A work book is the main document containing information about a citizen’s work activity. This information serves both to confirm the professional qualifications and competence of a citizen for employment, and to determine the size of the labor pension upon reaching the appropriate age.
Thus, the work book is a very important document, which, in turn, provokes an increase in cases of falsification of both the forms themselves and the information reflected in them. One of the most common ways to protect against forgery of work books, as well as falsification of their contents, is to stick special holograms.

What are holographic stickers used for?
It is impossible to pass by a holographic sticker - a bright sticker shimmering with all shades of the rainbow attracts the attention of children and adults. It is a thin film on which a 3D pattern is applied, changing its color depending on the viewing angle. This feature is based on the physical property of refraction of light rays.
Holograms began to be used a long time ago; now they have become widespread in all areas of trade and marketing. Bright stickers guarantee the authenticity of the goods. Each manufacturer tries to use a unique holographic pattern to confirm the originality of the product being manufactured.
In recent years, holographic lamination has been increasingly used to confirm the authenticity of documents. Diplomas, certificates and other forms are more credible if there is an iridescent sticker on the surface. Now they can be found on tickets, insurance policies of various profiles, in medical books and other papers that have a special purpose. Everyone knows well: you can protect forms from counterfeiting using standard techniques and security elements:
- stamp, seal;
- signatures of an authorized employee or manager;
- watermarks;
- special paper with invisible elements.
It is important to know! But such measures are not always highly effective, so they are not enough to ensure the safety of the original form. For this purpose, it was decided to introduce an additional security element - a bright iridescent sticker.
What is it for?
No regulation establishes an employer's obligation to use holographic stickers. There is no mention of this either in the “Rules for maintaining and storing work books...” or in the Labor Code of the Russian Federation. They began gluing holograms in 2008, when Goznak issued an explanatory letter with instructions on the use of this type of protection.
This was done in order to prevent forgery of a document confirming the work merits and length of service of a citizen. With this element, the employer guarantees the accuracy of his records and is able to protect them from subsequent changes. The Federal Employment Service explained in response to numerous questions from personnel officers that the hologram is an additional, but not compulsory, precautionary measure. It is possible to use it in personnel records, but not necessary.
The hologram is usually affixed by representatives of the employer at the time of the initial issuance of the form. This procedure is carried out either by an employee of the personnel department or by the chief accountant. And since a feature of this type of protection is self-destruction when trying to delete it, it should be glued to those pages where there will be information that should be prevented from changing. The law does not specify a mandatory place for application, so most often it is glued to the title page.
The need for a hologram in a work book
For many decades, the main document reflecting records of the number of years a citizen has worked has remained the work book. The head and representatives of relevant services must follow some recommendations for filling out forms of this type. They are set out in the relevant Resolutions:
- adopted by the Government of the Russian Federation - No. 225 of April 16, 2003 (Rules);
- approved by the Ministry of Labor and Social Development of the Russian Federation - No. 69 of October 10, 2003 (Instructions).
But there is no mention of the fact that there must be a hologram on the work book, and, moreover, no instructions on where to paste it, in any of these documents. This implies that:
- there is no prohibition, as well as an order on the mandatory use of a sticker;
- the official is not required to attach the emblem when making an entry;
- the employer has the right to decide on the advisability of using the sticker;
- the work book retains legal force both with and without a protective element.
Normative documents do not contain the issue of an agreement with an employee on pasting a hologram. But according to the rules of business ethics, it is necessary to coordinate such actions, since he, and not the employer, is considered the owner of the form.
Legality of placing holograms
An additional measure of protection remains an additional measure. There is no absolute need to use stickers. Workers do not have to fill out work books themselves. Employers should do this. Organizations that enter into employment contracts with their employees have the right to decide for themselves whether to use this special method of protection or not.
There is no consensus on whether additional measures should be used in the work. Some personnel employees believe that this will be a mandatory attribute of work records. Others say that this innovation will never be mandatory and do not use holograms.
Refusal to use holograms is completely legal. If state laws on their use are not adopted, you can absolutely safely continue to use work books without additional protection.
Legislatively, holograms were not declared a mandatory measure for protecting signatures. The Government Decree approved only the forms of new work books. Security stickers are issued on the initiative of Goznak and their use is voluntary.
General rules for gluing a hologram
