Priority admission to school in 2020
Benefits are prescribed in the Federal Laws: “On Education in the Russian Federation”, the Family Code, “On the Status of Military Personnel”, “On the Police”, “On Social Guarantees for Employees of Certain Executive Bodies”, orders of the Ministry of Education (formerly the Ministry of Education and Science) and in regional regulations of the constituent entities of the Russian Federation.
The opportunity to send a younger child to the same school as an older one has existed in some regions for a long time. In 2021, changes were made to the Family Code of the Russian Federation and the Federal Law “On Education”, which extended this opportunity to children from the same family throughout the country. And such a benefit when enrolling in 1st grade in St. Petersburg now also exists.

Rules for admitting children to school and whether children from large families have benefits when admitted to 1st grade
But everyone knows that there are “good” schools, and there are not so good ones. And in order to get to such a “good” school, parents are ready to take their child across the whole city. As a rule, there are no problems going to school in your own backyard. How can I now go to the school I want to go to, but it is not in the child’s place of attachment?

Since 2012, admission to first grade in Russian schools has been carried out according to new rules. According to these rules, children “attached” to the school, that is, children from nearby houses, have priority to enroll in school. Applications to schools under the new rules are accepted from March 1 to September 5.
Benefits for large families when enrolling in school: how the state helps
But the main thing remains the fact that, regardless of the financial situation of the family and the number of other minors, every child will be able to attend school. It turns out that he has no obstacles to obtaining a secondary general education. Then, in principle, do future schoolchildren from a large family need benefits?
As for the benefits for admission directly, they apply only to those cases when the child is sent not to a secondary general education institution, but to a preschool institution. In such a situation, indeed, parents with many children will be a priority over others.
How does the state help?
There is no federal law establishing the concept of a large family and establishing the amount of payments to help school-age children. Assistance is regulated by acts of the constituent entities of the Russian Federation, so the amount of support differs.
According to regional laws, it is paid to families with three or more children.
Blood ties are not important, the main thing is legal confirmation of parental rights and age up to 18 years, so assistance extends to adopted children. After reaching adulthood, the payment of benefits stops.
Seven benefits for large families in; Moscow
Svetlana and Oleg are parents of many children; they have three children. Their family has two cars: a Kia and a Hyundai. Svetlana drives more often, so they decided to issue a parking permit for her. Hyundai is Oleg’s work car, which is not always free, so Svetlana registered Kiya. Now Svetlana can park for free in paid parking lots if she is driving a Kiya. Oleg cannot park for free on Kiya because the permit was issued to Svetlana. But Svetlana cannot take advantage of the benefit if she is driving a Hyundai.

There are no words, the Moscow City Administration is WELL DONE. It’s a pity that in other cities there is almost nothing of all of the above. For example, here in Pyatigorsk, Stavropol Territory. In addition, of course, to some benefits in museums, and if you can get it, then some refunds for utilities are possible (re-registration once every six months, but it’s not always possible with documents). Kindergarten, school, public transport. We pay for everything like everyone else (or almost like everyone else: where parent committees understand and accept families with many children, they make a discount on fees for general educational needs). Although both of us also work in the education system, that is, state employees, you yourself know how salaries are in this area (not in Moscow, of course).
Sergey, 1) maternity capital is only for the 2nd child once and in Moscow few people can use it, there is nowhere to invest it, everything is expensive, it is unrealistic to expand due to it, what is the point of investing in education for the 1st year of a university, and how to pay for the rest? We have to go on a budget. 2) anyone can enroll in sports, music, and art schools if they have talent and abilities. There is no priority for those with many children! 3) any discounts at the discretion of schools and complexes. Many schools don't have them. 4) Mnogomama is a volunteer organization, there are probably such in every region, city, they just may not know about them.

If we look at Russian legislation, we will notice that it does not help children from large families enter higher educational institutions. Yes, in general, when entering public educational institutions, children have benefits, but only on a general basis, and not for the reason that they are from a large family:
The opportunity to send a younger child to the same school as an older one has existed in some regions for a long time. In this regard, a large family has a great advantage over other families; they do not wait until their turn comes. There are no problems when entering school either ; the child is taken to his place of residence, without any kind of trouble.

