How to obtain a permit for a traumatic weapon?

To use a weapon, you must have a permit. A permit is especially important for traumatic weapons, which can cause serious harm if fired at a person. The need to obtain this document is included in the regulations of the Ministry of Internal Affairs of the Russian Federation. Weapons are goods whose circulation is limited due to their danger. To obtain permission to legally store the item in question, you must prove your ability to handle it. Only after a weapon license has been obtained can it be used without fear of punishment. Therefore, if you plan to obtain a traumatic weapon, you should take care of obtaining a permit for it. We’ll talk further about how and where to do this.

Features of obtaining a permit for traumatic weapons in 2020

If a person plans to buy a traumatic weapon, you should remember that you cannot get it without a license. Therefore, you should find out how to obtain a permit to carry a weapon. To obtain such a document, you must submit a request to receive the item in question to the police. In addition to the application, it is necessary to submit certificates confirming the absence of medical regulations prohibiting the issuance of such a permit. For example, about mental health conditions, alcoholism or drug addiction.

To obtain the certificates in question, you need to go to any convenient hospital (public or private). The main thing is that the medical institution meets the standards set by the government of the Russian Federation. But in order for the certificate to be issued, you need to take your passport with you. It cannot be replaced with another document. Therefore, make sure that the document is available. If you lose it, you must restore it and only then apply for all the necessary certificates.

Among the specialists whose visits are required when obtaining a medical certificate are:

  • psychiatrist;
  • narcologist;
  • therapist;
  • ophthalmologist.

After each specialist examines the person who contacts him, he can draw up a conclusion. Each professional makes his own conclusion, which indicates whether a person can use a traumatic weapon.

When choosing a clinic where a person will undergo examination, you need to pay attention to the fact that it has all the necessary doctors. In private clinics, some specialists are often absent, so they have to be looked for elsewhere. For example, in state dispensaries. Therefore, in order not to look for the opportunity to undergo examination in several places, it is advisable to seek help from a hospital where there are all the necessary specialists, especially highly specialized ones.

Next, an expert commission is formed, which concludes whether a person can obtain permission to carry weapons, and whether he will pose a threat to himself and others. But the document will be valid only if the clinic is under government control. If the hospital is private, then the clinic’s license must be added to the conclusion of its specialists, confirming its right to issue such certificates. Otherwise, the doctors' conclusion will not have legal force.

Where to apply for a permit to carry a weapon

Having collected all the necessary documents and certificates to obtain permission to carry weapons, you need to submit them to the required authority. This is the police department in the place of residence of the person filing the complaint.

The police study all these documents, and if there are no grounds for refusal, a positive decision is made to issue a permit to carry a traumatic weapon. And when a weapon is purchased, it must be registered. To do this, contact the same police department where the registration was carried out.

What requirements must be met in 2021?

To obtain a license, you will need to meet certain requirements, where the following conditions are mandatory:

  • age of majority (the applicant for a permit to carry a traumatic weapon must be over 18 years old);
  • presence of Russian citizenship;
  • a completed medical report from a board of doctors;
  • absence of a criminal record (direct intent) where the court admitted guilt.

Based on this, in 2021, carrying permits will be prohibited to the following citizens:

  • criminals whose guilt was proven and they served their sentence;
  • persons who have been held accountable for administrative violations at least twice in the last year;
  • people who have mental illness (and other diseases that are dangerous);
  • persons whose name is prohibited from carrying, storing and using weapons;
  • people who are alcoholics and drug addicts (and for this reason are registered in specialized dispensaries).

In any of the above cases, you will not be able to obtain permission to carry, especially if you need a traumatic weapon.

Medical commission

The next important requirement for an applicant to purchase a weapon is compliance with medical criteria. To do this, you must obtain a certificate of completion of a medical examination. The certificate is provided in a strictly established form 002-О/у. This form has recently replaced Form 046, which is still discussed in many sources on the topic of obtaining a license.

You can undergo a medical examination at a territorial clinic, as well as at any private clinic that has permits to conduct medical examinations. The difficulty is that you need to get a mark from a psychiatrist and a narcologist. A citizen must not be registered with a drug dispensary or mental health dispensary. If the chosen clinic does not have a narcologist or psychiatrist, you will have to contact dispensaries for the appropriate certificates.

