What does the concept of “introductory briefing” mean?

This term hides the familiarization of newly hired employees of the enterprise with the norms and rules of labor protection adopted in the organization. In this case, the position, education, work experience and other characteristics of the employee do not matter - everyone must go through this procedure, from representatives of the management team to general workers. Moreover, in many companies, induction training is supposed to be carried out with business travelers, as well as persons undergoing training. Lack of information about the completion of training is a sufficient basis for preventing an employee from performing labor functions.

Introductory briefing is formed on the basis of standards drawn from the legislation of the Russian Federation and the specifics of the enterprise. It includes data regarding the direction of the company’s work, clauses of the Labor Safety Regulations and Internal Labor Regulations common to all employees, information about harmful and dangerous factors occurring in the organization, personal protective equipment and methods, standards of conduct, etc. .d. The employee is also familiarized with the procedure for providing first aid and the procedure for action in the event of emergency and fire situations.

Who performs the procedure

At manufacturing enterprises, a specially trained employee may be responsible for certain parts of the instruction.

To fulfill his duties, the instructor must act in full accordance with the program, which is developed at the stage of creating the company and approved by management. After the employee has been instructed, he is required to sign this in a special journal.

What problems does the document solve?

The introductory briefing logbook is similar in structure to a statement and is necessary for several reasons. Firstly, it indicates that this or that employee of the enterprise has become familiar with the labor protection standards in the organization and has successfully completed the introductory briefing, and, therefore, serves as a direct basis for allowing him to work. It also indicates who exactly conducted the instruction, and in the event of emergency situations, it is the instructor and the employee who will bear the maximum responsibility (i.e., to some extent, the journal relieves it from the employer).

State Standards

The procedure for conducting introductory training and recording its results are given in more detail in “GOST 12.0.004-90” (approved and put into effect by Decree of the USSR State Standard of 05.11.1990 N 2797). But from March 1, 2021, a new one was put into effect - “GOST 12.0.004-2015” (together with “Occupational safety training programs”) (Order of Rosstandart dated 06/09/2016 N 600-st). This regulatory document contains a sample induction program and an approved form of its registration log.

Magazine design, features

Both the format of the magazine and its design are entirely at the discretion of the organization’s representatives. In other words, it can be done electronically or handwritten. But the form typed on a computer must subsequently be printed out: this is necessary so that every employee who has been instructed can sign the log. It should be noted that the magazine may consist of many sheets. In this case, they must be numbered and sewn together using a special thread, then on the last page the responsible employee must put a date and sign.

The journal is compiled in a single copy for a period determined by management. It can be equal to one quarter, six months, a year, or indefinitely.

Logbook for training on safety procedures

The form of the log where fire safety briefings (FPB) are recorded is established by the Ministry of Emergency Situations of the Russian Federation. This is a general form for all types of briefings: introductory and primary, planned repeated and unscheduled, as well as targeted.

You can keep one journal, indicating the type of instruction in the fifth column of the lined page of the form, or create separate journals for recording all types of instruction.

The introductory training log for PPB consists of:

  • covers;
  • “body” of the document (the actual forms to be filled out).

Usually this is a notebook with A4 sheets, on the cover they indicate:

  • name of the organization and form of ownership (LLC, individual entrepreneur, OJSC, etc.);
  • log type (registration log of introductory briefing on PPB);
  • start date of registration of instructions;
  • document closing date.

Before using the magazine, its pages (except for the first) are numbered, stitched, and the stitching threads on the last page are sealed with the company's seal. Then they make a description: indicate the number of pages stitched and sealed.

The “body” of the magazine consists of lined sheets that reflect basic information: date, full name of the employee who received the instructions, his date of birth, specialty. The type of instruction and the name of the instructor are also indicated. Columns are required in which the employee and instructor sign.

The instructions themselves are not contained in the induction training log.

Safety training log

According to Art. 212 of the Labor Code of Russia, the management of any organization must provide safe conditions for personnel both at the workplace and during rest. One of the ways to ensure safety is to instruct workers. To properly conduct induction training, a program is developed and a plan is approved.

The conduct of this briefing is recorded in a special registration document - a logbook for registering introductory training in occupational safety.

