To have the right to work in any electrical installations, you must have the appropriate qualifications and special knowledge. A diploma indicates a specialized education, but this is not enough. The peculiarity of such work is that to carry it out you need a certificate from the electrical safety group and the appropriate permit.

What is meant by these terms, what is needed in order to obtain such permission - all this will be discussed in the publication below. Electrical category

It includes different job categories. Each has its own responsibilities.

Personnel categories

All workers who need an electrical safety permit are divided into 2 main categories: non-electrical and electrical (electrical) personnel. Non-electrical personnel include groups 1 and 2, which work with office equipment, household electrical appliances, simple electrical devices, that is, units that use electricity or power tools and electrical installations under the supervision of more competent persons.

Electrical technical personnel are divided into subcategories:

  • Administrative and technical - people who organize technical processes, their maintenance, and are responsible for installation, repair, and adjustment of electrical installations.
  • Repair - employees who service and repair equipment, carry out repairs and commissioning work.
  • Operational - these workers carry out operational shifts, inspections, supervision, prepare the workplace, and are responsible for access to work.
  • Operations and repair - specialists trained in servicing the equipment assigned to them. They, like all other categories, require an electrical safety permit.
  • Electrical technological personnel of production departments are people who participate in technological processes based on electricity, for example, electrolysis, electric welding, and the operation of electric ovens.

Electrotechnological category

Employees are included in the category if:

  • in the functionality they perform, the main element is electricity (electric welding work, etc.);
  • they use hand-held electric machines and power tools that can be carried;
  • The job description establishes knowledge of labor protection rules.

When are the electrical safety clearance group exams taken?

— If an employee continuously worked at one enterprise in one position, then the exam is taken once a year, on time.

— If there were any changes in position, the employee must pass an exam so that the access group corresponds to his position.

- When changing jobs. If an employee moves to work for another company, he must prove his qualifications.

After testing the employee’s knowledge, the commission draws up a protocol, and the employee must be issued a certificate of the established form.

— If the enterprise has a special permanent commission (PDC), which has the right to take this kind of exams, then the employee can confirm his qualifications at his enterprise.

— If there is no commission at the enterprise, then the exam is taken in special institutions. This is usually done in a special direction, which indicates the employee’s position, length of service and the required access group.

Electrical safety groups

Personnel electrical safety groups and the conditions for their assignment are reflected in the classification, which allows employees to carry out various types of work in electrical installations, and also sets requirements for the level of their knowledge and skills.

Electrical safety groups for electrical personnel are established in accordance with the requirements of Order of the Ministry of Labor of the Russian Federation dated July 24, 2013 No. 328n and Order of the Ministry of Energy of the Russian Federation dated January 13, 2003 No. 6:

  • 1 gr. on electrical safety is established for non-electrical workers. Their activities are not related to the operation of electrical installations;
  • 2-5 gr. on electrical safety are established for electrical workers.

Classification

There are several electrical safety groups that are enshrined in law. This classification allows a worker to perform work in electrical installations and determines the level of his training.

Workers are usually divided into five categories.

1st is assigned to non-electrical workers. Their work is not related to working with electrical installations.

What electrical safety groups, which determine the required amount of employee knowledge, are established for electrical personnel is written in the order of the Ministry of Labor of Russia dated July 24, 2013 No. 328n (as amended on February 19, 2016) “On approval of the Rules for labor protection during the operation of electrical installations” ( registered with the Ministry of Justice of Russia on December 12, 2013 No. 30593) and the order of the Ministry of Energy of Russia dated January 13, 2003 No. 6 “On approval of the Rules for the technical operation of consumer electrical installations” (registered with the Ministry of Justice of Russia on January 22, 2003 No. 4145).

Where can I take the exam?

The number of the electrical safety clearance group, the procedure for their assignment by Orders of the Ministry of Labor of the Russian Federation dated July 24, 2013 No. 328n and the Ministry of Energy of the Russian Federation dated January 13, 2003 No. 6.

You must pass the exam to obtain groups 2 to 5 in the division of Rostechnadzor that trains workers and conducts their certification.

The company gives the employee a direction, indicating in it:

  • job title;
  • length of service in this position;
  • required resolution level.

A number of institutions constantly operate their own commissions. They take exams and provide the manager with a draft administrative document on assignment or advanced training.

The commission consists of:

  • chairman (with group No. 5 for voltage more than 1000 V and group No. 4 for voltage less than 1000 V);
  • Deputy Chairman;
  • secretary;
  • members (from 3 people).

Upon completion of the program and after passing the exam, the employee is assigned a group (from 2 to 5). For example, the answer to the question: what electrical safety group should a welder have, the following is no lower than second. A mark is placed on the certificate (the form is attached to the Order of the Ministry of Labor of the Russian Federation dated July 24, 2013 No. 328n). The document is valid until the position changes.

