What do you need to replace your passport at 45 years old?

This procedure is regulated by several legislative documents: Order No. 851 of the Ministry of Internal Affairs and Government Resolution No. 828.


There are 2 reasons for updating:

  • Wear and aging of the passport. Over the course of a quarter of a century, many new security systems have appeared that increase the protection of documents against forgery. If it was only assumed in 2021, the introduction of mandatory biometrics containing fingerprint data in the general civil passport is now being actively developed. Therefore, now replacement becomes necessary due to the inconsistency of the old document with the level of technology.
  • Photography becomes quite outdated after 25 years. According to statistics, it is at this age that significant changes in appearance occur; as a result, the photo in the document does not at all correspond to the real person. That's why you need to change it to a new one.

After the 45th birthday, the certificate can only be renewed if the form is damaged or due to national reform. The last time something like this happened was after the collapse of the USSR, when Soviet props were changed to Russian ones.

For 2021, the list of required documents for a passport remains the same. The list includes:

  • outdated passport;
  • photographs 2 pcs. 35x45, if a gentleman wears glasses, then he should be wearing them in the photograph;
  • a receipt confirming payment of the state duty;
  • an application in the established form, it can be filled out on a computer or in writing.

If necessary, a divorce/marriage certificate must be attached to the standard set of papers to confirm marital status, documents on the birth of children, a military ID or a registration letter from the military commissariat.

Where to go

To replace your identity card, you must contact the migration department at your registration address and place of residence. If a citizen is registered in Samara but is in Moscow, then he can obtain a new passport at the department in whose service territory he temporarily resides.

It is important to understand that lack of registration cannot be grounds for refusal to replace an identity card, which is mandatory for those over 45 years of age. Although in practice, in many departments citizens are denied services, which is illegal. In addition to the migration department of the Ministry of Internal Affairs, you can order a replacement passport at State Services or through the MFC.

Previously, the FMS was responsible for issuing and replacing such documents; after the reorganization, the structure changed and now all questions should be addressed to the migration department.

The registration procedure is as follows:

  1. Select the nearest migration department under the Ministry of Internal Affairs to which the citizen belongs based on registration.
  2. Write a statement in the prescribed form.
  3. Provide a set of documents.
  4. Hand in your old passport and come back for a new one on the appointed date.

The old passport loses its validity the very next day after turning 45 years of age. Therefore, you cannot delay the registration.

If a temporary identity card is needed for the period of registration of a new document, then it is allowed to request a certificate in form No. 2P. Such papers are issued by the MFC or GUVM when applying there for a replacement.

Today, specialized multifunctional centers are open throughout the country, where citizens can go to fill out any paperwork, including replacing an outdated passport.

There are no special rules here:

  1. You need to come to the nearest multifunctional center. Typically, the department accepts appointments by appointment or by electronic queue.
  2. Prepare the necessary documentation in advance and provide it to the MFC specialist.
  3. Fill out the application form 1P.
  4. Pay the fee to replace your passport.
  5. Submit all papers and receive an acceptance receipt with an approximate date of readiness of the new identity card.

All that remains is to pick up the completed passport on the appointed day. To do this, you will need a receipt, which the MFC specialist issued when accepting the documents, so it is better to take it with you.

State Services Portal

One of the preferred ways to replace an outdated passport can be called State Services. All manipulations are performed online and there is no need to stand in line.

The registration instructions involve performing the following actions:

  1. Log in to the government services portal in your personal account. A verified account is required for the service to become available.
  2. Find the popular services section, the subsection for replacing a passport upon reaching age.
  3. Check the box next to 45 years.
  4. A page will open with already filled in information that needs to be checked to eliminate errors.
  5. The next step is to upload a photo taking into account all the requirements.
  6. If necessary, you must enter additional information on children, marital status, and international passport (if available).
  7. Now you have to choose the type of appeal. If you need it urgently, it is better to check the box next to your place of residence. By entering your address, we get the coordinates of the nearest OVM units.
  8. Check the box to consent to the processing of confidential information and submit the application.

After some time, a notification about the processing of the questionnaire will be sent to your phone or personal account of the State Services. After paying the fee, the applicant will receive an invitation to the department of the Ministry of Internal Affairs here on the portal. You need to come there on the appointed date in person, providing the specified papers.

Is it possible, using a written power of attorney (not notarized), to pick up a completed document at the MFC in Moscow?

