Who can receive

Who has the right to maternity capital?

Women who gave birth to or adopted a third or subsequent children in the period from January 1, 2012 to December 31, 2026 can take advantage of the right to maternity capital.

The main condition for receiving funds is the presence of permanent registration in the Leningrad region.

Please note that the assistance is one-time, so if the third and fourth children were born (adopted) during the specified period, it is assigned in connection with the birth/adoption of one of them.

In addition, men can apply for regional maternity capital in St. Petersburg and the Leningrad region in the following cases:

  • if the father is the only parent of the third and subsequent children;
  • when the mother died or was declared dead;
  • if the mother was deprived of parental rights (the adoption was cancelled);
  • when the mother committed an intentional crime against the child, which relates to crimes against the person.

A man cannot take advantage of the right to additional monetary assistance if he is the stepfather of a previous child, or if the child, in connection with whose birth or adoption the right to receive family capital arose, was recognized as left without guardians.

In the event of the death or deprivation of parental rights of both parents, a child can benefit from additional social assistance. In this case, the application for funds is submitted by the legal representative of the children.

Please note that when the right to maternity capital arises in St. Petersburg, children are not taken into account:

  • in respect of which the applicant was deprived of parental rights or the adoption was cancelled;
  • in relation to adopted children who are stepdaughters or stepsons of the applicant.

It is worth considering that the date of birth of previous children is not taken into account when assigning additional financial assistance.

What can you spend it on?

  1. To improve housing conditions, including payment of a down payment and (or) repayment of the principal debt and payment of interest on loans and borrowings for the acquisition (construction) of residential premises located in St. Petersburg and the Leningrad region, including mortgage loans provided to citizens under credit agreement (loan agreement);
  2. For the acquisition of a plot of land for gardening for one’s own needs and (or) construction of a garden house;
  3. For a child (children) to receive high-tech medical care, medical rehabilitation, to purchase vouchers for a child (children), a child (children) with parents (one of the parents) in the organization of sanatorium treatment and (or) recreation, located on the territory of the Russian Federation , including payment for travel to the place of receiving high-tech medical care, medical rehabilitation, sanatorium treatment and recreational recreation;
  4. What is regional maternity capital?

Maternity capital in St. Petersburg and the Leningrad region is additional maternity capital that is issued exclusively to citizens registered in the region. He is financed from the budget of St. Petersburg and is appointed in the department of social protection of the population.

Regional maternity capital differs from federal one in that the first is regulated by the laws of the Leningrad government, and the second by federal legislation. Can a payment be refused?

  • a copy of the license of a medical organization or educational institution;

  • certificate of acceptance and transfer of the car;

    In what form is the payment and where to apply?

    Regional maternity capital can only be used for specific purposes. Funds are transferred in non-cash form to the bank account of the certificate owner (in the form of costs incurred) or to the account of a third party (bank, seller, organization, etc.).

    Demographic situation in the region

    A significant increase in the birth rate in St. Petersburg occurred just at the time of the introduction of the maternity capital program in 2007, which may indicate its positive effect.
