Good afternoon, dear reader.
For several years, parking in the center of Moscow has been paid. Each driver, leaving his car on the city streets, must pay for parking (from 40 to 200 rubles per hour), and this must be done in advance.

In what case is a fine imposed for unpaid parking in Moscow?
A driver who parks his car in a paid parking lot must pay for it immediately. There are currently several payment methods available.
If you decide to use paid parking for the first time, then in any case you will first have to understand the features of the chosen method.
The easiest way to pay for parking is via SMS to number 7757 .
Pay for parking | Extend parking | Parking stop | |
Sample | [parking number]*[car number]*[number of hours] | X[number of hours] | S |
Example | 2005*X987XX777*2 | X1 | S |
Message 2005*X987XX777*2 will debit money from your mobile phone account for parking a car for two hours in parking lot number 2005. Car number X987XX777.
Another convenient way to pay for parking in Moscow is to use a parking meter . A parking meter is a special terminal that accepts bank cards.
There are also other methods, which can be found on the Moscow parking website parking.mos.ru
However, regardless of the chosen method, the driver has 5 minutes to pay . Those. No more than 5 minutes should pass from the moment the vehicle stops until payment is confirmed. It is this gap that causes the most problems for drivers using paid parking for the first time.
Note. Until December 15, 2021, 15 minutes were given to pay for parking, but this period was reduced to 5 minutes. The driver also has the opportunity to stand in the parking lot for an additional 5 minutes after the paid time.
In the case of payment via SMS, confirmation is a response message; when using a parking meter, a receipt is issued.
In general, a driver who does not pay for parking within 5 minutes receives a fine.
When to pay
How long does it take to receive a fine for unpaid parking? Typically, a document confirming the need to pay for the violation is sent to the motorist by registered mail within one month. The maximum period during which a driver can be charged with such an offense is two months.
Fact: There is no need to hope that perhaps a penalty will not be imposed. Each paid parking lot is equipped with means of photo and video recording of violations. Also, every 15 minutes a special vehicle with specialists from the controlling organization drives around the parking lot.
Thus, the topic of payment of sanctions for non-payment of parking, including the question of how long it takes to receive a parking fine, is discussed in detail. Every motorist is obliged to comply with the rules established by the legislative acts of a particular locality. If the driver is sure that he did not violate them, he can challenge the imposition of an administrative penalty in court.
How long can you park for free in paid parking in Moscow?
In 2021, a car can park in a paid parking lot for free no more than 5 minutes before the start of the paid period, and no more than 5 minutes after the end of the paid time.
Payment for parking is controlled by special vehicles driving through the parking lot every 5 minutes. When you first drive through a parking lot, the camera records the cars parked there. When passing through again, the camera finds cars parked in paid parking for more than 5 minutes. If payment has not yet been received, then the fine process begins.
How to check a fine for unpaid parking?
Through State Services
Here you should enter the registration certificate number of the vehicle (vehicle) or the driver’s license number of the owner of a particular car (the “By driver” tab), and then press the “Search” button.
Immediately after this, information about the driver’s unpaid fines will appear on the monitor. You can learn more about each of them by hovering over a specific fine.
The fine is sent by postal receipt to the address of the place of residence. But, since not all drivers live where they are registered, not everyone constantly checks their mailboxes, and sometimes there is too much correspondence, naturally, the receipt can easily get lost. Therefore, in order to check whether there are unpaid hours in the parking lot or an unpaid fine, it is recommended to use the official website of the State Unitary Enterprise "AMPP".
Important! 40–60 days are given for payment. If you do not have time or deliberately ignore the received fine, you will receive a summons to court, where, by order of the judge, the police can arrest you for up to 15 days, and also prohibit you from traveling abroad.
A paper copy of the resolution on a fine for non-payment of parking in Moscow in 2021, as a rule, arrives by mail to the violator’s address. This does not always happen in a timely manner, as a result of which the owner may lose the right to preferential payment. There are a number of ways to find out if there are unpaid parking fines in Moscow:
- Free message to number 7377. The text of the message should be as follows: fine 77ав145625, where 77ав is the series, and 145625 is the STS number.
- A free message to number 7377 with the following content: fine 77ав145625, where 77ав is the series, and 145625 is the driver’s license number.

Thus, the largest fines are provided in the capital. In other regions it is at the level of 500-3000 rubles.
In some regions, various sanctions are established for individuals and legal entities, as well as for officials. The table above shows the amount of fines for citizens.
○ What are the fines for non-payment of parking today?
The Code of Administrative Offenses of the Russian Federation does not contain an article on fines for non-payment of parking in a paid parking lot. But they are in local administrative codes. So in Art. 8.15 Code of Administrative Offenses of Moscow:
- “Failure to pay for placing a vehicle in a paid city parking lot 2. Failure to pay for placing a vehicle in a paid city parking lot shall entail the imposition of an administrative fine on citizens, officials and legal entities in the amount of two thousand five hundred rubles. »
The same norm is in 3.16 in the Code of Administrative Offenses of the Republic of Tatarstan, the Law on Administrative Offenses of the Tver Region. The authorities of the Krasnodar region chose a more lenient punishment and introduced Art. 3.10 to the Law of the Krasnodar Territory on Administrative Offenses:
- “Failure to pay for placing a vehicle in a parking lot (parking space) located on a public road of local importance and used in accordance with a municipal legal act on a paid basis shall entail the imposition of an administrative fine in the amount of one thousand rubles. »
Car owners often worry about whether their car can be detained and towed for non-payment of parking? In accordance with Art. 27.13 Code of Administrative Offenses of the Russian Federation:
- “7) Violation of the rules for stopping or parking vehicles on the roadway, resulting in the creation of obstacles to the movement of other vehicles, as well as stopping or parking a vehicle in a tunnel.”
