This means that social benefits will be assigned and paid to them not after 2 years, but after 1.5. The countdown starts from the moment the required length of service is acquired.
Which medical workers are entitled to retirement benefits?
Since having sufficient medical experience presupposes the provision of a certain benefit in the form of retirement earlier than usual, the need naturally arose to specify the positions of healthcare workers who are entitled to it.
In this regard, the Government issued Resolution No. 781 on October 29, 2002, which contains the corresponding list of positions.

So, according to the Resolution, healthcare workers who have the opportunity to receive early financial support include:
Senior medical staff
- medical practitioners;
- doctors who hold economic and administrative positions in healthcare institutions.
Nursing staff
- nurses (including senior and chief);
- paramedics (including senior ones, heads of first aid stations);
- midwives;
- laboratory assistants (including x-ray technicians);
- dentists and dentists;
- medical technologists and disinfectors.

In general, the category of beneficiaries should include those employees of healthcare institutions who directly carry out medical activities and have a medical education. For other employees of medical institutions (for example, administrative and technical personnel), the calculation of length of service occurs on a general basis.
Calculation features
Accrual of preferential pensions to medical workers is possible only after achieving special length of service.
- Must have worked in a town, village or village for 25 years

- For such categories of physicians as surgeons, resuscitators, forensic experts, ambulance workers, burn center specialists, not a single calculation coefficient is used (12 months = 1 year of experience), but 1.5. - Medical workers working in rural areas or combining work outside the city and in the city have the right to use a coefficient of 1.3

Correct calculation of experience
Typically, a pension is awarded to those people who have reached the age specifically prescribed by law. After the implementation and completion of the pension reform, it will be slightly higher, but today it is fifty-five years for women and sixty for men, despite the fact that the life expectancy of the former is somewhat higher at this time. Medical workers in the list of positions proposed above do not belong to this category, since their pension does not depend on biological age in any way.
To receive a pension at any period of life (early), medical workers must have exactly 25 years of full-time work experience in rural areas, or 30 years of the same experience in towns, cities and urban-type settlements (UGT). It wouldn’t hurt to figure out how the length of service itself is calculated and how pensions are calculated.
- Work in city clinics and other medical institutions is counted one to one, that is, year after year.
- If you work in rural areas, the length of service will be calculated as a year, one year and three months.
- In the most difficult conditions and in dangerous positions that require extremely strong responsibility, the length of service is considered to be one and a half years.
- If there are several different options for the reasons why a person has the right to early retirement, all will be taken into account, regardless of whether they overlap in time or not.
When planning to approximately estimate your own chances of retiring prematurely, it is also worth thinking about the rates, since the grace period only counts the time that a person worked full-time, and not half-time. In exceptional cases, the addition of rates is provided if the required amount of time (experience) has been worked out for one or more.
What is and is not included in the experience
When planning to find out what the pension for doctors based on length of service will be and to whom, many are interested in whether the period of training will be included in the length of service, since this gives five to eight additional years to the “common pot”. Yes, other factors also play a role, so it won’t hurt to find out which periods will be included in the total length of service.
- All paid holidays while working.
- Maternity leave.
- Disability leave with funding.
- Time for paid advanced training.
There are points and periods during the work process that in no way can be included in the total length of service for early retirement. A striking example would be parental leave for three or six years. The second example is the period of study in medical educational institutions, which will also not be included in the pension experience, although if the study takes place on the job, then other registration conditions may arise.

Formation of experience of beneficiaries
In order to retire early, doctors must work in medical institutions for a certain period of time.
As mentioned above, it should be 25–30 years, depending on the place of employment of the citizen.
Experience is formed not only on the basis of the duration of work in a particular institution, but also includes other periods, including:
- probationary period assigned during employment in a medical institution;
- compulsory annual leave;
- period of temporary inoperability;
- maternity leave;
- etc.
Leave received to care for a minor child or for other personal purposes is not included in the length of service on the basis of which the corresponding right to an early preferential pension is formed.
However, most healthcare workers require full-time employment. The exception is nurses.
The length of service may not be counted if there has been a serious violation of discipline. We are talking about an employee appearing at the workplace in a state of alcohol or drug intoxication, failure to comply with relevant safety rules, etc.

Registration procedure
Social payments are issued in accordance with the general procedure. The sequence of action is as follows:
- The beneficiary must collect all the necessary documents
- Then write an application for a long-service pension and contact the Pension Fund office
- Wait for a decision
The application is submitted in several ways:
- Personal visit to the Pension Fund branch at your place of residence
- Visit to the multifunctional center
- Submitting an application through the human resources department of the medical institution
- Online application through the public services portal
The standard package of documents includes:
- Passport of a citizen of the Russian Federation
- Employment history
- SNILS
- Confirmation of employment in a specific position from the place of work
- Certificate of average salary
- Marriage certificate
The list of documents can be clarified on the website or at the Pension Fund branch. The registration date is the day the application is submitted.
Exit conditions for doctors
Article 27, paragraph 1, subparagraph 20 of Law No. 173-FZ of December 17, 2001, clarifies the concept of medical experience. It includes the following list of work performed:
- direct execution of operations;
- examination of patients;
- performing the treatment procedure;
- monitoring the health of patients;
- performing duties related to childbirth;
- carrying out analyses;
- work related to medical equipment.
According to this law, the period for performing labor duties in the healthcare sector includes the following periods:
- direct work in medical institutions;
- taking advanced training courses;
- moments of employee absence due to illness;
- official holidays;
- going on maternity leave;
- annual paid holidays;
- in case of proven illegal dismissal, the employee has the right to be reinstated to the position, and the time off is not counted as a break in work activity.
However, the time period when an employee commits guilty actions or violates the charter is not included in the period of work performance.
All positions and institutions are contained in Resolution of the Cabinet of Ministers of the USSR No. 10, list 2 of January 26, 1991.
Medical experience for superannuation
First of all, a list of healthcare positions that have a similar retirement right is highlighted. It includes:
- Persons holding leadership positions.
- Doctors of all categories.
- Nursing staff (obstetricians, paramedics, nurses, orderlies).
- Dentists.
- Disinfectors.
- Specialists working with equipment.
Also, in addition to the positions established by Decree of the Government of the Russian Federation No. 781 of October 29, 2002, it is customary to distinguish a number of institutions:
- Hospitals and clinics.
- Institutions for rehabilitation of people with addictions.
- Institutions providing treatment and care for children.

In this regard, the legislation provides for a special system for calculating medical experience:
- for special categories working outside the city, 1 year is counted as 1 year and 3 months of experience;

These benefits can also be cumulative. For example, for a district nurse working outside the city, that is, in a village or urban settlement, 1 year of work is equal to 1 year and 9 months of experience.
Healthcare workers who do not fall under these conditions retire upon reaching old age.
For junior medical staff
According to it, the employee must work for at least 20 years.
Also, the institution in which he worked must be one of the following:
- Psychiatric institutions.
- Infectious, tuberculosis and burn departments.
- X-ray room.
- Department of Pediatric Oncology.
