Unemployed status in 2021
Only those who have officially received the status of an unemployed person can count on unemployment benefits. This definition includes citizens of the Russian Federation who have lost their jobs and, within the deadlines established by law, are registered with the employment center at their place of residence.
This category of citizens is paid a benefit, the amount of which varies depending on the following factors:
- salary in previous position;
- duration of stay in the assigned status.
But these are not the only preferences available to people who have lost their jobs.
The list also includes:
- free training from the employment service (SE);
- selection of new vacancies;
- subsidy for starting your own business.
Regional SZ can add certain assistance measures depending on their capabilities and the needs of the subject of the federation. But changing the basic minimum established by legislative acts is prohibited.

What is required to apply to the Labor Exchange?
In order to become an official unemployed person of the Russian Federation, it is not enough to come and say that you do not have a job. You must document your status. There is a basic and additional list of documents required to register an applicant. In addition, not every unemployed citizen of our country has the right to benefits.
Before you go to the job center, make sure you are in the category of people who may qualify for benefits.
The easiest way to obtain unemployed status is for those who have been laid off or work at an enterprise that is subject to liquidation. According to the law of the Russian Federation, the employer must notify the employment center two months in advance about which positions are subject to reduction in the near future, and what salaries were assigned to employees in the positions being reduced.
When it comes to mass layoffs, the company's management is obliged to contact the labor exchange no later than three months in advance. The vast majority of laid-off workers are entitled to unemployment benefits. The enterprise where they work is obliged to assist laid-off workers in their future employment. All necessary information about what needs to be provided to the employment center can be obtained from the HR department.
It is in the interests of the laid-off employee to contact the employment center immediately after dismissal. This must be done within two weeks.
Unemployed people who contact the employment center are entitled to receive unemployment benefits. Not all categories of unemployed can count on payment for forced downtime.
Package of documents for status assignment
How to obtain unemployed status? To do this, you need to collect documentation for the SZ. The composition of the package is fixed by law.
What documents are needed to register with the labor exchange?
identification; SNILS; TIN; labor; certificate and/or diploma of completion of a higher or secondary specialized educational institution; certificate from the accounting department about average earnings.
Often this list is also supplemented with account details to which payments for job loss (unemployment) will be received.
What papers are needed in the regions? The list is identical to the one above. In rare cases, employees request a certificate from the place of registration. But in its absence, they are not authorized to refuse to transfer unemployment benefits in the amount established by the state.
How to register for unemployment under the new rules
Most of all, citizens are interested in how to register. Previously, there was only one option for applicants - a personal visit to SZ. In this case, documents for the labor exchange are submitted only in the original.
But due to the spread of coronavirus infection, you can register for unemployment online. To do this, it is enough to have an account on the State Services portal and access to the Internet.
This option has been introduced as a temporary measure until the end of 2020 . It is likely that the epidemiological situation will be the reason for its extension.
When registration is carried out remotely, the documentation is submitted in the form of scans. If necessary, the applicant is scheduled for an appointment at the SZ, where he will bring the original papers at the specified time.
Grounds for refusal
Those who are looking for information on how to obtain unemployed status would do well to study the statistics on refusals. They are not very common, but still make up about 10% of the total number of applications.
In what cases can they refuse to receive unemployment benefits?
documents were prepared with violations; the applicant does not meet the legal requirements.
If the refusal came for the first reason, then you can make adjustments and resubmit the papers. 95% , a candidate’s non-compliance with the conditions for assigning status cannot be changed. Therefore, the citizen will receive a negative decision that cannot be changed.
Features of applying to the labor exchange for temporary registration
The process of registering citizens with temporary registration at the labor exchange will be similar to the procedure for registering persons with permanent registration. However, there are cases when people are faced with refusals from state organization employees to register the unemployed and provide them with the required assistance.
By law, representatives of the exchange are required to accept a set of necessary documentation from you and register you as a citizen who does not have official earnings. As a rule, a person with temporary registration should be provided with financial assistance, as well as assistance in finding a job. Unfortunately, many stock exchange employees limit themselves to providing available vacancies, and are denied benefits due to inappropriate registration. Such illegal actions can be appealed in court by providing a written refusal from an employee of the Employment Center to your request. Among other things, you can defend your rights in pre-trial proceedings by printing out and showing to representatives of the exchange regulations governing the rights of citizens who are unemployed, which are currently being violated on their part.
Who cannot be registered as unemployed
Not everyone receives benefits for job loss.
The following persons will not be able to obtain unemployed status and, accordingly, hope for financial support:
having their own business; registered as self-employed; under sixteen years of age; receiving a pension; working on fixed-term contracts; serving in government agencies; full-time students; listed as members of artels, farms and other commercial associations; are the founders of the legal entity.
It is useless to think about how to apply for unemployment benefits for those who have started looking for a job for the first time in their lives. And besides, he does not have a profession confirmed by a diploma or certificate.
Also, applicants who have repeatedly written a refusal to work in their specialty from the employment service will not be registered.
The fact is that SZ is interested in employing citizens as quickly as possible. And immediately begins to offer them options in accordance with their education and professional experience.
Once, the applicant can refuse the offered position after successfully passing the interview. The second refusal will be the reason for a negative decision on the issue of assigning unemployed status.

