The essence of the concept of “maternity capital”
Federal budget funds allocated for additional measures of state assistance to families with children and implemented through the Pension Fund are defined by the legislation of the Russian Federation as “maternity capital”.
A special certificate, in the form of which a cash benefit is issued, can be used in whole or in part after the child turns 3 years old. In Art. 2 defined goals for which money can be directed:
- educational programs for children;
- improvement of living conditions;
- formation of the funded part of the certificate holder’s labor pension.

Is it possible to register maternity capital at the MFC?
Before contacting the MFC, it is important to familiarize yourself with the legal requirements regarding documentation. Otherwise, there is a high risk of having the papers returned and having to go through the procedure from scratch.
For 2021 you need:
- An application that is drawn up taking into account the requirements of current laws.
- SNILS and personal document (passport) of the applicant.
- SNILS for children.
- Documentation confirming the fact of replenishment of the family. If we are talking about a natural child, this is a certificate, and in the case of adoption, the corresponding paper from the guardianship authorities.
Regular copies are not suitable for issuing a certificate of financial assistance; they must be certified by a notary. If possible, it is better to submit the original papers. In some cases, MFC employees may require additional documentation to confirm the legality of providing financial assistance. Such requirements are legal and must be fulfilled by the applicant. If the MFC has requested additional documents, a person has two options - deliver the papers upon request or refuse maternity capital.
To receive maternity capital using a multifunctional center, you need to fill out an application. To avoid refusal, it is important to fill out the document correctly and indicate the following information:
- The name of the organization to which the application is being submitted.
- The applicant's full name, as well as other important information.
- Who is the person who seeks help for the newborn child?
- Information about the representative who acts on behalf of the applicant legally (if any).
- Information about children who are adopted or born. It is recommended to sort by age - start with the oldest, and then move on to the younger ones.
- Signature and date of application.
Due to the fact that maternity capital is issued if there are 2 or more children, there is no need to pay a state fee.
At the initial stages of the Maternity Capital program, according to Federal Law No. 256, regional branches of the Pension Fund of the Russian Federation were authorized to issue a certificate for the issuance of cash assistance. However, in 2014, changes were made to the rules for obtaining a certificate, thanks to which you can apply for its registration at Multifunctional Centers (MFCs), which provide public services in all 85 regions of the country.
Since the majority of citizens entitled to receive a certificate do not follow changes in the rules for issuing it, many of them have no idea whether it is possible to register maternity capital at the MFC, and therefore traditionally apply for the document to the nearest branches of the Pension Fund.
This method is associated with many inconveniences, because the flow of visitors increases, as does the workload of PF employees.
An alternative to visiting the Pension Fund may be to submit documents for a certificate through the MFC. After verification, the documents are sent to the territorial body of the Pension Fund, where a decision will be made within a specified time frame.
So, to the question of whether it is possible to obtain a certificate for maternity capital at the MFC, there is a positive answer. The procedure, package of documents and response times are almost identical to those established for the Pension Fund.
Having decided to use the services of the Multifunctional Center, you should find out what documents are needed to submit an application for maternity capital at the MFC. Their list is identical to the package of documents for the Pension Fund and includes:
- a statement drawn up in accordance with the requirements of the law;
- passport and SNILS of the applicant;
- SNILS of each child in the family;
- a document confirming the Russian citizenship of the mother or adoptive mother;
- birth or adoption certificates of children, if adoption took place.
In some cases, to resolve the issue of the legality of issuing a document for maternity capital, the center’s specialists may request additional papers. This requirement is legal and must be fulfilled by the applicant.
After acquiring the right to receive a maternity capital certificate, citizens are faced with a dilemma - to submit documents to the MFC or the Pension Fund. The conditions and algorithm of work in both institutions are absolutely identical and include:
- filing an application;
- providing the same package of documents in both cases;
- making a decision: positive - in the form of a certificate, negative - in writing, indicating the reason.
Thus, issuing a certificate through the MFC and the Pension Fund has no fundamental differences. The advantages of applying to the MFC include the comfort and convenience of the applicant, because in this case you can save yourself from standing in long lines by using a pre-registration.
In order to use maternity capital funds, families with children must obtain a certificate in the manner prescribed by law. Receiving a document through the Pension Fund and the MFC has no formal differences. The scheme for obtaining the certificate, the package of documents and the form for obtaining the result are similar in both institutions. The process of obtaining a certificate and reviewing an application for the use of maternal capital through the MFC differs only in convenience for the applicant and takes less time.
In order for the interaction between citizens and government bodies to be carried out more efficiently and with minimal time losses, a federal program was implemented to create special multifunctional centers.
When contacting the MFC, the “one-window” principle applies, which means the possibility of contact with various government agencies related to receiving a variety of services without wasting time going through numerous offices.
Today, there are multifunctional centers in all regions of the country and in almost every municipality. MFCs have convenient schedules and operating modes, which is extremely important for recipients of various government services.
The right to receive maternity capital must be documented. That is why there is a certain minimum of documents that must be provided to a multifunctional center specialist.
Documents at the MFC must be presented in originals; the employees themselves make the necessary copies and scans during the reception process.

