Registration nuances
If we are talking about your own real estate, registering in it through State Services or in another way is not a problem. There will be no restrictions, even if we are talking about a share in the premises. But if registration is carried out on someone else’s property, then the consent of the owner is required. He must give his consent to this, expressed by a statement.
If the premises have several co-owners, consent from each will be required. An exception is if we are talking about the child of one of the owners or the child of another person who is already registered in this premises.
Through State Services, you can submit an application for registration not only for yourself, but also for your child under 14 years of age. In this case, the child can be registered at the place of registration of one of his parents, regardless of whether they are the owners or not. According to Russian legislation, children under 14 years of age are registered without barriers in the same place where their parents are registered.
If we are talking about a child 14-18 years old, in this case it is no longer the parent, but he himself who submits the application for registration. That is, if a minor wants to do this through State Services, he must have his own verified account. If it is not there, then registration is issued using standard non-remote methods.

In the first case, a registered letter with a code is sent to the applicant’s address. The child must receive it by presenting a Russian passport. In the second case, the parent will need to go with him to the State Services office, where a specialist will activate the profile.
Important! Until the age of 18, the user does not have access to some services on the portal. This is despite the fact that he has a verified account.
How to register through State Services
If the property is owned, there are no obstacles to registration, even if we are talking about a share. You can open the State Services portal, log in with your credentials and submit an application. Otherwise, if you plan to register on someone else’s territory, first obtain the consent of all owners - they will write an application later.
Registration procedure for State Services:
1. Go to the portal using your data, enter “Registration at place of residence” in the search. The system provides services that match your request, select the one you need. Please note that the item “at your place of residence” is needed. At the place of stay - this is a temporary registration.
2. The public service page will open, where the procedure for its implementation will be described and some features will be indicated. Read the information, mark that you are submitting an electronic application, then click on the “Get service” button.
3. First of all, you need to indicate who is applying for registration. The system gives 4 options to choose from. In our case, we are talking about a standard situation when an adult citizen of the Russian Federation registers, and we indicate this.
4. If a citizen has a permanent registration, which will be automatically canceled as a result, you must indicate its address. But in any case, within three days after the new registration, the previous one will be canceled. If there is no registration, please check the appropriate box.
Next, the system will ask you to provide the following information:
- a new address where the applicant registers through State Services;
- information about whether the citizen has been deregistered at his previous place (it is not necessary to be deregistered in advance);
- whose living space is being registered, whether it is owned by the applicant;
- if it is property, what document will prove it? For example, an extract from the Unified State Register or a certificate of ownership;
- whether the applicant is a citizen of the Russian Federation;
- reason for relocation;
- employment or social security information;
- information about education, marital status;
- whether the applicant’s family members live at the future registration address.
5. Finally, you need to choose where the applicant will take the original documents and where the passport will be stamped. First, he indicates the city, after which the system opens a map with available units of the Ministry of Internal Affairs. You can choose any of them.
6. Select a convenient division and view information on it. If it is in recording mode, you will be able to select the date and time. If not, the system will simply open the work schedule, you can come at a convenient appointment time.

Step-by-step instructions for registration at State Services
Registration of a newborn is not just a formality, but a necessary procedure. Without registration, a child will not be able to:
- receive medical care;
- sign up for a waiting list at a preschool institution;
- attend public school.
They do not have the right to refuse admission to school for a child, but if there is no registration, then he will be enrolled only if there are free places in the educational institution.
Parents will not be able to apply for benefits, maternity capital or other payments if their baby does not have a registration.
In the future, to complete documents, the child will also need to present a registration certificate until he receives a passport.
Interesting: After 14 years of age, a citizen has the right to register at any address, even if his parents or other relatives do not live there.
If the parents are citizens of the Russian Federation, then the baby receives citizenship automatically. Without recognition of citizenship, difficulties may arise during registration. The new baby is registered at the family address. If the parents do not live together, then the address of one of them is required.
Important! A mother can register her child in the specified apartment without the consent of his father. However, if the registration procedure is performed by the father, then the mandatory consent of the mother will be required.
There are cases when a family does not own the entire apartment in which the baby will be registered. Parents own only a certain part of the living space.
The registration of a newborn child is carried out in exactly the same manner as the registration of any minor children, therefore no separate instructions are provided here.
Before registration, within a month after birth, it is necessary to issue a birth certificate for the child. This can also be done through the State Services portal. The remaining steps will be similar to those described above. The application review period is 3 working days.