That is, a car can be towed only if it creates obstacles for the movement of other vehicles, which cannot usually be said about paid parking.
In addition, after the 2021 amendments, car detention will be possible only in areas marked with “tow truck operating” signs. If the car was carelessly abandoned, a detention occurred, and a impound lot awaits you, then you need to remember that, according to Art. 27.13 Code of Administrative Offenses of the Russian Federation:
- “There is no charge for moving the vehicle, for the first day of its storage in a specialized parking lot and for blocking.”
Then the costs will consist of the fine itself (from 1000 to 2000 rubles depending on the region), the price of the tow truck (from 1500 to 2500 rubles). If you fail to pick up the car on the first day, the impound lot will cost an additional 30–40 rubles per hour.
Please note that it is not possible to pay a fine or parking ticket in cash into the hands of a parking inspector. If someone offers such services, then he is a scammer and you should be wary of him. Disabled people, WWII veterans, and emergency services employees are exempt from the obligation to pay for paid parking during working hours.
You should not try to hide license plates. You can often see rooms deliberately soiled with dirt, hung with rags, papers, or even equipped with cunning devices that cover the rooms with curtains or expose them to camera footage. Of course, Part 1 of Art. 12.2 of the Code of Administrative Offenses of the Russian Federation speaks only about driving a vehicle, that is, driving:
- "1. Driving a vehicle with unreadable, non-standard or installed state registration plates in violation of the requirements of the state standard, except for the cases provided for in Part 2 of this article, shall entail a warning or the imposition of an administrative fine in the amount of five hundred rubles.”
Previously, this was subject to a fine of 5,000 rubles, but the Supreme Court clarified and canceled it. However, in practice these tricks are not useful.
- Firstly, it costs the inspector nothing to remove the rag or piece of paper.
- Secondly, if a violation is recorded by a parking ticket (a special car), then a special program will quickly select the missing symbol based on the number and make of the car.
- Thirdly, having seen such a car after it has been parked, the inspector may appear in person.
There have been cases of evacuation of cars with license plates covered by curtains on the basis of suspicion of theft (but this was with the participation of traffic police inspectors).
○ Paid parking in Russia.
In megacities choked by traffic jams, authorities have tried a lot of ways to transfer people to public transport; even the metro can’t save them.
Statistics show that most of the cars parked in business centers belong to office employees.
They sit around, just taking up space all day long. In order to convince such citizens to leave the iron horse at home, the capital authorities decided to borrow Western experience - to introduce paid parking by Moscow Government Resolution No. 289-PP dated May 17, 2013.
So, what is paid parking? Clause 1.2 of the Road Traffic Rules defines:
- “Parking (parking space)” is a specially designated and, if necessary, arranged and equipped place, which is also part of a highway and (or) adjacent to the roadway and (or) sidewalk, shoulder, overpass or bridge, or is part of underpass or under-bridge spaces, squares and other objects of the road network, buildings, structures or structures and intended for organized parking of vehicles on a paid basis or without charging a fee by decision of the owner or other owner of the highway, the owner of the land plot or the owner of the corresponding part of the building, structure or structures."
This innovation works quite simply. After parking the car, the driver has free time , usually 15 - 30 minutes, during which he is supposed to pay for parking through a parking meter terminal, with a bank or special card, or via SMS. Unlike Europeans, Russians do not have the opportunity to pay in cash.
This concept appeared in the traffic rules in 2013, simultaneously with the introduction of a pilot project to spread paid parking zones in the center of Moscow. Over the past three years, they have ceased to be a rarity and are expanding within Sadovoye, and other cities are confidently picking up the initiative. Now sign 6.4 (parking space) in combination with sign 8.8 (paid services) can be seen in St. Petersburg, Voronezh, Saratov, Khabarovsk, Krasnoyarsk, Remi, Kazan and a dozen other large cities in the country.
Where they do not yet exist, projects are under consideration. It must be said that the cost of parking in such places is determined by local authorities based on the purposes of their introduction.
In the capital, the cost of an hour of parking will cost from 60 to 130 rubles, the further from the center, the cheaper.
Overnight parking for residents of areas with paid parking is free from 22.00 to 8.00. The effectiveness of such a measure to relieve congestion on the streets is evidenced by the fact that the possibility of allowing parking under “No Stopping” and “No Parking” signs is discussed.
Among the most budget-friendly in this area are Yekaterinburg - 30 rubles per hour and Perm from 20 rubles per hour.
In cities, special institutions are created that monitor the operation of parking lots and send out fines for non-payment. So, in St. Petersburg this is the St. Petersburg State Public Institution “City Parking Management Center of St. Petersburg”. In Moscow this is the State Public Institution "AMPP".
Is there a discount when paying?
Most motorists are aware of the traffic police promotion with a discount for responsible drivers who promptly pay fines. Therefore, many are interested in the question of whether there is a discount on fines for unpaid parking in Moscow.
The answer, unfortunately, will be negative. Most fines related to traffic and vehicles are actually handled by the State Traffic Safety Inspectorate, and the State Traffic Safety Inspectorate is holding a promotion with a discount of up to 50% for prompt payment and conscientiousness of drivers.
But parking fines are outside the authority of the traffic police, they are in charge of the State Administration of the Autonomous Republic of Belarus. This organization does not give discounts; you will have to pay in full.
