Do I need to pay for sealing water meters?

When is the water meter sealed?

Sealing is carried out correctly immediately after installing the resource meter, but it can also be resealed, according to the rules, when:

  • the service life of the meter has expired;
  • the water meter broke before the warranty period;
  • the ball valve broke down;
  • the device was accidentally damaged;
  • changed water pipes or water supply elements;
  • in post-accident situations;
  • after purchasing an apartment or exchanging it.

Before work on replacing the seal is carried out, it is necessary to show documents for the apartment (for a new building this will be the DDU). After operation for 4 years, hot water metering devices are sealed again. Cold water meters have a 6-year warranty.

What is sealing

Sealing is the process of installing special seals on a water meter that do not allow payers to interfere with its operation and change the readings. The process is carried out only to persons who have the right to do so. Seals are placed after connecting the water meter in an apartment or private house. It is prohibited to operate the device without seals. This filling procedure is required in the following cases:

  1. Initial connection of the metering device.
  2. Replacement of the water meter (reinstallation) due to malfunctions.
  3. Removing previously installed seals.

In these cases, the payer must immediately contact the management organization with an application. Otherwise, the consumer faces a fine.

Who is dealing with this issue

There are many companies authorized to carry out sealing, which must have:

  1. License papers for carrying out work (this is a guarantee that the person doing the work is a professional in his field).
  2. Warranty and service maintenance (necessity arises when the meter breaks down so that it can be repaired or replaced).
  3. Documentary evidence of the work performed.

Installing meters is not a mandatory procedure, but note that if you pay for services according to the tariff, then such water supply will cost 60% more. This is very expensive and all management companies often remind you to install the devices. Accordingly, it is better to install a water meter and pay cheaper, and get rid of the annoying employees of the management company.

Who seals the meters?

To recalculate payments for water supply, it is necessary not only to install meters, but also to seal and register them.
Without this procedure, payment will be charged according to the tariff. Meters can be sealed only by companies that have the right to draw up documents for them, the main one being the sealing act. Before installing seals, a specialist checks whether water meters are installed correctly and their integrity. The same specialist provides the owner of the apartment or house with a package of documents necessary for registration (in addition to the act, a technical passport is required).

It is important to choose the right company to carry out this important work. When choosing specialists you should check:

  • availability of a license to carry out this type of work (this is a guarantee of the professionalism of specialists);
  • Availability of service and warranty service , repair and replacement of devices (in case of breakdown);
  • preparation of documents for all work performed (contract for work on installing meters, installation certificate).

It is important to know that the company that carried out the installation bears the correct installation of All work must be carried out in accordance with the requirements of regulatory authorities.

How much does the service cost?

After installing the meters, a sealing specialist should arrive within 3-5 business days. Until 2021, a company could charge from 500 to 2000 rubles for such a service, but there have been updates[1] to Federal Law No. 416 “On Water Supply and Sewage.” Now sealing is carried out at the expense of housing and communal services or the management company. In 2021, according to the law in Art. 20, paragraph 5, primary sealing is provided as a free service. According to [2] Resolution No. 354, Article 31, after installing a water meter, the organization that supplies water must accept and seal the water meter. A[3] Law on the Protection of Consumer Rights No. 2300-1, Article 16 states that it is prohibited to charge for sealing. A sealing fee is charged only if the seal is broken due to the fault of the apartment owner. And it doesn’t matter if the seal was broken by a child or if it needs to be broken to carry out repair work. If they require payment, it is recommended to do this:

  1. Pay the receipt, which will be handed over to the company employees. It must include a note indicating for what purposes the payment was made, i.e. “meter sealing” must be stated.
  2. Submit a claim in writing, specifying the clause with regulatory documents on free sealing.
  3. If they do not want to carry out the procedure for free, then you need to contact the Housing Inspectorate.

Filling procedure

After installing the water meter, the homeowner must submit a written application to the management company that services his apartment or to the housing and communal services department. The organization is obliged to send a specialist within 3 days after receipt of the application.

The specialist who arrives on site is required to conduct a thorough inspection of the measuring device. He must document the fact that the connection and connection were made correctly and without any violations. After this, the seals are fixed, and a sealing certificate for water meters is drawn up. The owner of the apartment must check it carefully; it must comply with all legal requirements.