IMPORTANT! If registration for a newborn child is issued at the place of residence of the parents, then the consent of the owners of the living space is not required.

Registration of a newborn child at the place of residence through the State Services portal is quite simple, and, as a rule, does not cause difficulties for users. The main requirement for the user to provide this service is to have a verified account. If you are not yet registered on the portal, we recommend that you register on the State Services website and also confirm your identity.
If you already have a verified account, you can begin filling out the application for the service. When filling out this application, you will need information about the following documents:
- parent's passport;
- child's birth certificate;
- basis for disposal of the premises (certificate of ownership, social tenancy agreement).
To register a child at the place of residence, you must do the following:
- log into your personal account on the official State Services portal;
- go to the “Services” section;
- in the category “Passports, registrations, visas” select the subsection;
You have already begun to notice your child’s success in certain areas of life and have decided on the desired theme of the club, but what to do next? The government services website has a catalog of available services in your region, so we go there and find the “Education” and “family and children” categories. Each of them has a “all services” button. Click on each of them one by one and see the list of services provided.
We would like to draw your attention once again to the fact that not every region can provide this service electronically. We will consider, as an example, the registration of a child in a circle in Moscow. To do this, go to the Moscow government services website and click on the “login” button in the upper right corner of the site. Carefully read the information about the service provided and click on the “receive service” button.
If in your region you have not found the opportunity to enroll your child in a section using electronic services, then you need to personally visit the nearest educational institution to you and ask specialists about the list of sections and clubs. Don’t be upset, as the capabilities of the government services portal are constantly improving and soon such an opportunity will appear in your region. We tried to consider in as much detail as possible the process of enrolling a child in a club, but if you have any difficulties, write about them in the comments and we will try to help you.
For citizens under 18 years of age, the place of registration is the address where the parents live. If the father and mother are divorced, then the child is registered in the apartment of the parent to whom the court left him.
When indicating the type of applicant, you must select “I am the legal representative of a minor.”
When registering a minor or incompetent person, registration is no different. The same applies to temporary registration.
Newborn children are registered at the place of residence of the legal parent. The mother can go through the procedure on the State Services portal without any hindrance. The father, in order to register in his living space, will need a notarized permission from the mother.
You can register a person quickly and without hassle on the State Services website. With the help of system prompts, it will not be difficult to fill in all the necessary data yourself.
After submitting an online application for registration
If a citizen has installed the mobile application of the State Services portal, then he will receive a notification on his phone that the Ministry of Internal Affairs has accepted the application and is waiting for the citizen to transfer the original documents. If the application is not installed, then the information will be sent to the applicant’s email and will also be reflected in the personal account on the State Services.
You collect a package of documents and visit the department of the Ministry of Internal Affairs specified when registering. You need a passport and a document on the basis of which registration is carried out, this could be:
- a document for one’s own property where the citizen is registered;
- social rental agreement;
- court decision recognizing the right to use residential premises;
- if registration is carried out in someone else's premises, his statement is his consent to this. If there are several owners, they all write consent.
If we are talking about someone else’s housing, then all the owners of the premises go to the Ministry of Internal Affairs, who draw up and sign a statement of consent.
After checking and completing the formalities, if everything is in order, registration is carried out. A corresponding stamp is affixed to the citizen’s passport. The registration service is free of charge and takes 3 business days.
What documents will be needed?
Free legal consultation. What documents will be needed? This is a passport (of one of the parents), a child’s birth certificate, a certificate stating that the parent is registered at the specified address. We advise you to prepare these documents in advance so as not to waste time searching for them in the future.
It should be remembered that if the father and mother of the baby are not officially married, then a certificate will be required that the child was adopted by his own father. Please also keep in mind that in order to use the full functionality of the site, you must register and confirm your account.
How to register a child through State Services
If we are talking about a child who is not yet 14 years old, the parent can apply for registration for him through the government services portal. If registration is carried out at the place of registration of one of the parents, the consent of the owners is not required.
In this case, at the very first stage of submitting an online application, the citizen immediately indicates that he is submitting an application for his (or supervised) child under 14 years of age and then notes the degree of relationship. After the system automatically enters the applicant’s data, a field opens below for specifying the child’s data. The parent indicates his contacts:
Below, a field opens for entering information about the child’s birth certificate. You also need to indicate your country and region of birth here:
The rest of the form fields are standard. You must indicate the address of the previous registration, if there was one, whether the child was deregistered, whether he is registered in the territory where the parent is registered, etc.
