Is it possible to change a passport through the Public Services portal?
Replacing a passport when changing your last name after marriage can be done through State Services. This method has several advantages:
- Save time. By filling out an electronic application, the citizen will not have to stand in line.
- Saving money when paying state fees. This is due to the availability of a 30% discount.
- Tracking the status of your application.
- Finding the required service on the website and filling out the application should not be a problem.
- You can select the department where the finished document will be received.
Is it possible to use a passport with a maiden name?
Of course, after the wedding, the last thing the newlyweds want to do is go to different rooms. In addition, in some cases, a young spouse may not immediately change her foreign passport in order to leave the country. In particular, it is allowed to fly on a passport with a maiden name. However, there is one condition: the trip should not last longer than a month. This is how long the old internal passport is valid. That is, you can go on vacation in the month allotted for replacing documents.
When changing your surname, it is also necessary to take into account the conditions for visiting those countries that require a visa to enter, and those that require a visa-free regime for entry (Thailand, Argentina, Georgia, etc.):
- Using a document that indicates a surname that is no longer current, you can travel only to those countries for which Russians do not need a visa. Such trips can be carried out until the end of the “expiration date” of the document, since your new status is not reflected in any databases, and an internal civil passport is not required at the border;
- Countries with a visa regime are more strict about who they allow onto their territory. Therefore, in order to obtain an entry permit, you will need an internal and a foreign passport issued under the same surname. If your last names are different, your visa will be denied. So it’s better to arrange it in advance, then sign and change your last name. If your passport already has an open Schengen visa, then it remains valid, since to confirm it you have a foreign passport with the same last name, and you will not need an internal passport abroad.
And yet, changing your last name is the basis for replacing your foreign passport, which means that it is better to issue this important document and only then go on vacation.

- If you submit documents to replace your passport at a place other than your place of residence, the period for producing an identity card will be increased.
What problems with documents may arise in connection with a change of surname?
Applicants quite often face various problems associated with changing their last name.
This mainly applies to foreign passports with an open visa, in which the former (maiden) name is indicated. Keep in mind: if you immediately after the wedding go to a country for which you already have a visa, there should be no difficulties - a foreign passport, even with your old surname, remains valid. And when the visa expires, issue a new document. If you changed your internal passport and submitted documents for a visa with your old last name, then you will be denied a visa.
What other documents can be reissued via the Internet?

After receiving the documents, the FMS employee is obliged to issue a temporary identity card.
Where and what to contact
Obtaining a new document after a change of surname at the time of marriage is possible from the Federal Migration Service of the Russian Federation. Many citizens, in the old fashion, call it the passport office or passport and visa service.
The application is made to the department at the address of which the person has a permanent registration. But there are other situations when a citizen has the right to visit other registration authorities.
It is allowed to visit the territorial offices of the Federal Migration Service at the place of temporary stay or current location of the person. Employees of the Federal Migration Service will not have the right to refuse to accept documents. Their actions in this case will be considered illegal. A citizen has the right to appeal to higher authorities or judicial authorities.
Currently, multifunctional centers that serve citizens are widespread. Reception is conducted on issues of provision of state and municipal services. One of these is obtaining a new identity document after marriage.
A person has the right to choose any convenient center to visit. It does not take into account where the person’s permanent residence is.
If a person cannot independently appear at a government agency to submit an application, he can initiate a visit by FMS employees to his home. In accordance with paragraph 3, paragraph 107 of the Administrative Regulations of the FMS, the specialist must accept the necessary documents from him.
A request to leave must be in writing. You can make an appeal in any form. Instead of the citizen himself, his relative can apply (paragraph 2, paragraph 107 of the document). The application must be submitted in person or by post.
It is worth noting that the ID card can also be issued at home. This is provided for in paragraph 5, paragraph 107 of the Regulations.
Modern citizens can submit an appeal to the registration authorities via the Internet. To do this, you need to use the State Services portal.
It is important to fill out all the required fields in the application form. After sending it, you will receive an email confirmation of acceptance of documents or refusal to consider the application.
When contacting government agencies, you must provide certain documents.
The list provided by the Administrative Regulations of the FMS includes:
- application for the issuance of a new passport (drawn up according to form 1-P; drawn up on behalf of a person with a new surname; filled out by hand or on a computer);
- previous passport, where the citizen’s previous data is indicated and there is a marriage registration stamp;
- a certificate confirming the fact of registration of the marriage relationship, indicating the new surname;
- a receipt certifying that the state duty has been paid in full;
- two photographs of the established format and quality.
