How to organize work to assign 1 electrical safety group

As previously noted, the first step is to prepare a List of professions and positions that require training. The question arises: “Who should do this?”

Any enterprise has an energy service, since in any case the organization has electrical installations and transformer substations. Depending on the voltage indicator (supplied and generated), the chief power engineer is assigned an electrical safety group; it can be 4 or 5.

That is, it turns out that the chief power engineer is the person in charge of the entire energy management of the facility, therefore, under his leadership, work is organized to assign electrical safety groups.

Algorithm for developing the List:

  1. By decision of the commission, headed by the chief power engineer, a List of positions and professions is being developed that should be assigned 1 electrical safety group. The commission should include site managers, safety engineer, and electrical equipment repair technicians.
  2. So, the List has been prepared. Next, it should be signed by the commission members and approved by the chief engineer of the facility. For this purpose, an administrative document for the enterprise is prepared; it must be communicated to all employees of the facility for signature.
  3. Based on the prepared document, it is necessary to develop a lesson plan, which is also approved by the administrative document.

Access groups for various categories of personnel

According to the IPBEE (Inter-industry Occupational Safety and Health Rules), production personnel whose professional activities are related to electrical installations of any type are usually divided into three categories:

  • Electrotechnical.
  • Electrotechnological.

Electrotechnical

  • Operational. The personnel included in this subcategory are engaged in operational and technical maintenance of equipment that is part of the organization’s electrical facilities. In addition, the tasks include carrying out inspections and operational reconnections, as well as preparing workplaces (de-energizing, installing portable grounding, warning signs, etc.).

  • Repair . Workers in this subcategory are assigned tasks related to installation and repair work and reconstruction of electrical installations. Repair personnel include employees of instrumentation and control equipment, measurement laboratories and other services of relevant specialization.
  • Operational and repair room . It includes electrical personnel assigned to specific areas. For example, shop electricians who specialize in servicing certain electrical equipment.

For independent activities, the last three subcategories must have a tolerance of at least 3, if the work is carried out with a voltage class of up to 1000 V. Accordingly, to carry out work with a higher voltage, it is necessary to have at least the IV tolerance group.

Electrotechnological

This category includes personnel whose professional activities involve the use of equipment powered by electrical energy. Examples include welding machines, as well as manual and stationary electrical equipment. Personnel are allowed to work after being assigned the 2nd qualification safety group.

Non-electrical

This definition includes personnel not included in the two previous categories. They are assigned the 1st clearance group. Which professions are included in this category is determined by the head of the enterprise.

Who has the right to conduct training, training program

A person who is trained, certified and has a certificate in at least group 2 of electrical safety has the right to teach electrical safety, namely group 1. The organization of training is carried out as follows:

  1. Lists of workers who need to be assigned electrical safety group 1 are being prepared. The compilation of such lists is carried out by the safety engineer and the chief power engineer, and the managers of production sites are involved so that nothing is missed.
  2. Afterwards, an administrative document is prepared for conducting training of non-electrical personnel in group 1 of electrical safety. Conducting direct training is entrusted to the head of the energy complex or a person with group 2 in this area.
  3. The educational process is organized in a specialized classroom equipped with equipment, stands and posters, as well as other technical means. The study itself is carried out in the form of lectures, that is, the material is read or told in the order in which it is given according to the Program.
  4. After the training, it is necessary to conduct a survey of employees about how they learned the material given to them. This must be done; this way the newly acquired knowledge will be better remembered. Perhaps there will be questions from employees, but this is also necessary, because controversial situations in practice are possible.

Frequency of certification

Any employee who begins official duties related to the operation of electrical equipment must undergo training in all safety categories. After he receives a certificate confirming the assignment of 1st group of electronic security, he can work without restrictions. However, at least once every 3 years, this employee must undergo new training.

This frequency is necessary to take into account changes in:

  • power supply system and operating equipment;
  • employee qualification level;
  • technological production cycle;
  • labor organization.

Thus, electrical safety certification is carried out periodically in accordance with the requirements of legal laws of different levels and departmental standards. Only training carried out according to a plan can be called periodic. Introductory, primary and unscheduled briefings are not of this type.