A. Milkus:
- Yes, now there will be a real “Parental Question”. I am Alexander Milkus. Daria Zavgorodnyaya is with me.
D. Zavgorodnyaya:
- Hello!
A. Milkus:
- We welcome you!
And we will now ask questions to the director of the Department of State Policy and Management in the Sphere of General Education of the Ministry of Education of the Russian Federation, Evgeniy Evgenievich Semchenko . Hello!
E. Semchenko:
- Good afternoon!
A. Milkus: — It’s good that we are meeting four days after the registration of children in first grade began according to the new rules. Relatively new rules. There are questions from parents and schools. Let's briefly: what are the features of the new situation? Why did it need to be taken?
E. Semchenko:
— Over the past years, there have been many questions, suggestions, comments about the current procedure, which caused concern among parents, the need to be present very late at night before the deadline for accepting documents, and so on.
We tried to take all these comments into account in 2021. And we have a number of features for 2021 regarding the admission of children to first grade.
Two stages of enrollment. The first stage runs from the first of April to the thirtieth of June. It is intended for children who enjoy extraordinary, first-priority enrollment rights. And for children who live in the territory attached to the school.
The second stage, which will take place from the sixth of July to the fifth of September, is intended for all other children, including children who do not live in the assigned territory. And it is held only if there are free places left after the first stage.
An important nuance of this year is the preferential enrollment of brothers and sisters in a situation where one of them is already studying at this school. Regardless of where you live. If the first child is in school, this school is not attached to the district, one of the children is studying there - a brother or sister, then the second is enrolled there. The main thing is that children who are from the same family can take advantage of this right. And they live together.
A. Milkus:
“That’s what people ask about.” Some schools have already begun to require a certificate of relationship! The document and regulations say nothing about this certificate.
E. Semchenko:
— Each of the children is included in the parents’ passport. And a document about cohabitation, where is registration, an extract from the house register, and so on. There is no need here, I appeal to all our colleagues from the education system, to show unnecessary initiatives. And demand a huge number of certificates from parents. We have two principles on the basis of which we prepared this document – openness and fairness. The entire application and enrollment process must be open and fair.
A. Milkus:
— And one more problem that has come to light. Here is a popular school, let’s say it has 80 places. 120 people applied. These are not beneficiaries - attached to the territory. And the director seemed to put those who submitted their applications first in line. But this is not racing! And the second option is that beneficiaries can apply later, the same brothers, sisters and the like. And it turns out that a person, even if he submitted an application, is not yet a fact that he ended up in this school. And the decision can be given before July 1st, and then during the summer he has to rush around with documents if he didn’t get into this school. And he was kicked out by the people who came and brought documents about benefits later. So what should we do?
E. Semchenko:
- First. I don’t really like the approach about being kicked out - not being kicked out.
A. Milkus:
— This is a university approach.
E. Semchenko:
- Understand.
We need to understand that we are talking about admission to first grade. And for first-grade education, the school should be located as close as possible to the child’s place of residence.
Second point. When we talk about prestigious schools, it smacks of some kind of segregation between the elite and everyone else. The task of regional education authorities and municipal education authorities is to ensure equality of opportunity and comparable quality of education in all schools on their territory, without dividing them into elite and not.
The regulatory documents in the law of the Russian Federation clearly state that any individual selection for the first class is impossible. Therefore, such a situation related to the time of filing an application, it was, is and, obviously, will be. It is impossible to require exams and interviews for first-graders; we understand that this is not an adequate measure. The only way that we have been talking about for the last decades is to stop dividing the education system into the elite segment and all other segments.
Colleagues, we remember a number of schools in Moscow from Soviet times, when it became possible to purchase housing, many parents, in order to get into this or that school, specifically bought an apartment in this area. Well, that's nonsense.
Again. All our schools should provide equal or approximately equal quality of education. We're talking about elementary school.
A. Milkus: — And one more question. There is a phrase in the regulation about benefits for judges, prosecutors and prosecutors. They are admitted on benefits only to boarding schools.
E. Semchenko:
- Everything is correct. Extraordinary rights for children of these categories apply only to boarding schools. It’s just that we have brought together in this order those benefits and advantages that were enshrined in different laws, in different regulations, so that parents can see...
A. Milkus:
“I understand, but they ask us: are these any employees of the prosecutor’s office?” Secretary, typist, assistant judge? Or are these only people who have shoulder straps, relatively speaking.
E. Semchenko:
“These details for employees of the prosecutor’s office, employees of the Investigative Committee, military personnel, employees of the police, internal affairs bodies, they are already disclosed in detail in the relevant laws, who it could be.
D. Zavgorodnyaya:
— I would like to understand, let’s say the parents found out that on July 2 the child did not get into the school where they applied, what should the parents do? Step by step. For example, suddenly this happened.
E. Semchenko:
— Contact the municipal or regional education authority. Get information about other schools or, if parents have such information, submit an application in the second stage of accepting documents.
D. Zavgorodnyaya:
— I want to share this topic. No matter how we try to eliminate such a concept as an elite school, parents will still have the idea that some teachers are better, some are worse. The earth is full of rumors. And the district is full of talk about how some elementary school teacher is very good...
A. Milkus:
— Just now a message came from Novosibirsk: “In order to get into a prestigious school, you have to stand on your head in front of the director!”
D. Zavgorodnyaya:
— There will still be the concept of prestigious schools. People will still divide teachers into good and bad
E. Semchenko:
— We don’t have bad teachers, colleagues! This is the wrong approach. What are we talking about?
D. Zavgorodnyaya:
— How to convey this to people?
E. Semchenko:
“It seems to me that any adequate adult should understand this by default.” This is the teacher! How can he be bad?! This is completely unacceptable!
A. Milkus:
- Thank you, Evgeny Evgenievich!
So, we talked about the new rules for admission to schools, first grade. I'll comment for two seconds. People write: “Evgeny Evgenievich said that there are no bad teachers. Is the teacher who drew a “2” on a child’s forehead a good one?” No, not good. Therefore, this teacher no longer works at school.
I want to share what they are doing now in Moscow schools. There is a habit that 1 “A” is good. And if a child is assigned to 1 “G”, this is not at all good. And what are they doing in Moscow to prepare strong primary school teachers? There is a draw, we don’t know which teacher your child will get. The school chooses, as our teenagers now say, randomly or randomly. And justice is observed.
What benefits are granted to people with many children when enrolling in school?
It has already been said above that the list of preferential categories of citizens who can count on non-competitive admission to a university is determined on the basis of federal and regional laws. Unfortunately, most of them do not give children from large families special preferences for entering a university.
- partial compensation of costs for food and clothing;
- tax incentives for transport;
- obtaining a land plot for use;
- issuance of funds (certificates) at the birth of the third and subsequent babies;
- flexible work schedule;
- lowering the retirement age for mothers;
- training parents free of charge in areas that are in demand in the region.
