Why is a Pension Fund certificate required?

There are two main situations when a citizen may need a certificate of experience from an employer. The first is the lack of documents that can confirm the duration of work, the main one of which is the work book. If it is damaged, lost, or filled out with errors or irregularities, it will not be considered by the Pension Fund. An official document from the employer is used as proof that the specialist actually worked for the stated number of years.

The second reason is the registration of a pension benefit, which is due to persons who worked in the Far North, in hazardous and hazardous industries, etc. All periods when insurance premiums were paid for a specialist are counted in the length of service. To confirm their duration, a certificate issued by the current employer is used.

The current legislation does not offer samples of certificates to the Pension Fund from the place of work for different life situations. They are drawn up in the form chosen by the employer. To ensure uniformity, it is recommended to develop a single form and enshrine it in local company regulations.

When is the certificate provided?

According to the provisions of Art. 62 of the Labor Code of the Russian Federation, the employer is obliged to provide the specialist with documents related to his work within three days from the receipt of the request. The papers are certified by an authorized person of the company and a seal. It is illegal to charge a fee for their production.

In Art. 62 states that the basis for preparing a certificate to the Pension Fund about work experience according to the company’s internal sample is a written statement from the employee. The law does not provide a unified form for such a document. It can be prepared in any form, including the following information:

  • information about the employer (company name, full name and position of the addressee);
  • Full name and position of the author of the application;
  • the name of the required certificate or a description of the information that should be contained in it;
  • indication of the number of copies;
  • date of the request.

The application is certified by the author’s handwritten signature and submitted to the personnel department or accounting department. Practice shows that in small commercial structures certificates are issued without written requests, based on oral requests from employees.

In Art. 62 of the Labor Code of the Russian Federation states that a certificate to the Pension Fund from the place of work according to the employer’s internal sample must be issued personally to a specialist. It is possible to send it by post in a valuable letter with a list of the attachments, but only on the condition that the employee has given consent to it, for example, included the corresponding clause in a written statement.

If the certificate is prepared within 3 days from the date of receipt of the request, but the specialist does not appear for it and does not consent to postal forwarding, the company must send a written notification to the citizen with a request to pick up the document. This will provide her with confirmation that she met the legal deadlines and will avoid possible problems with the labor inspectorate.

Is it necessary to issue certificates of insurance experience at the request of former employees? The legislation does not make any exceptions for them. This means that the administration of the enterprise is obliged to provide the paper to the dismissed citizen within three days.

Where and how to get it?

If a certificate is needed by an employee who is still working, he can write an application for issue addressed to the director and submit it to the secretary. The former employee will be issued a document only with a passport, also on the basis of an application. In this case, it is better to register the application: the secretary will sign and put a number on the copy that you need to keep.


According to the rule of Article 62 of the Labor Code, documents related to the employee’s work are issued to him within 3 days.

The certificate is issued by the organization where the person last worked. Each organization makes a copy of the work record book during employment, so the personnel officer of the last employer can issue a certificate using the copy.

If there is neither a book nor its copies, certificates will need to be collected from all places of work . The problem may arise if the company is liquidated or reorganized. In this case, you can contact:

  • to the successor company (personnel documents are transferred there during reorganization);
  • to the city archive (if the company is liquidated).

How to obtain a certificate of experience?

A current sample of a certificate of employment for a pension is not offered by law. Firms are given the right to independently develop the format of the document and secure it with internal provisions. It is advisable to include the following information:

  • Employer information. The name of the organization, INN, checkpoint, location, contacts are written down. If the name of the company has changed, this must be indicated in the document.
  • Certificate number according to the company’s internal numbering rules.
  • Date and place of document preparation.
  • The main part, where the name and position of the specialist, the structural unit where he is employed, and the exact dates when he worked in the organization are indicated. If there have been transfers or part-time employment, the relevant information must be included in the text.
  • Links to supporting documents (for example, numbers and dates of hiring and dismissal orders).

In the standard sample certificate of work experience with the Pension Fund used in the organization, you can include other additional information if this is indicated in the specialist’s request. For example, the document specifies periods of vacation and (or) sick leave, and provides a reference to special conditions of employment (for example, in hazardous industries, in the Far North).

The drawn up document is certified by the handwritten signature of the general director of the company or another authorized person. The company seal is stamped on it. Information about the issued certificate is reflected in a special registration journal, which the company has the right to keep.

Nuances that may arise upon receipt

There should not be any particular difficulties in the process of collecting information about your work experience.
If you really are a former employee of a certain organization, if you have a passport of a citizen of the Russian Federation, and if you have written an official application, then you must be provided with the necessary data. But what to do if the company you previously worked for no longer exists? The solution to this issue will be very simple: you need to contact the appropriate archive of your city, which stores all the documentation of former organizations. Write an application, confirm your identity, and they will definitely help you with issuing a certificate of your experience.

