Preferential pension for teachers: who is eligible, innovations 2021

One of the advantages of working as a teacher is the right to early retirement. Since 1959, there has been a long-service pension for teaching staff. Teachers, kindergarten teachers, university professors and other educational workers with more than twenty-five years of experience could count on her.

In 2001, new rules for calculating pension benefits appeared. Long service pensions were abolished. Instead, preferential pensions appeared. For teachers, this change was rather formal. The accrual of long-service pensions for teaching staff has, in fact, been preserved, but acquired a new name. Although the rules for calculating and calculating pensions have changed, teachers still retain the right to retire earlier than the age norm established in the country for men and women.

After 2001, preferential pensions were introduced

Let's consider what conditions a teaching worker must fulfill in order for him to have a preferential pension (length of service, pay), as well as innovations for 2021.

Categories of teaching staff

Teaching activity is legally equated to professions with difficult working conditions. In this regard, they have the right to apply for early retirement and enjoy some social privileges. However, not all teachers are entitled to state preferences.

A complete list of positions for teaching staff included in the category of beneficiaries is given in Federal Law No. 173.

This list includes the following pedagogical specialties:

  • Directors of kindergartens, secondary schools, vocational schools and equivalent educational institutions (lyceums, gymnasiums);
  • School head teachers;
  • Teachers performing the functions of class teachers;
  • Teachers teaching basic subjects;
  • Teachers teaching labor training and physical education classes;
  • Music teachers;
  • Specialists in defectology, psychology and speech therapy who are on staff in schools and kindergartens;
  • Teachers in preschool educational institutions.

Federal benefits apply to state (municipal) educational institutions, as well as to private ones, where education is conducted in accordance with the program approved by the Ministry of Education and Science of the Russian Federation.

Teaching positions according to list 781

Government Decree No. 781 of 2002 reflects the full list of positions, filling which a citizen has the right to early registration of pension status.

In order to earn such experience, a citizen can work:

  • all schools, and it does not matter what name is assigned to the organization and what type it is classified as, including correctional organizations;
  • military-oriented educational institutions, for example, Nakhimov schools, cadet corps;
  • educational centers intended for minors;
  • boarding schools;
  • institutions intended for children with orphan status or for those who have lost parental care;
  • correctional schools and organizations intended for people with mental disabilities and other health difficulties;
  • medical and health-improving institutions, for example, sanatorium schools, summer camps;
  • organizations providing preschool education services.

In addition, institutions of secondary vocational education can be included in this list. This includes colleges and schools, technical schools, and orphanages. Organizations that provide vocational guidance for children and additional education are also included in the list.

Important! It is important to note that simply working in the specified institution is not enough. This rule is formulated by the said resolution. A citizen also needs to hold a certain position.

Eg:

  • be a manager or his assistants, including regime assistants;
  • teach a specific specialty;
  • educators;
  • a citizen who is responsible for organizing extracurricular activities;
  • teachers, in particular, speech pathologists and speech therapists;
  • production masters;
  • employees responsible for training conscripts;
  • nurses working in nurseries.

This also includes the parent-educator.

What is included in the length of service for a preferential pension for a teacher?

A preferential pension for teachers subject to Federal Law No. 173 is assigned based on length of service.

Previously, the minimum length of work experience dedicated to teaching was 25 years. With the beginning of the next pension reform, a provision was adopted on the so-called “pension deferment” for 5 years. It is necessary to even out the gap between preferential professions and the bulk of workers in terms of increasing the age threshold for retirement.

The preferential length of service required to assign a pension includes only the years devoted to teaching work.

In this case, only the length of tenure in positions is taken into account , including:

  1. Direct teaching time.
  2. Being on sick leave.
  3. Staying on regular or unpaid leave.
  4. Being on maternity leave and caring for a young child.

The rest of the working time is not included in the preferential teaching experience.

Regulatory framework for preferential pensions for teachers.

The assignment of benefits if you have experience in an educational organization in a teaching position is regulated by the following documents:

  • Decree of the Government of the Russian Federation No. 665 of July 16, 2014;
  • Decree of the Government of the Russian Federation No. 781 of October 29, 2002;
  • Order of the Ministry of Education and Science No. 1601 of December 22, 2014, etc.

The pension reform, which came into force on January 1, 2019, introduced changes to the retirement age. However, she did not touch upon the requirements for the number of years worked and position.

Terms of payment

So, a preferential pension for teachers is granted only if the following mandatory conditions are met:

  • The amount of teaching experience that falls under the “preferential” category is at least 25 years;
  • The teacher’s account must accumulate the minimum number of IPC points required to accrue an insurance pension;
  • Working as a teacher on a full-time basis. The norms adopted today: at least 6 teaching hours weekly, and 240 per year for teachers of secondary schools. For vocational school teachers, the minimum required number of teaching hours has been increased to 360 per year.

After receiving early retirement, the teacher does not lose the right to work in his specialty and can continue his teaching activities.

Limitations when calculating teaching experience

The table below shows restrictions on length of service for different categories of teaching staff. Before the start of the restriction date for all categories of employees, teaching experience is taken into account in full.

