Who fills it out

From the form itself and the instructions for filling it out, it is easy to figure out who should submit Form 7-injuries for the reporting period. Most organizations are required to prepare it, with some exceptions. Please note the following points:

  • if the enterprise has separate divisions, the report is filled out both for each of them and for the legal entity without these separate divisions. The company submits the completed forms to the territorial bodies of Rosstat at the location of the unit and at the location of the legal entity;
  • the report is prepared by branches, representative offices and divisions of foreign companies operating in the Russian Federation in the manner established for domestic legal entities.

Now about which companies are exempt from reporting obligations:

  • micro-enterprises (the number of employees is less than 15 people, the income is up to 120 million rubles);
  • companies with the following types of activities: financial;
  • public administration;
  • ensuring military security;
  • social insurance;
  • educational;
  • household activities;
  • activities of extraterritorial entities.

Responsibility for failure to submit the form

All organizations should not violate the current legislation in the field of reporting, also with regard to the correctness of the information provided , but if organizations violate the submission of statistical information, this may entail legally established liability under Article 13.19 of the Code of Administrative Offenses of the Russian Federation, on the basis of which an administrative fine is expected to be imposed on the official responsible for submitting this information, in the amount of 3000 - 5000 rubles. If distorted data is presented or submitted untimely, then under Art. 15 and 1064 of the Civil Code of the Russian Federation, as well as Art. 3 of the Law of the Russian Federation dated May 13, 1992 No. 2761-12, she needs to compensate the Rosstat bodies for the detriment of the need to adjust the final information of the consolidated reporting.

Which form to use for the 2021 report

Organizations that reported earlier have the right to use the old form; officials have not yet introduced the new 7-injury report form for 2021. The document itself was approved by Rosstat order No. 417 dated June 21, 2017.

If officials do not change anything, and the 7-injury report form for 2020 remains, the same form will be allowed to be used for reporting for the current year.

New form of statistical report No. 7 as of 2020

In 2021, a report to statistics 7-injuries will be submitted based on the results of 2019. The report form and instructions for filling it out were approved by Rosstat Order No. 417 dated June 21, 2017.

NOTE! In 2021, you must also submit an attachment to Form 7-Injury for 2021 on the new form.

The following units of measurement are used in the statistical report:

  • Human;
  • man-day;
  • one thousand rubles (with one decimal place).

The report contains:

  • information on the number of people injured due to an accident at work, detailing the persons by their categories and the final result of the injury;
  • information on the number of people with newly diagnosed occupational diseases;
  • information from accounting data about how much was spent on labor protection measures.

For separate units, form 7-injury is filled out separately. In this case, a separate division means any geographically remote division, even if its creation is not reflected in the constituent documents of the enterprise.

Step-by-step instructions for filling out

We offer you detailed explanations on the design and a sample of filling out form 7-injuries (working conditions) based on the results of 2021. When filling out the document, remember that it must contain only complete and accurate information. We recommend that you double check the information provided to avoid penalties.

Step 1. Title page

Enter the name (full and abbreviated) of the organization and postal address. Please indicate below the OKPO of the reporting legal entity.

Step 2. Table

The following section contains information about workers injured in industrial accidents. It is filled out according to information from reports on industrial accidents in form N-1, approved by Resolution of the Ministry of Labor of Russia dated October 24, 2002 No. 73 “On approval of document forms necessary for the investigation and recording of industrial accidents, and provisions on the peculiarities of accident investigation in production in certain industries and organizations."

The example we presented of filling out the 7-injury report was prepared based on fictitious information; you need to write only verified numbers. Obtain information about the costs of labor protection measures from accounting data.

Step 3: Help Section

Enter the average number of employees and the number of women working in the organization. Rosstat also requires information about the presence (absence) of a first-aid post at the enterprise.

Step 4. Contact information

Here we indicate information about the official responsible for providing statistical information. We indicate:

  • FULL NAME. official and his position;
  • signature of the official responsible for submitting the report;
  • phone number, e-mail;
  • We enter the date of preparation of the document.

Step 5. Checking the correctness of the data

The presented instructions for filling out form 7-injury would be incomplete if we did not show how to check the data. For this purpose, officials have developed logical chains that make it possible to further verify the correctness of the data.

Form No. 7-injuries in Rosstat has been updated

Form No. 7-injuries “Information on injuries at work and occupational diseases” is intended to reflect information on all accidents at work over the past year (in accordance with acts on forms N-1 and N-1PS), on working days of incapacity for work, the number victims, the company's labor protection costs, etc. Starting with reporting for 2021, this information will need to be submitted to Rosstat using the updated form No. 7-injuries

According to the updated list of respondents, legal entities of all forms of ownership must submit an injury report, except for those operating in the following areas:

  • financial,
  • insurance,
  • real estate transactions,
  • public administration and military security,
  • education,
  • social security,
  • households as employers,
  • private households producing goods and providing services for their own consumption.

Micro-enterprises also do not report on the form.

In the updated form 7-injuries, it will be necessary to reflect in more detail the company’s costs for labor protection measures: not only the total amount (line 17), but also for individual items: for the purchase of work clothes, shoes and personal protective equipment, for carrying out sanitary and hygienic measures etc.

The total number of victims in industrial accidents, including fatal ones, is listed in the following lines by group of workers: women, persons under 18 years of age, foreign citizens. The number of victims due to the fault of employees of the organization and the employer and those who were in a state of intoxication (alcohol or drugs) is separately indicated.