Then everything also goes according to the standard scheme, but there is no need to involve the owners. After receiving notification of acceptance of the application, the minor’s representative can be sent to the Ministry of Internal Affairs with his passport and the child’s birth certificate.
So, you can register both yourself and your child through State Services. But we are only talking about the application itself. You can’t do without a visit to the Ministry of Internal Affairs.
How to discharge a child from an apartment and register him at a different address
The procedure for re-registration is almost the same as for registration. You just need to go through the discharge procedure first. Find the field labeled “Registration at place of residence.” We move through the pages and find the “Get a service” link.
Forms will open; you need to fill them out in order to register your son or daughter and obtain registration at a new address. Fill out the departure and arrival form. Information will appear about the deadlines when you can receive documents at the department, you will need to present the original documents, sign on the arrival and departure form. Additional information may be sent by email or telephone.
A visit to the department may require an application from the owner of the property if the mother, father or guardians register the child in a place other than their own.
An electronic application sent from the State Services website is considered no more than three days. A certificate of results is sent by email or phone number to the applicant. It is indicated when registering your “personal account” and filling out pages. The Ministry of Internal Affairs may refuse to register a child, one of the reasons is inaccurate data entry, so care is required when filling out the columns of the State Services portal.
The appearance of a child in a family is associated not only with joyful moments, but also with the preparation of various documents, citizenship and registration of the newborn. The period during which registration is required is not regulated by law.
But you need to understand that registration will be required when obtaining a compulsory medical insurance policy for a child, when visiting a clinic, or when placing a minor on the waiting list for kindergarten. Therefore, it is better to register the child as soon as possible.
But walking through government offices with a small child is very difficult, and standing in lines in the corridor is even more difficult. In such a situation, it is better for young parents to turn to the State Services portal.
You can start the registration process through the website immediately after receiving your birth certificate. It must be received before the child turns 1 month old.
Our article will tell you how to apply for registration correctly, where to apply, what registration methods are available and complete step-by-step instructions on them, why it is more convenient to submit an application through “Government Services”.

How to register a child with State Services
Along with adults, children can also use government services. For natural reasons, children do not act as full users of the Unified Portal. However, access for young citizens to the resources of government services is still possible. Parents act on behalf of minors, but from the age of 14 a teenager has the right to have a personal account on the Unified Portal and exercise civil rights. Moreover, registering a child with State Services and using electronic services is simple.
Possible problems
Difficulties usually arise when linking a child's profile to a parent's record. They are associated with incorrect indication of information from the birth certificate. It is by his number that the system identifies the child as an adult user. The information must:
- match the accounts of an adult and a child;
- be similar to those indicated on the paper version of the document.
There may also be technical difficulties. It is impossible to overcome them on your own.
To do this, you need to contact the site support service. This is done in two ways:
- by writing a message in the online chat on the portal;
- by calling the hotline.
Note. Also, if problems arise, you can contact the MFC. Its employees will contact the technical support service of the State Services and help in solving difficulties that arose when using the portal.
Creating a Simplified Profile
The interests of children until they reach adulthood are represented by their parents or guardians. They submit on their own behalf all documents related to receiving government services. In some cases, you may need to create a separate account for your child. For example, a student monitors his own progress through an electronic diary. To register a child for State Services using a simplified registration, you need to create a simplified profile. You will need a phone number and email address that are not yet linked to another account.
Go to the State Services website, click the “Register” button and fill out a simple form:
Enter your first and last name as they appear on the birth certificate. After clicking the “Register” button, an SMS with an activation code will be sent to the specified phone number. After entering the code, you will have to come up with a password consisting of 8 characters. If it is difficult for your child to remember the password, write it down, but explain that you cannot show the password to anyone, otherwise personal information will get to ill-wishers.
The process of creating a simplified record is complete.
How to link a child's simplified account to a parent's account
If you created a simplified account for a child, it is possible to link it to your account.
Step-by-step instructions on how to register a child’s account for government services in the parents’ account:
Step 1. Log in to the portal using your account. Log in to the “Personal Account” section.
Step 2. In your personal account, click the “My data and contacts” tab.
Step 3: Click the Children's Information tab.
Step 4. Find the very last item in the “Binding code” tab.
Copy the binding code numbers.
Step 5. Log into your child's account.
Step 6. Go to the “Documents” section.
Step 7: Add your birth certificate information. Save the information you entered.
Step 8. Click the “Link” button next to the birth certificate information. Paste the copied code. Ready.
