A vehicle certificate (hereinafter referred to as STS) is the main document that proves a person’s right to own a vehicle.
This document must always be in the hands of the driver.
The STS is issued to the driver upon registration of the vehicle with the traffic police. This document contains information about the car, as well as its owner.
No adjustments are allowed in the STS, therefore, if a woman changes her last name after marriage, she will have to re-issue the car registration certificate again. Let's find out what is the procedure for replacing STS when changing your last name in 2021.
Do I need to replace the STS when changing my last name?
A registration certificate is a document certifying the fact that the car is registered with the traffic police in accordance with existing regulations. - series and document number;
- vehicle number assigned upon registration;
- digital car identifier, by which you can determine its parameters and manufacturer;
- technical characteristics of the car - make and model, year of manufacture, engine power, chassis data, color scheme, etc.;
- information about the owner of the car - full name, address of residence;
- special marks;
- data of the traffic police department in which the certificate was issued;
- date of issue of STS;
- signature of the employee who provided the document.
Since the personal data of the vehicle owner is entered into the certificate, changing them is an unambiguous basis for completely replacing the document itself. This is due to the fact that the STS must reflect correct information that corresponds to reality. Otherwise, it will not be possible to identify the car owner as the owner of the car.
It is important to understand that if your last name is changed, the information in the STS is not subject to adjustment. The applicant is issued a new document with personal information relevant for a specific period of time.

The amount of fines can be from 1500 to 2000 rubles. To avoid paying extra money, it is better to change all documents immediately. On the other hand, if the driver is not driving at the moment, then he has nowhere to rush. And in the case of an expired license, he is not always fined on the road. Even in MREO, if the period of delay is short, they may not be required to pay a fine.
But the driver does not have the right to drive using an old license. It loses its legal force after the data in the passport (registration or personal) has changed. Procedure for replacing a registration certificate

- transfer of the application and documents to the inspector.
When re-issuing a registration certificate, you do not need to present the car for inspection. The issuance of STS with a changed surname is made on the day of application. Usually the process takes no more than 3 hours. However, if there is a need for additional verification of the information provided, the procedure may take several days.
The best option is to replace all driving documents at once. This method requires personal appearance at the State Traffic Inspectorate. In this case, you must first change the VU, and then submit an application to replace the STS and make adjustments to the PTS. The deadline for performing these actions is a maximum of one day from the date of registration of the application.
Cost, amount of state duty
The new amount of state duties was established on January 1, 2015. If changes are made to the PTS, then the payment is only 350 rubles . A laminated STS card is more expensive - 500 rubles .

Is it necessary to change the STS and on what basis?

How much does it cost to re-issue a passport and what is the time frame for receiving it?
From 01.08. New prices for issuing international passports will come into force in 2021. True, they only apply to biometric documents, and an old-style passport can be issued at the same cost.
It should be borne in mind that reissuing a foreign passport due to a change of surname will cost the same as obtaining a new document.
So, the state duty in 2021 when changing a foreign passport is:
- 3,500 rubles (5,000 rubles according to the new rules) for a biometric document;
- 2000 rubles for an old-style passport.
Moreover, in some regions of the country they do not charge money at all for issuing this document. This applies to residents of the Kaliningrad region and the Republic of Crimea.
If we talk about the deadlines for registration, they are clearly stated in the Administrative Regulations of the Ministry of Internal Affairs of the Russian Federation:
- 30 days - when submitting an application at the place of registration;
- 120 days - when submitting documents at your place of residence.
The production time for a foreign passport does not depend on its type - old or new. The countdown begins from the date of application.
In this case, as with the initial application, you can use an urgent service, which is provided within three days, but subject to the issuance of an old-style passport, since for technical reasons it is impossible to produce a biometric identity card in three days. Cost of replacing STS when changing surname

Do I need to change

It is important to remember that if the ten-day period allotted for replacing the STS is overdue, the car owner faces a fine in the amount of 1.5-2 thousand rubles.
Driving a car without STS
If a driver drives without a car registration certificate, he violates paragraph 2.1 of the traffic rules.
Fines:
- When driving a vehicle without a registration certificate, the driver will have to pay a fine of 500 rubles (12.3 of the Administrative Code).
- If a motorist forgot the document at home, he receives a warning or the same fine. If the driver is removed from driving, the car will be taken to the impound lot.
- If the certificate was not replaced on time (if you change your name, you are given 10 days to change it), the motorist will receive a fine of 500-800 rubles. For repeated violation, a fine of 5,000 rubles is imposed. They may be deprived of their rights for 1-3 months (12.1 Code of Administrative Offences).