- Make an appointment. You can receive the necessary service at the MFC at any time, determined by the center’s work schedule, and without an appointment, however, there is a possibility of losing a lot of time in the live queue. Therefore, it is much more comfortable and faster to submit papers by choosing a time and date in advance. This can be done by calling the selected center. In addition, they can also register through the website of a specific MFC through their personal account. To register a personal account, you must have a confirmed entry on the State Services portal.
- Provision of documents. At the appointed time, the citizen must go to the MFC and apply at the specified window. The specialist will check the completeness of the documents, help you draw up an application and advise you on any issues related to this procedure. At the end of the reception, the center employee will issue a receipt for accepting documents, which will indicate the date the certificate is ready.
- Obtaining a certificate. If the completeness and authenticity of the submitted documents do not raise questions among Pension Fund employees, then the application is subject to approval, and the applicant is issued a certificate for maternal capital of the established form.
Legislation on the possibilities of obtaining a certificate for maternity capital

Who can apply for maternity capital at the MFC

- Women (citizens of the Russian Federation) at the birth or adoption of a second or next child who appeared in the family after January 1, 2007.
- Men (citizens of the Russian Federation) are the only adoptive parents of the second (next) child, the decision on adoption of which came into force after January 1, 2007.
- Men are parents or adoptive parents (regardless of Russian citizenship) in the event of the death of a woman or loss of the right to maternal capital (due to deprivation of parental rights, committing a crime against the person against their child).
- The children themselves , who have not reached the age of majority or are enrolled in full-time educational institutions.
According to the law, the child’s right to receive capital arises if both parents lose this right. If a child is not yet 18 years old, he can apply to the MFC on his own only if he acquires full legal capacity . In other cases, this can only be done through a legal representative .
You can submit an application to the MFC in person or submit it through a legal representative or proxy . To do this, you must additionally provide an identification document of the representative, as well as confirmation of his authority.
It is important to understand that citizens who do not live in the Russian Federation will not be able to use this service. Since, in order to issue a certificate, they need to provide documents to the main department of the Pension Fund of the Russian Federation (Moscow).

Documents for registration of maternity capital at the MFC

- SNILS of the applicant;
- child's birth certificate;
- for adoptive parents - adoption certificate;
- marriage or divorce certificate;
- for citizens who do not have permanent registration - a certificate confirming temporary registration.
When an authorized person contacts the MFC, the list is supplemented with a copy of the power of attorney certified by a notary.
If the recipient of maternity capital is a male parent or adoptive parent, he provides the MFC with documents confirming the fact that the mother of his children has lost the right to maternity capital. If these documents are not available, it is not necessary to provide them. The Pension Fund, as part of interdepartmental cooperation, must request them from the authorized bodies.
The MFC provides originals of all certificates and certificates. The receiving employee independently makes copies of them, checks the contents and creates a personal folder.
The main condition for obtaining a positive result is not only the availability of the right to MSC, but also properly prepared papers.
How to submit documents to the MFC
The application and package of documents can be submitted to the MFC on a first-come, first-served basis on the day of application or by pre-registering for their submission. You can do this in one of the following ways:
- using a pre-registration on the center’s website - for registered users of the Unified Public Services Portal;
- using the contact number of the local center;
- through the electronic queue terminal located in the MFC building.