To complete the paperwork, the management company employee will need a device passport, a service agreement with the company that made the connection, and an installation certificate. Therefore, you need to contact only those companies that have permission. Since the act must indicate the type of device, serial number and service life. In addition, the certificate states the following:

  1. Information about the user, service company and employee.
  2. Residential information.
  3. Water meter readings at the time of launch.
  4. Date of preparation.
  5. And other information.

To know for sure whether the certificate form meets the standards or not, a person should look at the sample.

If all requirements are met, the document is signed by the parties. The owner is given 2 copies; he must take them to government agencies, where this information will be entered into the database.

Installation

The owner of the apartment can install water meters if he wishes, in accordance with [4] Federal Law No. 261. It states that he can install the meter himself or order the service from installers who do not have licenses. There are no requirements for self-installation. Installation involves the following steps:

  • purchase of a meter. They come in different prices and models. For example, vane and ultrasonic. The simplest winged one lasts about 12 years. You can choose any one as long as it lasts longer. The water meter must have a technical passport. Each water meter has a mark indicating the maximum water temperatures. For a hot water supply device it is 150 degrees, for a cold one - up to 40, and universal ones assume 90 degrees of water;
  • installation of a water meter. You can do this yourself or contact a specialist;
  • seal the meter. The certificate of completion of work must remain on hand.

When purchasing a water meter, you need to make sure that the equipment is complete, i.e. can't do without:

  • directly to the counter;
  • check valve;
  • connectors;
  • sediment filter;
  • fittings and auxiliary seals.

Cost of the procedure

The management company provides this service free of charge. If the arriving worker demands payment, the citizen must refuse him. If the organization refuses to attach the seal free of charge, the person can file a complaint against it.

Re-fixation is made on a paid basis, but only if interference is detected. In such a situation, the violator may be subject to administrative liability.

Seals are necessary to ensure that users do not interfere with the operation of the meters. Only utility companies can seal the fastener. In order for them to do their job, the payer needs to send an application. Within 3-4 days they will go to the address, affix the seals and draw up a document. All individuals and legal entities with property in Russia are required to comply with this procedure.

Sealing of water meters in Moscow

Now let’s discuss why sealing meters is necessary in the city of Moscow.

The most obvious thing is to avoid speculation with information about water consumption. The sealing cuts off access to the technical stuffing of the IPU, so that it is impossible to correct, fix or adjust anything in your favor. In part, it protects against accidental mechanical damage inside the water device during operation. The design of the seals provides that when you try to remove them, they are destroyed or do not give in. The task is to indicate the fact of interference, if it happens.

There are different types of fillings, but they are united by the presence of an individual unique number. There are special ones containing a substance that reacts to magnets to provide for even such a violation. You can put a filling

  • made of lead,
  • made of plastic,
  • which is just a sticker,
  • or in the form of a plastic clamp, which can only be removed by cutting.

The main functional purpose of the seal is that the device cannot be removed from the pipe without causing damage to it.

Sealing a meter in Moscow is required in the following cases: if it is a newly installed water meter; if the water meter or old seal is damaged; if the entire pipeline or specifically the section where the meter was located was replaced.

    Water meters (metering units, metering devices) are equipment designed to measure the volumes of water consumed by consumers, provided both to the entire house and to an individual apartment or occupied premises. Conventionally, metering devices can be divided into apartment-based and general-house meters.

    According to the law on energy saving (Federal Law No. 261 of November 23, 2009), almost all residential buildings are subject to mandatory installation of metering devices; as a result of the implementation of these measures, it will be possible to almost completely avoid the practice of paying for consumed cold water supply and sewerage services according to standards, and pay them based on the actual consumption of these services.

    On November 23, 2009, Federal Law No. 261-FZ “On energy saving and increasing energy efficiency and introducing amendments to certain legislative acts of the Russian Federation” came into force. Federal Law No. 261-FZ dated November 23, 2009 (hereinafter referred to as Law No. 261-FZ) regulates relations on energy saving and increasing energy efficiency.

    Law No. 261-FZ established the deadlines for equipping buildings and structures for various purposes with metering devices, including water meters. Moreover, this applies to both general house meters and apartment meters.

    Does a water meter save money?

