All citizens of the Russian Federation are automatically assigned to the clinic at their place of registration. This procedure is necessary to make an appointment with a doctor at a public medical institution. However, registration is not mandatory for emergency assistance. The victim can go to any hospital, and Russian citizenship and a compulsory medical insurance policy are not required. The desire to change the clinic to which a citizen is assigned is also not prohibited.

How to attach to another clinic

Thanks to the government services website, you can now avoid standing in line.
You can join a medical institution, provided that it participates in the compulsory medical insurance program. The clinic must be located in the same region in which the patient’s policy is issued. It is possible to register with no more than one clinic, since government funds for medical care are issued precisely to the organization to which the citizen’s insurance policy is linked. You can also make an appointment with your dentist.

You have the right to choose any of the clinics, but if it is located far away, it may later turn out that it does not work in this area - it may be difficult to call a doctor at home. The answer to the application for attachment will be negative if the hospital is overcrowded with patients. It is allowed to change the attachment once a year, with the exception of cases of change of residence.

Temporary attachment

Temporary assignment to a clinic without registration is popular among foreign citizens who temporarily reside in the Russian Federation and need constant medical supervision.

Foreign citizens who have a residence permit and registration at a location other than the clinic’s medical service area are required to have a registration mark at their place of residence.

Russian citizens who plan to stay in another locality for some time also often apply for temporary assignment not at their place of residence. To do this, the applicant must contact the registry of the clinic in question. There, the person must provide the address of the outpatient clinic where he was previously served. This is required to ensure continuity of medical care.

How to change and move to another clinic through government services, step by step

Until recently, all citizens of the Russian Federation had the opportunity to make an attachment using the Internet through the State Services website. Now, if you do not live in Moscow (see below for registration of citizens of this region), it is impossible to do this without a personal visit to the clinic.

However, the government services website is quite useful and with its help you can easily and at a discount replace your driver’s license. Here you can find out whether a particular institution is participating in the compulsory medical insurance program, select a clinic using the card, submit an application to change medical insurance organization electronically, and most importantly, make an appointment with a doctor or call a doctor at home. In addition, many non-medical services are available on the portal, such as applying for a visa.

How to change clinic

A complete list of medical organizations participating in the compulsory medical insurance system can be viewed in the register of the federal fund. To do this, follow the link. On the page that opens, click on the “Select region” field - by selecting a locality, using zooming, you will see all the clinics available for attachment, they are marked with green circles.

Having found a clinic in a suitable area, click on the circle; the full name of the institution and related information will be displayed. When you make your choice, write down the name and address where you need to go to attach.

Attachment Application Process

If you do not live in Moscow, then to attach to a medical organization you will have to fill out a form at the clinic.
As of March 2021, the attachment service through State Services is available only for Muscovites, on the capital version of the site - mos.ru.

Some hospitals in large Russian cities use modern methods of interaction with citizens. The clinic may have its own website. Attachment on the Internet is only possible with a digital signature. A citizen who has registered on the hospital website will be asked to fill out an application form. If the application is accepted, you still need to come to the building’s registration office and provide the original documents.

Therefore, most citizens use the traditional method: visiting the clinic registry, taking a form and writing an application. You must take your passport and compulsory medical insurance policy with you. And for patients under 14 years old - a passport of one of the parents, a birth certificate and a medical insurance policy. The application will be reviewed within 3-4 days.

How to get a compulsory medical insurance policy

The compulsory medical insurance policy is issued without reference to “registration”; it is obtained at the place of residence for further services, for example, in a antenatal clinic, tuberculosis clinic or clinic not based on registration. Therefore, we answer “yes” to the question, is it possible to go to a clinic other than your place of registration if you have a health insurance policy?

By the way, as practice has shown, do not be lazy to take out a policy, because no one is insured against accidents. There are situations when it is necessary to call an ambulance. At the moment, the ambulance crew receives wages from the compulsory medical insurance fund. Of course, you will already be provided with first aid without presenting your passport or insurance policy, only in the future the team members will have difficulties paying for such a call.

