The list of circumstances that can be used as a valid argument for correcting a surname is strictly defined by law.

It will not be possible to change the information by naming other reasons. If a person plans to change his surname in the future, he must familiarize himself in advance with the grounds that allow him to perform the action.

Basic information

All rights and obligations of a citizen can only be exercised under a certain name and surname. According to the law, it is not allowed to enter into various transactions using other people's personal information. Therefore, if a person wants to use other data, then he needs to officially change his last name or first name. Features of this process include:

  • the reason for changing the surname can be any, but it is important to carry out this process correctly;
  • there is no need to contact the passport office for this, since the procedure is carried out exclusively in the civil registry office located at the applicant’s place of residence;
  • As soon as the surname is changed, which will be confirmed by an official certificate, then only then you need to contact the passport office and other organizations, which will allow you to make the necessary adjustments to numerous personal documents.

Adults can perform the procedure independently. It is often necessary to change a child's surname if he is adopted by other people or wishes to take the surname of his adoptive father. If the minor is not yet 14 years old, then the process is carried out for him by his parents. If he is over 14 years old, he can independently apply to the registry office, but he must have permission from official representatives with him.

Is it possible through the multifunctional service center

A change of first and last name can be carried out through the multifunctional service center at the MFC. At this institution you can obtain a passport at 14 years old or exchange it at 20 and 45 years old. However, in the future you should visit the registry office. It is impossible to change the name at will through the FMC - there must be clear reasons for this. Changing personal data is possible in the following cases:

  1. Marriage.
  2. Divorce.
  3. Initiative of a citizen's guardian in a case in which the latter is declared incompetent.

To replace your passport and change your last name, you can contact the Unified Information Service located in Moscow at the number: +7 (495) 777-77-77.

Age restrictions

Important reasons for changing a surname at one’s own request can arise for any person at any age. Even children often need this process if they have a not very attractive and euphonious surname. But it is important to take into account age restrictions:

  • if a person independently wishes to change personal data, then the process is permitted only from the age of 14, and in addition the teenager must have written consent from the parents;
  • if a child has been recognized as fully capable on the basis of emancipation, then even before reaching 18 years of age he can engage in the process without the permission of official representatives;
  • If parents themselves want to change the surname of a child who is not yet 14 years old, then they will first have to come to the guardianship authorities to obtain consent to this process.

Adult citizens can decide to change their personal data. Therefore, regardless of the reason for changing your surname, you will not need to obtain permission in advance from any individuals or organizations.

The main reasons for changing data in your passport

Important! Please keep in mind that:

  • Each case is unique and individual.
  • A thorough study of the issue does not always guarantee a positive outcome. It depends on many factors.

To get the most detailed advice on your issue, you just need to follow any of the suggested options:

The main reasons for changing the data in your passport, in addition to your own desire, are:

  1. Marriage. Perhaps the most common of all possible reasons for changing a surname. Not all women want to take their husband’s surname, but, realizing that in the future many difficulties may arise due to the difference in surnames (applying for a loan, buying shared real estate, registering a child), they go for this procedure. Changing data related to marriage is the easiest because you do not need to additionally request any permission to change your surname. Evidence of the need to change the data will be a certificate of agreement.
  2. Divorce. Also a very common reason for changing a surname. Many women do not want to bear the surname of their ex-husband, but want to return to their maiden name. In order to change the data in this case, there is also no need to request additional information. You can get by with a certificate of divorce as a basis for changing personal data. However, if you decide to change your last name not during the divorce process, but after some time, the procedure will proceed as usual and the fee will need to be paid in full.
  3. National characteristics and personal desire, often associated with a dissonant surname or ugly, in the opinion of an individual. Also in this category you can add a change of surname when receiving a passport; such moments are usually associated with personal troubles or the fact of adoption, where the named father wants the child to bear his surname, and not the mother’s. To change data in such situations, it will be necessary to request a supporting document.

Marriage

The most popular reason for changing a surname among women is considered to be official marriage. Many girls decide to take their husband’s surname, which must be reported to the registry office employees when drawing up an application for marriage registration.

