Get into the profession

I am a psychologist by training, I graduated from a university, but I didn’t have the heart to work in my specialty. I took on the candidate minimum, gave up and decided to get another degree - law. I ended up in the registry office by accident: at a friend’s wedding, I got into a conversation with a woman standing next to me; she turned out to be one of the employees. Either I was in a romantic mood, or I was tired at that time from endless interviews, but when I heard that they needed a person for the archive, I agreed almost immediately. Then I thought to myself: “They have a holiday here every day.” Yeah, of course. I have been working in the registry office for seven years now, but I have been directly conducting the registration ceremony itself for only a year. Before that there was boring work in the archives, then there was accepting applications. To be trusted to marry someone, you have to work for at least five years. By the way, they say that only women register, but they don’t. Once a boy worked in our registry office as an intern, so for one day he was made the main one as an exception. The newlyweds, of course, were surprised, but did not complain.

Appearance

Appearance is a sore subject. We work in a government organization, and our salaries are appropriate: for example, I barely receive 30,000 rubles with all the allowances. But at the same time, they require you to look as if you are getting 100,000. That is, of course, they don’t find fault with your clothes. The main thing is to have an official appearance: a light suit (it’s better not to wear black and white for obvious reasons), soft makeup, no minis, nothing provocative.

Add to this daily styling, and “it will do” won’t work here: you understand that people are having a holiday, everyone is dressed up - and then you go out... you don’t want to look like a scarecrow. In the morning you think, as in the joke: “Let me sleep, but I won’t put on makeup,” and then you realize that you will appear in wedding photographs, and in general people will probably remember you for the rest of their lives, you have to fight laziness and fatigue. I’m 36, most of my colleagues are over 40, but we are trying to move away from the stereotype “a registry office employee is a woman with a high hairstyle and the voice of a party worker.”

I’ll say right away that we write programs for special ceremonies ourselves. In structure, they are really quite standard: “Today, on such and such a date, a marriage is registered at Wedding Palace No. 2 (followed by names). A family is a union of two loving people, and the union is voluntary. Before registering your marriage, I must ask you whether your desire to get married is sincere, free and deliberate. I ask the bride to answer, I ask the groom to answer, and so on.” Of course, we are not robots, and sometimes it happens that we can replace a word, accidentally forget a phrase, or say something else instead. But, firstly, rarely anyone notices this, and secondly, there are not very many variations. The main thing is to say something good and without double meaning. The question of consent is not a formality; we really need to know that the person was not brought to the registry office by force and that he is ready for marriage. So I don’t recommend saying no even as a joke: registration will have to be stopped. At outdoor ceremonies, speech is usually more informal. A couple may ask you to say some special phrase for them - we always meet halfway. It’s probably no secret that at destination weddings, people usually quietly sign in advance at the registry office, and then the whole ceremony is just a performance. Therefore, almost any whim is possible. Several times I led the ceremony to music, this was the wish of the newlyweds. Thank God there was some kind of classic.

The funniest situation during the ceremony happened to me in the summer. The couple solemnly enters the hall, the usual “organ organ” begins, like: “On this solemn day we have gathered here. " The bride looks around, whispers something to the groom, and in the end both of them get nervous and look around. We were taught not to pay attention to such things, so I calmly continue on. A minute later the whisper turns into bewildered sobs already “in the gallery”, people are rushing about, but no one can really say anything. In general, it turned out that the guests in the hall were not from the right couple. Why they spent so much time watching complete strangers get married in front of them is difficult to say. The situation, of course, resolved. We apologized, brought the right friends from the foyer, and started the ceremony again. Thank God that the couple was caught with humor, they didn’t start a scandal, everyone joked that they should have taken other people’s rings from the pillow faster - they were more expensive.