Regional features of obtaining unemployment status
You can register for unemployment in the region and Moscow only online. All applications and documents are accepted remotely. Otherwise, the procedure is completely identical to the all-Russian one.
But the list of payments in Moscow differs slightly from the regional ones in its diversity. In addition to paying standard unemployment benefits, candidates living in Moscow are entitled to:
- compensation for travel on public transport – 1450 rubles;
- additional payment to the assigned benefit - 850 rubles;
- one-time financial assistance – 19,500 rubles.
The amount of unemployment benefits in the capital and the Moscow region, as well as throughout the country in 2020 , was equal to the minimum wage established at the federal level. The minimum unemployment benefit for capital citizens is 1,500 rubles. The maximum amount of unemployment benefits is 19,500 rubles. SZ in the Moscow region are geographically tied to the capital, but the maximum unemployment benefit here is 15,000 rubles.
Payment amounts by city
In regions, payments have their own minimum and maximum limits. The table shows options for some Russian cities ( click to enlarge image ).
The procedure for paying benefits requires a 10- day wait after registration. If during this period the citizen does not find a job, he will be provided with financial support.
For what period are unemployment benefits paid?
For how many months is the assigned unemployment benefit paid? On average, transactions are completed within six months. But gradually the amount of financial assistance is decreasing:
- the first 90 days from the date of registration - 75% of average earnings;
- the next 90 days – 60%.
This percentage is determined at the federal level.
If a citizen was fired through his own fault or did not work anywhere during the last year, then he will be able to receive financial support for no more than 90 days.
How long can you be registered at the labor exchange?
This period is not legally defined. A citizen can remain registered until he finds a suitable vacancy for himself. It doesn't matter how many months it takes. Therefore, even after the benefit is cancelled, deregistration does not occur. This can only be initiated by the citizen himself.
Work from the employment service
Help from SZ is not only about material support. Exchange employees search for vacancies that match the applicant’s experience. Proposals are formed based on the database where enterprises send their applications.
Work from the employment service
A citizen does not have the right to refuse referrals. He is obliged to visit all organizations that are ready to hire him.
Conditions for the unemployed to register at the Employment Center
For persons who have set themselves the task of registering with the CZN, our lawyers recommend that they be sure to familiarize themselves with the information regarding the imposition of obligations on Russians, which are imposed on them after receiving documents, the main of which are:
- Persons registered with the labor exchange are required to visit this organization twice a month on the date and time appointed by the employees of the Labor Exchange Center. Otherwise, the employee of this body has the right to reduce the amount of the benefit paid by the state or stop paying it altogether.
- Also, the center’s employees will periodically offer the citizen vacancies that correspond to his professional training and the unemployed person is required to come for an interview with the employer within three days to obtain more detailed information.
- For one year, a citizen who has registered must decide on the vacancies offered to him and choose one of them as a new workplace. Otherwise, it can be assigned any suitable option that does not require certain qualifications, education and various special skills.
At the same time, when registering with the Employment Center, you need to understand that in 2021 not every citizen should hope to receive unemployed status, nor should they count on regular cash payments from the state.
Who may not be recognized as unemployed today?
According to the current legislation of the Russian Federation, the list of people who may be denied the status of unemployed includes:
- citizens sentenced to correctional labor;
- pensioners receiving an old-age pension"
- minor citizens under sixteen years of age.
Also, persons who register with the Employment Center but do not have a profession and relevant experience may be refused. As a rule, employees of a social organization offer such people to undergo training, which a person can refuse only twice, after which payments will stop and he will be offered a vacancy that does not require specific professional training.
You can find a complete list of persons who may be refused to obtain unemployed status in 2021 in Part 3 of Article 3 of the Federal Law “On Employment in the Russian Federation”.
Experience of the Reader of the website “Legal Ambulance”:
Hello, my name is Yulia. As a pre-retirement worker, I visited the Employment Center immediately after my layoff, providing the labor exchange workers with all the necessary documents to register me as unemployment. The specialist examined all the papers in front of me and returned my salary certificate, explaining that I would need it in 3 months, after receiving the redundancy payment.

After that, he sat for about 40 minutes and filled out everything on the computer and, as a result, gave me a referral for an interview with an employer and putting the appropriate mark. At the same time, I noted all the referrals, deciding that even though I was a member of the Central Health Work Center as unemployed - after 3 months I will arrange it as needed.
I recently found out that this “specialist” registered me simply as a job seeker. In response to my statements, he denies the fact that he checked my documents, claiming that I initially registered to receive 3 months of payments. As a result, I not only lost money and time, but also “burnt a lot of nerves.” in addition, the same employee is appointed as my supervisor (after being declared unemployed). Here's the story.
