Rostechnadzor explains: Creation of a commission to test knowledge on electrical safety

Commission on Electrical Safety at the Enterprise

The purpose of creating this commission is that in any organization there are electrical installations, as well as devices that consume electricity, and workers can only be admitted if they are trained and have acquired the skills. In order to have no doubt that employees have learned everything correctly, an appropriate knowledge testing commission is created.

This is a requirement of regulations and regulatory documents. This is taken into account during inspections by supervisory authorities.

Why do we need a commission on electrical safety at an enterprise?
The commission is created to test the knowledge of personnel in servicing installations that consume electricity, including electrical and electrical engineering personnel.

Certification can be either planned or unscheduled. It is possible that a third-party organization may be involved to test knowledge, but it is necessary to pay for this and enter into contracts.

What the cost of studying

The cost of training depends on the number of people applying and the level of category they wish to progress to. The higher the access level, the more expensive the certification of specialists will be. This is explained by the fact that a highly qualified Rostechnadzor expert is involved in the selection committee when checking the readiness of workers for the highest level of access when working with electricity.

Managers of enterprises and organizations must ensure that all their employees working with electricity have the required level of clearance, officially confirmed by a certificate. If such a document is missing or the old permit is expired, a fine will be imposed on the organization and management. You can order timely certification at a certified training center of Rostechnadzor.

Creation of a commission on electrical safety at the enterprise in 2021.

Electrical safety is constantly undergoing dynamic changes, but this is all done to obtain positive results. Technical means and industrial equipment are constantly being modernized, and therefore innovations are being introduced.

Innovations in legislative acts suggest that certification of all personnel whose activities involve electric current is required. It is carried out after hiring employees, and after that there will be re-certification every five years.

To ensure that the certification does not extend over a long period, regulations establish shorter deadlines - within a month after being hired, the organization’s management is obliged to organize training.

How often is training required?

A specialist with an electrical engineering or electrical engineering specialty must be tested once a year. The certification itself comes in several types:

  • primary;
  • regular;
  • unscheduled.

Managers whose positions fall into the category of administrative and technical professions must undergo electrical safety certification once every 3 years.

An extraordinary inspection may be associated with the introduction of new regulations, the installation of new equipment or other innovations.

Initial, periodic and extraordinary verification of qualifications must always take the form of an assessment.

Certificate of the established form with the signature of a representative of Rostechnadzor.

After training and passing examinations, employees must receive official certificates provided for each category of clearance. When receiving certificates for the highest levels of access, certification in Rostechnadzor on electrical safety is carried out under a protocol in which the answers of the examinees are recorded and the numbers of the issued documents are indicated.

Important! When personnel work with certificates that do not correspond to the official standard, the manager and the enterprise face a large fine and administrative punishment

Journal of recording and testing knowledge of norms and rules of work in electrical installations

All certifications, assessments for answers and the frequency of inspections must be recorded in a special journal, for which the person appointed by the manager responsible for the operation of electrical and other electrical equipment used in the labor process is responsible. The maintenance of such a document is always checked by regulatory authorities. Information about assessments is entered into it by official representatives of Rostechnadzor, who take exams from employees.

Regulations

Permission to work on electrical equipment is the main purpose of certification. Work on complex installations is intended for those who have undergone appropriate training, knowledge testing and acquired skills.

Upon successful completion of the tests, a document is issued based on Order of the Ministry of Labor No. 328 (07/24/2013).

Differences between certificates depending on responsibilities and powers:

  1. For employees involved in commissioning and commissioning of equipment, maintenance and repair, the frequency of knowledge testing is one year.
  2. For employees who have the right to issue permits to perform hazardous work, the certification frequency is one year.
  3. For administrative and technical personnel - 3 years

New regulations were adopted this year:

  • Order No. 74 of the Ministry of Labor (02/19/2016);
  • the law on industrial safety was amended as amended by Federal Law -271 dated July 29, 2019;
  • The main changes are planned to be outlined in the Federal Law No. 35 of March 26, 2003.

Changes and additions are aimed at covering as much as possible the personnel performing functions during the operation and operation of power equipment.

