Novelty and practical significance of the research

lies in the insufficient study of the employment of minors in general educational institutions and, in connection with this, the development of recommendations for the employment of adolescents. Yangorchino and in the whole Vurnar region. They can be taken into account by government agencies when developing and implementing state youth employment policy and improving the economic and regulatory mechanism for its implementation at the municipal level of government.

1. Laws of the Russian Federation and employment of teenagers.
Employment of the population in all spheres of labor activity was approved in the Law of the Russian Federation - the Labor Code of the Russian Federation dated December 30. 2001 No. 197 - Federal Law, part 1, section I, chapter 1, art. 5 at its various points.

The employer is obliged to hire minors if there are jobs available. Minors are among those in need of special protection. An employer's refusal to hire school graduates, vocational schools, orphans, and children without parental care when jobs are available is prohibited and can be appealed in court (4).

Employment is possible from the age of 14, but this requires the consent of the trade union body of the enterprise and one of the parents (parts 1-3 of Article 63 of the Labor Code of the Russian Federation). Minors, as well as graduates of vocational schools, technical schools, and institutes, cannot be subject to a hiring test (clauses “c” and “d” of Part 4 of Article 70 of the Labor Code of the Russian Federation).

A work book is created for an employee if he is hired for a period of more than 5 days.

The employer enters into a fixed-term employment contract with minor citizens participating in temporary work. An employment contract for participation in temporary work can be concluded with the consent of one of the parents (guardian, trustee) and the guardianship and trusteeship authorities.

During the period of participation in temporary work, the employer pays wages, and the employment service provides financial support.

The duration of daily work (or shift) cannot exceed:

• for workers 14-16 years old - 5 hours;

• for workers from 16 to 18 years old - 7 hours;

• for students of general education institutions who combine study and work during the academic year: at the age of 14-16 years - 2.5 hours, from 16 to 18 years - 3.5 hours.

Article 92 of the Labor Code of the Russian Federation states that normal working hours are reduced:

- 16 hours a week for workers under 16 years of age; - 4 hours per week for workers aged 16 to 18 years.

For those aged 16 to 18 years, work carrying weights over 4.1 kg is permitted for no more than one third of the working time. Teenagers from 14 to 16 years old cannot perform work that primarily involves carrying weights of more than 2 kg. That is, carrying weights of more than 2 and 4.1 kg is allowed, but cannot be the main job of a teenager (Resolution of the People's Commissariat of Labor of Russia dated March 4, 1921)

In addition to work involving the carrying of heavy loads in excess of established standards, it is prohibited to engage minors under 18 years of age in work associated with harmful or dangerous working conditions, as well as in underground work, as well as in work the performance of which may harm their health and moral development ( gambling business, work in night cabarets and clubs, production, transportation and trade of alcoholic beverages, tobacco products, narcotic and other toxic drugs), Article 265 of Part 1 of the Labor Code of the Russian Federation.

Employment of minors through the Employment Center of the Vurnar region
Today’s teenagers are the country’s human resources potential. It is possible to channel their energetic energy in the “right” direction only by offering them a real, grown-up task—a paid job.

The list of public services provided by the employment service authorities includes the service of organizing temporary employment of minor citizens aged 14 to 18 years in their free time from school. Temporary employment for teenagers is organized throughout the calendar year. However, the largest share of teenagers who want to work in their free time from school occurs during the summer holidays.

The employment of minors, filling their free time, is a kind of crime prevention, distracts children from the influence of the street and criminal structures, and helps them gain independent work skills. Temporary employment allows children not only to earn their first “pocket” money, but to feel their relevance and usefulness in the labor market.

During the period of participation in temporary work, the employer pays wages, and the employment service provides financial support. To receive financial support, you must register as a job seeker at the State Institution KK “Employment Center for the Vurnar District” and open a savings book in your name. The main types of work for temporary employment of minor citizens are:

• cleaning, improvement and landscaping of territories;

• auxiliary work at production enterprises;

• repair work, etc.

As of June 25, 2015, the Employment Center of the Vurnarsky District concluded 14 agreements on the organization of temporary employment of minor citizens. 304 teenagers aged 14 to 18 years were employed. By September 1, 2015, 412 teenagers were employed.