The data is changed by employees of the institution after registration. Then, within a month, the woman must begin replacing other documents that indicate her last name. Often even men want to take a woman’s surname after registering a marriage. This is usually due to the fact that their full names are discordant.

Changing your surname due to marriage is considered a common procedure.

Adopting a child or challenging paternity

Adoptive parents usually want them and their children to have the same last name. In this case, the following nuances are taken into account:

  • when contacting the registry office, it is required to transfer to the employees of the organization the court decision on the basis of which the adoption was registered;
  • if the child is over 10 years old, he must agree to the changes;
  • If the teenager is over 14 years old, then he can independently correct his personal data, for which consent from the adoptive parents is obtained in advance.

The specific reason for the change of name is indicated in the application, and the form of this document can be obtained directly from the registry office employees.

Situations are also common when a man disputes his paternity. To do this, a DNA test is done, and a court hearing is held, at which the judge recognizes that the baby is not the child of a particular man. In this case, the reason for changing the child’s surname will be a court decision. The mother usually independently contacts the registry office to make adjustments, so the child is given her maiden name.

Replacing a passport after changing your first or last name

You cannot change your last name before you are 14 years old.

After changing your basic personal data, you need to contact either the local branch of the Federal Migration Service or the passport office at the house management within 30 days. After this period, the passport will be considered invalid, and you will have to pay a large fine to replace it.

The citizen writes a statement of the established form, to which the following set of documents is attached:

  1. An old civil passport that is about to be replaced.
  2. Two color photographs of the established standard. The size of the passport photo is 35x45 mm, the person is depicted from the frontal view without a headdress. Photos can be taken in any studio.
  3. A birth certificate obtained from the registry office and a certificate of name change.
  4. All documents on the basis of which additional marks are added to the passport: marriage certificate, birth of children, military ID, etc.

You will also need to pay a state fee of 300 rubles and submit it to the passport office. The application and set of documents are reviewed, and within 10 days the citizen receives new documents with changed personal data. There is no need to explain the reason for the change at the passport office: a certificate of change of name (surname or patronymic) issued by the registry office is sufficient for this.

If the passport needs to be changed for a minor aged 14-16 years, then parents or other legal representatives - guardians or adoptive parents - must submit an application. To change a woman's surname after marriage, a marriage certificate is sufficient.

This is sufficient grounds for issuing a new passport; no additional paperwork is required. However, you must submit all documents to make additional marks, including a registration stamp.

Religious reasons

Marriages between people belonging to different nationalities and religions are quite common. Their children are forced to live in difficult conditions, as two lifestyles are combined at once. A common reason for men changing their last name is for religious reasons.

In this case, a citizen may decide that his surname is not suitable for the chosen religion, so he can take his mother’s surname or even come up with it himself.

Other grounds

There are many reasons for changing a name or surname, but most often such a decision is made by citizens if there are the following grounds:

  • desire to return the premarital surname;
  • the child wants to bear the surname that belongs to the stepfather, and not to the natural father;
  • teenagers often want to take their mother’s data if the father does not take part in their life in any way;
  • a surname corresponding to the citizen’s nationality is selected;
  • the existing surname is unpronounceable or unpleasant.

There is no need to come up with any compelling reasons for making adjustments, since the reason is not important. Every person has the right to make adjustments to personal data, so there can be any reason for changing the last name in the passport and other documents.

How to change your last name or first name through State Services

To change personal data, you must go to the registry office and submit an application. It is not possible to go through the full process of changing your last name or first name through the State Services website. Those who wish must declare their desire in person.

The government services portal can provide the necessary information regarding:

  • cost of the service;
  • the procedure for its payment;
  • deadlines;
  • necessary documents, etc.

To gain access to the data of interest you must:

  1. Register on the State Services website and confirm the entered data.
  2. Go through authorization and request “state registration of name change” in the search on the website.
  3. Click on the desired option. A detailed description of the service will appear on the website. Here you can read about all the important points related to the process of changing your first or last name.
  4. The “Contacts” section will help you find information about the operating hours of the desired civil registry office department, and the department’s email address will also be provided here.
  5. At State Services you can download the application form for changing your full name and familiarize yourself with the template for filling it out correctly.
  6. The website contains a list of grounds for refusal, which will guide the registry office when making a decision to change the last name or first name.