Requirements for employees during inspection

The list of requirements for certification depends on the hazard group to which the employee belongs:

  • 1 group. Employees who are not electrical personnel. They work with electric tools, which does not require special knowledge. This category of employees is not tested at all.
  • 2nd group. Employees with secondary education who work with electrical equipment. This work is expected to require specialized knowledge. Workers included in group 2 are required to know about electrical installations, dangers when working with electricity, and first aid.
  • 3rd group. Electrical personnel working with equipment up to 1,000 volts. He is required to know about the safety standards of the organization. The employee must be able to provide assistance in case of electric shock.
  • 4th group. Electrical personnel working with equipment with a power of 1,000 volts or more. An employee included in group 4 must understand electrical installations and be able to manage a team of workers.
  • 5 group. This includes employees responsible for electrical equipment. These persons cannot undergo certification at the enterprise. They are checked directly by Gostekhnadzor. These employees must be able to organize safe activities and manage the installation of electrical equipment with any voltage. Representatives of group 5 must also be able to train their subordinates in safety standards.

We advise you to study How to connect a magnetic starter

The greater the responsibility an employee has, the more stringent certification he must undergo.

Qualification requirements for commission members

In order to make examinations and decisions on personnel certification, the following requirements are imposed on the chairman:

  1. If the enterprise operates power plants with a voltage of more than 1000 V, then the chairman must have group 5. If up to 1000 V, then 4 is sufficient. As a rule, this can be the person responsible for electrical equipment. It is worth noting that the chairman must have a higher clearance group, a certified employee.
  2. AK members must undergo training and certification at Rostechnadzor. There are some deviations from the rules: the chairman and at least two members of the AC can be trained in this organization, and the rest directly at the enterprise itself.

List of nuances regarding certification:

  1. If the organization is large enough, then such commissions can be created in each division. This is convenient so that you can train employees on the job. The central commission of the enterprise certifies the members of the joint stock company.
  2. Representatives from government bodies have the right to be present during the knowledge test.
  3. If the company employs a small number of employees, then the exams can be taken at Rostechnadzor.
  4. The commission assigns electrical safety groups from 1 to 5.
  5. A special time is designated for organizing certification.

Responsible for electrical equipment

This is an employee who monitors the safe use of electrical installations in the organization. The person responsible for electrical equipment must have clearance group IV if the company operates electrical installations with voltages up to 1000 V, and clearance group V when operating electrical installations with voltages above 1000 V. Usually the chief power engineer of the organization is appointed to this position.

If the company does not have production and only uses electrical equipment with a voltage of no higher than 380 V, then there is no need to appoint someone responsible for electrical equipment. With the consent of Rostechnadzor, his responsibilities will be assumed by the head of the organization.

Logbooks for registering work on labor protection

You can download the logbook for assigning group I electrical safety to non-electrical personnel here

We advise you to study the connection diagrams: via a magnetic starter and relay, using a contactor, precautions

The assignment of group I is registered in the Logbook for the assignment of group I for electrical safety to non-electrical personnel. A certificate of assignment of clearance group I is not issued to employees.

To initially obtain Group II admission, workers with or without secondary education must undergo specialized training for at least 72 hours and pass exams at the certification commission of Rostechnadzor. Those who successfully pass the knowledge test are assigned admission group II and are issued a certificate in the established form.

If an employee has a secondary or higher electrical engineering education in his specialty or a higher technical education, then group II is assigned automatically. Further, in order to increase the electrical safety group, you will need to gain some experience, data on which is given in Table 2.

Rostechnadzor explains: Testing knowledge, assigning an electrical safety group

Question:

Please explain the rules for testing knowledge of the rules and regulations for work in electrical installations by employees of organizations.

Answer: The head of an enterprise (organization) does not have the right to include employees of third-party organizations in the commission for testing knowledge of the rules and regulations for work in electrical installations. According to clause 1.4.34 of the Rules for the Technical Operation of Consumer Electrical Installations (hereinafter referred to as PTEEP), if the numerical strength of an enterprise (organization) does not allow the creation of a knowledge testing commission, then the employees of such enterprises (organizations) undergo a knowledge test in the Rostechnadzor commission.

The rules for the technical operation of consumer electrical installations do not provide for the possibility of concluding an agreement with a third-party company that has the appropriate personnel to create a commission for assigning electrical safety groups.

According to clause 1.4.3 of PTEEP, the head of the Consumer, the chief engineer, the technical director is not required to be assigned an electrical safety group. However, if these employees previously had an electrical safety group and want to confirm (increase) it or obtain it for the first time, then the knowledge test is carried out in the usual manner as for electrical personnel.

