What is the order for?
The appointment of a responsible person for electrical equipment is the fulfillment of the requirements set out in the Rules for the Technical Operation of Electrical Installations. They were approved by Order of the Ministry of Energy dated January 13, 2003 No. 6 . The provisions of the Rules apply to all organizations, regardless of their form of ownership, individual entrepreneurs, as well as individuals who own and use electrical installations with voltages over 1000 V.
Workers designated as responsible must ensure the safe use of high-voltage installations and minimize risks to the life and health of employees during their operation.
Why do you need an order to appoint someone responsible for electrical equipment?
The specialist responsible for electrical equipment (EE) at the enterprise is appointed by order of the head and is the first priority mandatory order among other orders issued by the head of the enterprise.
When inspecting an enterprise by Energonadzor employees, the presence of this order is first checked.
Some institutions may not issue an order assigning responsibilities for electrical safety (ES) control. These include organizations that do not have permanent electrical installations. In such cases, responsibility for electronic security falls on the head of the institution, and he is obliged to issue such an order, assigning responsibility to himself. The boss must present a copy of such an order when inspecting the organization by Energonadzor.
However, there are very few such institutions, because today, any office has a refrigerator, equipment for copying documents, computers, etc. Taking this into account, it is mandatory and preferably to appoint a specialist who can organize the safe use of electrical installations for electrical installations.

Unified order form
Any written order (order) of the employer does not have a unified version. He has the right to develop it independently, based on the basic norms of office work. The order must contain the following details:
- full name of the organization that issued the document (full name of an individual entrepreneur);
- document number in accordance with internal accounting;
- publication date;
- name of the locality where the organization or individual entrepreneur is located;
- a preamble reflecting references to regulations that are the basis for issuing an order;
- text where the manager orders employees to comply with the requirements of regulatory documents with the appointment of responsible persons and their replacements during absence from the workplace;
- manager's signature.

How to correctly draw up an order appointing someone responsible for electrical equipment
To correctly draw up an order for the approval of the person responsible for electrical safety, it is necessary to follow the established rules for writing such orders:
- The order can be written on an ordinary A4 sheet or on the company’s letterhead.
- First, orders need to be displayed:
- Date of order.
- Assigned number.
- The order must refer to a regulatory act justifying the appointment of a particular specialist, outlining the purpose of the order (for which the employee is approved as responsible), for example, “On approval of the person responsible for electrical installations ...” or for example, “To organize the safe operation of electrical installations on ...” and etc.
- In the text of the order you will need to fill in your full name. the assigned employee, displaying the position held, the access group, indicated by Roman symbols.
- Next, you need to note the following:
- Fill in information about the employee replacing the person responsible for electronic security in case the latter is absent for various reasons, displaying the full name, position held and assigned access group.
- The next paragraph requires an outline of the responsibilities of the employee appointed to this position and the scope of his powers. At the same time, if the job obligations specified in clause 1.26 of the PTEEP responsible for electrical safety correspond to the employment contract, for example, the chief power engineer, whose responsibilities are more extensive than those of the person responsible for electrical safety, then it is at the disposal of the employee responsible for electrical safety to set out the duties no need. It is sufficient, in such circumstances, to set out the general obligations of the appointed specialist, for example, to organize the safe operation of the power plant, ensure economical consumption of electricity and select the required employees to work on the power plant, etc.
- If responsibility for electronic safety is assigned to an employee whose main functions are not specified in the employment contract, then the order is required to reflect the specific obligations of the specialist who is assigned responsibility for electronic safety. At the same time, on the basis of Art. 60 of the Labor Code of the Russian Federation, it will be necessary to obtain the preliminary written consent of a specialist and an additional employment contract with an increase in remuneration for the performance of additional workload.
- The next paragraph of the order requires a description of the procedure for organizing control for the execution of the order, and who is entrusted with it. Here it is necessary to set out the order of subordination between the specialist responsible for electronic control and his subordinate employees in the structural areas responsible for the work of electronic control in assigned departments.
- After completing the text part of the order, it must be signed by the head of the organization and all persons related to the issued order must sign it in order to familiarize themselves with it.
Who can be appointed responsible?
The employer has the right to independently determine the person responsible for electrical equipment from the staff working under an employment contract. As a rule, such functions are assigned to the management (administrative and technical) staff, whose activities are related to the organization of work on electrical installations. It could be:
- Department head;
- Chief Power Engineer.
It is mandatory that the person in charge has a sufficient level of qualifications. Confirmed by a training document with assignment to an electrical safety group. The group depends on the operating voltage that has to be dealt with:
- for the operation of electrical installations with voltages above 1 kV – group V;
- for operation of electrical installations with voltage not exceeding 1 kV - group IV.
Who can become responsible
The person responsible for electronic control must be a specialist who has the 4th group of admission to electrical installations operated at voltages up to 1000 V, and the 5th group - at voltages above 1000 V. He can be approved by the management of the institution, both as the main staff unit and part-time, at the same time, he must be included in the staffing table of the administrative and technical division of the organization.
If the company is small, with no power engineer on staff, then the head of the company has the right to issue an order assigning responsibility for electrical energy to himself or his deputy. This option is possible if the electrical network is supplied with a voltage of 220 V. In this case, it is necessary to have written permission from the territorial office of Energonadzor with the provision of a statement of obligation without examination requirements (Appendix No. 1 to the Rules).
When connecting a company to a network with a voltage of 380 V, you will need to employ a specialist, either by introducing a full-time position at the company, or by hiring a part-time professional from a third-party company who has the appropriate access to the electrical installations.
The approval of the person responsible for electronic security is carried out by order of the boss after successfully passing the exams to obtain the required admission group to the electronic control system:
- Group IV – for power plants operated at voltages up to 1000 V.
- Group V – for power plants operated at voltages above 1000 V.
Energonadzor has created training for acquiring group 4 access to electrical installations. At the same time, the specialist must first pass tests for assignment of the 2nd and 3rd clearance groups.
Responsibilities of the person in charge
According to legal requirements, the person responsible for electrical equipment is required to perform the following duties:
- develop and monitor compliance with documentation requirements for the safe operation of electrical installations;
- conduct all types of briefings with personnel, including those seconded to the organization, periodically subject employees to testing their knowledge (at least once every five years);
- implement and control access to independent work for employees directly operating live installations;
- organize scheduled technical work on maintenance and routine repairs of equipment, as well as unscheduled activities related to emergencies and emergency response;
- calculate the need for electricity and control its consumption;
- keep records and control over the fire extinguishing and personal protection equipment available in electrical equipment;
- comply with all necessary measures for permission to perform work using electrical installations;
- At least once every two years, check the relevance of electrical supply diagrams for electrical installations;
- At least once every three years, check and update operating instructions for electrical installations.

