to cash out the land certificate.
To do this, you need to contact the organization to which the documents were submitted. For example, if it was an MFC, in order to receive compensation a citizen presents:
- the certificate itself;
- receipt/receipt for payment for the site;
- documents from Rosreestr;
- applicant's passport;
- bank card or current account number for transferring funds;
- power of attorney, if the applicant is an authorized person.
The maximum period during which payment of land capital is made is 3 months.

Article 5
1. The decision to provide free ownership of land plots to citizens for individual housing or dacha construction is made by the executive body of state power of St. Petersburg, authorized by the Government of St. Petersburg, in accordance with the targeted program for providing free ownership of land plots to citizens for individual housing or dacha construction .

2. A decision to refuse to provide citizens with land plots for individual housing or dacha construction is made in cases where:
1) citizens have not submitted the documents necessary to provide citizens with free ownership of a land plot for individual housing or dacha construction, determined in accordance with the list established by the Government of St. Petersburg;
2) citizens do not have the right to provide free ownership of land plots for individual housing or dacha construction in accordance with the requirements established in Article 1 of this Law of St. Petersburg, except for the cases provided for in Article 5_1 of this Law of St. Petersburg.

3. The decision to refuse to provide citizens with land plots for dacha construction, in addition to the cases specified in paragraph 2 of this article, is made if citizens, instead of providing them with a land plot for dacha construction, chose to provide an additional measure of social support and received a Land Certificate.

Package of documents for issuing a certificate
When preparing a document at the Multifunctional Center (MFC), the following papers will be required:
- application requesting a land certificate;
- certificate of a large family;
- parents' passports;
- children's birth certificates;
- Marriage certificate.
For children under guardianship, an act and certificate of adoption from the guardianship authorities will be required.
You must provide originals and copies of documents to the MFC. The fact of filing the papers is confirmed by a receipt from the employee with his signature and date.
The law gives local authorities 20 working days to make a decision on issuing a certificate.

The cost of the certificate raised eyebrows among some deputies. They considered her too modest for the Leningrad region. Deputy Elena Kiseleva, who presented the bill, agreed with this: “The amount is small, but it is legally justified. We carried out scrupulous monitoring, finding out whether it was possible to purchase a garden plot for this money. It turned out that it is possible, and in any region of the Russian Federation. Buyers, by the way, can also use maternity capital funds.”
“The targeted program for providing plots to large families already contains data on the cadastral value of land. For the Leningrad region, it averages about 75,000 rubles per hundred square meters. That is, the price of a plot of 15 acres will exceed 1 million rubles. This is three times more expensive than you propose,” calculated Marina Shishkina, a deputy and author of an alternative and rejected bill.

Land in St. Petersburg for large families
Since 2013, land plots for families with three or more children have been provided in the Leningrad region. But this does not fundamentally solve the problem. There are now more than 25 thousand families on the waiting list for dacha land. “The queue for land does not do us credit,” said Elena Kiseleva. The money can only be spent on purchasing land. “This initiative will allow the family to choose the form of support, the size and location of the plot,” she assured.
But, according to deputy Alexei Palin, 300 thousand rubles will not solve the issue. “A year ago, a different amount was announced – a million rubles,” he recalled. Elena Kiseleva assured that the price issue was being worked out. “In all regions of the Russian Federation it is possible to purchase a gardening plot for this amount,” she noted.
Article 6
The Government of St. Petersburg exercises the following powers in the field of providing land plots to citizens for individual housing or dacha construction, as well as providing them with additional measures of social support:

forms, in the manner established by the Government of St. Petersburg, a targeted program for providing land plots to citizens free of charge for individual housing or dacha construction, including land plots that, in accordance with current legislation, can be provided for individual housing or dacha construction, and ensures formation of the specified land plots at the expense of the budget of St. Petersburg;
determines the procedure for keeping records of citizens as those in need of land plots for summer cottage construction;
determines the procedure for citizens to submit applications for the provision of a land plot for individual housing construction;
determines the procedure for making decisions on the provision of land plots to citizens free of charge for individual housing or dacha construction;
establishes the procedure for allocating land capital funds in St. Petersburg to the acquisition of a land plot for summer cottage construction on the territory of the Russian Federation.

St. Petersburg deputies proposed giving large families money instead of land
The bill by Sergei Trokhmanenko and Marina Shishkina proposes to give large families the right to receive social payments instead of land plots, which can be spent only on the purchase of housing, individual housing construction, participation in shared construction, construction of a summer house, payment of mortgage debt or payment for housing provided by the city under an agreement social rental or commercial use. “The amount of social benefits is determined annually by the government of St. Petersburg, based on the average market value of land plots provided in the manner established by this law of St. Petersburg in the previous year,” the document says.
Deputies of the Legislative Assembly of St. Petersburg Sergei Trokhmanenko and Marina Shishkina developed a draft amendment to the law “On the provision of land plots for individual housing and dacha construction to citizens with three or more children.” The people's representatives propose replacing allotments with cash payments, which should speed up the progress of the queue, which is only growing. This may require the allocation of about 20 billion rubles from the city budget, but engineering preparation of the territory, according to the authors of the project, will still cost St. Petersburg more. The Smolny Social Policy Committee supports the initiative of the deputies.

Citizens have the right to acquire free ownership for individual housing or dacha construction without bidding and prior approval of the locations of land plots owned by St. Petersburg, land plots owned by the federal government, the authority to manage which has been transferred to St. Petersburg in accordance with federal laws and other regulatory legal acts of the Russian Federation, as well as land plots, state ownership of which is not delimited and which, in accordance with land legislation, the public authorities of St. Petersburg have the right to dispose of (hereinafter referred to as land plots), in cases and in the manner established this Law of St. Petersburg.

Land plots are provided to citizens in accordance with this Law of St. Petersburg in the event that citizens have three or more children (including those under guardianship or trusteeship, as well as stepchildren and stepdaughters) under the age of 18 years, living with them and being family members of these citizens, have a place of residence in St. Petersburg and are not deprived of parental rights in relation to these children.
Land or money for large families
Since the land plot is leased before the construction of the house, the tenant is obliged to pay a certain amount for it. This amount depends on the estimated value of the land and amounts to 0.3 percent annually. The land becomes property after the construction of a residential building on it. But do not delay this process for many years, since the lease is provided for 10 years.