The procedure for assigning electrical safety groups is contained in Appendix No. 1 of the Labor Safety Rules during the operation of electrical installations. Electrical safety groups 2 to 5 are assigned after a minimum of experience in electrical installations, depending on the level of education of personnel, including those without specialized electrical engineering education. The same annex contains a note that labor protection specialists monitoring electrical installations of electricity consumer organizations must have group 4, their production experience (not necessarily in electrical installations) must be at least 3 years.

According to paragraphs. 1.4.20, 1.4.21 PTEEP, the next knowledge test must be carried out within the following periods:

  • for electrical personnel directly organizing and carrying out work on servicing existing electrical installations or performing adjustment, electrical installation, repair work or preventive tests in them, as well as for personnel who have the right to issue orders, orders, and conduct operational negotiations - once a year;
  • for administrative and technical personnel not belonging to the previous group, as well as for labor protection specialists authorized to inspect electrical installations - once every 3 years.

The time of the next test is set in accordance with the date of the last knowledge test.

Question from 05/23/2016:

It is necessary to certify the employee and assign him the V electrical safety group in order to appoint him responsible for electrical equipment. How to send an application for a knowledge test: by mail or by email?

Answer: The answer to this question was prepared by specialists from the State Energy Supervision Department of Rostechnadzor.

In accordance with the requirements of paragraph 14 of the Regulations on the industry commission of the Federal Service for Environmental, Technological and Nuclear Supervision for testing knowledge of norms and rules in the field of energy supervision, approved by Order of Rostechnadzor dated May 28, 2008 No. 362a (hereinafter referred to as the Regulations), the basis for organizing the verification knowledge of norms and rules is the submission of an application to send an employee for a knowledge test to the sectoral territorial commission of the Rostechnadzor body.

The application is submitted to the address of the territorial body of Rostechnadzor in a way that allows you to establish the date and fact of sending and receiving documents.

The following documents must be submitted along with the application:

  • for employees working at energy facilities (energy supplying organizations), - an extract from the logbook for testing knowledge of the rules of work in electrical installations (Appendix 5 of the Rules for labor protection during the operation of electrical installations, approved by Order of the Ministry of Labor of Russia dated July 24, 2013 No. 328n (hereinafter referred to as the Rules)) , and a protocol for testing knowledge of the rules of operation in electrical installations (Appendix 4 of the Rules);
  • for employees of organizations purchasing electrical energy (consumers of electrical energy) - an extract from the logbook for testing knowledge of the rules of work in electrical installations (Appendix 6 of the Rules).

Extracts must be certified by the organization that issued the above documents.

If, before testing their knowledge, employees have undergone pre-examination training at a training center according to programs agreed upon with Rostechnadzor authorities, then they must have a document confirming completion of pre-examination training.

If pre-exam preparation was carried out independently according to programs developed by the organization, then supporting documents are not required (clause 1.4.9 of the Rules for the technical operation of consumer electrical installations, approved by order of the Ministry of Energy of Russia dated January 13, 2003).

Additionally, we inform you that in accordance with paragraph 30 of the Regulations, the person being tested is allowed to conduct a knowledge test only upon presentation of a passport or other identification document and a certificate of knowledge testing of work norms and rules.

Question from 12/16/2016:

Does an extraordinary knowledge test conducted in accordance with clause 1.4.23 of the Rules for the Technical Operation of Consumer Electrical Installations cancel the next knowledge test? From what date will you need to count down until the next regular knowledge test?

Answer: This question was answered by specialists from the State Energy Supervision Department of Rostechnadzor.

An extraordinary test of knowledge of the rules of operation in electrical installations, carried out in accordance with clause 1.4.23 of the Rules for the technical operation of consumer electrical installations, does not cancel the regular test of knowledge. The countdown to the next knowledge test must be carried out from the date of the previous regular knowledge test.

Question from 03/20/2017:

Is the enterprise required to organize employee training in preparation for the next test of knowledge of regulatory and technical documents in connection with the assignment of an electrical safety group. The employee is an electrical operational and repair personnel with the 5th group in electrical safety, having a higher electrical engineering education.

Answer: On the merits of the questions raised in the appeal, which fall within the competence of the Rostechnadzor department, we explain the following.

If the employee is the electrical technical personnel of an enterprise, organization and institution (hereinafter referred to as the organization), regardless of the form of ownership and departmental affiliation, carrying out the design, operation, repair, adjustment, testing, organization and control of the operation of equipment, buildings and structures that are part of the electric power production , as well as those performing other types of work in the conditions of an operating electric power facility, then the organization is subject to the “Rules for working with personnel in electric power industry organizations of the Russian Federation” (hereinafter referred to as the Rules for working with personnel) approved by order of the Ministry of Fuel and Energy of the Russian Federation dated February 19, 2000 No. 49 .