The children work on the school grounds: daily cleaning of the school grounds from garbage, grass, planting and weeding flowers.

Organization of children's recreation and their health improvement in the Vurnar region is carried out in accordance with regulatory legal acts:

Resolution of the Cabinet of Ministers of the Chuvash Republic dated March 2, 2012 No. 70 “On the organization of recreation, health improvement and employment of children in the Chuvash Republic”;

Resolution of the Vurnarsky district administration dated April 20, 2015 No. 179 “On organizing children’s recreation, their health and employment in the Vurnarsky district in 2015.”

The department of education and youth policy of the administration of the Vurnar district has been designated as the authorized body in the district for organizing, conducting recreation for children and their improvement. Coordination of activities for organizing recreation, health improvement and employment for children is carried out by the Interdepartmental Commission for organizing recreation, health improvement and employment of children in the Vurnarsky district.

Information support for preparations for the 2015 health campaign is carried out through the media, incl. through the websites of the Vurnar district administration, education department, and educational institutions. The “Summer 2015” banner has been opened on the website of the education department, which contains registers of children’s recreation and health organizations (school camps, tent camps, labor and recreation camps) and the legal framework.

In 2015, financial resources in the amount of 4037.2 thousand rubles were allocated for organizing children's recreation, including:

- for the purchase of vouchers to country camps - 2007.6 thousand rubles.

— for organizing children’s recreation in school camps – 1,519.2 thousand rubles;

- for the organization of tent camps - 510.4 thousand rubles.

In order to provide recreation, health improvement and employment for children, adolescents and young people in the summer of 2015, the following camps were organized in educational institutions of the district:

— 24 school health camps covering 1052 schoolchildren, incl. 1 school health camp covering 47 children (through social protection),

— 19 tent health camps covering 785 schoolchildren,

— 24 labor and recreation camps covering 738 schoolchildren;

— more than 200 children will go to country health camps.

The issue of organizing work and leisure for children and adolescents in the summer of 2015 was considered at a meeting of directors and deputies of educational institutions in March-April of this year. Leaders are recommended to open a school health camp, a tent camp, and a labor and recreation camp at each school. First of all, the camp accepts minors who are on preventive registration in the PDN and in-school registration, as well as children from large and low-income families.

The Vurnar district employment center allocates funds from the local budget (50 thousand in 2015) to finance small repair and construction work, agricultural work (vegetable growing, animal care, haymaking) and more. In order to study the employment of teenagers through the Employment Center of the Vurnarsky District, we talked with the leading inspector Laura Nikolaevna Steklova, which allowed us to draw the following conclusions:

  1. The Employment Center finances types of work at the request of individual organizations and secondary schools in the Vurnar region. Summer 2014 283 places for high school students were opened and financed; in the summer of 2015, 412 places were provided, i.e. 129 more places.
  2. High school students in the Vurnar region contact the Employment Center only in the summer.
  3. Typically, landscaping work is offered (greening villages/towns, cleaning streets from garbage) or agricultural work (vegetable growing, harvesting).
  4. The duration of summer work for teenagers is 1-3 months.
  5. Remuneration for teenagers in organizations that are financed through the Employment Center averages from 3 to 7 thousand rubles.
  6. Since there are many people who want to find a job, there are not enough places for everyone, despite the fact that the Employment Center accommodates minors.

3. Study of the employment of minors using the example of the Yangorchinskaya Secondary School.

One of the objectives of the study was to conduct a sociological survey on the employment of schoolchildren at the Yangorchinskaya Secondary School for the summer of 2015. The survey involved 50 students in grades 8-10, of whom more than half – 34 teenagers – were employed in the summer. Of these, the ratio of males to females is approximately one to one. Age differences in general are also not that great. Among them there are children from wealthy and low-income families. Teenagers from a wealthy family were not embarrassed by the fact that he worked in the summer, because many teenagers all over the country and around the world work in the summer.

Minors worked in the agricultural enterprises "Yangorchino" and "Hornzor" in haymaking, weeding vegetables, sorting potatoes, drying grain, etc. And some were engaged in daily cleaning of the school grounds from garbage and grass, planting and weeding flowers, and helped teachers in renovating the classroom.