There are some requirements that must be met when applying for a new passport. It has the established form 1P.
The validity of the passport is determined by the clauses of the Administrative Regulations. Read here where to change your passport.
The application must indicate:
- a new surname of the citizen with initials;
- date of birth;
- Place of Birth;
- marital status indicating information about the spouse;
- the civil registry office that registered the marriage;
- the address where the person is permanently registered;
- the reason for obtaining a new passport;
- information from the previous identity document;
- applicant's signature.
In some cases, additional paperwork is required.
Among them are:
- military ID if there is military duty;
- birth certificates of children under 14 years of age;
- a certificate confirming the person’s place of residence.
After a relationship between two citizens with a change in the surname of one of them is registered, a new passport must be issued. Documents can be submitted in person to the office of the Federal Migration Service.
Also, papers can be transferred through a single portal of state and municipal services in electronic form. But at the time of receiving the finished passport, you will need to provide the originals.

Reasons for updating papers
At the end of the big day, many newlyweds wonder how long a passport is valid after registering a marriage. The answer to this question is given in Article 32 of the Family Code of the Russian Federation.
Article 32. The right of spouses to choose a surname
The regulatory legal act also contains other points regarding the change of surname after marriage. There are some grounds that give the right to draw up a new document.
The law defines three situations after the wedding, which may or may not involve an exchange of identity cards:
A citizen has the right to leave his own surname | In this case, the spouse’s data remains unchanged. There is no need to apply for a new passport. |
Each spouse has the right to take the other's surname | Moreover, this opportunity is available not only to the wife, but also to the husband. |
A woman can add her spouse to her surname | In this case, she becomes the owner of a double surname. |
In the first case, replacement of the document is not required. The remaining two situations involve contacting state registration authorities to obtain a new passport.
Marriage information in passport
Required documents
Starting from 2021, when changing your last name after marriage, you will need to collect a package of documents. Most of them are located in the registry office. To do this, you need to contact the authority at the place of marriage. It should be remembered that other documents will need to be changed in order.
The applicant must collect the following list of documents:
- completed application form 1P;
- wife's current passport;
- TIN and SNILS;
- certificate of marriage registration and marriage contract (if available);
- two photographs of 35x45 mm format;
- receipt of payment of state duty;
- permanent registration, temporary residence permit, residence permit or temporary registration.
If your spouse is a citizen of a foreign country, you must provide a foreign passport. Also, the package must be translated and notarized. If the marriage certificate is in another language, then it must also be translated into Russian.
In addition, you may need medical reports from doctors and a valid insurance or policy number.
Reasons for changing a person's data
The first question that interests many who want to change their personal data is whether it is possible to change the last name in the passport to any other one. The answer to this is given by Art. 58 of the Federal Law of November 15, 1997 (as amended on August 3, 2021) No. 143-FZ “On acts of civil status.” It says that every person has the right to change his name (full name are components of a person’s name as understood by law) to any other, and such a change in data must be registered with the civil registry office.
The most common reasons for changing personal data are:
- Marriage registration;
- divorce;
- adoption.
Articles 28 and 36 of the Law “On Civil Status Acts” provide an unambiguous answer to the question of whether it is necessary to change the surname in the passport to the maiden name after a divorce or in the event of marriage. They indicate that such an obligation does not exist. However, in order to emphasize the family connection in the event of creating a new family or to return the family name after a divorce, you simply need to apply for registration of the relevant actions with the registry office.
It should be mentioned that there are special conditions that must be met if the surname changes when receiving a passport at the age of 14. Thus, a person who has not reached the age of majority will definitely need the consent of both parents. In the absence of such consent, a court decision will be required.
You need to understand that a surname is important information about a person, with which many legally significant events are associated. And changing such information can create problems both for the citizen himself and for the state.
Therefore, in the absence of good reasons, for example, when asked what is needed to change the last name in a man’s passport at his own request, one can often hear the answer that this is impossible. Often, changing personal data may be refused due to lack of valid reasons.
Good reasons for changing your name, in addition to those listed above, include:
- cacophony;
- desire to change the last name to the one of the other parent;
- religious beliefs.
