Who carries out the replacement

According to clause 14 of the Government of the Russian Federation Resolution No. 828 of 07/08/97, citizens have several options where to go to change their last name in their passport at their own request.

This resolution allows you to submit applications and documents through the territorial bodies of the Ministry of Internal Affairs, popularly called passport offices, through multifunctional centers or in electronic form - through the State Services portal.

However, ultimately, the replacement of the identity document is still carried out by a unit of the Ministry of Internal Affairs - the Main Directorate for Migration Issues. Each of the serving options has its own characteristics, so we will consider them separately.

Through the passport office

Clause 10 of the Government of the Russian Federation Resolution No. 828 of 07/08/97 determines that the exchange of a passport after a wedding or for other reasons must be carried out by the territorial body of the Ministry of Internal Affairs.

These issues, according to paragraph 2 of the Regulations, approved by Order of the Ministry of Internal Affairs No. 192 of April 15, 2016, are in charge of the Main Directorate for Migration of the Ministry of Internal Affairs of the Russian Federation and its territorial divisions, called passport offices.

This body is the main place where citizens apply for the exchange of identity documents. The legislation allows you to contact both the passport offices at your place of residence or stay, and any other passport offices - this will only affect the timing of the production and issuance of a new document.

Through MFC

The legislation also allows you to submit a request through officials of multifunctional centers. Replacing a passport through the MFC when changing your last name is not much different from contacting the passport office. Please note that this service is not provided by mobile MFCs - this is only possible in the MFC at the citizen’s registration address.

After receiving the application and all the necessary papers, the MFC employee transfers them to the Main Department of Migration within 3 days. As a result, the finished document is issued at the same multifunctional center to which the applicant applied.

Through State Services

In addition, replacing a passport is also possible through the use of the Unified Portal of State and Municipal Services. To change data on State Services, you need to use your personal account at www.gosuslugi.ru. Through it you can submit an application and a photo of a citizen in electronic form.

However, in this case, you still cannot do without contacting the passport office - the re-registration procedure will begin only after receiving an invitation, personally contacting the Main Directorate for Migration on it, providing the document to be replaced, photographs and other necessary papers.

International passport

Changing your international passport does not require such urgency and, by and large, its necessity remains at your discretion. If you do not plan to travel to countries in the near future that require a visa to enter, you can postpone replacing your passport. You can go on vacation to visa-free countries (Turkey, Egypt, Thailand and a number of other popular resort countries) with an old passport, the main thing is to indicate your maiden name everywhere.

Note for travelers

If you are planning to go on a honeymoon to one of the visa countries and submit documents in advance, before the wedding, then register everything in your maiden name - to obtain a visa, the surname in the Russian and foreign passports must match. After receiving a visa at the embassy, ​​you will no longer need a Russian passport, so you will need to change it after the trip.

Where to change

You need to contact the same FMS about replacing your international passport. The replacement period should not exceed a month if you submit documents at the place of registration, and four months - at the place of stay or actual residence.

• An application in two copies, certified at the place of work or study, indicating the old last name, the place and time of its change, as well as all places of work/study over the past 10 years.
• If you have a work record book, then you need a photocopy of it, certified by the HR department or immediate supervisor (if you are working) or the original (if you are not working).

You can submit an application for a new foreign (as well as Russian) passport via the Internet, using the gosuslugi.ru portal. After your documents in electronic form have passed all checks, you will need to bring the originals to the FMS on a certain day and exact time, which you will be informed about. This saves your time significantly; accessing via the Internet is especially convenient for people living in a different city than where they are registered.

Costs when changing your last name

Thus, for this registration, citizens will initially have to pay a state fee, the amount of which, according to paragraphs. 4 paragraphs 1 art. 333.26 of the Tax Code is 1.6 thousand rubles.

You also need to take into account how much it costs to replace a Russian passport. The state duty for this procedure is determined by paragraphs. 17 clause 1 art. 333.33 Tax Code and amounts to 300 rubles.

When submitting replacement documents in electronic format and paying by bank transfer through the State Services portal, there is a 30% discount - in this case, the state fee will be 210 rubles.

These funds are deposited into the accounts of organizations providing the listed services - their details must be found out in advance. The state fee for replacing a passport is also paid in advance, since receipts confirming payment are submitted along with the application.

Where to change

If you are an undergraduate or graduate student, then go to the academic unit or graduate department of the university.

Required documents

Passport

The passport must be replaced if:

• dates of birth;
• place of birth.

Citizens are required to replace their passport within thirty days from the date of name change.

To obtain a passport, you must fill out an application in the prescribed form.

SNILS

An insurance pension certificate is a citizen’s identity identifier in the compulsory pension insurance system. SNILS contains personal data, individual personal account number, allows you to receive social benefits, stores information about length of service and the amount of deductions.

The pension insurance certificate is also subject to mandatory replacement. In this case, the personal account number of the insured person remains the same.

SNILS can be replaced independently by contacting the regional office of the Pension Fund, or through the employer in case of official employment.

To obtain a new certificate you must submit:

• application in the prescribed form;
• passport with a new surname;
• old SNILS;
• document confirming the name change.

A new certificate is issued free of charge within one month.

Compulsory medical insurance policy

When you change your last name, your health insurance policy necessarily changes.

A replacement policy is usually carried out by the insurance company, which you must contact in person.

The application form is filled out in the presence of an employee of the insurance company, to whom it is issued.

• compulsory medical insurance policy with the same last name;
• certificate of change of surname (name).

international passport

Foreign and internal passports operate independently of each other. A foreign passport is issued for visiting other countries.

Auto documents include:

1. Driver's license.
2. Certificate of Registration (CTC).
3. OSAGO insurance policy (if available - CASCO).
4. Vehicle Passport (PVC).

Citizens are required to change their driver's license if they change their name or place of residence.

To obtain a new driver's license, you must appear in person at the territorial traffic police office (MREO).

The following documents are submitted to the MREO employee:

• passport with a new surname;
• a copy of a certificate confirming the fact of change in personal data;
• document confirming payment of state duty (RUB 2,000);
• application in the prescribed form;
• driver's license with previous name

The driver will be invited to take photographs, after which he will be issued a new license.

After receiving a new driver's license, other documents should also be replaced, since different surnames on them will serve as the basis for bringing the driver to administrative liability.

As practice shows, before applying to replace the STS and PTS, it is necessary to obtain a new MTPL policy from the insurer (or make a change to the existing one).

The obligation to report all changes made to the compulsory insurance contract is established by the Law on Compulsory Motor Liability Insurance. Changes are made free of charge.

Important! Only the policyholder has the right to contact the insurance company to make changes to the policy or obtain a new form!

After replacing your driver’s license and paying the state fee, you need to contact the MREO again to replace the STS and make a record of the change in personal data in the vehicle’s passport.

Military ID

All men, as well as women, who are or have completed military service are required to replace their military ID.

Civil registry offices notify persons registered with the military about changes in data within 14 days.
