Replacement of a passport of a citizen of the Russian Federation: when and how to do it

Probably every citizen is concerned about the question of when to change a passport based on age in Russia and what documents are needed when going through such a procedure. This is not surprising, because a passport is the main identification document and confirms belonging to a certain state. It contains the most important information about the owner: passport data, as well as first and last name, place and date of birth, marital status and place of residence, etc. A person first receives a passport of the Russian Federation at the age of 14. Then the passport is changed twice when its owner reaches the age specified by law. Otherwise, the validity of the passport will expire and the owner may face a fine for an expired passport. We will talk about this in this article.

When should you change your passport?

According to the law, Decree of the Government of the Russian Federation dated July 8, 1997 No. 828, all citizens of the Russian Federation over 14 years of age are required to have a passport.
The passport is subject to exchange if:

  1. You have turned 20 years old.
  2. You are 45 years old.
  3. You have changed your last name, first name, patronymic, date and place of birth.
  4. You have changed your appearance or gender.
  5. The document has become worn or damaged so that it is no longer usable.
  6. There were inaccuracies or errors in the passport.

Please note that you must submit an application for a replacement passport within 30 days after a situation arises that requires you to obtain a new document. If you delay the exchange, you will have to pay an administrative fine according to Article 19.15 of the Code of Administrative Offenses of the Russian Federation. In 2021, it ranges from 2 to 3 thousand rubles, and for residents of Moscow and St. Petersburg - from 3 to 5 thousand rubles.

Conscripted military personnel can replace their passport after their service period ends.

Details for paying state duty. Where can I get a receipt for payment?

The receipt can be obtained at the place where the passport was issued (at the Ministry of Internal Affairs office, at the MFC). In this case, it will already be filled. It is enough to present it at the bank’s cash desk or enter the data specified in the payment document for payment at the terminal.

If you were unable to obtain a receipt at the place of registration, you can find the details on the website of the territorial department of the Ministry of Internal Affairs.

On the official website of the Main Directorate for Migration Issues of the Ministry of Internal Affairs of Russia, a receipt can be generated automatically. To do this, on the main page you should select the section “Information services”, “Receipts for payment of state duties”.

In the window, select the region and reason for the application (re-registration due to loss, age, etc.)

When applying through the State Services portal, the payment is generated automatically: it will be sent to your email address and to your personal account on the website as soon as the application is generated and accepted.

What documents are needed to replace a passport?

  1. Statement.
  2. Passport to be replaced.
  3. Two color or black and white photographs measuring 35 × 45 mm.
  4. Documents confirming the grounds for replacing the passport (certificate of change of name, marriage or divorce, conclusion of the registry office on making changes to the civil status record - in cases where a new passport is needed in connection with a change in gender).

  6. Receipt of payment of the state fee: 1,500 rubles in case of replacement of the passport due to damage, loss or theft and 300 rubles in all other situations.

Recommendations from real lawyers

Below are recommendations from practicing lawyers regarding the issue under consideration:

Lyudmila, lawyer: “If there is a refusal to accept documents, request it in writing. With such a paper, you can send a complaint to the local department of the Ministry of Internal Affairs or the prosecutor's office. You will receive a response about the decision made by mail, but in practice it is quite problematic to receive a refusal in writing.”

Andrey Razborov, lawyer: “If an identity card has been lost, but you need to replace it upon reaching a certain age, then you need to obtain the appropriate certificate from the passport office and provide it along with a package of papers to replace the identity card.”

Be responsible in the procedure for changing your passport upon reaching the age threshold in question, since violation of the laws entails a fine.

How long does the exchange process take?

According to the decree of the Government of the Russian Federation of July 8, 1997 No. 828 of the Government of the Russian Federation “On approval of the Regulations on the passport of a citizen of the Russian Federation, a sample form and description of a passport of a citizen of the Russian Federation,” the period for issuing a passport is 10 days when replacing at the place of residence.

If you want to replace your passport at a place other than your place of residence or if the lost document was issued by another territorial division of the Ministry of Internal Affairs, the period increases to 30 days. Please note that this period is counted from the day the documents are accepted by the Department of Internal Affairs of the Ministry of Internal Affairs.

Possible difficulties

Since the work of a bureaucratic system is often associated with incorrect data entry and errors due to the human factor that the system cannot accept, certain issues may also arise in the process of manipulating a passport.

For what reasons may documents not be accepted?

It is important to clarify the correctness of the submitted papers so that they are not returned to the applicant for correction. Legitimate reasons for refusal of admission may include the following:

  • errors, inaccurate or incomplete information in the application form for changing an identity card;
  • unreadable handwriting of the applicant when filling out the sample by hand;
  • incomplete list of required documents;
  • lack of translation for papers in a foreign language;
  • inconsistency of the papers submitted by the applicant with the formats established by law;
  • poor photo quality.

Any other reasons given by government officials are illegal and subject to appeal.

Algorithm of actions in case of failure

If it so happens that the brought list of papers was not accepted by the relevant service, then it is worth going through the following list of actions to resume the procedure with a positive result:

  1. Question the employee in detail about the reasons for the refusal.
  2. Eliminate deficiencies in papers as soon as possible.
  3. Repeat the document submission procedure.

This rule applies to all cases of lawful refusal to accept documents for passport changes. If there are doubts about the legality of such a decision, then you need to receive a written refusal and, with it and your papers, contact the prosecutor’s office or court.

What are the consequences of late registration?

For violation of the deadlines for re-issuing a passport specified in legislative acts, an administrative penalty in the form of a fine is imposed. Its amount depends on the place of residence of the citizen of the Russian Federation; for federal cities it is 3000-5000 rubles, for the rest 2000-3000, regardless of the period for which the replacement was overdue.