How to register for training

To confirm the fact that the training took place and the employees successfully mastered the given material, confirmation is required, namely:

  1. For this purpose, a special Journal is opened, the columns of which indicate: serial number; full surname and initials; date of study; signature of the instructor; signature of the person being instructed.
  2. The log is initially filled out by the person who conducted the training, and then submitted for signature to the employees who received the knowledge.

The requirements for the Journal itself are standard, namely: the document must be laced, numbered and registered in the facility’s records management. After employees have signed, the Journal must be saved until the next certification.

Requirements for obtaining a group

The admission group outlines the tasks that its holder can solve in a specific segment of electrical equipment - conclusions are made by the commission that certifies the employee.

Assigning an initial or first group

No special preparation is required to receive the first group. The employee is given instructions, then a short survey - oral or written. It is enough for the examinee to have an understanding of electrical safety, first aid in case of electric shock, and to be familiar with safety instructions. We recommend that you familiarize yourself with the meaning of electrical safety posters and the features of their use.

Both the instruction and the issuance of the permit are entrusted to a specialist with a group of at least third. Even a person who has graduated from a university and has a degree in electrical engineering will not be able to immediately get a group higher than the second or first. Subsequent groups are assigned depending on the length of service at the energy facility.

The procedure for obtaining the second admission group

The Qualification Commission assigns the second admission group to electrical personnel who are engaged in servicing equipment and installations with an electric drive. This group includes thermal operators of HDTV installations, welders, elevator operators, lifting equipment operators, and others.

The second group assumes that the employee has basic knowledge about the design of the electrical installation and its equipment. He must be clearly aware of the threats created by electric current and the danger of proximity to live parts.

This tolerance group is assigned based on the results of testing at Rostechnadzor or by an enterprise commission. How to become the owner of the third group?

A person applying for the third group of admission must have a higher level of theoretical and practical knowledge. Having it, he can connect electrical devices up to 1000 V and work with them. It is permissible to include him in the team that works with electrical equipment of more than 1000 V.

His certificate must contain the notation “up to and more than 1000 V”. The group is assigned to those employees who have passed the appropriate certification in the supervision or commission of the enterprise with a positive result.

In order for tests for the third tolerance group to result in a positive result, it is necessary to have textbook knowledge in the field of general electrical engineering, understand the design of the power plant, and know the procedure for its maintenance. A clear understanding of the general safety rules, in particular the rules for permission to work, is also necessary.

A specialist who has a higher electrical engineering education in his baggage, having worked in the second group for one month, can apply for the third group. A person who is a vocational school trainee can apply for the third group after at least 6 months

The third group requires the ability to monitor those working in electrical installations to ensure their safety. In an unusual situation, such a worker must, in compliance with the rules, be able to remove the victim from the area of ​​the electric current and provide him with first aid.

An employee who has not yet reached the age of 18 cannot receive the third group.

Clearance level four

The fourth access group can be assigned to employees classified as electrical personnel. The procedure for its award is the same as in the case of the third admission group. An employee with the fourth group has much wider boundaries of rights.

He can service installations above 1000 V and issue orders based on the approved list of works in these installations. He is also allowed to issue work orders for any work in the establishment up to 1000 V. If there is an entry in the certificate “up to and more than 1000 V”, the employee can be appointed as a manager, a work producer, and a permitter.


Only those employees who, after appropriate training, are certified for the fourth group of admission have the right to train young specialists directly on the job.

Before officially receiving this responsible electrical safety group, a specialist with a higher education must work in the third group for two months. If a person does not have such an education, but he has the third group and has worked in it for at least six months, he can also be certified for the fourth group. Trainees are not assigned the fourth group.

For the fourth group, the required amount of knowledge includes the program for the previous three groups, as well as:

  • knowledge in electrical engineering that meets the full program of a specialized vocational school;
  • knowledge of electrical and fire safety, electrical installations to the extent appropriate for the position held;
  • experience in reading diagrams and conducting briefings;
  • ability to train employees in an approved electrical safety program and actual techniques for providing initial medical care.

More stringent and increased requirements are applied to such an employee during the exam.

Fifth admission group

The fifth group is assigned to the contingent that manages all electrical equipment of an enterprise, organization, its structural divisions, organizes operational and repair work, supervises reconstruction, and plans energy development prospects.

This group can be assigned based on final certification at Rostechnadzor. An employee with the 5th group of access issues orders and orders, acts as a permitting, managerial person, and performer of work in any electrical installations.