After filling out the application and preparing the necessary documents, all that remains is to pay a visit to the civil registry office. After 30 days, the department will invite the applicant to appear again to present the certificate.

Where to contact?

To make changes to personal data, you must contact the registry office located at the citizen’s place of residence. Some people mistakenly come straight to the passport office, but you only need to visit this organization when replacing your passport.

To avoid spending a lot of time waiting in line, it is recommended to make an appointment in advance. The application can be submitted additionally through State Services. To do this, you need to register on the portal in advance. In your personal account, the required services are selected, after which scans of documents are attached and an application is filled out electronically. After receiving confirmation of the changes, you can send the printed document to other institutions to correct the data in your personal papers.

Nuances of treatment

You can now submit an application for a passport replacement without leaving your home, and not only at the Main Migration Department of the Ministry of Internal Affairs.

Through the State Services portal

Online application will help save time. But in order to send it, you need to take into account some nuances.

How to apply for a new passport through State Services:

  1. Register in the portal.
  2. Confirm your identity (may take up to 2 days).
  3. Go to the section “Replacement of passport in case of change of surname, name, patronymic, information about date and place of birth”.
  4. Select the desired department of the Main Department of Migration Affairs of the Ministry of Internal Affairs.
  5. Fill out the online application.
  6. After checking the application, an invitation to the Ministry of Internal Affairs department and a receipt for payment will appear in your personal account.
  7. Pay the state fee and pick up your completed passport.

Verification of the application and confirmation of identity on the portal will happen faster than in the registry office.

Through MFC

A name change can also be made through the multifunctional center (MFC).

In order to use it, you must:

  1. Pay the state fee.
  2. Prepare all necessary papers.
  3. Visit the establishment.
  4. Fill out an application for a new passport.
  5. Receive a new document from the MFC on time.

On average, processing an application at the MFC takes no more than 3-4 business days. This method is a great time saver.

Can I contact the MFC?

It is possible to apply to the MFC to submit an application, but this organization acts only as an intermediary, so to obtain a certificate confirming changes to a person’s personal data, you will still have to come to the registry office.

When contacting the MFC, the time spent on completing the process additionally increases. This is due to an increase in the number of organizations whose work is aimed at changing a citizen’s personal information.

Procedure for changing a surname

Regardless of the reason for changing the first or last name, the same steps are performed to complete this process. Therefore, the procedure consists of the following steps:

  • the citizen initially decides on the need to change personal data;
  • Next, you need to contact the civil registry office at the place of registration;
  • an application is drawn up in this institution, indicating which new surname will be assigned to the applicant;
  • other documents are attached to the application;
  • the documentation package is accepted by the registry office employee;
  • specialists of the institution enter the necessary data into the registration journal;
  • After a few days, the applicant is issued a certificate confirming the change in personal data.

There are no difficulties in filling out the form, although you can study examples of reasons for changing your last name in the forms provided by civil registry office employees for study. Institutional specialists cannot refuse to accept documentation if the application does not contain a basis for conducting the process.

How to change your last name or first name at your own request through the registry office

Changing personal data through the registry office is carried out in stages:

  1. Anyone who wishes to do so contacts the civil registry office at the place of registration, where they fill out an application indicating what exactly they would like to change. All necessary documents are provided to employees.
  2. Within 30 days from the date of submission of the application, the Civil Registry Office employees will consider the possibility of changing the full name of the person submitting the application. Documents undergo a thorough check, and information about the applicant is collected by the Ministry of Internal Affairs on issues of possible criminal records or violations of the law.
  3. After 30 days, the citizen reports that the decision to change his first or last name remains unchanged. He is given a certificate which records the fact of a change in personal data.

IMPORTANT! If there is a discrepancy in the documents provided and those stored in the registry office, you will have to wait until the discrepancies are eliminated.