An important innovation in the medical examination was a blood test, which is aimed at identifying narcotic substances in the blood. Such analysis is carried out for a fee. The total cost of a medical certificate is about 1,500 rubles, it is valid for 1 year.

How long to wait for a permit

Registration of a permit takes about four months, and this period is divided into several stages:

  • The applicant must take courses for 2-3 months;
  • 2-7 days are allocated for passing the medical examination;
  • It takes 10 days for a decision to be made to issue or prohibit the issuance of a permit to carry a traumatic weapon.

This is important because a traumatic type of weapon can cause harm to others, so permission to carry it must be approached responsibly.

Extension of permission to carry traumatic weapons in 2020

If you have previously received a permit to carry a weapon, it must be renewed periodically, since the document is valid for only 5 years. After this time, the permit must be renewed. To do this, you should prepare the following documents:

  • application for permit renewal;
  • passport and c/c;
  • a receipt that you have paid the state fee for renewing the permit to carry a traumatic weapon (10 rubles);
  • two photos;
  • make a copy of the old license that needs renewal;
  • medical certificate format 046;
  • 2 photos.

If all goes well, it will not be difficult to obtain a permit renewal in 2021. The police will check whether the rules for traumatic weapons were previously observed in order to decide whether to issue a permit further or not. If all is well, the permit is issued 10 days after the application is submitted.

+1 Edem 12/09/2014 11:31 I have a question. I want to purchase a traumatic weapon, but I’m not sure whether it’s worth collecting all the certificates, since I am registered in the Crimea, but I live most of the time in Moscow. So will they give me permission at a location other than my place of registration?

+10 Ivan Ivanovich 05/13/2014 11:50 A friend of mine had such an embarrassment. He received certificates for obtaining a weapons permit, handed over the documents, bought a safe, but either forgot or didn’t know to show the attached safe at home to the local police officer. In general...well, he solved this question, in the end, and received permission, but he was reminded of this situation during the exam. But after purchasing the weapon, I rushed to register the weapon)

+1 Vlad 04/23/2014 19:12 My friend encountered a problem; he was denied permission to wear a traumatka. He wanted to argue, but was shown the reasons why permission might be refused. So: . if a medical report has not been provided stating that there are no contraindications to owning a weapon; · if the person is serving a sentence or has a criminal record for committing an intentional crime; · if there is no permanent place of residence; · if during the year an administrative offense was repeatedly committed, encroaching on public order or the established management procedure; · if documents confirming passing a test of knowledge of the rules of safe handling of weapons and other documents specified in this Federal Law are not submitted to the police department. Of course, the district police officer might also dislike him... After 2 years, the long-awaited permit was issued to him, although all 2 years he was a good boy)

-1 Vadim 04/09/2014 10:23 Not long ago I was dealing with the issue of obtaining a permit for trauma, but my situation did not look very simple, because I wanted to get permission for both traumatic weapons and smooth-bore weapons. Having sifted through a lot of information and even tormented the sellers of gun stores, I came to the following: I take the exam on knowledge of safe handling of weapons alone, and the packages of documents are very similar, so they can be submitted in parallel. Another “plus” for me is buying a safe that will satisfy all the conditions for storing weapons. Now I'm waiting for permission =)

+20 Gennady 03/21/2014 12:58 I want to get a permit and then leave for a year, so should I buy a weapon immediately after receiving the permit or can I wait until I return? On one of the forums they gave this answer. Since the permit for a traumatic weapon is valid for 5 years, I can purchase a weapon even after returning, the main thing is not to miss the deadline for submitting the purchased weapon for experimental shooting. Is this true?

+8 Anton 03/21/2014 12:57 I would like to talk about this: I read that the permit is issued for 5 years. What should I do when 5 years have passed? Should I go through everything again or will the re-registration be more simplified? And how to do this? This is what I read: 3 months before the end of the term, i.e. in less than 5 years, you need to apply for re-registration. They say that the procedure for renewing a license is not significantly different from obtaining a new one.