In accordance with clause 8.9 of the Rules for Working with Personnel: “Before the next (extraordinary) test of employees’ knowledge, pre-examination preparation (seminars, lectures, consultations and other training events) must be carried out in accordance with programs approved by the head of the organization. Training can be carried out in specialized educational institutions (training centers, advanced training institutes) or in organizations at the place of work.”

In accordance with clause 8.16 of the Rules for Working with Personnel: “Pre-exam training programs, questions for testing knowledge are approved by the chairman of the commission and are agreed upon with the state supervision and control bodies involved in testing knowledge.”

The pre-examination training program must specify the minimum requirements for personnel knowledge in accordance with Appendix 1 to the Labor Safety Rules during the operation of electrical installations, approved by Order of the Ministry of Labor of Russia dated July 24, 2013 N 328n. Also, by decision of the head of the organization, the requirements for personnel regarding electrical safety given in the table can be supplemented.

In the event that the Rules for working with personnel do not apply to the organization (enterprise) and there is no order or order from the manager to work according to them, then the personnel can prepare to pass the next (extraordinary) knowledge test independently according to the current regulatory and technical documents.

Question from 03/31/2017:

Rostechnadzor received an appeal from a citizen containing the question: What requirements must the form of a certificate for testing knowledge of the rules of working in electrical installations meet? Is it mandatory to have the organization’s seal on electrical safety certificates on the knowledge test results page if the certification was carried out by an internal commission? If yes, what regulatory document regulates this?

Answer: Specialists of the State Energy Supervision Department of Rostechnadzor have prepared a response to this appeal.

In paragraphs 10 and 11 of Appendix No. 2 of the Rules on labor protection during the operation of electrical installations (hereinafter referred to as the Rules), approved by Order of the Ministry of Labor of Russia dated June 28, 2013 No. 328n, registered with the Ministry of Justice of Russia on January 22, 2003 No. 30593, the requirements for the form of the certificate are indicated, including It has been established that it consists of a hard cover and a block of pages.

In the certificate for consumers of electrical energy, the presence of the fourth, fifth and sixth pages, as well as the presence of a photograph, is not required. The size of the ID is 95 mm x 65 mm. The preferred binding color is dark cherry.

The form of the certificate, in accordance with Appendix No. 2 to the “Rules on labor protection during the operation of electrical installations”, approved by Order of the Ministry of Labor of Russia dated July 24, 2013 No. 328n, provides for the seal of the organization.

QUESTION from 03/23/2017:

Hello! Why don’t they accept exams from private individuals, since many employers need a valid electrical safety document?

ANSWER: The procedure for testing knowledge for the electrical safety clearance group for electrical personnel, as well as the requirements for the person being examined, is regulated by the following regulations:

  • Rules for technical operation of consumer electrical installations, approved. by order of the Ministry of Energy of Russia dated January 13, 2003 N 6 (hereinafter referred to as PTEEP);
  • Order of the Ministry of Fuel and Energy of the Russian Federation dated February 19, 2000 N 49 “On approval of the Rules for working with personnel in electric power industry organizations of the Russian Federation” (hereinafter Order 49);
  • Rules for labor protection during the operation of electrical installations, approved. by order of the Ministry of Labor of Russia dated July 24, 2013 N 328n (hereinafter referred to as POTEE);
  • Regulations on the Industry Commission of the Federal Service for Environmental, Technological and Nuclear Supervision for testing knowledge of norms and rules in the field of energy supervision, approved. by order of Rostechnadzor dated May 28, 2008 N 362a (hereinafter referred to as the Regulations).

According to paragraphs. 1.4.5, 1.4.19, 1.4.28, 1.4.30, 1.4.31, 1.4.34 PTEEP, mandatory forms of work are carried out with electrical personnel, including a knowledge test for the electrical safety clearance group.

In the Commission of the Federal Service for Environmental, Technological and Nuclear Supervision, knowledge is tested by:

  • members of the organization’s commission for testing knowledge for the electrical safety clearance group,
  • employees of organizations whose numbers do not allow the formation of knowledge testing commissions.