1. A power of attorney to carry out transactions requiring a notarial form, to submit applications for state registration of rights or transactions, as well as to dispose of rights registered in state registers must be notarized, except for cases provided for by law. 2. The following are equivalent to notarized powers of attorney: 1) powers of attorney for military personnel and other persons undergoing treatment in hospitals, sanatoriums and other military medical institutions, which are certified by the head of such an institution, his deputy for medical affairs, and in their absence, a senior or duty doctor ; 2) powers of attorney of military personnel, and at points of deployment of military units, formations, institutions and military educational institutions, where there are no notary offices and other bodies performing notarial acts, also powers of attorney of employees, members of their families and family members of military personnel, which are certified by the commander (chief ) these units, formations, institutions or establishments; 3) powers of attorney of persons in places of deprivation of liberty, which are certified by the head of the corresponding place of deprivation of liberty; 4) powers of attorney of adult capable citizens living in stationary social service organizations, which are certified by the administration of this organization or the head (his deputy) of the relevant social protection body. A power of attorney to receive wages and other payments related to labor relations, to receive remuneration for authors and inventors, pensions, benefits and scholarships, or to receive correspondence, with the exception of valuable correspondence, may be certified by the organization in which the principal works or studies, and the administration of the inpatient medical institution where he is being treated. Amounts and payment of state duty

The cost of updating the document is free, but you need to pay a state fee for the form. Its size is the same for all Russian citizens. The price of the issue is only 300 rubles, and if you pay this fee through State Services, then the amount, thanks to the discount valid until 2021, will be reduced to 210 rubles.

Payment of the fee is available in several ways:

  • through the online service of Sberbank;
  • at any bank tellers or terminals.

The receipt confirming the fact of payment should be printed and attached to the set of documents.

Registration deadlines

Specific deadlines are determined by the department through which the certificate is issued.

  • if the application was at the place of residence, then a new burgundy booklet will be issued to the applicant within 10 days from the time of application;
  • when the applicant comes to the migration department at the address of stay or application, the period for receiving a new document increases to a month.

Previously, the maximum period for issuance was 2 months, but in 2016 they were legally reduced to 30 days.

How long are documents stored at the MFC in 2021?

Multifunctional centers have been opened in every major population center in Russia. Their main goal was to simplify Russians' access to government services. They help save time and nerves when performing ordinary tasks. At the same time, it became possible to receive government services at the place of residence, which also makes life easier for citizens. Many people believe that the completed documents need to be picked up right away, and begin to worry if this is not possible. It is important to know how long ready-made documents are stored at the MFC, so as not to worry about the lack of time to receive ready-made forms.

  • refusals and unclaimed papers – 14 days;
  • archival extracts, certificates and copies – 60 days;
  • Pension Fund certificates – 90 days;
  • certificates from the Ministry of Internal Affairs - 90 days;
  • SNILS – indefinitely, on demand;
  • passport of a citizen of the Russian Federation – 90 days;
  • documents from the Cadastral Chamber and Rosreestr - 30 days.

Grounds for refusal

The law provides for several factors in the presence of which an application for a replacement identity card may be rejected:

  • if the information in the submitted application is missing or not specified, or the information provided is not true;
  • an incomplete set of documents was provided;
  • photographs do not meet the requirements;
  • the documents are not in Russian and there is no translation;
  • no citizenship;
  • there is no receipt for payment of the state duty.

Otherwise, employees of the migration department or MFC have no reasons for refusing to provide services.

Responsibility for untimely replacement

The legislation determines specific deadlines for how many days in advance you need to change an outdated identity card. It is equal to the month starting from the next day after the date of birth.

It is impossible to submit documents earlier; such an opportunity is not provided for by law. If a citizen overstays this time without good reason, he will face a fine. For St. Petersburg and Muscovites, the amount of the penalty is 3-5 thousand rubles, and for the rest of the country’s population – 2-3 thousand rubles.

Renewing a passport at 45 years of age is a mandatory procedure provided for by law. If you neglect this requirement, you may receive an administrative penalty, the collection of which will be handled by the bailiff service.

How to find out if documents are ready at the MFC? Where to inspect the readiness of documents

An SMS should be sent to the mobile phone number you provided. You may not be able to get through to a single number at all. If you really can’t wait and have extra time, then add a week to the period for which you were promised to get the documents done and visit the MFC in person.

That is, you come to the MFC and give your documents, and then wait for a call from the MFC. The MFC has a call center where hotline operators notify the client that documents are ready or inform them about the need to supplement the package of documents. If, for good reasons, you cannot immediately pick up the documents, then they are stored at the MFC for 30 days, and then they are transferred to the archive. That is, your documents can be picked up at any time, although getting them from the archive will take a little longer.