Commission and group assignment rules

Starting from 2021, the assignment of an electrical safety group occurs according to new rules legalized by RTN Order No. 00-08-05/388 . But the changes concern obtaining higher admission groups. From this moment on, training centers do not have the authority to conduct certification; they only have the right to study. At the end of the process, Rostechnadzor accepts the exams.

There is a second option - in accordance with the Order, starting from July 29, 2018, enterprises must create their own commissions and test knowledge on site.

Certification commissions are formed on the basis of PTE for consumer electrical installations dated January 13, 2003, No. 6 .


The commission must include at least 5 people. Its members can be persons who have undergone training at Rostechnadzor and received the necessary qualifications

All requirements are specified in the Rules in clause 1.4.33 . More stringent requirements are imposed on the chairman of the commission - if we are talking about work in power plants with voltages up to and above 1000 V, then a fifth group is required.

If an enterprise has electrical installations that operate exclusively at voltages up to 1000 V, 4 groups are sufficient.

When forming a commission, they are based on the level of the person being certified. Electrical and electrical engineering personnel are tested by the commission. In this case, the employee responsible for electrical equipment is appointed as the chairman.

Usually it includes an safety engineer who monitors the operation of electrical installations, a chief or leading engineer. Based on the results of the certification exams, the commission draws up a protocol. All members of the commission sign it. Here there is a note about the assessment of knowledge, about the assigned admission group, about the date of the next certification.

Each enterprise must develop lists of professions and positions of electrical technical personnel and management employees, as well as workers with the first group of admission.


At the entrance to the power plant, it is necessary to place an information sign, which should indicate the electrical safety groups allowed into it. In addition, it must be attended by persons who have the right to conduct a single inspection of the electrical installation.

The employer is responsible for recruiting uncertified workers to work at the establishment. It can be both administrative and criminal.

What are the electrical safety clearance groups?

All types of work that to one degree or another relate to the management, maintenance, and repair of electrical equipment can only be performed by specially trained and qualified specialists who have successfully passed certification for the electrical safety clearance group. Electrical safety clearance groups determine the list of works that can be performed by an employee with certain experience and theoretical knowledge. Issuing electrical safety clearance to employees of a certain group to perform a particular type of work is a prerequisite. Electrical safety certification in Rostechnadzor is organized both for specialists who directly perform electrical work, and for employees who are not related to them, but use electrical equipment to perform their job duties.

Depending on the specifics of the work performed, the following groups of personnel are distinguished, which must undergo mandatory training in electrical safety:

— administrative and technical staff;

— operational personnel;

- maintenance personnel;

— operational and repair personnel.

Electrical safety approval groups can be described as follows:

First group of electrical safety clearance . Assigned only to those employees who are not directly involved in servicing the installations themselves - non-electrical personnel. In fact, we are talking about people who have nothing to do with electrical engineering at all. These could be cleaners, personnel department workers, accounting department workers, or service personnel of another category. Such workers should be assigned the first electrical safety clearance group. The owner of the organization is obliged to take all necessary measures to avoid electric shock to his subordinates. To obtain Group 1 approval for electrical safety, a simple safety briefing is sufficient.

Second group of electrical safety clearance . There is an informal rule that it is given to those employees who have directly worked on electrical equipment for at least 2 months. However, if a person does not have the appropriate specialized education, then he must undergo electrical safety training, which lasts 72 hours. Electrical safety certification for group 2 is carried out by a commission created at the enterprise or the Training Center. To be certified for the second group of electrical safety clearance, you must have at least one month of experience working with electrical networks. An electrical safety certificate with tolerance group 2 allows you to perform work in electrical installations up to 1000 volts, but only under the supervision of a specialist with at least tolerance group 3. Non-electrical personnel, as noted above, do not need the second admission group.

Third group of electrical safety approval . May be for those specialists who are allowed to independently install, connect and inspect installations, provided that their total power does not exceed 1000 volts. The third group of electrical safety clearance can be obtained if you carry out activities in the second group for some time, depending on the level of education. A specialist who has graduated from a university will receive admission in 2 months, a person after a vocational school - in 6 months.

Fourth group of electrical safety approval . Group 4 approval for electrical safety up to 1000 volts allows you to independently maintain and operate electrical installations up to 1000 volts, and also allows you to be responsible for electrical equipment up to 1000 volts . The specialist must have knowledge of electrical engineering at the level of a full vocational school program, know the basic rules for working with installations and the standards outlined in documents relating to labor protection. Also, a mandatory condition for assigning the fourth group of electrical safety clearance is the presence of skills in providing primary medical care in case of electric shock.

After receiving a mark in the electrical safety certificate for assignment to tolerance group 4 “up to and above 1000 volts,” the employee is able to perform the following types of work:

- independently issue work orders for work up to 1000 volts and above, guided by a list approved by the responsible person;

— maintain and operate electrical installations over 1000 volts.