Having a compulsory medical insurance policy allows you to: for free:

  • obtain a medical record at a clinic or renew your medical record;
  • go to an antenatal clinic not at your place of residence;
  • choose a treating specialist;
  • treat teeth in a dental office (not private);
  • be served at the selected medical institution.

Attachment to a clinic through the State Services portal for Moscow residents

Moscow patients can be assigned to a medical institution through the State Services portal; to do this, they need to go to the local version of the mos.ru website. The service is available only to people living in Moscow, and the compulsory medical insurance policy must also be Moscow.

To attach you need to do the following: Log in to mos.ru using the account of this version or the main State Services website. On the main page, select “Services”. Go to the “Health” section. Click “Attachment to an adult clinic” or “Attachment to a children’s clinic.”

Click “Get a service”. After viewing information about the city’s medical institutions, click “Continue.”

Enter your passport details and registration address. Select the desired medical facility.

Soon a message will be sent to your account about your appointment with the clinic.

Attachment to a clinic in another city

The practice of assigning those living in a certain area to a specific clinic is still used, but is not mandatory. Attachment to a clinic at your place of actual residence is often much more convenient. Even a person whose health leaves much to be desired can come to see a doctor. This plays a big role for pensioners and people with disabilities who do not need to waste time on the road.

The registration procedure at a clinic in another city is no different from the standard algorithm for registering at a medical institution in your own city. The application is sent to the head physician of the new clinic. Over the course of several working days, he will send the transmitted letter to the previous clinic. From there, confirmation of the relevance of all transmitted data will be required. After receiving a positive response at the registry of the old medical institution, the applicant is returned his outpatient card and other documents.

The next stage is registration at the clinic of the new city. To do this, a person needs to collect a package of all the requested documents and fill out a special application. As a rule, in the absence of problems with papers, it takes about a week to review the application.

How to unsubscribe from the clinic

You can be assigned to another clinic without unassigning the previous one, since in this case the unassociation will be made automatically. However, this can be done manually. This procedure can be performed no more than once a year, so you need to take a balanced approach to choosing a medical organization.

Before unattaching, you need to find out information about the attached organization.

The procedure is as follows. Log in to the government services website. Enter the name of the clinic in the search field. When you see it in the search results, click “Unpin”. In the next dialog box, click “Receive a service”. Now you need to fill out a special form - next to each item there are tips on how to do this. Confirm your intention by clicking “Submit Request”.

Summing up, we can assume that if the practice of online attachment goes well in Moscow, then in the near future the service will be available on the main version of the site for all residents of Russia.

Reasons for changing clinics

To be assigned to a clinic, registration at the address of the medical institution in question is not required. Each citizen can choose the institution that is most convenient for him to contact. This applies not only to emergency situations, but also to regular regular use. This rule is enshrined in Federal Law No. 326.

In accordance with the law, every citizen of Russia has the right :

  • Change the clinic to which he was attached at his place of residence to any other medical institution in the state. The city doesn't matter;
  • Choose your attending physician at your own discretion;
  • Select an insurance company;
  • Select a private, departmental or regional medical institution that is included in the list of the insurance system.

There are no specific features in the process of changing clinics. It is enough to refuse service at your medical institution, and then write a statement about your desire to change the institution.

It is worth keeping in mind that changing medical institutions is allowed no more than once a year. An exception to a more frequent change is moving to another city or town. In this case, no explanation is required from the applicant regarding the refusal of his attending physician or, in general, the services of a particular clinic.

In a citizen’s desire to change medical institution, the law is on the side of the individual. Another thing is that there are often subjective circumstances that can interfere with or slow down the change of clinic and doctor, because each clinic is funded according to the number of citizens assigned to it.

Another obstacle is also possible: the clinic where a certain citizen wants to go may be overloaded. Neither one nor the other circumstance is considered insurmountable obstacles, but when they appear, the change process is significantly delayed. Before a possible change in the clinic, you should seriously think about all the advantages and disadvantages of this procedure, and only then take action.