Clause 1.4.37 of the PTEEP states that the scope of testing knowledge of norms and rules is determined taking into account the job responsibilities and the nature of the employee’s production activities in the relevant position (profession), as well as the requirements of those regulatory documents, the enforcement and compliance of which is part of his job responsibilities.

Appendix No. 1 to POTEE establishes requirements for knowledge of electrical installation diagrams and equipment of the serviced area.

Clause 10 of the Regulations, clause 8.16 of Order 49 sets requirements for passing pre-exam preparation, which, together with questions for testing knowledge, is agreed upon with the Federal Service for Environmental, Technological and Nuclear Supervision.

In connection with the above, electrical personnel who have completed the necessary forms of work with personnel prescribed in clause 1.4.5 of PTEEP, pre-examination training for the relevant position (profession), taking into account the electrical installations being serviced, as well as job responsibilities, are allowed to test knowledge for the electrical safety admission group.

The electrical safety clearance group assigned to the relevant position (profession) does not apply to the maintenance of other electrical installations that are not part of the job duties.

Question from 02/13/2017:

In connection with the reorganization of the internal structure of the enterprise, the names of sections and positions of employees of the electrical laboratory have changed. Is there a need for an extraordinary knowledge test and replacement of certificates in Rostechnadzor bodies?

The answer was prepared by specialists from the State Energy Supervision Department of Rostechnadzor.

According to clause 1.4.23 of the Rules for the technical operation of electrical installations of consumers, approved by order of the Ministry of Energy of Russia dated January 13, 2003 No. 6 (registered by the Ministry of Justice of Russia on January 22, 2003, No. 4145), an extraordinary knowledge test is carried out regardless of the period of the previous test upon appointment or transfer to another job , if new responsibilities require additional knowledge of rules and regulations.

If the job title and work area are changed without changing the functional responsibilities and electrical installations being operated, it is not necessary to undergo an extraordinary knowledge test.

In this case, it is necessary to contact the appropriate commission of the territorial body of Rostechnadzor or the organization where the workers underwent the last knowledge test to re-register the knowledge test log (protocol) and certificates on testing knowledge of the rules of work in electrical installations, indicating new names. The application must indicate the basis and reason for the re-registration, attaching copies of documents confirming information about the last inspection.

Question from 04/18/2017:

Should a newly hired specialist undergo an extraordinary test of knowledge on electrical safety if previously in his organization he was a member of a permanent commission with the right of administrative and technical personnel? Can we use it with the previous check in our MPC?

Answer: In accordance with the requirement of clause 1.4.23. Rules for the technical operation of consumer electrical installations, approved by order of the Ministry of Energy of the Russian Federation dated January 13, 2003 No. 6, registered by the Ministry of Justice of Russia dated January 22, 2003 No. 4145 (hereinafter referred to as the Rules), an extraordinary knowledge test is carried out regardless of the date of the previous test:

  • when new or revised rules and regulations come into effect for the Consumer;
  • when installing new equipment, reconstructing or changing the main electrical and technological circuits (the need for an extraordinary check in this case is determined by the technical manager);
  • upon appointment or transfer to another job, if new responsibilities require additional knowledge of rules and regulations;

Question:

Rostechnadzor received a question: is it necessary to conduct an internship for electrical engineering personnel to develop individual internship programs (for each employee) depending on the level of professional education, work experience and profession (position) of the trainee, or is it sufficient to develop standard internship programs for each position (workplace) and approve in due course?

Answer: Specialists from the State Energy Supervision Department of Rostekhnadzor answered the question.

Clause 1.4.8 of the Rules for the technical operation of consumer electrical installations, approved by order of the Ministry of Energy of Russia dated January 13, 2003 No. 6 (hereinafter referred to as the Rules), stipulates that electrical personnel, before being assigned to independent work or when transferring to another job (position) related to the operation of electrical installations , as well as during a break in work as electrical personnel for more than 1 year, he is required to undergo an internship (on-the-job training) at the workplace.

The internship is carried out under the guidance of a responsible training employee and is carried out according to programs developed for each position (workplace) and approved in the prescribed manner. The duration of the internship should be from 2 to 14 shifts (clause 1.4.11 of the Rules).

In this case, standard programs may be used indicating information about the internship of a specific employee.

Question from 12/14/2017:

Should certification of specialists from among electrical and non-electrical personnel be preceded by pre-certification training, and can training be carried out not in educational institutions, but in self-training mode?