Maternity capital through the MFC.
In order to repay a mortgage with maternity capital through the MFC, you will need to do the following:
- Notify the financial institution of your plans.
- Obtain a certificate from the bank about the loan balance.
- Prepare a receipt from a notary for the allocation of equal shares in real estate to all family members, including minors.
- Write an application to the MFC and attach the necessary documents to it.
The bank statement must indicate the bank account details for the transfer of funds. It usually takes 1-2 days to issue a certificate.
At the same time, some financial institutions recommend that you first write an application for early repayment of the mortgage or part thereof.
The shares that will be allocated to children in the property can be determined by agreement. However, in general, their cost should not be less than the amount of the subsidy.
The ability to issue a certificate through the MFC greatly simplifies the procedure. A parent eligible for payment can visit the Center, submit an application and attach documents to it. The service is provided free of charge.
The MFC also accepts applications for the disposal of maternal capital funds. In this case, the documents themselves are transferred to the Pension Fund, whose employees make the final decision.
An application for a certificate can also be submitted through the Government Services Portal or in your personal account on the Pension Fund website.
You can submit an application to the MFC for repayment of the mortgage with maternity capital before the child turns three years old . To do this, the applicant must contact the territorial department of the MFC with an application and the following list of documents:
- The obligation to register housing as the common property of all family members, certified by a notary.
- An account statement about the receipt of loan funds - in the case of using family capital to pay off the principal debt and repay interest on loans or borrowings (including mortgages).
- Mortgage agreement that has passed state registration - when funds are spent to pay the down payment or repay the principal debt and interest when taking out a loan for the purchase or construction of housing.
- A registered agreement for participation in shared construction - when sending MSC to repay the principal debt, as well as pay interest on a loan or loan (including mortgage), if the house has not yet been put into operation.
- Loan agreement for the purchase or construction of housing (loan agreement) - when MSC funds are spent to pay the down payment for the purchase or construction of housing, as well as to repay the principal debt and interest on the loan.
- Payment order - when sending funds to pay the principal and interest.
- A certificate from the lender about the amount of the remaining principal and interest debt - when repaying the principal and interest on the loan.
The main change in legislation regarding the registration of maternity capital in 2021 is the extension of the period for its issuance. Federal Law No. 432-FZ stipulates that certificates for mat. capital will be issued until the end of 2021.
Initially, the program was designed for 10 years: from 2007 to 2016, then the validity period was extended until December 31, 2021.
Families raising 2 or more children can receive maternity capital if the second child appeared in the family after January 1, 2007. The period for obtaining a certificate expires when the child turns 18 years old, after whose birth it could have been issued.
The following are eligible to apply for a certificate:
- Women citizens of the Russian Federation at the birth or adoption of a child;
- Men citizens of the Russian Federation who are the sole adoptive parents of a child;
- A man who is the parent or adoptive parent of a child if the child’s mother has died or been deprived of parental rights.
What are the deadlines for transferring maternity capital?
Through the Multifunctional Center, you can not only issue a certificate, but also apply for the disposal of cash subsidy funds. According to 03/03/2017, the time allotted for consideration of the application and transfer of funds has been reduced to one month and ten days, respectively, after the application.
No more than thirty days are allotted for consideration of the application, and after receiving a positive decision, up to ten days are given for crediting funds using the specified details.
Working days are taken into account, excluding weekends and holidays.

Rules and nuances of registering maternity capital through the MFC in 2021
Article 3 256-FZ fully describes the range of possible applicants for state support. It states that it is quite possible for a family to receive money for 3 children at the federal level. This is possible if an application for maternity capital was not submitted at the birth of the second one. The appearance of the first two children in the family could have occurred before 2007, when the regulatory act on state support was not adopted.
The owner of an MK can receive money by bank transfer from the Pension Fund in the form of:
- Benefits for a second child from 0 to one and a half years old according to 418-FZ. The volume of this payment will be equal to the minimum subsistence level for children approved in the republic, territory or region in which the parents live. The amount varies by region, on average about 10 thousand rubles.
- Payments for the purchase of building materials, hiring contractors to build your own home.
The categories of persons entitled to support from the state are:
- women who gave birth or adopted a second child, whose birth occurred after January 1, 2007. The same rule applies to all subsequent children - third, fourth, etc.;
- citizens who have registered for adoption or foster care after the entry into force of legislation regulating the issues of financial support for families with two or more children;
- biological parents or male adoptive parents, when the biological or adoptive mother of their children lost the right to maternity capital due to death;
- minor children receiving formal education if both parents have lost their right to a subsidy for any reason. An employee of the guardianship authorities, a foster carer, a guardian, etc. acts on behalf of a minor citizen.
Items 1 and 2 of the list apply exclusively to citizens of the Russian Federation. Paragraph 3 also refers to non-residents whose spouses have or had Russian citizenship.
The obvious advantage of contacting the MFC is working on the “one-window” principle. This means that all issues, including consultation and transfer of documents, are resolved during one appointment with one employee.
Another advantage of the MFC is its territorial independence, which allows citizens to apply regardless of their place of registration. You can submit documents to the Center in any region of the country. This cannot be said about the Pension Fund, where subsidies are issued only at the place of permanent registration.
In general, no further significant differences are observed between applying to the MFC and the Pension Fund.
In addition to processing documents to receive a subsidy, the right to spend it is exercised through the MFC. To do this, submit a corresponding application with attached documents. Their list is determined by the direction of spending that the applicant has chosen.
In all cases, the person applying to the MFC attaches to the application:
- parent’s passport and SNILS;
- subsidy certificate.
If a minor child who is officially recognized as legally competent has the right to maternity capital, the list is supplemented with a document certifying this fact. This could be a marriage certificate, a court decision, or a decision from the guardianship authorities. When representing the interests of a child at the MFC by a third party, a notarized power of attorney of the representative and a copy of his passport are attached.
For what purposes can maternity capital be used?
A family with children can use maternity capital only when the child after whose birth it was received reaches the age of 3 years. The legislation allows exceptions to this rule, allowing the use of cash assistance ahead of schedule to improve living conditions, as well as for the social adaptation of children with disabilities and their integration into society.
Since 2018, monthly benefits can be paid from maternity capital funds to families whose average income for each member does not exceed one and a half subsistence minimum established in the region of residence.