Despite the lack of a legislative framework, in order to reduce the risk of falsification, Goznak of the Russian Federation has been printing work books and separate sheets with holographic stickers for more than ten years. According to the primary intention of the creators, they were designed to secure the information entered into the form about the admission, dismissal and personnel movements of its owner. Six logos are printed on one paper. For the correct use of protective elements, the organization has posted appropriate explanatory instructions on its official website.
- Before attaching the logo, it is necessary to determine the information that is subject to protective measures.
- The hologram must be positioned strictly vertically, the pattern should not be turned sideways or down.
- When gluing the film, you must ensure that there are no folds or wrinkles, and that the surface remains smooth and even.
- In each copy, it is permissible to use one or all of the elements, which are included as a separate insert.
- Holographic stickers can only be used in new documents that have strictly designated areas.
When fixing the protective emblem on a piece of paper, you should be careful, since if the attempt is unsuccessful, you may need to replace the work book.
Place sticker
As already mentioned, there are no mandatory tips on where to stick the hologram in the work book. Taking into account current practice, measures to reduce the risk of falsification need, first of all, the title page. However, according to the instructions of the Federal State Unitary Enterprise Goznak, the following may be subject to preservation from counterfeiting:
- basic information about the owner located on the first page of the form;
- series and number of the work book assigned when the employee was hired;
- stamp (seal) of the company that opened the document;
- signature of the manager or his authorized representative, as well as the owner;
Other identification data that, in the opinion of the director or head of the OC, may be the most important, may also be protected in the form of a hologram. These are often records of dismissal, which reflect the reasons for breaking the ore contract. For example, an employee violated work discipline and was fired, about which the relevant information was entered into the work book, confirmed by the signature of the manager and the company seal. A subordinate, dissatisfied with the decision, may try to correct the information. If there is a holographic emblem, this will be problematic, since when the film is peeled off, part of the pattern remains on the sheet of form.
Who can stick
According to Art. 66 of the Labor Code of the Russian Federation, all responsibility for maintaining, filling out and preserving work books lies with the employer. By personal order, he can appoint an official or delegate his powers to a specific employee. As a result, both the head of the company and his recognized representative have the right to make changes and sign. In practice, the personnel department is responsible for maintaining the forms. Any of his employees has the right to attach a sticker in the work book, but the boss will indicate where to stick it.
Thus, responsibility lies both with the head of the enterprise and with the appointed performer. The order becomes the object of attention during verification by the relevant services.
Where can I get it
Holographic elements of the current sample are produced solely to reduce the risk of falsification of information in work books. Therefore, they are implemented in the form of inserts to the main document. It is impossible to buy stickers separately, as well as order them from printing establishments. The only option for purchasing holographic emblems is to purchase blank copies of the books. But even in this case, not all organizations can engage in the production and sale of documents of this type, but only those that:
- there is an agreement with Goznak or its official representatives.
- has the right to produce printed products of a secure type and strict reporting forms.
Before contacting any company to purchase work books, it is recommended to visit the Federal State Unitary Enterprise website and familiarize yourself with the full list of distributors of these products.
Where not to attach
Since the procedure for using the new type of protective elements is not regulated by law, it is necessary to indicate places in the work book where it is not recommended to glue a hologram under any circumstances. These are areas spanning two full lines that contain:
- education data;
- information about profession and specialty.
Attention! Such information is not mandatory and can change over time: an employee can graduate from another university or master a new profession. The presence of a protective emblem will create certain obstacles to making changes, which will be the reason for issuing a new form.
Rules for using holograms
When using holograms in a work record book, you must follow the following rules:
- Only the employer has the right to attach a hologram. This is done after completing the book form.
- The hologram can only be glued to the insert or title page.
- It should be placed at the location of the props that need to be protected.
- The element must be in the correct position. It is important to be careful not to stick it upside down. Stickers with creases are also unacceptable.
- The hologram can only be used once. Any actions performed with it after application will be clearly visible and will invalidate the work book.
What are stickers for?
Stickers are additional protection designed to protect the employer from false information.
The essence of additional protection is that attempts to peel off or replace the sticker will lead to tearing of the paper or noticeable defects.
This means that the fact that the data has changed will be noticeable, so the book must be replaced.
Why do you need a hologram?
Unfortunately, realizing the importance of a good work record, some owners resort to deception - they add data to it in order to appear in the best light to a potential employer. It was in order to prevent such a situation that holograms appeared. It is simply impossible to make it yourself at home.

