This procedure is necessary to make an appointment with a doctor at a public medical institution. However, registration is not mandatory for emergency assistance. The victim can go to any hospital, and Russian citizenship and a compulsory medical insurance policy are not required. You have the right to choose any of the clinics, but if it is located far away, it may later turn out that it does not work in this area - it may be difficult to call a doctor at home. The answer to the application for attachment will be negative if the hospital is overcrowded with patients. It is allowed to change the attachment once a year, with the exception of cases of change of residence.
Temporary attachment
Temporary assignment to a clinic without registration is popular among foreign citizens who temporarily reside in the Russian Federation and need constant medical supervision.
Foreign citizens who have a residence permit and registration at a location other than the clinic’s medical service area are required to have a registration mark at their place of residence.
Russian citizens who plan to stay in another locality for some time also often apply for temporary assignment not at their place of residence. To do this, the applicant must contact the registry of the clinic in question. There, the person must provide the address of the outpatient clinic where he was previously served. This is required to ensure continuity of medical care.
How to change and move to another clinic through government services, step by step
Until recently, all citizens of the Russian Federation had the opportunity to make an attachment using the Internet through the State Services website. Now, if you do not live in Moscow (see below for registration of citizens of this region), it is impossible to do this without a personal visit to the clinic.
However, the government services website is quite useful and with its help you can easily and at a discount replace your driver’s license. Here you can find out whether a particular institution is participating in the compulsory medical insurance program, select a clinic using the card, submit an application to change medical insurance organization electronically, and most importantly, make an appointment with a doctor or call a doctor at home. How to change clinic

If you do not live in Moscow, then to attach to a medical organization you will have to fill out a form at the clinic.
As of March 2021, the attachment service through State Services is available only for Muscovites, on the capital version of the site - mos.ru.
Some hospitals in large Russian cities use modern methods of interaction with citizens. The clinic may have its own website. Attachment on the Internet is only possible with a digital signature. A citizen who has registered on the hospital website will be asked to fill out an application form. Making an appointment with a doctor through State Services
The process of making an online appointment with a doctor actually takes only a few minutes. Log in to your personal account on the site. At the top of the page, click on the word “Services”.

Moscow patients can be assigned to a medical institution through the State Services portal; to do this, they need to go to the local version of the mos.ru website. The service is available only to people living in Moscow, and the compulsory medical insurance policy must also be Moscow.
To attach you need to do the following: Log in to mos.ru using the account of this version or the main State Services website. On the main page, select “Services”. Go to the “Health” section. Click “Attachment to an adult clinic” or “Attachment to a children’s clinic.”

Attachment to a clinic in another city
The practice of assigning those living in a certain area to a specific clinic is still used, but is not mandatory. This plays a big role for pensioners and people with disabilities who do not need to waste time on the road.
The registration procedure at a clinic in another city is no different from the standard algorithm for registering at a medical institution in your own city. The application is sent to the head physician of the new clinic. Over the course of several working days, he will send the transmitted letter to the previous clinic. From there, confirmation of the relevance of all transmitted data will be required. After receiving a positive response at the registry of the old medical institution, the applicant is returned his outpatient card and other documents.
The next stage is registration at the clinic of the new city. To do this, a person needs to collect a package of all the requested documents and fill out a special application. As a rule, in the absence of problems with papers, it takes about a week to review the application.
How to unsubscribe from the clinic
You can be assigned to another clinic without unassigning the previous one, since in this case the unassociation will be made automatically. However, this can be done manually. Another thing is that there are often subjective circumstances that can interfere with or slow down the change of clinic and doctor, because each clinic is funded according to the number of citizens assigned to it.
Another obstacle is also possible: the clinic where a certain citizen wants to go may be overloaded. Neither one nor the other circumstance is considered insurmountable obstacles, but when they appear, the change process is significantly delayed. Before a possible change in the clinic, you should seriously think about all the advantages and disadvantages of this procedure, and only then take action.