After changing the first or last name, the information is sent to the Main Migration Department of the Ministry of Internal Affairs at the place of residence. The registry office is obliged to notify the authorities of the fact of a person’s change of full name within 7 days after registration of the new name.

The citizen himself must submit an application to change his passport within a month after changing his personal data.

Where are the applications for passport replacement?

You can download an application for changing your passport on the website of the Ministry of Internal Affairs of the Russian Federation.

There are also instructions for filling out the application.

How many photos do you need when changing your last name?

To replace a passport after a change of surname, only 2 photographs 3.5x4.5 cm are provided. It is important that the photographs are identical.

The cost of the state duty and its details

To change your last name or first name at your own request, you will have to pay 1,600 rubles for the state fee. If a citizen decides to change his last name when getting married, he notifies the registry office about this at the time of the marriage and the employee puts a stamp in the passport confirming the need to change the document.

There is no need to pay a fee, you will only have to pay for a new passport form.

IMPORTANT! If a person decides to change his last name after marriage, he will have to pay the full fee of 1,600 rubles.

Details for the state fee when replacing a passport after marriage are specified in the Federal Migration Service or where the payment is made. Typically they include TIN, BIC, checkpoint of the payee, bank name and fees.

Where can I get a receipt for payment?

A receipt for payment of the state duty can be obtained from the bank, but such a receipt will not be completed. You will have to provide all details yourself. When applying for a receipt from the FMS, the client receives a completed form with all the necessary details.

It is possible to make payments through a bank terminal. A receipt will not be needed; the necessary data will need to be entered electronically. After payment, you should keep the receipt, which is provided to government agencies.

Terms of consideration

Consideration of the application usually lasts 30 days. The government agency has the right to extend the period, increasing it to two months. At the end of the review, the citizen is notified of the decision made.

In what cases can they refuse?

Submitting an application to change your last name may result in refusal in the following cases:

  1. If a citizen wants to appropriate the surname of a famous politician or idol. For this reason, they do not refuse in 100% of cases; sometimes the registry office allows such a change.
  2. If a person wishes to make his first or last name a famous trademark, a popular product, a locality or a historical object.
  3. Evasion of a citizen from paying alimony.
  4. Debt in the form of non-payment of a large amount as a tax, fee or state duty.
  5. Incorrect application form.
  6. Failure to pay and lack of a receipt for payment of the duty.
  7. Using obscenities and other dissonant words to create a new first or last name.
  8. Refusal of the guardianship authorities to change the child’s personal data or refusal of the child himself.

Is it possible to appeal a refusal?

In case of an unsatisfactory decision by the civil registry office, the department provides a written refusal, which sets out the reasons.

The citizen has the right to appeal the refusal received in court. To submit an application, you must choose the correct wording of the reason for changing your personal data. You can clarify the point at the registry office.

Are there penalties for late replacement?

30 days after the change of name, the identity document must be replaced with a new one. If the replacement does not happen, the citizen will be fined from 2,000 to 3,000 rubles. In cities of federal significance (Moscow, St. Petersburg) the fine will be 3,000–5,000 rubles.

IMPORTANT! You can easily find out the exact amount to pay the fine from the Migration Service of the Ministry of Internal Affairs of the Russian Federation. The service employee will draw up a protocol indicating the exact amount corresponding to the specific case.

Untimely replacement of a passport can be done without paying a fine if a judge or other authorized person releases the person from administrative liability (Article 2.9 of the Code of Administrative Offenses of the Russian Federation).

This coincidence of circumstances happens when the delay is only a few days. The fine is replaced by a verbal reprimand.

What documents are needed?

Depending on the reason for changing the surname, at the request of the citizen, the documents that are required to be attached to the application submitted to the registry office are determined. The most common documentation required to implement a process is:

  • citizen photographs;
  • the applicant’s passport or birth certificate, if the procedure is carried out for a child under 14 years of age;
  • if the surname changes after the marriage is registered, then a copy of the marriage certificate is attached;
  • if the procedure is carried out after a divorce, then a copy of the relevant certificate is prepared;
  • If parents decide to give their adopted children their last name, they must have a certificate of adoption or paternity.

