Salaries and allowances
The salaries of civil servants in Russia are formed on the basis of the Federal Law “On the State Civil Service of the Russian Federation” (Articles 50, 51), and salaries are established by presidential decree (dated July 25, 2006 No. 763 with amendments and additions).
The salary of a civil servant consists of a set of indicators that are summed up and paid monthly. The following items should be highlighted here:
- salary for a specific position;
- salary for assigned class rank or rank;
- bonus to official salary for length of service;
- allowance related to special conditions of civil service;
- allowance for specialists working with documents representing state secrets;
- bonuses for important and complex assignments;
- monthly incentive payment;
In addition, civil servants are entitled to paid leave and financial assistance for health improvement (not less than salary).
It should be taken into account that, depending on the region, regional increasing coefficients may be established, due to which the level of wages of civil servants increases significantly.
Funds for making the payments described above are annually included in the state budget when forming the wage fund for civil servants.
Remember, unlike ordinary workers in state and private companies, government employees are not allowed to set their own salaries through a trade union. They are required to use the official schedules and regulations approved by presidential decree.
Number of officials
As for the number of officials, Russia shows quite high indicators in this regard. Moreover, the number is constantly growing. The following data is available:
- In 2000, their total number was just over 1.1 million.
- In 2005, their number reached 1.5 million employees.
- In 2010 it was 1.648 million people.
- By 2015 it exceeded 2.1 million workers.
- In 2021, it also fluctuates around 2.15 million working people.
Thus, as of 2021, there is 1 civil servant per 70 people. And despite the fact that in 2014, Russian President Dmitry Medvedev announced the need to reduce the bureaucracy by 20%, the results did not decrease.
Average salary level
The average salary of officials depends on several key factors:
- The salary established according to the job schedule, the available class (rank, rank).
- Duration of service.
- List of additional payments and allowances established for the employee.
- Region of performance of official duties.
If we consider the general (country average) indicator of the salary of officials, then it is not much higher than the income of average citizens. But this approach does not reveal the real state of affairs. To make a correct comparison of officials’ incomes, it is imperative to take into account the following items:
- department (administration, municipality) that are being compared. You can compare the total income averaged by department or by specific positions;
- region where you need to compare income levels;
- the presence of regional or other coefficients;
- the level of financing of a specific government institution from the state budget (affects the amount of allowances, additional payments, bonuses that increase salary).
Rosstat disclosed information on officials' salaries: better late than never
Throughout 2021, Rosstat remained silent about the salaries of officials based on the results of 2021. But at the end of December this information was nevertheless made public.
What to say? Better later than never.
We believe that official information on the salaries of servants of the people for 2019 will not lose their relevance until the end of 2021, since this is the latest data on which you can rely when comparing the incomes of the population and officials.
Therefore, let’s analyze the information provided by Rosstat.
Salary level by region
Despite the same salaries for all categories of employees, the level of salaries of such employees will differ significantly by region. Even if they occupy the same positions and have the same conditions for calculating salary.
All this is due to the introduction of special coefficients that increase the level of salary due to the need to perform official duties in difficult and sometimes life-threatening conditions. The Presidential Decree provides for the following types of coefficients:
- regional (tied to the income level of a specific region);
- when working in waterless, desert areas (essentially special working conditions);
- serving in the highlands;
- being in the Far North, or areas that are equivalent to them;
- services in Siberia or the Far East.
The specifics of calculating such coefficients are regulated by the labor legislation of the Russian Federation. In any case, the amount of monthly salary received by an employee, under equal conditions, can increase from 10 to 100%. If the regions “overlap” (coefficients of two types apply), the size of the premium may be higher.
Remember, regional and climate coefficients significantly increase the amount of cash benefits under equal initial conditions. In addition, being in such regions also affects the length of vacation, length of service, and various types of compensation payments.
MFC staff
The average income of employees of multifunctional centers in the country as a whole is at the level of 27 – 30 thousand rubles. But this indicator varies by region (regional coefficients are introduced), and also based on the position held by the employee.
