The labor safety room is specially organized square meters that are designed to train enterprise employees in compliance with safety regulations, rules for preventing injuries, and the principles of providing first aid. The legislation of the Russian Federation pays close attention to the implementation of this requirement, and sanctions are provided for its violation.
Legal basis
A labor protection office must be equipped in all categories of enterprises . This is enshrined in the Labor Code of the Russian Federation. But the main document on the basis of which a labor protection office is established at an enterprise is the Resolution with recommendations regarding operating conditions. Depending on the size of the company and the level of danger of the work performed, two types of organization are distinguished:
- if the number of employees is less than 100 people, and the production does not fall into the category of particularly dangerous, then labor protection corners are organized;
- in other situations, a labor safety office must be present.
This division is conditional, but management should organize rooms at the company to study the theoretical foundations of safety compliance. Administrative law of the Russian Federation provides for legal sanctions for evading the creation of premises within the institution. If there is no labor protection office, a fine of 1-5 thousand rubles will be applied to the company administration. An additional fine will be charged to the enterprise, including TOV, and in general it will vary from 30 to 50 thousand.

It is recommended to organize the labor protection office in accordance with the Resolution of the Ministry of Labor of the Russian Federation of January 17, 2001 N 7 “On approval of Recommendations for organizing the work of the labor protection office and the labor protection corner.” Keep in mind that these are just guidelines and not law.
It is recommended to allocate a special room in an organization, consisting of one or more rooms (offices), for the occupational safety office.
The occupational safety corner is designed depending on the area allocated for its placement. It can be presented in the form of a stand, showcase or computer program screen.
The decision to create a labor protection office is made by the head of the enterprise.
In organizations carrying out production activities with 100 or more employees, it is recommended to create a labor protection office.
In organizations with less than 100 employees and in structural divisions of organizations - a labor protection corner.
The size of the occupational safety office is selected based on the number of employees working in the organization:
- up to 1000 people - 24 sq.m;
- over 1000 people - 6 sq.m. is added for every additional thousand people.
If there is no room of the required area, it is allowed to equip several rooms.
Filling the labor protection office
The labor protection office is intended for conducting briefings and occupational safety classes with employees. For this reason, the office must be equipped with workstations for students and the teacher (the employee conducting training or instruction). Workplaces can be equipped with computers, and the classroom itself with a projector.
The occupational safety office is often used to conduct classes on fire safety, electrical safety, civil defense, etc. Therefore, the office contains visual aids, literature and information materials (posters, stands) not only on occupational safety, but also on all these topics.
In the labor protection office, you can install racks with protective equipment for conducting classes on their proper use. You can dress a mannequin in overalls.
Sometimes it makes sense to make a mock-up of your business. This will help, without leaving the office, to talk about the rules of safe behavior on the territory or to simulate the development of an accident.
One of the most important elements of the occupational safety room is the cardiopulmonary resuscitation simulator. There are quite a large number of options. Starting from a simple spring-loaded chest to complex computerized complexes. The choice of a simulator depends on the tasks you face and financing. But only one thing can be said for sure: without it you will not be able to practice resuscitation techniques.
Basic standards
Each manager decides for himself how to organize a labor safety office, but the legislation of the Russian Federation offers an approximate scheme that is the most convenient and effective. The requirements are formalized in the form of recommendations, and disciplinary liability does not apply for unauthorized changes to some provisions.
Options
Occupational safety rooms can be represented by one or more rooms, each of which is intended for conducting classes and testing knowledge. The requirements for the size of the room are:
- the minimum square footage of the premises should not be less than 24 m2 when the enterprise employs less than 1000 workers;
- It is recommended to create a large occupational safety office with a larger staff, where 6 additional squares are allocated for every thousand workers.
The size of the rooms may be different: if the enterprise has organized work units that have different specializations and dissimilar production conditions, it is possible that classes for each group of workers will be held separately. Then you shouldn’t create a larger room.
Exploitation
Occupational safety in the office can be carried out in several important areas:
- familiarizing the workforce with the possibilities of personal legal protection in matters related to safety at work;
- bringing to public attention changes in current legislation regarding the requirement to comply with labor discipline;
- The responsible employee assists employees when questions arise related to compliance with safety regulations.
An approximate list of events that can be organized for those working in production:
- familiarization with theoretical foundations;
- conducting briefings before permission to work;
- testing knowledge and skills;
- analytical activity of issues related to labor protection.
What must be in the office?
Must contain information on labor protection.
If you focus on topics, then the structure of the labor office room should contain some sections. For example, a general section that includes:
- Laws related to the subject of labor protection;
- Local regulations applicable to the enterprise;
- Information about how the process of labor protection management occurs in the company;
- A complete list of data on what dangerous, serious production issues exist, and what protective measures should be taken to address them;
- Information on how employees should behave in the event of an emergency at work.
In addition to the general section, there is also a special section. Its content should be determined depending on the situation at a particular enterprise:
- features of the main and additional technogenic production processes;
- harmful working conditions at this particular enterprise;
- mass protective equipment and additional measures at this particular enterprise.
In simpler terms, this section should include information about electrical safety, fire precautions, work hazards and medical care measures.
Different structure
If it is not possible to equip a separate room, you can organize some kind of corner, which is a publicly accessible wall space decorated with teaching materials.
Important! It is permissible to use the occupational safety corner in all enterprises, even those with a large number of employees and hazardous working conditions. But the space should carry the most useful semantic load for workers.
Its position does not require additional square meters. This can be either a stationary stand or a portable one, on which the main teaching materials are located. Existing documents should be supplemented with new changes and rules.
How to arrange a labor safety corner in an organization
If you want to put it in proper shape or are just setting up a workplace safety corner, then you need to figure out what should be in it.
If information is presented correctly, it will achieve such goals as:
- Informing about rights and obligations in the field of labor protection.
- Promoting occupational safety.
- A call to comply with the requirements of the law.
The recommended content of the occupational safety corner should consist of general and special sections (clause 12 of the Recommendations), and in order for them to actually “work” with employees without your presence, you need to place on the stand:
It’s not worth posting internal local acts alone, it’s boring and no one will pay attention to your stand, so be sure to add various bright posters and useful reminders.
And if you have a production workshop, then there may be several stands and one of them should have more specific information on safety during operation, for example:
- labor protection instructions;
- equipment operating instructions;
- schedule of briefings, training on labor protection and first aid;
- list of persons subject to medical examinations;
- list of work performed under the work permit;
- workwear washing schedule.

Regulatory legal acts for the labor protection stand
Well, so that employees are aware of which legal acts require them to comply with specific labor protection requirements, you can post an information sheet with the main laws and regulations:
There is a lot of information that should be shared with employees, the main thing is not to overdo it and convey only the most important and useful, and in order to organize everything organically, you need to wisely choose a labor protection stand at the enterprise.
What should a labor safety corner look like?
In small organizations there is no need to spend extra money; one stand is enough to display all the necessary information, but in larger organizations you will have to “fork out” for several pieces.
The Ministry of Labor does not impose requirements on the number of corners for labor protection, nor on appearance, so if you want to make them and the possibilities allow, you can do them with the help of workers.
As a base, you can use wooden materials, plastic or metal sheets with magnets for attaching information, and boards with a soft coating may not be as effective, but are comfortable and more durable.
For documents, the stand has A5, A4 or A3 pockets for placing attachments, flip systems (convenient for storing instructions, regulations, local acts) and frames for posters.
The size of the stand is selected individually, based on the possibility of placement and the dimensions of the premises; the “running size” is 1000 x 600 mm. If you want big ones, that's your right.
If there are several stands, then it is logical to distribute them with the obligatory indication of headings, for example “Important” or “Occupational Safety News”, “Information”, “Best Workers and Worst Violators”, according to topics:
- with regulatory documentation;
- with first aid rules and instructions;
- orders, instructions, announcements and so on.
In large enterprises, it is necessary for each division to post information related only to the specifics of their work.
For feedback from workers and the employer or occupational safety specialist, a “complaints and suggestions” box is placed next to the stand.
Materials
Current recommendations require that the corner consist of a list of informative materials that can be supplemented by departmental documents and training files. A typical thematic structure of a labor protection office implies the presence of the following papers:
- general laws and departmental regulations;
- training materials on the procedure for carrying out security activities;
- warning of possible dangers;
- familiarization with means and methods of self-defense.
The need to organize a special room with informative materials is also due to the fact that in the event of an industrial injury to employees, the employer will be able to prove its responsible attitude to the issues of labor protection of employees, as well as present a statement of familiarization of employees with all materials and prove the fact of regular training.