Typically, registry office employees do not require additional documentation, even if the application indicates a different reason. If specialists refuse to carry out the procedure due to the fact that there is no information in the “grounds” column, then this allows the applicant to go to court to challenge such a decision.

Reasons for changing first name, last name and patronymic

Marriage as the most common reason for changing a surname

There are many reasons why you need to change your last name. The most important among them:

  • Marriage for women. This is, first of all, a tribute to tradition: the wife goes into her husband’s clan and takes his surname, leaving her maiden name in the past. It is also convenient for processing all family documents. There is another option: the husband also has the right to take his wife’s surname, although this happens much less frequently. However, if, for example, the wife has the surname Lebedeva, and the husband has Puzikov, then the choice of a common surname for the family is obvious.
  • Divorce. Upon divorce, the spouse can keep her husband's surname or renounce it. For some, this is a way to get rid of unpleasant memories, although changing your surname again will require a lot of bureaucratic hassle.
  • Cacophony. All surnames were once nicknames, and many of them are not at all liked by their owners. If a citizen has a funny last name, for example, Gus, Sparrow, Salo, etc., just contact the registry office and change it to any other.
  • National characteristics. If a citizen inherited from his ancestors a complex surname with a foreign sound, it can be replaced with an ordinary Russian one.
  • A special case is a change of surname due to discrepancies in documents. If a registry office employee made a mistake and discrepancies appeared in the passport and birth certificate, the document must be changed as soon as possible. If a mistake was made by the registry office, you will not have to pay a fee for changing your passport.

Likewise, citizens have the right to change their name. If the parents overdid it and gave the child an unusual or dissonant name, for example, Cosmos, Legend, Count, Prince, Prince, Oceana, etc., from the age of 14, a citizen can change it to any one of his own free will.

Sometimes the choice of parents reaches the point of absurdity: for example, in Moscow, a father tried to register a child under the name BOC rVF 260602, which stood for “Biological Organism of a Human of the Frolov-Voronin family, date of birth 06.26.02.” Naturally, it is impossible to live with such a name, and it will have to be changed.

The patronymic most often changes after the paternity procedure has been established. If it has been established that the child’s father is not the person entered on the birth certificate, the data can be changed by assigning a new patronymic. Other options are also possible; you can simply change the data at your own discretion.

Rules for drawing up an application

The process of changing your full name is carried out only on the basis of an application and other documentation submitted to the registry office employees. Difficulties most often arise with the correct preparation of the application. When forming it, the following nuances are taken into account:

  • the reason for changing the surname may not be stated in the application, although usually the registry office employees require that all fields be filled out;
  • issued by employees of the institution in form No. 15;
  • The document must certainly indicate the applicant’s full name, date of birth, existing citizenship, place of residence and marital status;
  • information about all the citizen’s children is provided;
  • it is indicated which new surname should be assigned to the person;
  • all documents attached to the application are listed;
  • The date of compilation is indicated at the end.

The document is signed by the applicant, after which it is handed over to the registry office employees along with other papers. Many citizens think about how to write the reason for changing their last name. It is advisable to indicate the actual grounds for this process. The law allows the column with the reason to remain empty, so you can simply skip it.

Step-by-step instruction

Changing a name is not always a quick process. This section describes how to change your last name in your passport.

Where to contact

The replacement process consists of two stages: at the first stage you need to obtain a permit certificate, and at the second stage you need to start processing the required passport.

You can obtain formal permission, in accordance with Article 58 of Federal Law No. 143, at the civil registry office at the citizen’s place of residence or registration. The person must submit the application in person. No legal representative can write an application for a legally capable citizen, even with a notarized power of attorney.

After receiving the certificate, to replace your passport, you need to contact the Main Department of Migration of the Ministry of Internal Affairs (formerly FMS) at your place of registration or the MFC (multifunctional center) with an application and a package of necessary papers. It is permissible to submit an online application through the State Services portal in order to save time.

List of documents

At each stage, it is necessary to provide a package of special documents to government agencies.