    Installing a meter is not a method of water saving, but an incentive to rational use of water, and therefore saving your own financial resources. By installing a meter, you can constantly monitor how much you have consumed, how much you will have to pay, and how much you can reduce consumption in order to pay less. Very often, service consumers ask: how much do meters pay for themselves? But this is rather a rhetorical question, since everything depends on the subscriber himself, on how ready he is to reconsider his water use culture. For example, is he ready to learn how to turn off the tap while brushing his teeth, or to repair all the plumbing in his apartment?

    Application for water meter sealing

    Residents of Tver receive leaflets offering to install water meters at an attractive price and seal them for free. In fact, only the provider of utility services has the right to seal meters: the Management Company or Homeowners Association, and for subscribers on direct payments or with a direct form of management - Rosvodokanal Tver (Tver Vodokanal LLC).

    Any company that has a license for this type of activity can install a metering device. It is advisable that a contract be concluded and a certificate issued to the customer upon completion of the work. This is the basis for filing claims in case of poorly performed work.

    Some companies claim that they install seals. However, a meter with such a seal will not be accepted for commercial accounting. Invoices will continue to be issued as per standard.

    The management company or resource supplying organization will begin to calculate water consumption according to indications only after they themselves have installed seals and drawn up an act of putting metering devices into operation. This responsibility is assigned to them by Decree of the Government of the Russian Federation No. 354.

    Tver Vodokanal accepts applications for sealing at the office at the address: st. 15 years of October, 7, room. 102. You must have the latest payment receipt with you. The company also installs metering devices. You can leave a request by phone. 353-329: 62-01-02, 48-11-00, on the form in the office or on the main page of the website tvervodokanal.ru - the “Application for meter installation” button.

    Conditions and procedure for sealing energy metering devices

    It is often necessary to move an electricity meter to another location, install a new one and dismantle the old or broken one. During these procedures, the integrity of the seals on the device is lost, so sealing the meters is an integral part of the installation of the new system.

    In what case is sealing paid?

    Depending on a number of factors, the procedure can be either free or paid. It is important to know what is the reason for such work:

    • Sealing of meters upon request.
      In the case of initial installation or replacement of a meter at the request of the energy supply company, the procedure is carried out at the expense of the service provider. There is no fee charged to the home owner.
    • Re-sealing.
      Both at the request of the consumer and for reasons beyond his control (equipment failure, wiring fire), the service must be paid for by the owner of the premises.

    Procedure

    Sealing of electric meters when replacing a metering device at the request of the owner occurs in the following order:

    1. Contact the electricity supplier branch at your place of residence.
    2. Submission of a written application in the personal presence of the owner of the premises.
    3. Pay for the service at a bank branch and receive a check.

    After the electrical energy meter is sealed, an employee of the organization will provide you with a certificate of work performed, containing readings from both the old and new devices. In addition, the document indicates the place and date of installation, as well as the name of the organization that provided the services.

    Types and methods of installing fillings

    There are two types of seals for electricity meters:

    • Seals installed by the device manufacturer.
      Their presence guarantees that the device has no mechanical defects, has passed performance tests, and the accounting accuracy and other characteristics correspond to the data specified in the passport. It is worth noting that if this document is missing, employees of the energy supply organization may refuse to install and seal new equipment, since information about the date of issue and verification will be unknown. The factory seal is attached to the bolts of the device body.
    • A seal installed by the electricity supplier.
      This type of seal is installed by specialists of the energy supply organization in case of installation or replacement of the meter. The seals are attached to the safety cover of the phase and ground wire connection terminals. If a transformer switching method is used, the transformer cover must also be sealed. Both standard metal or plastic seals and special magnetic stickers are used as seals.

    Who can seal the electric meter?

    Only employees of organizations providing electricity supply services have the right to sealing. It is worth paying attention to the fact that in the event of illegal (uncoordinated with the supplying company) removal of the seal, the calculation of electricity charges will be made based on average indicators from the moment of the last inspection to the date when the violation was discovered. Residents of apartment buildings must submit an application for sealing either directly to the electrical network or to organizations that supply electrical energy. One of these is the largest electricity supplier in Moscow and the Moscow region. You can find out details about the services provided, such as initial installation, replacement or sealing of meters, on the company’s website.