The journal form is recommended by GOST 12.0.004-2015. It consists of a cover and instruction registration tables.

The cover indicates the organization whose employees are filling out the magazine, the name of the document itself and two dates:

  • start of registration records;
  • end of registration records.

The pages of the magazine are numbered, the magazine is stitched with thick thread, and its ends are sealed with a mastic seal. Above the seal is an inventory of the number of stitched and numbered pages.

The main element of the journal is considered to be registration tables consisting of 8 columns:

  1. Dates of training.
  2. Full name of the employee who listened to the instructions.
  3. The year of his birth.
  4. Positions, professions (specialties).
  5. The name of the department of the enterprise to which the employee is joining (this column may be missing).
  6. Full name of the employee conducting the instruction.
  7. Signature of the employee who listened to the instructions.
  8. Instructor's signature.

Introductory training is permitted:

  • for one employee;
  • for a group of workers at the same time.

When filling out a document, if a group of workers is being instructed, it is allowed in the “Full name of the instructor” column to indicate the name of the employee conducting the instruction once opposite the names of the workers receiving instructions.

The following are required to undergo introductory training in occupational safety:

  • with seasonal and permanent employees of the enterprise;
  • all personnel hired for the first time;
  • students undergoing internship in an organization;
  • persons working at the enterprise on a business trip.

Labor safety training can be carried out for all categories of employees of the organization if management has issued a corresponding order.

Topics of induction training are prepared by responsible persons and approved by management as part of a special program. The introductory training program for occupational safety is recommended by GOST, but management has the right to independently decide which issues should be included in the occupational safety plan and which can be excluded. According to the decision of management, a training plan is prepared and then approved. The introductory training program and occupational safety instructions are drawn up in free form.

Sample logbook for introductory briefing on labor protection

If you need to create an induction log, look at the sample below and read the explanations for it. Taking them into account, you can easily create the required form.

  1. First of all, indicate the name of the organization in the document, then designate the employee who conducts introductory briefings (his position and full name), you should also note the date of opening of the magazine and, after it ends, the date of its end.
  2. The next part of the log is best formatted as a table. The number of columns in it can be arbitrary, depending on the needs of the organization and how its representative sees the document. But there must be items about the date of the instruction, the position and name of the employee who completed it, as well as similar information about the instructor.
  3. It is imperative to provide space for the signatures of both of the above persons.
  4. In addition, you can supplement the document with other information that is relevant specifically to your situation. For example, about the structural unit in which the person works, the conditions for training, etc.


Document maintenance requirements

What the induction training log should look like:

  1. Each sheet (page) should indicate a serial number.
  2. It is recommended to lace the completed document. To do this, you can use twine, nylon thread, ribbon or linen cord. The “tails” should not be cut too short, as they should be visible from under the sticker, approximately 5-7 cm.
  3. A piece of paper is pasted over the lacing with an inscription indicating the number of sheets in the stitching, which is certified by the signature of a person with the appropriate authority. Here you need to indicate the date, month and year of the start of logging.
  4. The company's seal must be placed so that one part of it is on the pasted piece of paper, and the other part is on the official document.
  5. Filling out the journal should be done very carefully, since any corrections or omissions are prohibited.
  6. The origin of a magazine does not have to be typographical. If desired, the form can be easily found in the endless Internet space.

The registration journal is usually sealed using a unique disposable device - a numbered indicator seal. The main task is to prevent unauthorized access to the organization’s internal information.

Before you start using the document, you should draw up a title page, and also reflect on a separate line the letters and numbers of the applied seal.

During induction training, the following issues are most often discussed:

  • specifics of the organization;
  • fundamentals of the Russian legislative framework;
  • the main points of the employment contract, labor protection, work schedule, possible benefits, etc.;
  • level of responsibility;
  • number of production facilities and recommended behavior;
  • the basics of providing assistance in an emergency situation before the arrival of a team of specialists;
  • personal hygiene and minimum sanitary requirements;
  • fire safety and correct behavior in the event of danger.

Upon completion of the mandatory event, the hired employee must put his signature in the induction briefing log. Neither many years of experience nor the presence of a higher education can exempt you from the procedure.