Answer: In accordance with clause 10 of the “Regulations on the industry commission of the Federal Service for Environmental, Technological and Nuclear Supervision for testing knowledge of norms and rules in the field of energy supervision”, approved by Order of Rostekhnadzor dated May 28, 2008 No. 362a, before testing knowledge, carried out in the commission of the Rostechnadzor body, pre-examination preparation of persons subject to inspection is carried out. Pre-exam preparation in this case is carried out according to programs agreed with the territorial body of Rostechnadzor.

The need for mandatory pre-examination preparation in educational organizations before testing knowledge in the commission of the Rostechnadzor body is not defined by regulatory legal acts.

Question from 03/05/2018:

How can I obtain an extract from the logbook for checking knowledge of the rules of work in electrical installations in relation to enterprise employees who underwent training and certification in electrical safety in June 2021?

Answer: The Rostechnadzor Office reviewed the appeal dated 03/01/2018 No. 25/33-og and explains that in order to obtain an extract from the journal for testing knowledge of work in electrical installations, a person who has successfully passed the knowledge test must contact the Rostechnadzor Office with an application “On providing an extract from the journal accounting for knowledge testing." The application must indicate the date of the knowledge test, contact information for communication and additional information.

Question:

Is an extraordinary test of knowledge of administrative and technical personnel on electrical safety required when bringing the constituent documents of a closed joint stock company (CJSC) into compliance with the requirements of Chapter 4 of the Civil Code of the Russian Federation, i.e. when changing the name of a closed joint stock company to a joint stock company (JSC)?

Answer: Specialists from the State Energy Supervision Department of Rostechnadzor answered this question.

In accordance with the requirements of clause 1.4.23 of the Rules for the Technical Operation of Consumer Electrical Installations (hereinafter referred to as PTEEP), approved by Order of the Ministry of Energy of Russia dated January 13, 2003 No. 6, an extraordinary knowledge test is carried out regardless of the date of the previous test: when the Consumer puts into operation new or revised rules and regulations.

A change in the organizational and legal form of an organization is not a basis for conducting an extraordinary test of knowledge of administrative and technical personnel. In this case, it is necessary to reissue the certificates and log books (protocols) for testing knowledge of the rules of work in electrical installations in the commission where the knowledge test was carried out.

Question from 04/27/2018:

The department received a request for clarification of regulatory requirements in the electricity sector.

Answer : In accordance with the Rules for the Technical Operation of Consumer Electrical Installations (hereinafter referred to as PTEEP), approved by Order of the Ministry of Energy of the Russian Federation dated January 13, 2003 No. 6, electrical technological personnel of production workshops and areas that are not part of the Consumer's energy service, operating electrical technological installations and having a group of electrical safety II and higher, in its rights and responsibilities is equal to electrical engineering. Testing employees' knowledge is divided into primary and periodic (regular and extraordinary). The initial knowledge test is carried out for workers who first entered a job related to the maintenance of electrical installations, or when there is a break in testing knowledge for more than 3 years (clause 1.4.19. PTEEP). When appointed or transferred to another job, an extraordinary knowledge test is carried out regardless of the period of the previous test (clause 1.4.23. PTEEP).

According to clause 2.5 of the Rules on labor protection during the operation of electrical installations (hereinafter referred to as the Rules), approved by the Ministry of Labor and Social Protection of the Russian Federation dated July 24, 2013 No. 328n, the results of testing knowledge on labor protection in electric power industry organizations are documented in a protocol for testing knowledge of the rules of work in electrical installations, form which is provided for in Appendix No. 4 to the Rules, and is taken into account in the logbook for testing knowledge of the rules of operation in electrical installations, the form of which is provided for in Appendix No. 5 to the Rules.

The results of testing knowledge on labor protection for organizations purchasing electrical energy for their own household and production needs are recorded in the logbook for testing knowledge of the rules of work in electrical installations, the form of which is provided for in Appendix No. 6 to the Rules.

Thus, if your organization is a consumer of electrical energy, then the results of the knowledge test should be recorded in a journal in accordance with Appendix 6 of the Rules.

If your organization is not a consumer of electric energy and carries out work exclusively at electric power enterprises in the conditions of existing electric power facilities, it is more advisable for personnel in their work to be guided by the requirements of the Rules for the Technical Operation of Electric Power Plants and Networks of the Russian Federation, approved by Order of the Ministry of Energy of Russia dated June 19, 2003 No. 229 , as well as the Rules for working with personnel in electric power organizations of the Russian Federation, approved by order of the Ministry of Fuel and Energy of Russia dated February 19, 2000 No. 49.

