Legal status by force of law presupposes the endowment of its owner with a special set of rights and obligations that differ from the standard general civil legal status. Regarding the legal status of a large family, it should be noted that it implies an expanded list of rights, including to receive additional social measures and guarantees from the state.

Large families include families in which 3 or more children are raised (in some regions from 4 children) who have not reached the age of majority, and in the case of continuing education, up to 23 years of age. Each region independently determines the conditions for recognizing a family with many children and the rules for issuing the corresponding certificate.

The status of large families is the responsibility of regional legislation, which regulates the procedure and conditions for recognizing families as large families, as well as a list of expanded rights and benefits for them. All questions related to obtaining the status of a large family and the further exercise of rights to benefits should be directed to the department of social protection and provision of the population of the district administration at the place of residence of the family.

What benefits are provided?

The minimum package of benefits for large families is established in Decree of the President of the Russian Federation No. 431 of May 5, 1992 and includes:

  • discount when paying for electricity, gas and housing and communal services, which is fixed at the federal level at least 30%;
  • for children under 6 years of age, free medications;
  • granting the right to travel without payment on urban and suburban transport;
  • food for children studying in schools and vocational schools;
  • admission of children to kindergarten on an extraordinary basis;
  • provision of school uniforms, including sports uniforms;
  • providing one day each month to visit cultural and recreational parks and museums free of charge.

Additionally, the state provides financial and organizational support:

  • when forming peasant farms and individual entrepreneurs and engaging in entrepreneurial activities in other forms, large families can apply for the allocation of a land plot, receiving loans and financial subsidies for business development;
  • when engaging in gardening activities and running a subsidiary plot, land plots are allocated free of charge;
  • provision of loans and advances on preferential and interest-free terms for housing construction;
  • priority solution to employment problems for parents recognized as having many children. Providing jobs in government organizations.

At the regional level, the list of benefits can only be expanded; as a rule, a discount for housing and communal services is set at up to 50%, food provision is provided in the form of special food cards, and others.

Now the MFC says that it is impossible to issue an extension (or apply for a new certificate) because “the system is not working”, you need to submit an application through State Services. This, of course, is very inconvenient, but it would be tolerable if the renewal procedure were more or less clear. If you submit all the necessary documents, the certificate should be issued within 1 business day.   • free use of paid physical education, health and sports services provided by institutions that are part of the city state system of physical culture and sports;
  • eligibility for subsidies or housing for needy families;
  • priority right to receive garden plots;
  • free use of bathhouses operated by the Moscow Government;
  • free travel on public transport for one of the parents;
  • free parking;
  • free production and repair of dentures (with the exception of metal ceramics, precious metals, porcelain) - for mothers who have given birth to 5 or more children;
  • electronic social certificate - for families who find themselves in difficult life situations (funds can be used to purchase children's goods);
  • preferential mortgage at 6%;
  • transport tax benefits;
  • land tax benefits - for one land plot you can reduce the tax base by 1 million rubles.

If there is a multifunctional center near your work or home, then it is more profitable to contact it. Your application will be processed as quickly as possible, and they will help you with documents if necessary. The opening hours of such centers are often more suitable for working citizens.

Before applying, you should prepare a package of documents confirming the right to be recognized as a large family. Their full list is regulated by regional acts. The rules for issuing certificates in the regions are different; in some, a single certificate is issued for the family, while in others it is separated for each of the parents or only for the applicant. After a divorce, only the parent with whom the children live can apply for a certificate.

After conducting an inspection, which takes up to 30 days on average, the administration makes a decision to recognize the family as large. It is this decision that is the basis for issuing the certificate. Based on the results of consideration of the application, a decision may also be made to refuse recognition of a family with many children, as a rule, for the following reasons:

  • non-compliance with the criteria for the status of a large family;
  • providing false or incomplete information;
  • registration of children in respect of whom parents have been deprived of parental rights, transferred to the guardianship of other persons, and also who are fully supported by the state.

The certificate, on the basis of which a family is recognized as having many children, is issued on a state-issued form and has an individual number. It is quite easy to detect document falsification, since all officially recognized large families are included in a single register.   • passport for parents (including adoptive parents). If the parents are divorced, then only the person with whom the children live directly can obtain a certificate;
  • birth certificates, for children over 14 years old - passport;

  • marriage certificate, divorce certificate and other similar documents;
  • documents containing information about family composition (extract from the house register).

The specified documents are attached to the application, which indicates the requirement to recognize a family with many children and issue the appropriate certificate.

State bodies do not have the right to demand a package of documents not provided for by law. In addition, parents are not required to provide those documents that social security authorities can obtain on their own, for example, an extract from the registry office and the like.

Issue date

The validity period of the certificate is set independently in each region. In practice, the following validity periods for a large family certificate are found:

  • 1 year, after which the family must be re-tested for compliance with the conditions for large families. Based on the results of the verification, the validity of the certificate is extended;
  • for several years until the required number of minor children are in the family;
  • for a certain number of years until the children reach adulthood.

Of course, the annual re-registration of large families is quite inconvenient for parents.