Procedure for using a hologram
Organizations that use holograms when preparing work books must act in the following order:
- Make the necessary entry in the book.
- Apply a stamp or signature of the employer.
- Take the insert with holograms.
- Peel off one of them from him.
- Paste it slightly below the entry that needs to be protected from corrections. When gluing, you need to make sure that the protective hologram is not glued upside down.
- You need to glue it as evenly as possible so that “wrinkles” do not form on it.
If the hologram cannot be glued smoothly, it must not be removed under any circumstances. This action can only spoil the employee’s work record and make it invalid. We must not forget that protective stickers are made of very thin material that tears very easily. Therefore, the process of gluing a hologram must be approached with attention and accuracy.
Where to glue the hologram: sample
The hologram can be placed:
- near the signature of the employee for whom the book is issued;
- near the signature of the organization employee who filled out the book;
- near the company’s company stamp;
- at the very top, near the book number.

Where can I get a hologram?
It is impossible to buy stickers yourself; they are not sold just like that. The sheet with holograms is purchased by the head of the organization along with work books. Or rather, the new sample work book already comes with an insert with stickers. They are supplied by Goznak or authorized organizations that have a license and certificate for the sale of such documents.
Of course, a citizen can independently purchase a work permit, but there is an option that a third-party organization will sell a document in an improper form.

Mandatory or not? Despite the rather long period since the appearance of the hologram, the need for its use has not been approved in Russian legislation. Official explanations from the manufacturer of such stickers, FSUE Goznak, are for informational purposes only.
Therefore, the protection of work record forms and the information entered there is not mandatory. The decision to use stickers is entirely at the discretion of the employer. Work books of the established standard are valid both with holograms pasted in and without such elements. How and where is the hologram placed in the work book? The legislation does not define the exact pages and fields for gluing holograms, as well as the rules for their application. At the same time, in places of sale of work record forms with protective films, recommendations on their use are given. This fact greatly confuses employers, who still cannot understand which sample needs to be ordered. Is it necessary to glue it? As mentioned earlier, despite the fact that the hologram has been introduced for a long time, the need for its use is not explained by law. Goznak issued a letter along with the stickers, where everything is explained in detail. But since it is purely informative, the work book can be used without a hologram. Therefore, the decision to use protective stickers rests solely with the employer. Employment forms of the established sample are valid both with and without a hologram.

Where should you not put a sticker?
Despite the fact that the law does not regulate in any way the places where the hologram is glued, there are areas where it is undesirable to place stickers. It is better not to glue these protective equipment in areas where:
- information about the employee’s education;
- information about the specialty or profession he received.
Types of work records and ensuring their protection
Today you can find four types of work record forms. All of them are valid. These include:
- Book from 1938.
- Book from 1974.
- A collective farmer's book from 1975.
- Modern book from 2004.
Not a single regulatory act stipulates that books must be certified using holograms, that is, this element of protection is not mandatory, and the employer or employee will not be punished for its absence.
At the same time, ensuring the protection of information is relevant, as follows from paragraph 27 of Resolution No. 225, according to which any changes in the book are not allowed - only corrections of incorrect entries can be made in the prescribed manner.
One of the effective ways to protect information is to stick holograms. This is a sticker that is pasted into a document. It will not be possible to carefully remove it and make unauthorized corrections, for example, to a signature; therefore, anyone can easily detect the changes made.

What are holograms used for?
A hologram is a special film that protects a document from forgery, ensuring the safety and reliability of the information entered. It has manufacturing specifics (secret components), which will not allow it to be re-glued, since such an attempt will cause delamination and the adhesive base will not be rubbed off. The surface has a certain pattern that shimmers when light hits it from different angles.
Applying such a sign is carried out in two ways: manually, automatically. The first method is suitable for preparing current documentation, the second is applied to money, tickets, and documentation of special importance.
In RF PP No. 225 para. 2, paragraph 46 of March 25, 2013, it is noted that the procedure for ensuring labor code is not regulated by law, and it is not protected. The Ministry of Finance in 2011 provided clarification on how to properly use security stickers, but there was no legislative confirmation.
Thus, employers are not required to apply holographic stickers when registering Labor Codes. In this case, the documentation will have an equivalent legal status, both with and without a sign.
What is a hologram for?
When we talk about any holographic image, we mean that it was obtained using the holographic method. In order to understand how it is used when filling out work books, we will talk about how this document is usually prepared at an enterprise.
It is not the employee himself who maintains the work book. The execution of this document is the responsibility of the employer. However, the consequences of mistakes made during such registration will ultimately fall on the shoulders of the employee himself.
If we talk about the formal requirements for this document, then the work book must be issued to an employee who did not have one before, and this must be done within the first five days of the new employee’s work. It follows from this that the date of registration of the work book itself may be several days later compared to the date the employee was hired for this job.

Since 2008 (the date of their introduction), work books of the Moscow Goznak factory have been sold along with such holograms. They are self-adhesive and are transparent images.