What you may need:

  • birth certificate,
  • ID card (passport of a citizen of the Russian Federation),
  • marriage/divorce certificate,
  • permission from legal representation to change personal data or a judicial act on legal capacity (for citizens 14–18 years old),
  • a certificate confirming the reason for the change of surname.

In addition to this list, when applying to the Ministry of Internal Affairs or the MFC to obtain a passport, you may need some more data.

Among them:

  • application for receipt (sample and form can be downloaded from the website of the Main Directorate for Migration Affairs of the Ministry of Internal Affairs),
  • a copy of the certificate of change of surname,
  • old passport (the original must be presented without return),
  • copies for making notes in the passport about children, marriage (marriage) and divorce, military service.

Persons from 14 to 18 years old

Minor citizens need to collect all the same papers as adults.

It should be remembered that they must be accompanied by a notarized permission of the parent or guardian.

How to write an application

The basis for replacement is an application from a citizen in Form No. 15, introduced by Decree of the Government of the Russian Federation No. 1274.

What you need to indicate in it:

  • passport data (full name, date and place of birth, citizenship, marital status),
  • list of children under 14 years of age, their full name (last name, first name, patronymic) and date of birth,
  • data on birth, marriage, divorce certificates,
  • new surname
  • reasons for data change,
  • list of attached documents.

When submitting your application online, you will need to enter the same information. When you receive your passport at the issuing point, you will need to provide the originals for verification.

Sample

An application for registration of a name change must be completed in person.

A sample application for a last name change can be downloaded on the official State Services portal.

Deadlines

According to the law, processing an application may take up to 30 working days (in special cases - up to 60 days). Upon expiration of the period, the citizen will receive a certificate of change of surname, according to which he must issue a passport within a month.

A new passport can take up to 10 working days.

It is worth considering holidays and non-working days.

Price

Let's look at how much it costs to replace a passport.

The state duty for making changes to civil status acts is 1,600 rubles, according to clause 4 of Art. 333.26 Tax Code of the Russian Federation.

Please note that when drawing up an application you must indicate your old passport details. Funds must be transferred to the district registry office.

The state fee for obtaining a new passport, in accordance with clause 17 of Art. 333.33 Tax Code, is 300 rubles.

In this receipt, in the “payer” field, you must indicate the new selected surname, and in the “recipient” field, the department of the Ministry of Internal Affairs in which the new passport will be issued.

You can pay all receipts at any Sberbank branch via an ATM or through a cash register. When presenting a receipt, it is important that it is original. But if the original is lost, government agencies can send a request to the Federal Treasury and find out whether the payment went through.

How fast is the process?

The law establishes exactly how long civil registry office specialists can consider applications received from citizens. The maximum procedure can be completed within one month. At the end of this period, the applicant is issued a certificate confirming the change of his surname.

It is permissible for employees of a government agency to extend this period, if there are compelling reasons, up to two months. If such a decision is made, the registry office employees are required to provide the applicant with a written explanation indicating the basis for the delay. Such a document can be appealed by the applicant in court if the grounds for increasing the period are insignificant and unconfirmed.

Deadlines for passport replacement and amount of state duty

The period during which the application will be considered is established at the legislative level; it is 30 days.

When a month passes, the registry office employee is obliged to issue a decision, confirming it with documents.

It is worth considering that the refusal must have a legal justification and a paper with an explanation is issued as confirmation.

Recently, this process has received more attention, so the period during which a decision is made may be reduced to two weeks. During this time, a permit may be issued.

Those who apply for a pardon in their place of birth can count on a quick approval of the pardon. In some cases, the period may be extended to several months.

If you want to change your last name, you will have to pay a state fee. Obtaining permission to change will cost 1,600 rubles.

Attention! When submitting a receipt, you must indicate the old data. The money must be transferred to the registry office.

After permission, you must obtain a new passport, which will contain the changed, correct data.

For a replaced copy, you must also pay a state fee, the amount of which is 300 rubles. At the same time, indicating your data, in particular your full name, you need to enter new ones. You do not have to present the original receipt when you receive your passport. This is optional. Employees of the Ministry of Internal Affairs can obtain such information by sending a request to the treasury. This way they can find out if the payment has been made.