Sample of filling out a payment receipt

Any payment receipt contains a set of mandatory items with key information about the payee. This includes:

  1. Recipient: Main Directorate of the Ministry of Internal Affairs of Russia for the subject of the Russian Federation in which the passport is issued indicating the personal account of the organization.
  2. Department TIN.
  3. checkpoint of the organization.
  4. BIC of the bank in which the account is opened.
  5. KBK - budget classification code. It determines what service is being paid for.
  6. OKTMO is the code of the municipal institution on the territory of which funds are collected for the payment of taxes and fees to the budget system of the Russian Federation.
  7. Department bank account number.
  8. Name of the bank.

How to find out where the series and passport number are

The identity document contains many other data, such as the series and number of the passport. This document contains all the basic information about a person, from name to marriage information. A passport is a mandatory document that every resident of Russia is required by law to obtain as soon as he turns 14 years old.

What is the series and number of the passport

This is an original number combination consisting of 10 digits. Without looking closely, you can notice that between the first four digits and the next six there is a small space, which distinguishes the series from the number.

The first four numeric values are the document series, and the remaining six are its number.

If you look closely, the first 4 digits are also pairwise separated from each other, for example 52 17. The first paired number allows you to find out in which region the citizen received his document.

For example, if the number 52 is at the beginning of the ten-digit code, this means that the document was received in the Nizhny Novgorod region. After the first two-digit number comes the second, which indicates the year of issue.

From example 52 17 it can be understood that the passport was issued in 2017.

Sometimes the second number does not coincide with the year of issue, that is, instead of 17 it may be 16 or 18. There is an explanation for this.

This can happen when the issued forms for 2021 have run out, and the passport office has started using forms for the next year, 2021. Or, on the contrary, 2021 has passed, but the forms for it remain.

Therefore, if the second two-digit number does not match the year of issue, there is nothing criminal about it.

The remaining 6 digits are the passport number. It does not have any transcripts and depends on the serial number in the state database.

Why do you need the series and passport number?

The digital code located in the document allows you to distinguish one document from another. One last name and first name would not be enough, since many people with the same last name, first name and date of birth can live on the territory of the Russian Federation.

In such a situation, only this numerical code helps to distinguish one citizen from another. After all, the chance that two citizens will have the same numerical code is zero.

If you enter these values into a special database, the result will be all the information about the person (his last name, information about marriage, children, etc.).

Where are the series and number of the Russian passport?

The numeric code can be found on absolutely every page, starting from the second. The code is not printed on the final page.

It is applied to paper using special laser equipment, but we can only see the small holes from which the numbers are made up. You can see the unique code at the very bottom of the pages, not counting the second.

You can find a unique code on the sheet where your photo is pasted on the right edge, it is located vertically along the entire length of the page.

Where is the series and number of the passport located: examples with photos

To finally decide the location of the unique passport code, it is best to look at example images.

The photo shows the second and third pages of the passport of a person who is a citizen of Russia. On the right, vertically along the entire length of the pages of the document, the series and number are printed in red font.

The first numerical value, consisting of 2 digits - 39, means the area in which the citizen received the document. In the situation presented in the photo above, the document was issued in the Kaliningrad region.

The second numeric value, separated by spaces - 14, means the year in which the passport was received. The remaining six digits - 935349, indicate the form number.

Let's look at another example with a different location of partially original code.

On the page on the right at the bottom you can clearly see the numbers from small punctures. Everything is similar here, only the spaces between the digital values are less noticeable than in the first example.

46 here means that the person received his documents within the Kursk region. The number 11 means that he received them in 2011, or in nearby years (2010 or 2012).

The last six digits are the serial number in the state database.

Based on this, we can conclude that the first 4 digits of many citizens of the Russian Federation may be identical. But the next six digits are absolutely unique for all people.

Where can the series and number of the Russian passport be requested?

There are many situations in which you may need to issue your series and document number. Such situations include:

  1. Purchasing a travel pass. When issuing a ticket, the cashier will need your passport information, including the series and number of your passport. The situation is similar when buying a plane ticket.
  2. The same passport data may be needed at the post office in order to pick up or send a parcel.
  3. When registering for the Unified State Exam, you will need to indicate your passport data, including its digital code, on the form.
  4. When receiving a bank loan or credit card, bank employees also require absolutely all passport data.
  5. When concluding transactions in notary offices, all the data contained in the passport is required, even a combination of numbers.
  6. When registering a vehicle and other operations, traffic police officers must request the code specified in the passport.

Knowing the original code of the document, you can easily find out whether a citizen has administrative fines, as well as whether criminal cases have been initiated. This information can be easily found even online.

Do the series and numbers of passports change when they are replaced?

According to the law of the Russian Federation, every citizen must change his identity document several times throughout his life. The reason may be age, changes in surname due to marriage, loss of a document, changes in appearance beyond recognition, etc. If for some reason you received a new passport, its numerical code does not remain the same, but also changes.

In the serial code, only the first two digits can match if the document has always been issued in the same area. The next two digits can also be the same, but only in the situation if the passport was issued and then changed in the same year.

Do I need to remember the series and number of my passport?

It often happens that when traveling to buy tickets, going to the post office, and so on, a person forgets everything he needs at home. There is nothing wrong with this if you remember your series and passport number. It is enough to tell an employee of a certain organization this unique code, list some more information about yourself, and you will be able to purchase a ticket, pick up a parcel and do other things.

This unique code is printed on almost all pages and is immediately noticeable. It is advisable to memorize these numbers in order to be on the safe side in the event that documents are forgotten at home. The main thing is not to indicate a numeric code everywhere where it is not necessary and not to trust everyone, since once they know it, another person will be able to access your data and act on your behalf.