Queues

Of course, we don’t have such a mess as in the first Wedding Palace. Although on the first day of submitting applications, the queues also start at 6 am. When I was sitting at the reception, they offered me money, sometimes without even asking if the date was available. We specifically hold back some numbers, saying that everything is already booked, but there are a couple of free hours there, just in case. They are precisely what the workers “trade”. Usually it happens like this: “Would you like to get married on 12/12/12 instead of 12/10/12? True, you will have to pay a little extra. " So what? Everyone gets out as best they can. It’s not often possible to pull this off; lately the rush to get married has somehow subsided, so there are a lot of empty spots in the schedule. Traditionally, many people want to get married on February 14, July 8 and other beautiful dates. I can’t imagine why this is so important for couples, it’s probably a matter of aesthetics. Well, May, of course, is also free every year, a dozen weddings in a whole month - maximum. If you want to get married quickly, feel free to plan the May holidays. The idea of ​​“suffering all your life” is complete nonsense. You will be stuck with a person who is not right for you, or whom you told him: “Darling, not in May - that’s a bad omen.”

Brides

I saw so much: fainting, hysterics, crying, laughter, one hiccupped throughout the whole ceremony, poor thing. There were also brides, as they say, drunk, and it was clear that the person simply drank on an empty stomach and did not calculate it well, but the groom had to hold her tightly by the arm. I don’t remember those who escaped; I think that if doubts arise, they will no longer be in the registration hall. This, like in the movies, with a horse running away from the aisle, has never happened to me or to any of my colleagues I know.

In general, I am amazed at the heroism of our girls. They are calm in any situation: I have had a lot of cases when brides came in a cast: some had an arm, some had a leg. The one with the leg entered the hall as if she were a queen, and it didn’t matter that after a couple of steps she was literally carried in her arms to the carpet. On the one hand, it seems romantic, on the other hand, such dedication from the outside looks even frightening. It’s also very noticeable when a girl plays for the audience or the photographer. I know, of course, that this is unprofessional, but I don’t even want to try for people like that. You roll back the obligatory program, smile mechanically - it does the same thing, so we’re even, I think to myself.

The Ministry of Justice will transfer the services of civil registry offices to remote form

As the department explained, such services can be provided as part of the future super services “Birth of a Child” and “Loss of a Loved One.” “These services will make it possible to organize the provision of public services related to these life situations, without personal visits by applicants to bodies providing state services On Amendments to the Federal Law “On Civil Status Acts”, Federal Law “On Amendments to the Federal Law “On Civil Status Acts” "and the recognition as invalid of certain provisions of legislative acts of the Russian Federation", creating a legal basis for such services. As reported by the Ministry of Justice, the launch of the “Birth of a Child” super service in pilot mode can be implemented in the near future.

Representatives of the department also remind that at the moment the law provides for the possibility of submitting in the form of electronic documents applications for state registration of the following acts of civil status: birth, marriage, divorce, death and some others.

At the same time, the actual procedure for state registration of a civil status act is currently carried out in the personal presence of the applicant. “So, each civil status record must be read by the applicant, signed by him and the employee of the civil registry office compiling the record, and sealed with the seal of the civil registry office,” the department explains. In addition, the applicant receives a certificate of state registration of a civil status act, issued on a strict reporting form.

In the future, registration of births and deaths can be carried out entirely in absentia format. There is no talk of the possibility of remote weddings or divorces.

We would like to remind you that the department also sent a proposal to regional authorities to suspend state registration of marriages and divorces. As the department said, according to the law, at the request of persons entering into marriage, state registration of marriage can be carried out in a solemn atmosphere. However, the joint presence of guests and relatives participating in the celebration creates a threat of the spread of coronavirus infection, and therefore the Presidium of the Coordination Council for Combating the Spread of the New Coronavirus Infection has been instructed to ensure a temporary suspension of public services for state registration of marriage in a ceremonial setting.

Upon a joint application of persons entering into marriage, the date of state registration of marriage may be postponed to a later date (no later than 12 months from the date of filing the application for marriage).

“Thus, if persons getting married want to hold a wedding ceremony in a solemn atmosphere, then they can submit a joint application to change the date of state registration of marriage,” say representatives of the department.

In this regard, the Ministry of Justice of Russia proposed to senior officials of the constituent entities of the Russian Federation to ensure the postponement of the dates of state registration of marriage, which were determined earlier, to a later date (as an option, after 06/01/2020). At the same time, according to the law, for state registration of marriage, the presence of only the persons entering into marriage is sufficient. Therefore, in exceptional cases, if persons entering into marriage refuse to postpone the date of state registration of marriage to a later date, state registration will be carried out in the presence of only persons entering into marriage, without the participation of invitees.
