What is included in the average per capita family income?

When calculating this indicator, all money received by the family is taken into account. They can be received by grandmothers, parents and even children. All income that citizens may have for personal purposes is taken into account. This includes the following cash receipts:

  • compensation paid to persons engaged in the performance of public duties;

Who is entitled to benefits in 2021

State financial support is provided to a family that has officially entered into an agreement with social security authorities and has proven its low-income status.

What is average per capita income

Material support for low-income groups of the population is provided at the regional level.

Benefits for low-income families are assigned in different amounts, depending on the subject of the Russian Federation and taking into account previously paid benefits.

Benefit for low-income families with children under three years of age

Until one and a half years, the mother receives benefits from the employer (if there is official employment in the amount of 40% of her salary) or from the state, taking into account the minimum wage.

When the child reaches 1.5 years of age, payments stop. The only compensation remaining is 50 rubles, which can be received monthly until the child turns 3 years old. In this regard, in some regions a surcharge has been introduced for low-income families with children aged 1.5 to 3 years.

For example, in Moscow the amounts of payments in 2021 are as follows:

    In St. Petersburg, payments are made if there are children aged 1.5 to 7 years.     Allowance for children under 18 years of age

    After the child reaches the age of 1.5 years, low-income parents can only count on this type of payment.

    Criteria for assigning such payments:

    • family income is below the subsistence level in the region;
    • the benefit is assigned to each child under 18 years of age;
    • the region allocates funds for the payment;
    • The benefit amount is reviewed annually.

    Each region has the right to independently approve the amount and timing of the transfer of such benefits. The amount, procedure for assigning, indexing and paying child benefits, including the conditions and frequency of its payment (at least once a quarter), including the use of need criteria, are established by laws and other regulatory legal acts of the constituent entity of the Russian Federation.

    Payments to large low-income families

    This benefit was established with the aim of increasing the birth rate in the regions. Families can receive payments:

    • for every 3rd and subsequent child;
    • in which the child or parent applying for payment is a citizen of the Russian Federation.

    The benefit amount is equal to the subsistence level in each region.
    Until 2021, this type of assistance has been installed in 50 regions of the Russian Federation. Since February 2021, payments have remained at 42.

    In the remaining 8, due to an improvement in the birth rate situation, regional support has ended (except for families where babies were born before 2021 and after they reach the age of 3 years).

    Subsidies for housing and housing and communal services

    There are some incomes that should not be used during the calculation. According to the law, the average per capita family income does not include the following income:

    • money earned by adult children living separately from their parents;
    • funds paid by the state to children receiving state support;
    • payments assigned to a spouse during training at any military institution.

    Citizens must notify social security employees about the presence of such income, but these revenues do not increase the average per capita income.

    Introduction of food cards

    In particular, future applicants have the right to enter higher state educational institutions under the following conditions:

    1. The age of such applicant does not exceed 20 years;
    2. The child successfully passed the exams;
    3. The child’s parent is raising him alone and has group 1 disabled status;
    4. All preschool children of this segment of the population go to kindergarten without a queue;
    5. For children under 6 years of age, all medications are provided free of charge;
    6. School and sports uniforms are issued;
    7. Children are fed free of charge in the canteen (2 times a day).

    Entering food cards

    Starting in the summer of 2021, it is planned to introduce food cards for families whose income is below the established minimum in the region. Now this bill is still at the consideration stage; it is being decided how much money will be on this card.

    It is planned that the “World” card will be used