Category of workersStart date Note _
Heads of educational organizationsSeptember 2020The experience includes only conducting educational activities.
Every year you must work at least 240 hours in children's institutions and 360 hours in secondary special schools.
TeachersSeptember 2020Time equal to the teaching load is counted according to the work rate.
Rural and primary school teachersNo limitsThe exception is evening and shift schools.
Teachers of additional educationJanuary 2021Work experience – at least 16 years and 8 months.
The position held from November 1999 to the end of December 2000 is included in the established list.
Nursery workersJanuary 1992The preferential period has been cancelled.
Teachers of secondary specialized institutions2020The number of students under 18 years of age must be at least half of the total number of students.

How to calculate teaching experience for retirement based on length of service

To calculate you need:

  1. Calculate the total amount of time actually worked, including additional grace periods.
  2. The length of service after 09.2020 is calculated based on the number of full-time positions worked. If a teacher holds several positions, and they add up to a salary, then such activity is counted towards the length of service.
  3. If there are periods included in exceptions, then they must be subtracted from the resulting length of service.

You can order a personal account statement from the PRFR Personal Account. The amount of general and preferential length of service will be indicated there.

What benefits are available to retired teachers?

After retirement, teachers are entitled to a number of social privileges.

For utilities

Teachers living in rural areas receive special benefits in the public utilities sector after receiving a pension. They are designed to compensate for those everyday inconveniences that are much more common in the lives of villagers than for citizens living in big cities.

Preferences in the housing and communal services sector for retired teachers include :

  1. Exemption from payment for gas use.
  2. Electricity supply at a reduced rate.
  3. For heating poor housing, fuel is supplied by local authorities at preferential rates.

These benefits apply only if there are no debts for utilities. Benefits are provided in the form of monetary compensation for expenses actually incurred by the pensioner.

Honored teacher

The title “Honored Teacher” received by a teacher or lecturer gives its owner additional privileges. So, he is entitled to an increase in pension , which in different regions of the Russian Federation is 17-20%.

In addition, local authorities often provide honored teachers with regional benefits - additional discounts on housing and communal services, partial exemption from local taxes, sanatorium vouchers for medical reasons.

The title of “Honored” teacher is granted in the following cases:

  • The minimum teaching experience must exceed 20 years;
  • The teacher has developed or introduced certain advanced techniques into the learning process;
  • Prepared winners of Olympiads among schoolchildren;
  • He is the author of scientific works and teaching aids in the field of pedagogy.

By length of service

A preferential pension for teachers is only granted if they have 25 years of teaching experience and the minimum required number of IPCs.

As of 2021, the minimum pension coefficient for a teacher is 13.8 points . Only with this number of IPCs, the teacher has the right to count on the provision of pension benefits.

At the time of certification

A teacher who has issued a pension undergoes regular certification on the same basis as all his colleagues.

First of all, he sends an application to the certification commission. After receiving the application, representatives of the commission must recertify within 30 days and assign the teacher a certain qualification category.

The category is valid for five years, after which it will be necessary to recertify again.

Changes and latest news for 2021

In 2021, the Russian Government initiated a large-scale reform of the entire pension system.
It was received extremely negatively by many segments of the population in our country. At the same time, many teachers are wondering what will change and whether the benefits will remain.

This year, practically nothing changes for educators. The length of service remains the same, as well as other grounds for calculating payments. The changes will only affect the possibility of using the calculated preferential pension.

If a teacher has completed the required insurance period in 2021, then his pension will be calculated this year, but the payments themselves should only be counted on next year. Each year, such a deferment will increase by 12 months until it reaches 8 years.

Will the preferential pension continue?

In the coming years, long-service pensions for employees in the education sector will remain unchanged. However, the Government plans to abolish this benefit. This will happen in 2030. After this, it will no longer be possible to count on further preferential provision.

How to calculate your pension

When calculating a teacher's insurance pension, a number of factors are taken into account. These, first of all, include insurance period , which today is calculated in the form of IPC pension points. The number of points depends on the length of work experience during which they were accrued. The size of the teacher’s salary also has an impact, since each point has its own monetary equivalent.

Additional factors influencing the amount of pension benefits include length of service , the number of years worked after retirement age.

To accurately calculate the amount of pension due to a teacher, you can use the online calculator located on the official portal of the Pension Fund.

To receive the approximate amount of your pension benefit, you will need to fill out an electronic form with the required information.

Size

The size of the future pension is calculated individually.
On average, it is 40% of the average earnings over the last few years of work. There is a certain ceiling. The amount of the future pension cannot exceed 75% of the amount of remuneration. The pension amount is calculated using the formula C=F + SB*ST. The data is decrypted:

  • F – fixed payment. In 2021, its size was 4980 rubles.
  • SB – number of pension points. The amount can be viewed in the PRF personal account.
  • ST – cost of one point. In 2021, this figure was 87.24 rubles.
  • C – the final amount of the future pension.

You can calculate the amount of future contributions yourself or using a special calculator on the PRF website.

Accrual of surcharge

You can count on additional payment to your pension:

  • teachers working in the Far North;
  • rural teachers;
  • employees who have received an academic degree
  • employees with the title “Honored Teacher”

The coefficient for increasing the pension payment is calculated individually, depending on the category of the employee and the time that has passed from the moment of receiving the right to the benefit to the actual retirement.

Calculation example

The total work experience of literature teacher M. was 26.5 years. From August 5, 2000 to August 1, 2003, she was on maternity leave. In total, during his time as a teacher, he accumulated 18.6 pension points. M. has no increasing coefficients. Thus, the size of her future pension will be 4980 + 18.6 * 87.24 = 6602 rubles 66 kopecks.

Registration procedure and list of required documents

The package of documentation required to apply for a preferential pension looks like this:
