Let's see what types of training in the rules of industrial safety are divided into, and how the instructions are recorded.

Timing of fire safety training

How is fire safety training conducted at an enterprise?

Firstly, without a corresponding written order from management, such training cannot take place.

An order from the authorities is required.

Secondly, a training program must be developed and agreed upon.

This is usually done by the occupational safety department.

And here we take into account the specifics of the company - fire hazard class, type of activity, placement of explosive substances, etc.

Fire safety training is organized for every worker.

An employee may just get a job at a plant and already become familiar with industrial safety standards.

And if he has been working in an organization, for example, for 20 years, then he may also be asked to undergo training.

Goals of safety training

Such meetings are organized to prepare employees for emergency situations. Here's what workers learn at these events:

  1. There is an acquaintance with the territory of the building and its layout, location of offices and exit points. The instructor also shows on the diagram the escape routes that will have to be used in the event of a fire.
  2. Information about the specifics of the company's work. Here we will talk about the possible danger of materials that workers use for production, or finished products.
  3. Introduction to stationary fire extinguishing systems.
  4. Indication of the places where protective equipment is located, including fire shields, fire extinguishers and others.
  5. At some enterprises, information about the specifics of performing painting and hot work is especially relevant. The instructor will also tell you how to safely prepare sites and places where temporary and emergency work will be carried out.

Kinds

To determine the timing, let’s find out what it is like.

There are five types of industrial safety instructions in total.

Introductory.

Mandatory for any applicant accepted into the company.

Upon installation, each person will be required to undergo such training.

Fire safety induction training is always carried out before the employee is officially hired.

Primary.

On the first day of work, the person responsible for industrial safety instructs the new employee.

Initial fire safety training is carried out directly at the newly hired person’s workplace.

Repeated.

Its main goal is to remind all company employees of the industrial safety rules.

It has its own periodicity.

At explosive production facilities, repeated fire safety training is carried out more often than at ordinary facilities.

Unscheduled.

It is organized without a specially planned date, when there is an urgent need to familiarize the employee with fire safety.

For example, when an employee has to perform a new type of work.

Target.

Employees are familiarized with the instructions if necessary.

For example, the team will perform flammable work.

Each of the listed types of safety training, except unscheduled, has its own approved program.

Unscheduled fire safety training is carried out when there is a need for mandatory familiarization of workers with working conditions and the specifics of work.

The re-instruction program must correspond to the initial instruction program.

On a note. An approximate list of questions for various briefings can be found in Order No. 645 dated December 12, 2007 (Appendix 2).

Responsible persons

Who is responsible for timely instruction of employees?

Everything is clear here. This:

  • or the head of the enterprise himself;
  • or a person appointed by him by written order.

The timing of employee training, the procedure for carrying out instruction, and determining its type are assigned to the responsible employee.

Who conducts fire safety training?

The one who is responsible for industrial safety measures is from the labor protection department (usually an engineer).

For this purpose, he is issued a certificate for the right to instruct workers on fire safety rules.

He conducts instructions according to the program he has prepared.

In the absence of this employee, another person must be appointed by order to instruct workers.

Responsible

It is up to the head of the organization to determine what procedure for conducting repeated fire safety training will be used in the organization. When establishing the procedure, timing, frequency and training program, the administration should rely on regulatory documents and the specifics of the enterprise.

Training during re-instruction is carried out by the employee responsible for fire safety on the basis of an order signed by the manager.

In addition, the company can entrust training to representatives of a third-party organization with professional knowledge in the field of fire safety. Such an organization must have permission to conduct training events.

Periodicity

Our main question, dear reader, is how often should we conduct fire safety training?

The execution period for each type of training is different.

So, the PB standards establish the following instruction periods.

  • Each employee receives introductory instructions upon joining the company. Upon review, the employee signs his/her signature in the journal.
  • A newly hired employee studies the initial occupational safety training program at his workplace before he starts work. This instruction, like the previous one, is read only once.
  • Repeated fire safety briefings have the following frequency: at least once every 6 months. at regular facilities and at least once every 3 months. in industries with fire and explosion hazardous areas.
  • Unscheduled instruction of employees is always carried out without a pre-set date, at the request of management. All cases of unscheduled briefing are described in clause 26 of the Industrial Safety Standards, namely: violation by an employee of industrial safety requirements;
  • changing any technical process, commissioning of new devices;
  • requirement of State Fire Supervision;
  • update of industrial safety requirements;
  • if there is new data on ignitions at similar production facilities;
  • when it is established that employees have insufficient knowledge of industrial safety standards;
  • during a long break from work.
  • Targeted training is also carried out quickly, when an urgent need arises. There are no clear deadlines. Situations when it is necessary to organize targeted training are determined by clause 28 of the Industrial Safety Standards, among them:
      one-time fire hazardous work;
  • labor activity with permission;
  • eliminating the consequences of the accident;
  • public events on company premises.
  • What are we doing?

    Initial and repeated fire safety training is always carried out at the worker’s workplace.

    At the same time, any employee is required to familiarize himself with the initial and introductory instructions upon employment.

    If someone has not been instructed, then he is not allowed to work.

    In addition, twice a year all employees consolidate their knowledge through repeated instruction.

    But we don’t limit ourselves to this.

    At any time you may be required to undergo an unscheduled test of your knowledge of fire safety rules.

    Note! If it does not make sense to re-instruct workers every 6 months, then the time frame can be increased by agreeing with the fire department. But the extended period cannot exceed 12 months.

    Unscheduled briefing

    Unscheduled instruction is prescribed if a person has had a long break in work activity. For ordinary enterprises, such a break can be more than two months. If a person gets a job in a potentially dangerous place, he will be given instructions if he is absent for more than thirty days.

    Typically, an employer can conduct an unscheduled check of employees at the workplace or in specially equipped rooms. Most often, unscheduled briefings take place if:

    • New clauses have been introduced into the fire safety acts.
    • Equipment and basic production processes have been improved.
    • New devices were purchased that affect the production process.
    • Workers regularly violate safety rules at work, industrial safety, and in cases of injuries or fires.
    • Workers do not have the required knowledge about the necessary safety in case of fire.

    Mark on the implementation

    Is training in PB rules recorded somewhere? But of course!

    For this purpose, a special journal is provided - the fire safety briefing journal.

    This is where you must make notes about the fact of instruction, indicating the date and affixing the signatures of the instructor and student.

    For the log form, see Order of the Ministry of Emergency Situations of Russia No. 645. Column 5 indicates the type of instruction.

    This journal is extremely important for us to meet the deadlines for classes.

    It is numbered, laced, signed by the responsible person and sealed with the seal of the enterprise.

    Where is he? The same person responsible for PB.

    From experience, we can say that all fire inspectors pay special attention to the correct filling out of the log.

    Sample program and instructions

    What should the program compiled by the employee responsible for industrial safety contain:

    • description of the scope of activity of the enterprise and those aspects that relate to industrial safety;
    • a list of duties and responsibilities of employees: how they should behave and maintain the workplace;
    • basic information regarding the fire safety regime adopted by the company;
    • a list of regulations governing the industrial safety regime in the company, including key provisions therein;
    • availability of safety instructions, indication of options for obtaining them;
    • a description of the factors under which a fire hazard situation may arise, giving the reasons;
    • methods of effective use of extinguishing agents, necessary response measures to an emergency situation;
    • study of escape routes and fire-fighting equipment in practice.

    It is important to adapt the general requirements of the Ministry of Emergency Situations to the working environment of a particular enterprise so that the acquired knowledge is relevant. A sample program will help you figure it out (see document).

    Thus, PB is not a whim of the authorities, but a security measure. Everyone needs knowledge of the basic rules, and where else can one get them if not during instruction at an enterprise or at school?!

    Instruction order form

    There is no single state form of the Order on instructing employees.

    If the organization has its own approved template of orders, then the Order for conducting briefings must be drawn up according to this template.

    Let us describe the approximate form of the Order. In the header:

    1. Name of company.
    2. Number, date of order.
    3. Link to the document on which the order is issued.

    After the word “I order” we indicate instructions.

    Then, point by point, you can list the persons to whom the order applies, frequency, full name. and the position of the person responsible for industrial safety and his deputy, indicate the required mark in the journal, name the person responsible for the execution of the order.

    Employee signatures are affixed below.

    Let me remind you that a sample of the fire safety briefing itself can be obtained by opening Appendix 2 of Order No. 645 of the Ministry of Emergency Situations.

    What is the liability for the lack of fire safety instructions?

    If employees have not undergone fire safety training, this is a violation of fire safety requirements. The employer faces a fine:

    1. for officials - from 6,000 to 15,000 rubles;
    2. for organizing legal entities - from 150,000 to 200,000 rubles.

    In the event of fires, damage to property and health caused by non-compliance with regulations, a fine, in accordance with Part 6 of Art. 20.4 of the Code of Administrative Offenses of the Russian Federation is:

    1. officials - from 40,000 to 50,000 rubles;
    2. organizations and legal entities - from 350,000 to 400,000 rubles.

    In the event of a fire causing serious harm to human health or death:

    1. for legal entities - from 600,000 to 1,000,000 rubles or administrative suspension of activities for up to 90 days.

    Order of conduct

    Let's name an approximate procedure for training enterprise employees in fire safety rules.

    1. We issue an order about the fact of instruction.
    2. We study and approve the prepared program.
    3. We provide instructions: a meeting of employees, oral and visual training, knowledge testing, and recording information in a journal.
    4. If necessary, we will organize repeated instructions for those who did not master the program the first time.
    5. Sending workers to their workplaces.

    About the program

    In order not to miss anything while instructing employees, it is recommended to prepare a summary in advance in which all the actions and knowledge of the employees are described step by step.


    Using a training program allows you not to miss a single detail

    But before preparing the outline, it is necessary to prepare a training program, which takes into account the following information:

    1. Basic fire safety requirements. In this section, you need to familiarize employees with what regulatory documents exist at the state level, as well as locally at the enterprise.
    2. The fire safety requirements when performing a particular type of work should be described sequentially.
    3. It is imperative to take into account what fire extinguishing means exist and how to use them skillfully, what means can be used to extinguish fires in existing electrical installations.
    4. Algorithm of actions in case of fire: calling the fire service, reporting to your immediate supervisor, evacuation rules and much more.
    5. Providing first aid to persons affected by a fire. Be sure to mention calling an ambulance.

    What to remember
