All men who meet the conscript criteria are interested in whether a military ID is required for employment. A number of documents are required for official registration. If one of them is missing, this may be the reason for refusal to sign the contract. Taking this into account, you should find out whether hiring without a military ID is allowed, as well as what to do if you don’t have one.
General concepts
The Law “On Military Duty and Military Service” is in force in the Russian Federation. Men between 18 and 27 years old are subject to urgent conscription. The normative act obliges every young man fit for service to bear responsibility for the territorial integrity of the state. This function is realized through military service.
The following are exempt from duty:
- Women without a military specialty;
- Persons in prison;
- Citizens temporarily residing in the territory of the Russian Federation;
- Boys and men who received a deferment from conscription.
Attention! According to the law, the period of service is 12 months. The citizen then receives a military ID, which confirms the fulfillment of legal obligations.
What are the consequences of hiring without a military ID?
If an applicant for a position does not have a military ID, the head of the enterprise may refuse him, since the law requires the mandatory provision of this document. On the other hand, you can get a job without a military ID. According to Art. 64 of the Labor Code of the Russian Federation, unjustified refusal (infringement on social, national, property grounds) when applying for a job is prohibited.
An enterprise has the right to hire an employee liable for military service to a position without such a document, but it must notify the commissariat about this within 2 weeks (Clause 1, Article 4 of Federal Law No. 53-FZ of March 28, 1998). Otherwise, the organization will be brought to administrative responsibility (Part 3 of Article 21.4 of the Code of Administrative Offenses of the Russian Federation) - a fine of 300 to 1,000 rubles. Information is sent in the form established by the General Staff of the Armed Forces of the Russian Federation and approved in the Methodological Recommendations.
Documents for employment
A detailed list is presented in Article 65 of the Labor Code. This list is requested by the employer. Based on them, an agreement or contract is drawn up. Required documents include:
- Passport of a citizen of the Russian Federation;
- SNILS;
- Labor book;
- Diploma confirming qualifications and special knowledge;
- Military registration documents (registration certificate or military ID);
- Certificate confirming no criminal record.
Thus, when considering whether a military ID is required for employment, you should give an affirmative answer. This is explained by the fact that the registration of potential conscripts must be carried out in organizations and enterprises, as stated by law.
After what age is a military member not needed?
The current legislation specifies the age at which a man ceases to be liable for military service. Today it is 50 years for the civilian population, and 55 - 65 for the military contingent. This age range is determined by the rank and general health of the serviceman.
Until the age of fifty, official work requires the presence of a military man.
Government Decree No. 719 provides for the following documents, which every citizen subject to military service must have:
- ID or registration certificate (issued to conscripts upon military registration);
- military officer or temporary certificate in case of its loss (issued to persons who have undergone army training).
Without a military ID, you will not be able to obtain an official position.
Conscript status refers to male citizens from 18 to 27 years of age who are not in the reserves due to health reasons or who have already completed military service. The rest must visit the military commissariat at their place of residence at least once a year to undergo events related to conscription.
If a citizen is not subject to conscription due to health reasons, based on the results of a medical examination, he will be assigned fitness category “B”, and he will be enlisted in the reserves. This circumstance does not relieve him of the obligation to present a military ID at the request of a potential employer during official employment.
Each organization is required to annually provide information to the military registration and enlistment office about employees whose age ranges from 18 to 50 years. Otherwise, administrative liability will be imposed on the organization in accordance with the seventh article of the Civil Code of the Russian Federation.
The importance of a military ID
Having found out whether a document is mandatory, you should understand the main reasons for its necessity. In the vast majority of cases, it is requested because such a requirement is provided for by law. However, there are a number of other reasons.
Military registration
This type of activity is considered mandatory for all organizations, regardless of the form of ownership.
The main goal is to ensure full staffing of the armed forces of the Russian Federation and other military formations. Each enterprise appoints an authorized person responsible for maintaining records. For this purpose, a corresponding order is issued. If an organization employs more than 500 employees, management is obliged to form a military registration table - a separate unit that monitors compliance with the norms of the law on military service.
Risks for the employer
At some enterprises, during employment, a military ID is requested in order to verify the new employee. As a rule, this happens when joining the police, customs service, Ministry of Emergency Situations and other similar organizations. The presence of the document confirms the fact that the citizen has certain experience and has undergone primary training.
In addition, a military ID check is required to ensure that the accepted man is not a draft dodger. It should be noted that refusal to perform service is an administrative violation. If a person does not show up to his unit or leaves it without permission, this is a criminal offense. The presence of a ticket in this case confirms that such actions were not committed by a specific citizen.
Is it possible to get a job without a military ID in 2021?
According to Article 65 of the Labor Code of the Russian Federation, a military ID is included in the list of documents required to be provided for employment. At the same time, the employer does not have the right to refuse to hire citizens who do not have a track record, but, of course, provided that there are no other objective reasons for not hiring them.
In reality, labor organizations are reluctant to take on such applicants, since the employer may later have a number of problems, which we will talk about in more detail a little later. However, not a single personnel service will reveal to a potential hired worker the true reason for refusal of employment, if in fact it lies in the absence of a so-called military member. And all because in the current situation, the young man has every right to file a complaint with the labor inspectorate for the purpose of further proceedings.
