Utility bills for a cottage: how much does it cost to live in the countryside?

City and region - digest of new buildings, or which projects have entered the sales market? It has been noted that recently more and more interesting new building projects are appearing in the economy class segment. In this review we will look at the dynamics of development of the real estate market in the city and region. We will consider in detail both projects within St. Petersburg and in the suburban area.

Land plots for large families

The waiting period is determined by regional decrees, but cannot exceed one month if applicants meet all conditions. If some issues require additional consideration, the review will take no longer than two months.

Also, when submitting an application, it is necessary to correctly determine the purpose of acquiring land, for example, for the construction of residential real estate. In 2019, land plots for large families are provided to those in need of improved housing conditions (in most regions) and to citizens who have expressed a desire to receive the plot in question for farming or building a house.

Benefits for large families in St. Petersburg 2021

  • 30% discount on utilities. If a family lives without central heating (in a private house), then it receives the same discount when purchasing fuel within the regional norm.
  • 50% discount on travel to the place of sanatorium treatment. The discount is given to both the minor and one of the parents who acts as an accompanying person. Whether the trip is public or private does not matter.
  • Free travel on intracity municipal transport for a minor and one parent ( free travel for large families )
  • Free school and sports uniforms, as well as hot meals (for the entire duration of study) ( free school meals for large families )
  • Children are among the first to be enrolled in preschool institutions.
  • Medical care, as well as the provision of prostheses and orthopedic equipment is at the expense of the state.
  • “Cultural” benefit – once a month you can visit a theater or exhibition for free.

St. Petersburg residents with more than 3 children receive a large discount on utility bills. If there are 4 to 7 minors in the family, then the discount increases from 30% to 40%, and if there are even more – up to 50%! It should be noted that the form of such a benefit for families with many children in St. Petersburg is a cash payment - this means that beneficiaries pay for the “utilities” in full, but then receive a refund.

Article 5_1

The right of citizens to receive free ownership of a land plot for individual housing or dacha construction is preserved if citizens had the right to be provided with a land plot in accordance with the requirements of this Law of St. Petersburg, submitted an application for the provision of a land plot before their children reached the age of 18 years and did not receive a plot of land until their children reached the age of 18, including citizens registered in accordance with the Law of St. Petersburg of September 26, 2007 N 466-92 “On measures of social support for large families in St. Petersburg.”
(The article was additionally included from June 14, 2014 by the Law of St. Petersburg dated May 29, 2014 N 279-53, applies to legal relations that arose from January 1, 2012; as amended, brought into force on July 1, 2021 by the Law of St. Petersburg dated May 10, 2021 N 240-42. - See previous edition)

State program for the provision of land plots to large families in 2019-2019

Upon registration, a serial number is assigned and, by law, within a year .
Unfortunately, not all regions have free state land. Many of them do not comply with this law; the issuance of land is suspended indefinitely. The fact is that even land plots were able to receive only 40% of those who submitted applications . Such a low percentage is associated with the low quality of the land offered (in places remote from infrastructure, for example). In this regard, it is extremely doubtful that regional budgets will be able to bear such a burden as distributing apartments to all large families. It is likely that “other assistance” means preferential interest rates on mortgage loans, and this is the most you can count on.

Obtaining land capital and cashing out funds in St. Petersburg

Not only the regional MFC has the right to issue a certificate. As an example, we will describe how to obtain land capital for large families in St. Petersburg through the State Services website.

The applicant will need a set of documents:

  • application in the prescribed form;
  • internal passport of the applicant and family members;
  • a document confirming the fact of registration in St. Petersburg;
  • birth certificates of supported children under 18 years of age;
  • parents' marriage registration certificate;
  • act issued by the guardianship and trusteeship authority (if necessary);
  • adoption certificate or court decision on adoption, if available.

If the registration is entrusted to an authorized person, a notarized power of attorney must be submitted.

The procedure for obtaining a document confirming the right to land capital includes several stages:

  1. Completing and submitting an application.
  2. Registration.
  3. Collection of necessary documents.
  4. Obtaining a certificate “Land capital in St. Petersburg”.

Next, the citizen purchases a suitable plot. After this, the question usually arises of how to cash out the land certificate.

To do this, you need to contact the organization to which the documents were submitted. For example, if it was an MFC, in order to receive compensation a citizen presents:

  • the certificate itself;
  • receipt/receipt for payment for the site;
  • documents from Rosreestr;
  • applicant's passport;
  • bank card or current account number for transferring funds;
  • power of attorney, if the applicant is an authorized person.

