Where can I get a document on participation (non-participation)?

Certificates in Russia are issued by the Bureau of Technical Inventory, MFC, Rosreestr, in addition, citizens are given the opportunity to order a document through the State Services website.

The privatization participant must decide how long he needs the certificate.:

Where should I go to get a certificate?

Many citizens still do not know where to get a certificate of non-participation in privatization, or who issues a certificate of non-participation in privatization.

It all depends on the period for which the document is required:

  1. If you need to obtain information from 1991 to 1998, then you need to contact the district BTI to obtain a certificate. It was this authority that previously recorded the completion of such transactions.
  2. If you need to obtain a certificate from 1998 to the present, then you need to contact Rosreestr. Where can I get archival paper?

If the residential premises in which you live were allocated to you before 1991, a certificate of non-participation in privatization is not required.

The document can be obtained from various authorities:

  • Multifunctional center.

If you changed your registration at your place of residence, lived at different addresses, and also if the housing for which you are applying was received in the period from 1991 to 1998, you should contact the BTI for a certificate.

Since 1998, the functions of registering property have been assigned to the Federal Service for State Registration, Cadastre and Cartography. Therefore, for information after 1998, you need to contact the territorial office of Rosreestr.

These departments contain information about any real estate owned by a specific person and on what basis the ownership was registered.

You can apply for the document in person, by mail or with the help of a representative.

You can also contact the Multifunctional Center for information about non-participation in privatization. Receiving documents through the MFC is by far the most convenient way. You can make an appointment on the official website or by phone. Photocopies of documents can be made by the operators themselves.

Through the MFC or the regional branch of Rosreestr, you can issue an extract from the Unified State Register of Real Estate, which contains data on a specific property. Citizens who have an electronic digital signature can contact Rosreestr on the department’s website.

If the applicant has not changed his place of residence since 1991, he can contact the Administration or the Real Estate Department.

The most popular way to obtain certificates these days has become ordering documents through the State Services website. It makes it possible to fill out an application without leaving home and provide a package of necessary papers with minimal time investment. Recipients of the service are only individuals participating in privatization. Their legal representatives can also order a certificate by power of attorney.

  1. First of all, a citizen must log in to his personal account.
  2. Then go to the “Public Services” section.

  4. A form will appear on the screen that needs to be filled out, as well as a list of documents - they should be uploaded to your personal account.

What documents are needed?
