All issues related to changing a surname are regulated by Federal Law No. 143 of November 15, 1997 “On Acts of Civil Status”.

The legislation does not indicate a clear time frame within which changes must be made to the register, therefore there are no penalties for late filing with the tax authorities.
International passport
According to current legislation, a foreign passport is replaced after a last name change.
To initiate the replacement procedure, you must submit the following documents to the Federal Migration Service:
- old passport;
- 4 photographs of the established sample;
- statement;
- receipt of payment of state duty;
- employment history.
On average, replacing a document does not take more than one month.
Driver license
The driver's license must be replaced immediately after changing the passport, otherwise the license becomes immediately invalid, and you can get a fine for driving a vehicle without documents.

Medical policy
Replacement of the document is carried out through the insurance company or employer and does not require any monetary investment.
