How to submit an application to the registry office
To register a marriage, you must submit an application to the Civil Registry Office (the state body for the Civil Registry, which deals with registration and divorce of marriages, birth and death records and issuing relevant certificates of the established form).
Today, there are three ways to do this: by registering on the Unified Portal of State and Municipal Services https://pgu.mos.ru/ru/ and filling out an application, or in person at any civil registry office department of the Moscow Civil Registry Office or at any (MFC).
What documents are needed to get married:
- application for marriage;
- identification documents;
- receipt of payment of state duty;
- divorce certificate - for divorced people;
- death certificate of spouse - for widows/widowers;
- permission from local authorities to marry or an announcement that a minor is recognized as fully capable - for persons from 16 to 18 years of age.
One of the applicants must pay a state fee (in the amount of 350 rubles). This can be done online at https://pgu.mos.ru/ru/ or at the bank.
Submission deadline: you can submit an application to https://pgu.mos.ru/ru/ 1-12 months before the event, to the MFC - 1-2 months, to the registry office - 1-6 months.
On what days is there a solemn and non- solemn painting in the registry office?
To organize painting in Moscow, you can use any day except Monday and Sunday, since these are weekends. The ceremonial painting in the hall is carried out in the Wedding Palaces every day and in the regional registry offices on Saturday, sometimes on Friday. But if you want to get a ceremonial painting, then come on Saturday or Friday. And another important point: every last Thursday in the registry office is a sanitary day, and in wedding palaces it is the first Tuesday of every month.
Is ceremonial painting considered mandatory?
The ceremonial painting will take place only at your request. If you don't want to wait and just want to quickly seal your marriage, then apply for marriage registration during the week and don't wait! You can even come in regular walking clothes. Just come, paint and get stamps, then you are free! But it seems to me that we still need to somehow highlight this day in our everyday routine. Let it be without a motorcade, without a bunch of guests, but you can always arrange a small photo session as a keepsake.

Payment procedure
The state fee for state registration of acts of civil status and the commission of other legally significant actions is paid by the applicant (one of the applicants) before applying for a public service.
Payment of the state fee may be made for the applicant by another person. Another person has no right to demand the return of paid state duty from the budget system of the Russian Federation.
In accordance with the Tax Code of the Russian Federation, state duty is paid through a bank.
The applicant has the right not to present a document confirming payment of the state fee. In this case, the civil registry office independently verifies the fact of payment at the Main Directorate of the Ministry of Justice of the Russian Federation in Moscow. The inspection period is 5 working days.
The decision to provide a public service (acceptance of an application) is made based on the results of the inspection.
The applicant may present a document confirming payment of the state fee on his own initiative. In this case, no verification is carried out, and the service is provided (the application is accepted) on the day of application.
In accordance with the provisions of the Tax Code of the Russian Federation and taking into account the position of the Main Directorate of the Ministry of Justice of the Russian Federation for Moscow, in confirmation of the fact of payment of the state duty, the following can be submitted: receipts, checks (payment orders) with the o, “Executed”, including those printed from online systems banks, as well as checks from bank payment terminals.
If the state fee was paid on the Official website of the Moscow Mayor mos.ru, the fact of payment of the state fee is verified by the civil registry office upon presentation of the SNILS number.
Privileges
The following are exempt from paying state duty:
- Heroes of the Soviet Union, Heroes of the Russian Federation and full holders of the Order of Glory (subclause 11 of clause 1 of article 333.35 of the Tax Code of the Russian Federation)
- Individuals - veterans of the Great Patriotic War, disabled people of the Great Patriotic War, former prisoners of fascist concentration camps, ghettos and other places of forced detention created by the German fascists and their allies during the Second World War, former prisoners of war during the Great Patriotic War. The basis for granting benefits is a certificate of the established form.
- Federal government bodies, government bodies of constituent entities of the Russian Federation and local government bodies (subclause 4 of clause 1 of Article 333.35 of the Tax Code of the Russian Federation)
- State authorities, local government bodies - for affixing an apostille (subparagraph 10 of paragraph 1 of Article 333.35 of the Tax Code of the Russian Federation);
- Individuals living outside the territory of the Russian Federation - for affixing an apostille on civil registration documents and certificates issued by archival authorities requested at the request of diplomatic missions and consular offices of the Russian Federation (subclause 12 of clause 3 of Article 333.35 of the Tax Code of the Russian Federation);
- Individuals:
- for making changes to the birth record in connection with adoption, including the issuance of a new birth certificate;
- for making corrections and (or) changes to civil status records and issuing certificates in connection with errors made during state registration of civil status acts due to the fault of employees performing state registration of civil status acts;
- for the issuance of certificates of registration of acts of civil status for submission to the authorized bodies on issues of assignment or recalculation of pensions and (or) benefits;
- for making corrections and (or) changes in the records of death certificates of unreasonably repressed and subsequently rehabilitated persons on the basis of the law on the rehabilitation of victims of political repression, including the issuance of death certificates, as well as for the issuance of repeated death certificates for persons of this category;
- for issuing notices of the absence of civil status records for the restoration of lost civil status records in the prescribed manner;
- for state registration of births and deaths, including the issuance of certificates (clause 1 of Article 333.39 of the Tax Code of the Russian Federation).
- Educational management bodies, guardianship and trusteeship and commissions for minors’ affairs and protection of their rights:
- for the issuance of repeated birth certificates for children left without parental care, repeated certificates (certificates) of the death of their parents, of a change of name, marriage and divorce by deceased parents, as well as for the requisition of these documents from the territory of foreign states;
- for making corrections and (or) changes in civil registration records compiled in relation to orphans and children without parental care, as well as in relation to their deceased parents, including the issuance of certificates (clause 2 of Article 333.39 of the Tax Code of the Russian Federation).