Step-by-step instruction
After the wedding, you must submit an application through the government services portal to replace your identity card within 30 days. If you miss the deadline, the applicant will have to pay an administrative fine.
Replacement Guide:

- Select the first line in the list of offered services.
- Read the instructions and description carefully. Enter missing data if necessary. Complete the application. Pay the state fee.
- The data and its correctness are checked within 10 days. Through the “Notifications” item you will receive a message about permission/refusal to replace the document. If the answer is positive, wait 30 days, after which contact the department of the Main Directorate of the Ministry of Internal Affairs to receive the original of a new passport with the changes made. You need to bring the originals of your old passport and registration with you.
It is recommended to check the “Notifications” item every day. Sometimes messages are not delivered quickly.
Filling out an application
It is recommended to fill out the application form 1P in as much detail as possible. The main reason for refusal of applications is an incorrectly filled out form. In this case, the identity card cannot be replaced.
It contains the following information:
- all passport data from the old ID card;
- number and series of marriage registration extract;
- old and new surname;
- reason for replacement;
- FULL NAME. the applicant;
- code of the department that registered the marriage;
- residential address, as well as city, district or region;
- date and signature.
A sample document can be downloaded here. It is also located in the database of the MFC, the Federal Migration Service and on the public services portal. It is recommended to fill in with a ballpoint pen.
How long is a passport valid after marriage registration?
A certain period of time is allocated during which a new citizen’s identity document will be prepared. It is established at the legislative level. The length of the wait may vary depending on how a person applies for receipt.
If there is permanent registration in the locality where the FMS office is located, then the procedure will be carried out within 10 days. Officials have no right to violate this deadline.
A different duration is provided for when a citizen applies at the place of residence or current location. In this case, you will have to wait about 30 days.
After registering the marriage relationship, it is important to contact the Federal Migration Service as soon as possible with an application and the main package of documents. Do this within the 30-day period allotted by law. At this time, you can still use the passport you have in hand, although it is considered invalid.
In case of violation of the established time frames, the citizen will be held administratively liable. Under Article 19.15 of the Code of Administrative Offenses of the Russian Federation, a fine is provided.
Article 19.15. Residence of a citizen of the Russian Federation without a document
The amount varies depending on the region of residence of the person. If your place of residence is a constituent entity of the Russian Federation, you will have to pay 3 thousand rubles. A different fine is prescribed by law for residents of St. Petersburg and Moscow. They will have to contribute 5 thousand rubles to the state treasury.
In some cases, it is possible to avoid punishment. This is provided for in case of failure to meet deadlines by less than a week. Also, the fine will not be applied if there are valid reasons for late application.

Nuances
According to the legislation of the Russian Federation, a passport replacement due to a change of surname or marriage is carried out within 1 month from the date of registration of the marriage. Delay is considered an administrative offense with a fine of 2,000 rubles.
In case of replacement of the main civil identification card, it is necessary to make changes to the following documents:
- driver's license;
- TIN and SNILS;
- registration or temporary registration;
- international passport.
Changing data in other documents does not have a time frame until an application to replace a new identity card is submitted. However, it is recommended to change the remaining documentation within one month after the issuance of a new passport.
How to get a temporary ID while you are replacing your passport
When a citizen has submitted documents and is waiting for a new passport to be issued, his old passport will be in the FMS office, that is, there is no main document identifying the applicant in Russia. If a citizen’s passport is the only identification document, then during the period of its production it is necessary to obtain a temporary identity card. This will help avoid possible unforeseen emergency situations and troubles.
If you need a temporary identity card while you replace your passport, just tell the FMS employee about your desire. You will need to write an application according to the sample provided by the migration service officer or in free form. You will also need to provide photographs - the requirements for photographs are set out in Art. 25 of the Administrative Regulations of the Federal Migration Service (3.5 by 4.5 cm). You should know that it is the responsibility of the FMS official to provide a temporary certificate at the request of the applicant. These rights of a citizen are recorded in paragraph 17 of the Passport Regulations.
A temporary certificate will be issued to a citizen on the day of submission of a package of documents and photos to replace a passport, and it has full legal force. This document will be confiscated when a new passport with a changed surname is issued.