If the company has changed its name, then this fact must also be indicated in the certificate provided, otherwise problems may arise with identifying the institution in the fund. This means that the procedure for issuing and receiving a certificate will need to be repeated.

There is nothing complicated or complicated about drawing up and receiving a paper confirming the experience of a former employee. The applicant makes an official request to the enterprise, where within three days they must provide him with a completed document that confirms the fact of his work experience. This certificate has no statute of limitations.

How long is a completed certificate valid?

The legislation does not establish any restrictions regarding how long the sample certificate of work experience for the Pension Fund is valid. This means that the document does not have an “official” expiration date. If a specialist has already left the organization that issued the document, the information specified in it cannot change and will always remain relevant.

To avoid unnecessary hassle in the future, upon dismissal, a citizen has the right to request several copies of the certificate for different occasions. The company is obliged to issue him the number of documents that he indicates, without limitation on the number of copies. The specialist is not obliged to explain why he needed them.

According to the current pension and labor legislation, the concepts of “total length of service” and “continuous work experience” have lost their relevance. When drawing up an application for information about your work experience, you can use any sample request. At the same time, we must remember that the rules for drawing up an application are the same as the rules for drawing up any official documents. The legislator has not established the form for an application to the archive to certify experience, so you can draw it up yourself. Of course, such an application is written on an A4 sheet and all information about the applicant must be displayed on it.

The statement might look something like this:

  1. At the top, on the right, is the name of the archive where the request is sent.
  2. Full name is written a little lower. author, date of birth, residence address and contact information.
  3. Then in the middle of the line is written “STATEMENT”

Where to get it?

You can request a certificate of work experience from the employer at your last place of work. He is obliged to issue the document to the employee within 3 working days. As a rule, a HR specialist indicates in it the terms of work in years, months and days. In order to receive a certificate, you need:

  • Contact the personnel service with a request from the pension fund;
  • Write a statement to the head of the organization;
  • Attach copies of your passport and work book to the document.

You can also obtain a certificate from the Pension Fund. To do this, you need to draw up and submit an application to the local branch of the Pension Fund or the MFC. In addition, leave your application in your personal account on the fund’s website or on the government services portal. The certificate must be presented to the employee within 10 days from the date of application.

If the organization in which you worked is liquidated, you should contact the archive at the place of registration of the company. In such institutions, documents of all existing enterprises are stored for quite a long time. Consideration of the request in the state archive will take a little longer, but as a result you will receive a certificate indicating accurate information about previous places of work.

To issue certificates of insurance experience, you must check all the information that is necessary to calculate the corresponding period of time. An individual has every right to contact the Pension Fund to verify documents for the last reporting year.

At the moment, the main document with which you can confirm your insurance experience is the work book. All entries in the book must be clear.

Information about difficult and difficult working conditions must also be contained in the PFR personalized accounting system. However, if they are absent, the applicant has the right to submit a certificate from the employer, which confirms the special nature of the work.

If it is impossible to obtain this document (for example, in the event of liquidation of an enterprise), you will have to prove your right to a preferential pension in court. The outcome of the process in this case will largely depend on the volume and completeness of the information provided about the profession, period of work, name of the employer and its location.

As a rule, when assigning a pension, there are no problems with establishing length of service, since the work record book is quite sufficient for this. However, in a number of cases, in order to justify your right, you have to confirm it, including in court.

Every citizen, upon arrival, has the right to count on the payments due to him. Their amounts largely depend on the length of service - the number of years actually worked.

When applying to the Pension Fund for a pension, a citizen is required to confirm his work experience. Usually, it is enough to provide a work book, which reflects all periods of work, but in some cases the process of confirming it can take a long time - this may require additional documents or even legal proceedings.

Today, three types of length of service are used to calculate various types of pension benefits in Russia:

  • Insurance experience.
    The period for which contributions to the Pension Fund were deducted in favor of the employee. Citizens who are entrepreneurs are required to pay for themselves.

Employers, including in the archives, do not always have the information the employee needs, so employers have to independently make requests to government agencies, for example, the Pension Fund.

Most often, the employer issues a request if the employee cannot provide a certificate of the amount of his earnings, in accordance with which he should be accrued and paid an insurance payment in connection with an occupational disease or an accident (Part 7, Article 12 of the Federal Law “ On compulsory social insurance against accidents at work and occupational diseases" dated July 24, 1998 No. 125-FZ (as amended on March 7, 2018)).

Also, the employee himself can submit a request, for example, if he has lost his work book and wants to restore his length of service through the Pension Fund. An employee can also obtain information about length of service from multifunctional ones.
