At the same time, the characteristics of personal adaptation potential, according to the author, can be obtained by assessing the level of behavioral regulation, communication abilities and the level of moral normativity.

Thus, by personal adaptation we will understand the consistency of the goals and results of the activities of municipal employees, through the manifestation of activity, taking into account and corresponding to the idea of ​​a psychological norm, as well as categories of universal human values ​​that do not go beyond generally accepted moral norms.

From what was said earlier, it is clear that the specifics of the activities of municipal employees determine the set of necessary personal qualities, which are the core basis of the professional competence of municipal employees.

It is a specific set of personal qualities necessary in municipal activities that contributes to both self-development and professional growth of municipal employees.

A theoretical analysis of the literature on the problem of professional competence of municipal employees showed:

1. Many authors approach the issue of considering the structure of professional competence, as well as considering the problem of its types. Moreover, the structure and content of the concept of professional competence comes down to a description of its types. Each author differentiates the types of competence in his own way and gives his own characteristics without taking into account the specifics of the activity in which this type of competence is manifested.

2. When considering the issue of competence, the authors highlight the features of professional activity, the specifics of which determine the content of the concept of professional competence and the possibility of identifying different types of competence and its features.

3. By professional competence of municipal employees we will understand integral personal education, which includes professionally important knowledge, skills and specific competencies regarding the activities performed.

4. The main specific competencies are: special, social, personal, individual. The core component of professional competence is psychological competence, which includes: social-perceptual competence, socio-psychological, autopsychological, communicative, psychological and pedagogical competence.

5. The psychological characteristics of the professional competence of municipal employees are a certain set of personal qualities, identified according to the specifics and conditions of their activities. In our research work we will explore the following psychological features of professional competence: synergy, behavioral flexibility, creativity, time orientation, sensitivity, self-acceptance, self-sufficiency, value orientations and personal adaptation potential.

6. These personal qualities contribute to self-development, professional development, resistance to professional deformation and effective performance of activities in the municipal service.

A high level of development of psychological characteristics of professional competence ensures the successful development of psychological methods of managing the “human component”.

Rules for constructing text that are worth considering:

Write specifically. Phrases “studied innovations”, “taught trainees”, etc. should be replaced with the phrases “trained in the use of such and such and such software”, “such and such material was covered with 6 trainees entrusted to me.”

Resumes are read quickly, so it is worth using dry text “was a responsible executive in the field of ...”, replace “performed the duties of ...”.

Use positive judgments. “prevented the occurrence of emergency situations” is worse than “improved the labor safety system.”

Achievements are more important than the journey itself.
