Cadastral passport for the house
The cadastral passport for a house, in its content, differed from a passport issued for land or an unfinished object. A cadastral passport for a private house was required in the following cases:
- after completion of construction of a new house to register it with Rosreestr;
- to legitimize rights to a house built before the transition to the cadastral registration system;
- for making transactions (sale, donation, exchange);
- to enter into inheritance after the death of the owner;
- to make changes to the Unified State Register of Real Estate after redevelopment or reconstruction of a private house.
Each passport must indicate the cadastral number of the object. It is unique and assigned to each house, plot or premises individually. Using the specified number, you can find the object on the Public Cadastral Map of Rosreestr.

What is a cadastral passport for a house and why is it needed?
Real estate officially registered is property located on a land plot allocated by the state. Thus, by determining the boundaries and exact parameters of the site allocated for the construction of a house, as well as the scale of the planned development, a special document is formed, namely a cadastral passport, displaying documented information.

- boundaries and coordinates of the site allocated for construction;
- actual and postal address;
- graphic location of the planned house within the boundaries of the territory;
- purpose of the designed object and its type;
- type of building material;
- cadastral number of the quarter;
- schematic display of the location of building premises, number of rooms;
- technical description of the size of the rooms, ceiling height, number of storeys;
- valuation of the object in monetary terms;
- year of commissioning;
- a note about restrictions on use, encumbrance, if any;
- passport data necessary to identify the owner;
- owner contact details;
- information about the engineer authorized to perform technical work;
- date of registration in the state register.
Thus, the characteristics of the property are displayed in the passport in full, have an individual cadastre number and are recorded in the State Register based on it. The data is provided at the request of the interested citizen, government agency or judicial authority.
Cadastral passport of the plot
The cadastral passport of a plot contains its main characteristics, including area and coordinates. The document was required when forming a new plot, for conducting major transactions with land. In order to obtain a cadastral passport for a plot, you had to:
- order cadastral works, determine the coordinates of the site;
- obtain a boundary plan for the land from a cadastral engineer;
- register the land with Rosreestr;
- obtain a passport for the plot with a cadastral number and characteristics.
The same procedures were carried out if areas were combined, divided or allocated. The cadastral engineer received the bulk of information about the site. One of the main types of work for this was determining the coordinates (characteristic points of the boundaries).
Do you need a cadastral passport for land now? To do this, let us turn to the main regulatory act in the field of cadastre - Federal Law No. 218-FZ. There is no mention of cadastral passports. Registration with Rosreestr is carried out exclusively according to technical and boundary plans, and in order to be deregistered, an inspection report must be submitted. Rosreestr also does not issue a cadastral passport after registration is completed. The owner will receive an extract from the Unified State Register of Real Estate, which is both a legal document and a technical document.
The technical plan is one of the main documents for cadastral registration. Its form is approved by Order of the Ministry of Economic Development No. 953.
How to obtain a cadastral passport
It was possible to order a cadastral passport only until the end of 2018. It is impossible to do this now. Federal Law No. 218-FZ () does not contain any mention of cadastral passports. At the initial stage, the registration of cadastral passports was carried out by BTI institutions. But in 2013, the first amendments were made to the legislation, after which Rosreestr began to issue cadastral passports.
The list of mandatory documents for obtaining a cadastral passport included:
- application for cadastral registration and/or registration of rights, for issuing a passport;
- boundary plan for a site or technical plan for capital construction projects, residential and non-residential premises;
- power of attorney for a representative (if necessary);
- certificate of registration of rights to an object or rights to inheritance, or an extract from the Unified State Register of Real Estate;
- documents confirming the grounds for the allocation and formation of a site (for example, a resolution of the local administration);
- applicant's passport, legal registration documents. faces;
- receipt of payment of state duty.
If necessary, you could submit an application to Rosreestr and order a duplicate of the cadastral passport. To do this, an application was submitted indicating the unique cadastral number of the plot or object.
Ways to obtain a cadastral passport for a house: instructions
The creation of a document is regulated by Russian legislation, which provides for the possibility of applying for its formation to a choice of one of several organizations authorized to work on it and regulated at the state level. The opportunity to contact the MFC is provided in order to save time for citizens who want to submit documents to obtain a cadastral passport for their home. However, the documentation will be forwarded to Rosreestr for immediate processing, and therefore the processing time will increase.
Rosreestr
The body that directly maintains and controls the accounting of land and real estate located on it is the Cadastral Chamber and is subordinate to Rosreestr.
Any citizen can contact Rosreestr if he wishes to register a premises directly there. Here the owner has the opportunity to ask questions personally to an employee or representative of the organization and receive some answers regarding the legal subtleties of registration.
Rosreestr is authorized not only to register real estate and land, but also to make any edits or changes to the documentation.
At the post office
If the owner is located outside the city or other locality, it is convenient to send a package of relevant papers, pre-notarized, through the services of the Russian Post. A letter is registered with a description of the attachment and using a service such as notification of receipt.
The right to transfer documents to government agencies in electronic form is provided if there is an electronic digital signature.

On the government services portal, by going to the address on the Internet, it is proposed to register online a package of papers in XML format, certifying them with an electronic signature, without which the application will be considered invalid. Cadastral passports were issued on a paid basis. The fee in 2021 was 200 rubles. Payment was made according to the details of Rosreestr. The fee for an electronic cadastral passport was less - 150 rubles.
In technical terms, there is a diagram that determines the location of the building on the site. The cadastral engineer also draws up diagrams with floor plans.
Do I need a cadastral passport now?
If there are certain inaccuracies in the question, is a cadastral passport needed now? For official procedures, such as registration of rights or registration of real estate, this document is not needed. How and where to get a cadastral passport for a house
To obtain a cadastral passport, you must contact the Technical Services Bureau or an intermediary company. After this, a BTI representative must arrive at the site.