In this case, the results of the knowledge test are documented in a knowledge test protocol, the form of which is provided for in Appendix No. 4 to the Rules, and are taken into account in the log book, the form of which is provided for in Appendix No. 5 to the Rules.

Please note that according to clause 1.2. Rules for working with personnel in electric power industry organizations of the Russian Federation, these Rules are a guiding document for the personnel of enterprises, organizations and institutions, regardless of their form of ownership and departmental affiliation, carrying out the design, operation, repair, adjustment, testing, organization and control of the operation of equipment, buildings and structures , being part of electric power production, as well as performing other types of work in the conditions of an existing electric power facility. The application of these rules in the organization must be determined by order or regulation.

Question from 03/28/2019:

Clause 39.1 of the Labor Safety Rules during the operation of electrical installations states that only workers who have undergone special training and testing of knowledge and requirements contained in this subsection are allowed to test electrical equipment by a commission that includes equipment testing specialists with group V - in electrical installations with voltages above 1000 V and group IV - in electrical installations with voltages up to 1000 V.
In this regard, please clarify.

  • 1. What is meant by special training, is it possible to organize it at the place of work, is an educational license required for this?
  • 2. How to organize a knowledge test in a newly organized laboratory, i.e. Is it possible to include an equipment testing specialist on the commission?

Answer:

  • 1. Special training for testing electrical equipment is understood as training an employee for a position in an electrical laboratory to carry out these tests, in accordance with clause 1.4.5.3 of the Rules for the operation of consumer electrical installations with on-the-job training (in an existing electrical laboratory).
  • 2. Testing knowledge in a newly organized laboratory, where it is not possible to include your own equipment testing specialist in the commission; such a specialist can be invited from an existing electrical laboratory, since there are no restrictions on this in the regulatory and technical documents.

Question from 04.2019:

Please tell me, if an office institution does not have electrical personnel, can the institution enter into a civil contract with an external specialist from group III in electrical safety so that he can instruct the rest of the employees in group I? Or is it necessary to train your employee for group III, so that he can train other employees in the future?

Answer: In accordance with clause 1.4.4 of the “Rules for the technical operation of electrical installations of consumers”, approved by Order of the Ministry of Energy of Russia dated January 13, 2003 No. 6, the assignment of electrical safety group I is carried out by an employee from among the electrical technical personnel of a given Consumer with an electrical safety group not lower than III.

Question from 04/26/2019:

What initial group is allowed to be assigned if 1.5 years have passed since the date of the last test of knowledge of rules and regulations. Previously, he worked at an electricity consumer enterprise with the fifth group of administrative and technical personnel, and then moved to an electricity generating organization as operational personnel.

Answer: In accordance with clause 8.5 of the “Rules for working with personnel in electric power industry organizations of the Russian Federation”, approved by order of the Ministry of Fuel and Energy of the Russian Federation on February 19, 2000 No. 49, registered with the Ministry of Justice of Russia on March 16, 2000 No. 2150 (hereinafter referred to as the PRP), initial inspection knowledge testing is carried out in relation to workers who first entered a job related to the maintenance of power plants or after a break in testing knowledge for more than 3 years. The applicant was explained that since in his case, the break in the knowledge test is less than three years, it is allowed to conduct an extraordinary knowledge test (guided by paragraph 8.6 of the PRP - upon appointment or transfer to another job, if new duties require additional knowledge of rules and regulations), with confirmation current electrical safety group, if his position implies the presence of this fifth group. It is necessary to take into account the requirements of paragraph 6.3 of the PRP: personnel training for a new position is carried out according to plans and programs approved by the head of the organization. Depending on the category of personnel, training programs must take into account the requirements set out in section 4 of the PRP, as well as those of state supervisory authorities.

Question from 09/13/2019:

Why is the group demoted in case of untimely performance of the electrical safety knowledge test?

Answer: If the knowledge test is untimely, the electrical safety group will not be lowered. The exceptions are the following cases:

  • If there is a break in testing knowledge for more than 3 years, an initial test of knowledge is carried out with the assignment of group II in electrical safety, regardless of the previously existing group (PTEEP clause 1.4.19).
  • When transferring an employee engaged in servicing electrical installations with voltages below 1000 V to work servicing electrical installations with voltages above 1000 V, he cannot be assigned an initial electrical safety group higher than III (clause 5 of Note Appendix 1 of POT EE).