As noted in the previous sections, an order appointing a person responsible for electronic security at an enterprise can be drawn up either on letterhead or on an ordinary sheet of A4 paper. There is no unified template, so the order is drawn up in any form.

- The specialist responsible for the electrical safe operation of the boiler room and his deputy must ensure uninterrupted operation on the site, in accordance with regulatory and technical protocols, as well as in accordance with job descriptions ensuring the safe use of electrical installations.

Appointment procedure
From the point of view of labor legislation, when appointing a person responsible for electrical equipment, the following standards must be observed:
- Making an order.
- Making changes to the job description.
In this case, the specialist must undergo training for admission to the electrical safety group and provide the appropriate certificate. You need to confirm your knowledge by passing an exam every year. Failure to comply with this norm will result in administrative punishment for the head of the enterprise.
The job description includes responsibilities in accordance with the order of appointment. It is also necessary to clarify the extent of responsibility for non-compliance with the requirements of the order and the level of interaction with divisions of the organization. All these points must be enshrined in local regulations.

In addition to the basic data necessary for the order, it may contain information about:
- How specifically responsible persons should ensure the safety of equipment: comply with fire safety requirements, use appropriate PPE (personal protective equipment). This could be a whole quote from the occupational safety instructions.
- Which document contains information about equipment maintenance?
- A single list of persons admitted to one of the machines, with a mention of the fact that they all passed the required labor safety tests.
- For large volumes of data, the use of tables is acceptable, but usually a voluminous list is sufficient.

Organization of electrical equipment operation
Every organization that operates electrical equipment, regardless of whether it is engaged in production activities or only provides services to the public, must issue a general order on electrical equipment.

With this regulatory document, the head of the organization solves several problems:
- distributes responsibility, appoints those authorized for the safe operation of electrical equipment from among managers and specialists;
- appoints the composition of the commission to test knowledge of norms and rules for working with electrical installations;
- determines the person responsible for conducting electrical safety training;
- delegates to individual employees the right to issue work orders;
- approves the list of personnel who are required to have an appropriate electrical safety group;
- determines the procedure for storing and issuing keys to electrical installations, etc.