Can they take it without an ID?
The submitted document is included in the list of required documents when applying for a job. Therefore, employment without a military ID is considered illegal. This action violates the law “On Military Duty”, in accordance with which the registration of citizens subject to service must be carried out. Therefore, an official reception is not possible unless it occurs with legal violations.
It is important to know! The exception is cases when, for certain reasons, a citizen has not yet served in the army. In such situations, he must present a registration certificate. The fact that such a person has been hired must be reported to the military registration and enlistment office. In case of conscription, the employee is sent a summons to the place of employment.
How to apply for a job without a VB in 2021
If a situation arises where a citizen without a military ID is denied employment because of this, you can try to get this job by doing the following:
- Contact the labor inspectorate with a complaint against the employer. This structure can help if there is a written refusal to hire due to the absence of a VB.
- If the labor inspectorate could not help and the hiring did not take place, then you can file a lawsuit.
- Having legally received a registration certificate or military ID.
Any of these methods is effective, but still obtaining an official document will be easier than litigation and proceedings. Moreover, a military document will be useful in later life, as it is the main document for a man of military age. If it is available, getting a job will depend only on the level of qualifications and experience of the applicant, but not on the availability of a full package of documents for the personnel service.

When a document is not considered mandatory
You can get a job without a military ID if the citizen received a deferment on legal grounds. The law provides for many situations when it is possible to obtain an exemption from duty.
Deferment is possible for the following categories of citizens:
- Have not passed the medical commission;
- Students of universities, secondary vocational schools, colleges;
- Men with two or more children at the time of enlistment;
- Citizens with a pregnant wife (from 26 weeks);
- Those involved in caring for sick relatives;
- Work in the police, Ministry of Emergency Situations, fire service in case of graduation from specialized educational institutions.
In addition, it is necessary to take into account the age characteristics of employment. Men over 50 years of age are not required to provide a ticket. This requirement does not fully comply with the legal framework. Only citizens under 27 years of age are subject to conscription.
It is also not necessary to provide a military ID if the placement is carried out under a civil contract. This design option differs from the one described in the Labor Code of the Russian Federation. When accepting under such a contract, you do not need to provide a military ID. The agreement is drawn up on the basis of the passport and other documents.
Who can be admitted without a ticket?
Do they hire you without a military ID? Definitely yes. For individual applicants applying for a job at an enterprise, there are exceptions, which are expressed in the form of the opportunity not to provide military personnel. This category includes:
- Women of all ages who do not have the status of a person liable for military service.
- Men whose age exceeds 60 years, in the absence of a rank implying military duty. Concealing the existence of a title is strictly prohibited by law. A person who commits such a violation is brought to administrative responsibility, so before committing a forgery, you need to find out about the punishment for this act.
- Citizens who have not reached the age of majority.
- Foreigners living in the country.
Attention! Citizens from 50 to 65 years of age who are employed by a company and are in the reserve, but at the same time have a certain rank, are required to provide information about this to the employer.
Where is a ticket required?
The document can be requested at almost any enterprise if the employee is officially employed. This requirement is completely legal, especially since if the employer does not ask the applicant for identification, this will result in a fine.
A military ID is required when applying for:
- To the power structures of the Russian Federation;
- In the Ministry of Emergency Situations, fire and rescue services;
- Security companies (including private ones);
- Banks and other financial organizations.
It may be impossible to be placed in the positions presented if the applicant has not served. Therefore, even if there is no certificate due to deferment or release, admission may be refused. Moreover, it will be justified at the legislative level.
It is important to know! In Russia, a military ID is required not only for employment. The document is also necessary when applying for a foreign passport. If the procedure for registration or registration is violated, the exit certificate will most likely be denied.
A ticket or certificate from your place of registration may be needed for admission to a university. Similar documents are requested when applying for a permit to store hunting weapons. When registering or deregistering during a move, you may also be asked to provide documents.
Which pages of the military ID should you look at?
Here is a list of information that you need to pay attention to on your military ID:
- record of the draft commission;
- service and demobilization notes;
- information about the assigned title, awards, etc.;
- mark on reserves and military training;
- anthropometric data;
- notes on registration and deregistration;
- series and number of the military ID, number of the military unit where the service took place.
Please note that if an organization maintains personal files for its employees, then the information or copies of documents located there should not be redundant. In other words, if a copy of a military ID is needed specifically for the work of the personnel department for any reason, then you need to keep a copy. If this information is needed exclusively when applying for a job, then the information in the T-2 personal card will be sufficient.
What is required to obtain a military ID?
This document can be issued to a citizen under the following conditions:
- military service;
- enlistment into the reserves without military service (if there are medical contraindications or unfavorable family circumstances, in their absence they will definitely be accepted into the army);
- if a citizen has a higher education, and there was a military department at the university, then upon graduation from the educational institution he receives a military ID and the rank of lieutenant. In this case, they may not be accepted into the army.
If you do not want to serve, then it is better to use the services of lawyers who will help solve the problem with the military registration and enlistment office. Then, along with the received military ID, you can confidently get a job. Resorting to illegal methods of obtaining a military ID is highly discouraged.