Process cost

Regardless of what reason for changing the surname is indicated in the application, there is no need to pay money in the form of a state fee for this procedure.

Therefore, the service is provided completely free of charge to adults or children. Additional costs will only be incurred when replacing other documents that contain a person’s personal data. The cost of such replacement is regulated by law.

What other documents will need to be replaced?

Since the surname is important information about a person, it appears in numerous documents. Therefore, after it is changed, it is necessary to replace many of the papers available to the citizen. These include:

  • Passport. It should be replaced first. The procedure is carried out within a month after receiving the certificate from the registry office, since otherwise you will have to pay a fine. To do this, you need to contact the FMS office at the place of registration of the citizen. You must have with you a correctly completed application, a certificate of change in personal data and a receipt for payment of a fee equal to 300 rubles.
  • TIN. It is required by every officially working citizen, since it is used to transfer taxes to the budget in the form of personal income tax. To replace a document, you need to contact the Federal Tax Service at the citizen’s place of residence. An application is drawn up correctly, accompanied by a certificate from the registry office and a new passport.
  • Medical policy. It must be replaced, and if the procedure is performed by an officially employed person, then he can contact the employer to implement the process. If a person does not work, then he must contact the insurance company that issued the previous policy. An application must be drawn up correctly on a form received from the employees of this organization. It is accompanied by a certificate of data change and a copy of the new passport.
  • Pension certificate. The laminated card must be replaced, since all adjustments to a person’s personal data must be reflected in his personal account in the pension insurance system. The SNILS can be replaced at the citizen’s place of work, for which an application must be submitted to the personnel department. If a person does not work officially, then he will have to independently visit the Pension Fund office to submit an application and other documents.
  • Employment history. It is considered an important document for any person who prefers to work officially. It does not have to be replaced, but at the same time, the HR department employee must make a note indicating that the owner’s personal data has been changed. To do this, a citizen must submit an application to the company’s personnel service.
  • Driver license. The document is replaced immediately after receiving a new passport, since without the changes made, the certificate will be invalid from the moment the citizen changes his last name.
  • International passport. There is no information in the legislative acts about how quickly this document needs to be replaced, so many people use it before its expiration date, and when applying for a new passport, a new surname is already indicated. But if you have different data in your Russian passport and international passport, you will not be able to get a visa to visit foreign countries.
  • Diplomas or certificates. They need to be replaced, for which you will have to contact the organization where they were issued. The applicant must have a certificate from the registry office with him.
  • Credit cards, debit cards or passbooks. They must be replaced immediately after receiving a new passport. Operations are performed directly at bank branches where cards and accounts are opened. To do this, you need to fill out applications and bring copies of your new passport.

Often, when changing a surname, it becomes necessary to replace a military ID or completely different contracts drawn up for the purchase of securities or for cooperation with counterparties, if the citizen is an individual entrepreneur or the owner of a company. To avoid various unpleasant and negative consequences, it is recommended to replace documents within a month after receiving the certificate from the registry office.

Cost of the procedure

The state fee for carrying out actions to change information in civil status acts is 1.6 thousand rubles. In this case, the receipt is filled out using the old data, and the funds are sent to the account of the registry office.

Regarding the mandatory fee for issuing a new passport, it implies the need to transfer 300 rubles. In this case, a new surname must be indicated in the payment document, and the migration service acts as the recipient. Funds can be deposited in any available way: through terminals, at the bank, using online services.

Grounds for refusal

When drawing up an application to the registry office, various reasons for changing the surname may be indicated. The reasons for refusal are presented in several types:

  • false information is identified in the application;
  • a person chooses an obscene or excessively long new surname;
  • there are no necessary documents confirming marriage or other grounds for changing data;
  • permission has not been received from the guardianship authorities to change the surname of the minor.

If there are no justified reasons for the refusal, then it can be challenged, for which the applicant will have to go to court with a statement of claim. If the judge takes the plaintiff’s side, then the registry office employees are forced to change their surname.
