Production calendar 2021
For an accountant and HR specialist, a production calendar becomes an assistant in their activities. It contains a large amount of information about holidays, weekends, and shortened days. The document, for example, indicates how many such days the corresponding period includes, what the work standard is for working weeks of different lengths (24, 36, 40 hours) in each half-year, quarter, month and year as a whole. Schedule
Every organization or enterprise has a working time schedule. It's called a schedule. It reflects the beginning of the work and its end. It is also necessary to indicate the work schedule in the employment contract with the employee. After all, it is simply unacceptable to infringe on the rights of a citizen. What are we talking about?
Let’s say a person working in an organization has an 8-hour working day. The duration of his work activity must be strictly limited to a given period of time. After which it is unacceptable to detain the employee at the workplace. He has the right to rest and attend to his personal affairs.
In addition, lunch during an 8-hour working day cannot be less than 30 minutes. This rule is enshrined in labor legislation.
How to calculate labor standards
In determining the normal duration of work, the order of the Ministry of Health dated August 13, 2009 No. 588n plays a decisive role.
The duration of work during the week, established for the employee, determines the norm for him. The basis is a calculation schedule containing five working days and two days of rest, as well as the duration of the working day or shift.
In the case where an employee has a work week of 40 hours, the duration of work per day is 8 hours; with a 36-hour week - 7.2 hours; at 24 hours - 4.8 hours. Existing work and rest regimes are determined by these figures.
On the eve of the holiday, the duration of work is reduced by one hour (Part 1 of Article 95 of the Labor Code of the Russian Federation). In 2020, such days fall on the following dates: 02/22, 03/07, 04/30, 05/08, 06/11, 12/31. If the Government approves the transfer of a day off to a working day, the duration of work is similar to the duration of the working day to which the day off is transferred. Thus, work on the specified dates will be shorter.
For example, let’s compare two months and see what the working hours are in April 2021 and what the working hours are in March 2020.
Calculation example
In April there are 22 working days and 8 days off (calculated as a work week of five working days and two days off).
The normal period (taking into account one day shortened by 1 hour) is:
- with a work week of 40 hours - 175 hours (8 hours x 22 days - 1 hour);
- at 36 hours - 157.4 (7.2 x 22 - 1);
- at 24 hours - 104.6 (4.8 x 22 - 1).
In March there are 20 working days and 11 days off.
The norm for the period will be (also with one shortened day):
- with a work week of 40 hours - 159 hours (8 x 20 - 1 hour);
- at 36 hours - 143 (7.2 x 20 - 1 hour);
- at 24 hours -95 (4.8 x 20 - 1 hour).
How to arrange an 8-hour working day
Work on introducing such a working day is carried out in several stages:
- In order to make a decision, you need to weigh its pros and cons. The boss must decide whether to introduce an eight-hour workday and why he needs it.
- If a decision has been made, it is necessary to determine to whom it will apply. This arrangement may not be suitable for all categories of employees.
- It is necessary to formulate a decision and determine the conditions that must be met.
- An order is issued to introduce an eight-hour working day. Several versions of the document are possible. An order can be created for the entire enterprise, for certain categories of employees, or only for certain people. At the same time, changes are being introduced to local regulations.
This working time regime can be established by the following documents:
- Labor contract. In this case, it refers to specific employees.
- An additional agreement to such an agreement. It is convenient to make changes in this form, provided that they were adopted after the employee began working. Changes must be agreed upon and signed by both parties: employer and employee.
- Labor schedule. It is a local regulatory act that is mandatory for employees to comply with.
When a new employee is hired, he, in particular, undertakes to comply with internal labor regulations. All those issues that are not fully regulated by this document are formulated in detail in the employment contract or an additional agreement to it.
If an eight-hour working day has already been established at the company, then an order regarding it is not issued. This document is relevant in cases where the employee previously used a shortened working day.