Eg:
- the income of MFC lawyers can reach up to 60 thousand rubles;
- MFC psychologists can count on an income of up to 40 thousand rubles;
- the work of inspectors is estimated at up to 50 thousand rubles;
- employees of economic departments receive 40–60 thousand rubles;
- the labor of leading specialists is estimated at 25–40 thousand rubles;
- ordinary operators receive about 17 thousand rubles;
- service personnel are paid between 17 and 25 thousand rubles.
All work is carried out with official employment, as well as a full social package in the form of vacation pay, sick leave, financial assistance, additional payments, and allowances. Considering that the work of the MFC began relatively recently, its employees do not yet have seniority, so in the future the wage gap will only increase.
Remember, legal employment allows you to get not only a stable source of income and protection from illegal dismissal, but also to plan your future life for a very long period (months and sometimes years).
How much do famous politicians get paid?
In accordance with Decree of the President of the Russian Federation dated July 8, 2013 No. 613, information on income, expenses, property and property-related obligations of certain categories of persons and members of their families is annually submitted to the tax authorities with subsequent publication in the media.

Social workers
The income of social workers has always differed quite significantly from the average income level in the country, region, and city. This is influenced by the following factors:
- low official salaries of specialists (about 9 – 11 thousand rubles);
- the absence of additional payments, allowances, and compensations provided for for other categories of civil servants;
- “residual” principle of financing the social services sector.
Of course, in different regions the level of average income of social workers will differ due to the presence of additional payments provided by local authorities, as well as district (regional) coefficients. This approach allows you to pay on average, for example, in Moscow, St. Petersburg, and the Far North about 25 - 40 thousand rubles. And this despite the fact that in other regions this figure fluctuates at the level of 13 – 16 thousand rubles.
Increase in wages for civil servants
As mentioned above, the question of a quick increase in wages for civil servants is constantly worrying this category of employees. The fact is that several years ago the Government of the Russian Federation imposed a kind of moratorium on promotions. The adoption of such a decision was associated, first of all, with the need to save public money. Additional reasons were cited: high inflation, strict sanctions from other states, a general increase in unemployment in the country, etc.
However, despite the existence of the above-mentioned moratorium, the issue of increasing current wages for civil servants is still regularly mentioned in society. The result of this state of affairs was the creation by the authorities of a special bill, the main content of which is the issue of indexing for current indicators.
At the beginning of 2021, information began to arrive from government officials regarding an upcoming wage increase for government employees. It was assumed that the increase would be quite large and would amount to a 20% increase in income compared to previous figures. However, soon rumors about the impending increase began to subside.
At the end of 2021, representatives of the Ministry of Finance of the Russian Federation issued official information regarding increasing the income of government employees. The report provided information that, at this point in time, the state simply does not have the free amount of funds for such manipulations.
An increase was also planned for 2021. Moreover, it is assumed that it will affect not only government workers, but also other specialists, including programmers, technicians, etc. However, it should be noted here that the exact time frame for the increase has not yet been established.
Salary of deputies and governors
The salaries of senior officials are also regulated by the mentioned legislative and regulatory documents. But there are also certain features here. In addition to the initially increased official salary established for high-ranking officials, other preferences are provided for them at the legislative level:
- allowances for special conditions of service in the amount of 150 to 200% of the official salary;
- the maximum amount of bonus for labor intensity;
- quarterly incentives, the amount of which reaches several salaries;
- other payments provided by law (in the maximum allowable amount).
In addition, high-ranking officials are entitled to other social benefits in the form of official housing, payment of lifting allowances, official transport (taxi fare reimbursement), free medical and sanatorium-resort services, benefits for utility bills and others. Thus, in addition to direct income, deputies and governors receive impressive indirect income due to the benefits provided for by federal laws.
Remember, the level of official income of deputies and governors today is not inferior to the income of the heads of individual large companies, and in some cases even higher.