If an organization has separate divisions, form 7-injury is filled out separately for the legal entity and for each division. If the “offices” are located in the same region as the head office, you can submit a consolidated report that includes data for the entire company as a whole. When separate divisions are located on the territory of different constituent entities of the Russian Federation, the report is provided separately for each division at their location. If the activities of an organization or unit are not carried out at its location, information in the form is submitted at the place of actual implementation of the activities.

If there were no accidents at the enterprise during the reporting period, zeros are entered in the corresponding fields of the form. Organizations that did not operate during the reporting period must submit a form by filling out lines 23-25: the average number of employees and the availability of health centers at the enterprise.

The deadline for submitting information to Rosstat is January 25 of the following reporting year.

Innovations for employers

Starting with reporting for 2021, Rosstat is introducing an annex to form 7-injuries. For the first time, it must be submitted along with the report itself no later than January 27, 2020, indicating information for the current year. The application form was approved by Rosstat order No. 493 dated August 10, 2018. It also contains instructions for filling out the document. It is important to understand: the Form 7 injury report is annual, and the supplement to it is submitted only once every 3 years (for 2021, 2022, etc.). It is permitted not to prepare additional information if there were no accidents at work during the reporting year and there is nothing to report.

Results

A statistical report in form 7-injuries is submitted to Rosstat annually. Continuous surveillance is carried out for large and medium-sized enterprises. Small businesses must check whether they are included in the sample of this department for statistical observation. This can be done on a special Internet portal of Rosstat using OKPO, INN or OGRN codes.

Form 7-injury: who takes it?

All organizations are required to submit this form except:

  • companies that are micro-enterprises. You can check whether your company belongs to this category on the Federal Tax Service website;
  • organizations conducting financial activities;
  • legal entities operating in the field of public administration and military security;
  • organizations operating in the field of social insurance;
  • legal entities engaged in educational activities;
  • households;
  • extraterritorial organizations.

Form 7-injury: due date

The deadline for submitting this form is January 25 of the year following the reporting year. Accordingly, Form 7-Injury for 2021 must be submitted no later than January 25, 2019. The application to form 7-injury is submitted within the same period as the form itself, but, as we said earlier, it is submitted once every three years. Moreover, according to the Instructions for filling out this Appendix, it is presented for 2007, 2010, etc., i.e., it turns out that along with the 7-injury form for 2021, there is no need to submit an appendix to it. Please note that for violating the deadline for submitting statistical reports, as well as for reflecting false information in it, the organization faces a fine (Part 1 of Article 13.19 of the Code of Administrative Offenses of the Russian Federation):

  • from 20,000 to 70,000 rub. - for the organization itself;
  • from 10,000 to 20,000 rub. - for its officials.

To whom and when to submit a report on injuries to statistics

Report 7-injuries is submitted by legal entities, except for micro-enterprises, with the exception of those who conduct such types of economic activities as:

  • financial and insurance;
  • public administration and military security;
  • social Security;
  • educational;
  • household activities;
  • activities of extraterritorial organizations.

Organizations that meet the above criteria and do not belong to small businesses are required to submit a statistical report on injuries, and small enterprises - only if they are included in the sample of statistical authorities. This is stated on the Rosstat website. Territorial branches of Rosstat must inform organizations whether the enterprise is included in the sample. At the same time, clause 4 of the regulation “On the conditions for the provision of statistical data” (approved by Decree of the Government of the Russian Federation dated August 18, 2008 No. 620) states that information is provided free of charge, including in writing. But Rosstat’s letter No. 04-04-4/29-SMI dated February 17, 2017 recommends checking information about what forms of statistical reports an organization should submit on the Rosstat Internet portal using OKPO, INN or OGRN codes. IMPORTANT! All legal entities must provide a copy of their accounting records to the territorial statistical authorities, regardless of whether they were included in the sample (Rosstat order No. 220 dated March 31, 2014). Provide a statistical report on injuries annually, before January 25 of the year following the reporting year. That is, you must submit the report for 2021 no later than January 25, 2019. Penalty for initial failure to provide statistical data in accordance with Art. 13.19 of the Code of Administrative Offenses is:

  • for officials - 10,000–20,000 rubles;
  • for legal entities - 20,000–70,000 rubles.

And for the subsequent ones:

  • for officials - 30,000–50,000 rubles;
  • for legal entities - 100,000–150,000 rubles.

But fines cannot be applied if information about the need to submit statistical reporting was not on the Rosstat website, and the organization was not informed in writing. Screenshots of Internet pages can serve as proof that a legal entity is right.

Question No. 1 : Is there a need to submit form 7-injury if no injuries or work-related illnesses have occurred during the year?

Answer : Form 7-injuries reflects information about injuries in the activities of organizations and occupational diseases in the reporting year and is required to be completed by all legal entities, regardless of the presence or absence of injuries and occupational diseases, except for companies in:

  • financial activities
  • ensuring military security
  • implementation of social insurance
  • activities in the field of education
  • housekeeping
  • microenterprises
  • extraterritorial enterprises

Question No. 2 : What information is reflected in the 7-injury form?

Answer : This reporting form reflects data on injured persons in accidents registered by acts in Form N-1.

Responsibility for failure to submit a report

Organizations that failed to submit a report on time or included false information in it will be subject to economic sanctions under Article 13.19 of the Administrative Code. There are fines for these violations.