Question from 09/27/2019:

What measures should an employer take to an employee who received a twice unsatisfactory assessment in an electrical safety knowledge test?

Answer: Clause 1.4.22 of the Rules for the technical operation of electrical installations of consumers, approved by order of the Ministry of Energy of the Russian Federation dated January 13, 2003 No. 6, determines that employees who received an unsatisfactory assessment during the next knowledge test, the commission assigns a repeat test no later than 1 month from the date of the last checks. The validity of the certificate for an employee who has received an unsatisfactory assessment is automatically extended until the period appointed by the commission for the second inspection, unless there is a special decision of the commission recorded in the knowledge test log on the temporary suspension of the employee from working in electrical installations.

The Rules for the Technical Operation of Consumer Electrical Installations do not have a clear answer to the question you asked, however, paragraph 8.19 of the Rules for working with personnel in electric power organizations of the Russian Federation, approved by Order of the Ministry of Fuel and Energy of Russia dated August 1, 1995 No. 166, stipulates that the question of the possibility of maintaining an employment contract with an employee is not who passed the exam for the second time is decided by the head of the organization in the manner prescribed by law.

It should be noted that the Rules for working with personnel can also be used by any other organizations that include electrical and heating personnel, if the application of these Rules is determined by an order or regulation.

Types of checks

The acquired knowledge is controlled using two schemes. Primary – applies to beginners, before starting work, as well as when the break is too long (3 years or more).

An extraordinary inspection will be required in the following cases:

  • if a person is transferred to a position with other responsibilities;
  • when introducing new technologies, standards, equipment;
  • when the employee has committed a gross violation of the current rules, or this is required by authorized employees of state supervisory authorities;
  • to obtain a higher electrical safety group;
  • during a re-examination after an unsatisfactory previous attempt;
  • with a relatively small, from 6 to 36 months. a break in the performance of official duties.

If minor changes are made to the rules, extraordinary knowledge control is not needed. It is enough that the person is familiar with them, and a corresponding note is made in the registration log.

Decor
Official verification

Regular checks will be performed at the following intervals:

  • at least once within 3 years - for inspectors, administrative and technical workers;
  • every year - for employees servicing and repairing electrical installations, documenting the completion of the relevant work.

Check parameters

Frequency of testing knowledge on electrical safety

The composition of the ES commission and its work is determined according to the following algorithm:

  • The date and other parameters of the inspection are formalized by written order for the enterprise.
  • The composition of this commission should not be less than 5 people.
  • An employee with electrical safety group V is appointed as its chairman if the enterprise operates installations using voltages above 1,000 V. Otherwise (equipment with voltages below this level), group IV is acceptable.
  • The qualifications of other commission members are not regulated. However, it does not include employees without an electrical safety group. If there is a shortage of certified specialists, an operational examination will be organized. Its implementation is possible if at least three people (including the chairman) were checked and assigned a group by authorized bodies of state supervisory services.
  • If personnel verification is carried out in departments of the enterprise, then the members of the relevant commissions must be certified by its central verification commission. In such cases, the composition can be reduced to 3 people, as required by law.
  • The exclusive competence of state commissions includes knowledge tests in small enterprises, where there are too few workers.
  • It is allowed to create state commissions that operate permanently or according to an established time schedule on the basis of courses, institutes, and other educational institutions. Their composition and other characteristics are approved by a written order of the head of the territorial state supervisory organization.
  • At enterprises and specialized institutions, each person’s knowledge is tested individually. The amount of information is determined in accordance with the position held and the corresponding responsibilities of the employee, taking into account current standards.
  • Based on the exam results, a person is assigned a certain group of electrical safety knowledge. He is given a new ID, or a note is made in the existing document. This fact is recorded in writing. It is entered into a special journal and signed by all members of the verification commission.

Separately, it is worth noting the details that relate to the use of modern knowledge control tools. To speed up verification processes and eliminate errors due to the “human factor”, computer-software systems are used. Their use is advisable in large enterprises and specialized training centers.

Technologies
Computer technologies for teaching and monitoring knowledge

Such techniques can be used for repeated and regular testing of personnel knowledge. Primary – performed only using the standard rules described above.

In any case, it is necessary to assemble an electrical safety commission, the results of which are recorded in a journal.

Each person has the right to appeal the assessment, which is made automatically by an electronic software complex. In this case, knowledge is additionally checked by members of the inspection commission.