Most minors enjoyed working, and more than half want to work again next summer. It was mainly those who had no prior employment experience who found it difficult to answer this question. The majority of respondents noted that it was not very difficult to look for work, because... In the summer, there is a lot of work at the KSHP "Yangorchino" and "Hornzor" and therefore there are not enough workers. The overwhelming majority of minors indicated that their parents or relatives were satisfied that they worked during the summer holidays. Half of the respondents reported that they received wages ranging from 3 to 5 thousand or more than 7 thousand rubles, and they were satisfied with this amount. Of course, they would not mind receiving a salary higher than this amount.

Unfortunately, more than half of teenagers worked more than 6 hours a day and at night, which violates the Labor Code of the Russian Federation. The rest mostly worked 3-5 hours, which is also not so little, but this suits most minors. The majority of respondents worked more than one month in the summer, which is quite a long time, but they indicate that they could have worked longer. Almost all respondents believe that employers were satisfied with their work, and almost all minors also liked their employers. Unfortunately, there are also some violations of the law. Most teenagers did not receive work books; only those who worked through the Employment Center acquired them, and very few got jobs through it. From our school, through the State Institution of the Chuvash Republic “Employment Center of the Vurnarsky District” of the State Employment Service of the Chuvash Republic, 15 students got jobs. The children’s income consisted of material support from the employment center in the amount of 1,275 rubles per month and wages from enterprises and organizations for the time actually worked.

In 2015, financial resources in the amount of 9,956 rubles were allocated to organize recreation for children at the Yangorchinskaya Secondary School, including:

— for organizing children’s recreation in school camps – 3,456 rubles;

— for organizing tent camps – 6,500 rubles.

In order to provide recreation, health improvement and employment for children, adolescents and young people in the summer of 2015, the following camps were organized at the Yangorchinskaya Secondary School:

— school health camp covering 48 schoolchildren,

— tent health camp for 50 schoolchildren,

— labor and recreation camps covering 45 schoolchildren;

Conclusion.

As a result of the study, the following
problems
:

  1. reluctance of organizational leaders to employ minors;
  2. lack of jobs for teenagers in the village of Vurnary;
  3. insufficient types of work (volunteers, work in the library collection, salespeople, care for the elderly, work via the Internet is not in demand at all)
  4. low wages;
  5. violation by employers of the Law on Working Hours (which lasts 6 or more hours, as can be seen from a survey of teenagers who worked at the Yangochino and Hornzor agricultural enterprises). According to Article 92 of the Labor Code of the Russian Federation, reduced working hours are established for minor workers (no more than 5 hours per day).

As a result of the study, the following conclusions

: 1) The research hypothesis was confirmed, as evidenced by the results of a sociological survey among students in grades 8-10 of the Yangorchinsk Secondary School; Most minors like to work, they like the fact that they benefit their home village and their collective farm: the streets of the village become cleaner, pocket money appears, which teenagers spend on the most necessary things.

2) The Vurnarsky District Employment Center finances types of work at the request of individual organizations and secondary schools. Summer 2014 283 places for high school students were opened and financed; in the summer of 2015, 412 places were provided, i.e. 129 more places.

3) In 2015, financial resources in the amount of 4037.2 thousand rubles were allocated for the organization of recreation and employment for children in the Vurnarsky district, of which 9956 rubles for the MBOU "Yangorinskaya Secondary School"

Based on the above, we offer the following recommendations for employment

minors in summer:

  1. It is preferable for teenagers to get a job through the Employment Center of the Vurnarsky District, since in this case minors are issued work books and guaranteed wages, employers comply with the Labor Code of the Russian Federation;
  2. It is better to start looking for a job before the start of the summer working season;
  3. In case of independent search for work by a minor, it is necessary to conclude an Employment Agreement with the employer, which stipulates all the conditions of employment in accordance with existing laws;
  4. Employment must be agreed upon with the parents or legal representatives of the minor;
  5. Teenagers should collect all documents necessary for employment in advance;
  6. Diversify types of work through Internet resources