This applies, for example, to women who have cared for a small child, or young people who have recently turned 18. In such cases, the employee must write an application for transfer to full-time work. This document must contain the following information:
- in the upper right part of the sheet indicate the exact name of the organization, position, surname, first name and patronymic of the boss;
- below write the position, surname, first name and patronymic of the applicant;
- in the middle of the page write the name of the document;
- in the main part they formulate a request to transfer the employee to an eight-hour working day;
- you need to put a date from which it should be installed;
- at the bottom of the document indicate the position, surname, initials of the employee, put a signature, and make a transcript of it.
This application is forwarded to the boss for consideration.

Part time
Changing the working hours can only occur on the basis of agreement of the parties. If an employee wants this, then he needs to submit a corresponding application. In the following cases, he cannot be refused:
- when a pregnant woman applies;
- if this person is caring for a sick family member;
- this opportunity is given to one of the parents who has a child under the age of 14;
- A parent or guardian who is responsible for a child with a disability under the age of 18 can count on part-time work.
In other cases, it is also permitted to make such an application. This can be done with the consent of both parties. It is important to note that labor legislation regulates the length of the working week. At the same time, the length of the working day can be regulated by the internal documents of the enterprise.
Work standards for 2021 as a whole
In 2021 - 247 days of work (including 6 shortened by one hour) and 118 days off and non-working holidays (subject to working a work week, including five working days and two days off).
The total working time is:
- with a 40-hour work week - 1970 hours:
(8 x 247 days - 6 hours = 1,970);
- with a 36-hour work week - 1772.4 hours:
(7.2 x 247 days - 6 hours = 1,772.4);
- with a 24-hour work week - 1179.6 hours:
(4.8 x 247 days - 6 hours = 1,179.6).
Is this productive?
In modern life, the question of reducing or increasing the working day and, in general, the length of the working week is quite acute. Of course, all state and municipal enterprises are accustomed to the fact that the working day begins at 8 am and ends at 5 pm. Is this productive? And how much can the employee do during this time? Many entrepreneurs are confident that a person can only work well and productively for a few hours. After this, the subordinate is simply distracted. Therefore, with an 8-hour working day, it is difficult for an employee to carry out all the instructions of management competently and quickly.
Not so long ago, in 2010, Mikhail Prokhorov proposed increasing the existing length of the working week by as much as 20 hours. However, no one really supported his idea. After all, in addition to work, a person must rest and do other equally important things.
How to calculate the norm for summarized accounting
Cumulative accounting is a labor regime of a special nature, which is based on established schedules.
The payment option for work is determined by the employer. It can be:
- hourly rate (calculated based on the number of hours worked in a particular month);
- official salary (fixed amounts paid every month).
When installing summarized accounting, you should select the optimal accounting period: month, quarter or year. In this situation, the employer chooses. A period exceeding one year is not provided.
When introducing summarized accounting, the following must be observed:
- The regime is being implemented in those institutions where it is not possible to establish compliance with working hours on an ongoing basis.
- The amount of work time for a specified period cannot exceed the standards provided for by law.
- Compliance with the schedule is mandatory.
- The duration of overtime work is calculated at the end of the accounting period.
Break
In accordance with Russian labor legislation, every employee has the right to rest and meals. Breaks during an 8-hour working day cannot last more than two hours. However, lunch cannot be less than thirty minutes. It should also be noted here that a break for rest and meals is not included in the worker’s working hours. And therefore it is not paid.
Example
The employee goes to work according to a set schedule from 8:00 to 17:00. In fact, she performs her official duties 8 hours a day. Because she has a five-day work week. In addition, she is given one hour to rest and eat. This is provided for by law and labor regulations. She cannot fail to comply with them. If you set her a working day without lunch, this will be a violation of labor laws.
Important
Despite the fact that most people work in enterprises for 8 hours a day, their work efficiency does not increase. Because employees who have a stable salary, regardless of productivity, are not interested in fulfilling their job responsibilities more quickly. Because this does not affect their wages. This is despite the fact that all official activities are under the control of management. A lunch break in an 8-hour working day should be at least thirty minutes, but not exceed two hours.
All employees working in this mode have the right to vacation and sick leave. The latter’s payment will depend on the subordinate’s length of service.
A citizen who works eight hours a day cannot always immediately complete the tasks assigned to him. But even in this case, the head of the enterprise cannot detain him in place after the end of working hours.