Fifth group of electrical safety clearance . An electrical safety certificate with a mark of assignment to the 5th tolerance group provides the opportunity for a specialist to carry out any work in electrical installations up to and above 1000 volts, lead teams and be appointed responsible for electrical equipment above 1000 volts . The fifth group of electrical safety clearance implies excellent knowledge of the entire power supply circuit of the farm, the design of absolutely all electrical equipment under its control, as well as technical safety standards. An electrical safety permit for group 5 is issued to a specialist exclusively with a higher education when working in the fourth group for at least 3 months, without a higher education - only when carrying out activities for two years.

Who needs to undergo electrical safety certification?

The following specialists must obtain an electrical safety permit:

— Electrical personnel (fitters, mechanics, etc.).

— Workers who in one way or another encounter relevant equipment in their activities (welders and elevator operators, for example).

— Foremen, foremen, construction site managers.

— Engineering and technical staff.

— Responsible for the electrical equipment of the enterprise, who are appointed by order.

— Companies and individual entrepreneurs wishing to gain access to self-regulatory organizations. Electrical safety training for the admission group is mandatory in this case.

— Firms that need to obtain permission for newly recruited personnel to carry out work with electrical equipment.

— Companies and individual entrepreneurs who need to comply with labor safety regulations.

— Those people who need to confirm their professional suitability and competence to move to another company or be promoted.

How to obtain an electrical safety permit?

When hiring a new employee to a company, it is necessary to organize training in electrical safety. To do this, an organization can create an internal electrical safety commission consisting of at least three people who have certain electrical safety clearance groups. But it is desirable that the enterprise’s electrical safety commission consist of five people. The remaining two members of the commission will be needed to replace the main ones in case of their vacations, illnesses, etc. Members of the enterprise's internal electrical safety commission are appointed by written order by the head of the enterprise.

The internal commission of the enterprise for conducting training on electrical safety up to 1000 volts must include a specialist with at least group 4 in electrical safety (chairman of the commission). The remaining members of this commission may be with the 3rd group of admission.

The internal commission of the enterprise for conducting training on electrical safety above 1000 volts must include a specialist with group 5 electrical safety clearance (chairman of the commission). The remaining members of this commission may be with the 4th group of admission from the island.

After the internal commission of the enterprise has carried out training and certification of its employees, specialists who have successfully passed the test of knowledge on electrical safety are entered into the electrical safety journal and a corresponding entry is made in it about the assignment of an access group to the specialist. This entry in the journal is sealed with the signatures of all members of the verification commission.

Also, if necessary, an organization (consumer) can contact Training Centers to conduct electrical safety training for its employees.

The only exception is obtaining a group 1 electrical safety permit. A simple safety instruction is sufficient for this purpose. When it is carried out, dangerous places in the enterprise are indicated, and warning means are located in case of emergency situations. This training will be carried out by a safety engineer or designee. After the briefing, a corresponding entry is made in the organization’s electrical safety journal about assigning the first electrical safety group to the employee.

A second group electrical safety permit can be assigned to workers who do not have special education. For this purpose, 72-hour electrical safety training courses are conducted, which explain the basics of electrical engineering and safety rules when carrying out work. If the employee has an electrical engineering education, then the second group is assigned automatically.

To obtain an electrical safety permit of the third group, you must work in the second group for at least 2-6 months (depending on the specialist’s education).

An electrical safety permit for the fourth group can be assigned only if the employee has worked in group 3 for at least 3-6 months (depending on the specialist’s education).

An electrical safety permit for the fifth group can be assigned only if the employee has worked in group 4 for at least 3-24 months (depending on the specialist’s education).

What happens if you don’t pass the exam and don’t get an electrical safety permit?

If an employee does not pass the training exam and, as a result, does not receive admission, the algorithm of actions is as follows:

  1. The commission determines the date of the re-examination (from 14 days to 1 month from the date of the exam).
  2. The reason and date of the re-exam are indicated in the knowledge test log.
  3. The validity period of the employee's certificate is automatically extended until the date of knowledge test 2 (3) (provided that there is no entry in the log about the need to remove the employee from work at the electrical installation).
  4. If the 3rd attempt is unsuccessful, the employee should be transferred to another job (with his consent) that is not related to email maintenance. installations. If there is no agreement, terminate the employment contract due to inconsistency with the position held.

What you need to know before certification for electrical safety approval

Group 1 is assigned after instruction on the rules of safe interaction with entrusted equipment and devices; the employee must also be able to provide first aid to a person who has been struck by an electric shock.

Group 2 requires more serious knowledge of how the equipment on which you will have to work works and operates. Also, the test taker must have an understanding of the consequences of electric shock, be able to help the victim, and know how to ensure the safety of his workplace.

Group 3 can only be obtained by a person with 1-3 months of work experience from the second. Electrical safety approval group 4 can be obtained only after 3-6 months of work with the previous one.