You should know that an official at the Federal Migration Service does not have the right to refuse to issue a temporary certificate to an applicant. Turning to the Regulations on the Passport and the Administrative Regulations of the FMS, we can confidently say that these legal documents do not provide grounds for refusing to issue a temporary certificate. Therefore, if a FMS employee evades issuing a temporary document and does not want to formalize it, this will be considered an unlawful action.
Terms and cost of registration
The procedure consists of several stages:
- The applicant sends a form and attaches a package of documents with a request for a replacement. After checking the documentation, the ESIA transfers it to the MFC.
- Within 10 days they send documents to the Main Directorate of the Ministry of Internal Affairs and the Federal Migration Service. After 30 days, a new passport is printed and sent back to the MFC, and then uploaded through the State Services portal.
- The citizen comes in person and picks up a new identity card. If you wish, you can leave feedback about the service.
Thus, the production time in 2021 is one and a half months. The process may be lengthened if you submit your application at the end of the year. During this period, the workload of services is the highest.
The cost of the state half fee when changing a surname is 300 rubles. In this case, the user has the opportunity to pay for it with a 30% discount. To do this, you need to pay online through the government services portal or through Sberbank Online. In some cases, payment via ATM is allowed. Taking into account the discount, the amount to be paid is 210 rubles.
Traditionally in Russia, upon marriage, the wife takes the husband's surname. Changing documents after marriage through government services has become a convenient alternative to standard contact with government agencies. Women who changed their last name due to marriage are required to obtain new personal documents. The period for replacing a passport is 1 month.
To change your passport or not to change it
Do you need to change your passport when changing your last name? This is what newlyweds are most interested in.
You should consider replacing your passport in the following cases:
- if one of the spouses changes their surname after the wedding. Moreover, in this case we can talk about both the bride and the groom. Recently, it has increasingly happened that it is not the future wife who takes a new surname, but her husband;
- if a person changes his personal data not only in connection with marriage, but due to personal convictions. It should be borne in mind that every citizen is free to change not only his last name, but also his first and patronymic names;
- if both spouses decided to take one common surname, but not one of them, but a separate one - so to speak, so that no one is offended.
- if the marriage has broken up and the spouse wants to return his previous surname.
However, there are situations when making changes or replacing a foreign passport is not necessary. For example, this can be avoided in the following cases:
- if both spouses decided to keep their surnames;
- if a couple is planning a trip before marriage, then the question of whether it is possible to use a foreign passport after changing the surname loses its meaning, since no one has changed the surname yet. That is, first the future spouses will celebrate the upcoming event, and only then will they go to the registry office, after which, perhaps, a change of surname will occur;
- if the spouses do not plan foreign trips, although this is practically impossible.
Thus, if after the wedding you have to travel to another country, your passport will have to be changed. Moreover, this must be done as quickly as possible, since the legislation of the Russian Federation clearly states: the validity of a foreign passport after marriage is only a month. It is during this time that you need to sort out all the documents, including your internal civil passport.

What is the procedure for replacing a passport after marriage?
If you compare the procedure for replacing a passport after marriage with obtaining a passport for the first time, there will be no significant differences. Where to submit documents to replace your passport after marriage?
The places for submitting the package of documents and possible methods are specified in clause 10 of the “Regulations on the Passport of the Russian Federation”. Replacement of Russian Federation passports is carried out by territorial divisions of the FMS:
- At the place of residence of the applicant;
- At the place of residence of the citizen;
- In some cases - at the place of application.
In other words, a person can change his passport after an official marriage at the FMS office both at the place of permanent registration and at the place where he is temporarily registered. If a citizen does not have either temporary or permanent registration or cannot contact the relevant territorial authorities, then he can replace his passport at his actual place of residence.
The mentioned norm is fully duplicated in paragraphs 16 and 17 of the Administrative Regulations of the FMS dated November 20, 2012, therefore, if a citizen changed his last name after marriage and applied to the inappropriate territorial body, and was refused to accept documents, then these actions of employees are considered illegal.
But there is a small amendment here that the applicant needs to remember: defending the right to replace a passport at the place of application will be constructive only if it is documented and confirmed that the citizen is not able to provide a package of documents to the FMS office at the place of residence. For example, if a citizen registers a marriage and then moves to live in a region different from the place of registration, the right to submit a package of documents for a replacement passport in connection with a change of surname is confirmed by a copy of the passport of the second spouse, who is registered at the place of application and the corresponding application.