The maximum period during which payment of land capital is made is 3 months.

Land in St. Petersburg for large families

The government of St. Petersburg solved the problem with the queue in the following way: a large family, a citizen representing it, independently looks for a plot of land that meets all the requirements, purchases it at his own expense, and then returns part of it according to the law .

Personal accounts for payment of housing and communal services are assigned to all real estate properties - be it a house, apartment or even a room. Homeowners can divide their personal account and pay utility bills in accordance with the allocated share and square footage of the premises. We will tell you how and when personal accounts are divided, what nuances to pay attention to, and we will determine the procedure for resolving this issue in court.

Benefits for large families in 2021: changes

maternity capital is a certificate with a nominal value of 505 thousand rubles, which can be received by the parent of the second, third and subsequent children when they reach 3 years of age. Capital can be spent on purchasing, improving housing, education, and pension savings in the future;

In addition to these preferences and benefits, large families in the capital can also count on receiving cash compensation, which, according to Moscow authorities, will be significantly increased in 2021 compared to last year’s payments. What can benefit categories of families claim? Official sources provide the following figures:

Package of documents for issuing a certificate

When preparing a document at the Multifunctional Center (MFC), the following papers will be required:

  • application requesting a land certificate;
  • certificate of a large family;
  • parents' passports;
  • children's birth certificates;
  • Marriage certificate.

For children under guardianship, an act and certificate of adoption from the guardianship authorities will be required.

You must provide originals and copies of documents to the MFC. The fact of filing the papers is confirmed by a receipt from the employee with his signature and date.

The law gives local authorities 20 working days to make a decision on issuing a certificate.

The earth will be replaced with paper

The cost of the certificate raised eyebrows among some deputies. They considered her too modest for the Leningrad region. Deputy Elena Kiseleva, who presented the bill, agreed with this: “The amount is small, but it is legally justified. We carried out scrupulous monitoring, finding out whether it was possible to purchase a garden plot for this money. It turned out that it is possible, and in any region of the Russian Federation. Buyers, by the way, can also use maternity capital funds.”

“The targeted program for providing plots to large families already contains data on the cadastral value of land. For the Leningrad region, it averages about 75,000 rubles per hundred square meters. That is, the price of a plot of 15 acres will exceed 1 million rubles. This is three times more expensive than you propose,” calculated Marina Shishkina, a deputy and author of an alternative and rejected bill.

Land in St. Petersburg for large families

Since 2013, land plots for families with three or more children have been provided in the Leningrad region. But this does not fundamentally solve the problem. There are now more than 25 thousand families on the waiting list for dacha land. “The queue for land does not do us credit,” said Elena Kiseleva. The money can only be spent on purchasing land. “This initiative will allow the family to choose the form of support, the size and location of the plot,” she assured.

But, according to deputy Alexei Palin, 300 thousand rubles will not solve the issue. “A year ago, a different amount was announced – a million rubles,” he recalled. Elena Kiseleva assured that the price issue was being worked out. “In all regions of the Russian Federation it is possible to purchase a gardening plot for this amount,” she noted.

St. Petersburg deputies proposed giving large families money instead of land

The bill by Sergei Trokhmanenko and Marina Shishkina proposes to give large families the right to receive social payments instead of land plots, which can be spent only on the purchase of housing, individual housing construction, participation in shared construction, construction of a summer house, payment of mortgage debt or payment for housing provided by the city under an agreement social rental or commercial use. “The amount of social benefits is determined annually by the government of St. Petersburg, based on the average market value of land plots provided in the manner established by this law of St. Petersburg in the previous year,” the document says.

Deputies of the Legislative Assembly of St. Petersburg Sergei Trokhmanenko and Marina Shishkina developed a draft amendment to the law “On the provision of land plots for individual housing and dacha construction to citizens with three or more children.” The people's representatives propose replacing allotments with cash payments, which should speed up the progress of the queue, which is only growing. This may require the allocation of about 20 billion rubles from the city budget, but engineering preparation of the territory, according to the authors of the project, will still cost St. Petersburg more. The Smolny Social Policy Committee supports the initiative of the deputies.

Land or money for large families

Since the land plot is leased before the construction of the house, the tenant is obliged to pay a certain amount for it. This amount depends on the estimated value of the land and amounts to 0.3 percent annually. The land becomes property after the construction of a residential building on it. But do not delay this process for many years, since the lease is provided for 10 years.

The dates specified in the application may work in your favor. They will confirm that at the time of registration of the plot, the child was a minor. Another proof is the child’s studies and his dependence on the family. But if your child starts working, the family loses its status.
