Do I need to pay a fee for registering a union at the registry office?
The specifics of registering a marriage – a civil status act – are regulated by the Federal Law of November 15, 1997 No. 143-FZ (as amended on December 27, 2018) “On Civil Status Acts.” By law, when registering a marriage, citizens are required to pay a fee to the state. The mandatory contribution is associated with any legal acts that are carried out in the registry office (you will find out where else besides the registry office you can register a marriage here).
A financial obligation in the form of payment is imposed on the event registered in the registry office. Therefore, payment of the state duty is charged to one of the participants in the process. Confirmation of contributions is a payment receipt. The civil registry office does not accept an electronic document: a printed version of payment of the state fee is required.
Preferential categories of citizens
Who does not pay the mandatory fee when applying to the registry office:
- Heroes of the USSR and Russia.
- Full Knights of the Order of Glory.
- Veterans and disabled people of the Second World War.
- Former concentration camp prisoners and WWII prisoners of war.
To receive services on preferential terms, these categories of citizens provide, in addition to a Russian passport, a certificate of the established form.
Information about those who are exempt from paying state duty upon marriage is indicated in Article 333.39 of the Tax Code of the Russian Federation. According to the law, payment is not charged to individuals who receive a corrected marriage certificate in which an error was made through the fault of a registry office employee.
Information about state duty
For state registration of acts of civil status and other legally significant actions performed by civil registration authorities and other authorized bodies, a state fee is charged.
The amount of state duty collected for state registration of acts of civil status and other legally significant actions is determined by the Tax Code of the Russian Federation dated August 5, 2000 No. 117-FZ (as amended on November 29, 2014) (clause 1 of Article 333.26).
According to general rules, state fees are not charged for state registration of birth, adoption and death.
In accordance with the Tax Code of the Russian Federation, payers pay state duty within the following terms:
· when applying for the issuance of repeated certificates and certificates from the archives of the Civil Registry Office - before the issuance of documents (their copies, duplicates);
· when applying for an apostille - before the apostille is affixed;
· when applying for state registration of a civil status act or other legally significant action - before submitting an application and (or) other documents to perform such actions or before submitting the relevant documents.
The state duty is paid at the place of commission of a legally significant action in cash or non-cash form.

The fact of payment of the state duty by the payer in cash is confirmed either by a receipt of the established form issued to the payer by the bank, or by a receipt issued to the payer by an official or the cash desk of the body to which the payment was made, in the form established by the Ministry of Finance of the Russian Federation.

Features of paying the state fee for state registration of acts of civil status and other legally significant actions:
· — {C}when making corrections and (or) changes to civil status records based on the conclusion of the civil registry office, a state fee is paid in the amount of 650 rubles, regardless of the number of civil status records to which corrections and (or) changes are made , and the number of certificates issued;
· - for the issuance of certificates of state registration of acts of civil status in connection with a change of name, a state fee is paid in the amount of 350 rubles for each certificate.
· - for the issuance of a certificate of state registration of a civil status act, the state fee is not paid if the corresponding civil status record is restored based on a court decision.
· - for the issuance of a certificate of state registration of acts of civil status and other documents confirming the facts of state registration of acts of civil status, sent in accordance with international treaties of the Russian Federation, as well as on the basis of requests from diplomatic missions and consular offices of the Russian Federation, the state fee is not paid .
· - for making changes to the birth certificate in the case of adding the child’s middle name and place of birth, if this information was not provided for in the birth certificate form at the time of its preparation, the state fee is not paid .
Article 333.26 of the Tax Code of the Russian Federation
1. For state registration of acts of civil status and other legally significant actions performed by civil registry authorities and other authorized bodies, the state fee is paid in the following amounts:
1) for state registration of marriage, including the issuance of a certificate - 350 rubles; 2) for state registration of divorce, including the issuance of certificates: • - with mutual consent of spouses who do not have common minor children - 650 rubles from each spouse; • - in case of divorce in court - 650 rubles from each spouse; • - upon divorce at the request of one of the spouses if the other spouse is recognized by the court as missing, incompetent or convicted of committing a crime to imprisonment for a term of over three years - 350 rubles ; 3) for state registration of establishment of paternity, including the issuance of a certificate of establishment of paternity - 350 rubles ; 4) for state registration of a change of name, including the surname, first name and (or) patronymic, including the issuance of a certificate of name change - 1,600 rubles ; 5) for making corrections and changes to civil registration records, including the issuance of certificates - 650 rubles ; 6) for issuing a repeated certificate of state registration of a civil status act - 350 rubles ; 7) for issuing certificates to individuals from the archives of civil registration authorities and other authorized bodies - 200 rubles . for affixing an apostille on one document – 2500 rubles; 9) for requesting documents from the territory of foreign states – 350 rubles.
2. The provisions of this article are applied taking into account the provisions of Article 333.27 of this Code.
{C}Article 333.27 of the Tax Code of the Russian Federation
1. When performing state registration of acts of civil status or performing the actions specified in Article 333.26 of this Code, the state duty is paid taking into account the following features: 1) when making corrections and (or) changes in civil status records on the basis of the conclusion of the civil registry office, the state duty paid in the amount established by subparagraph 5 of paragraph 1 of Article 333.26 of this Code, regardless of the number of civil status records in which corrections and (or) changes are made, and the number of certificates issued;
2) for the issuance of certificates of state registration of acts of civil status in connection with a change of name, the state fee is paid in the amount established by subparagraph 6 of paragraph 1 of Article 333.26 of this Code for each certificate.
2. For the issuance of a certificate of state registration of a civil status act, the state fee is not paid if the corresponding civil status entry is restored on the basis of a court decision.
3. The provisions of this article are applied taking into account the provisions of Articles 333.35 and 333.39 of this Code.

· {C}for making corrections and (or) changes in the records of death certificates of unreasonably repressed and subsequently rehabilitated persons on the basis of the law on the rehabilitation of victims of political repression, including the issuance of death certificates, as well as for the issuance of repeated death certificates for persons of this category;
· {C}for issuing notices of the absence of civil status records for the restoration of lost civil status records in the prescribed manner;
· {C}for state registration of births, deaths, including the issuance of certificates;
2) educational authorities, guardianship and trusteeship and commissions for minors’ affairs and protection of their rights:
· {C}for the issuance of repeated birth certificates for children left without parental care, repeated certificates (certificates) of the death of their parents, of a change of name, marriage and divorce by deceased parents, as well as for the request of these documents from the territory of foreign states;
· {C}for making corrections and (or) changes in civil registration records compiled in relation to orphans and children without parental care, as well as in relation to their deceased parents, including the issuance of certificates.
The paid state fee is subject to partial or full refund in the following cases:
· · payment of state duty in a larger amount than provided for in this chapter;
· · refusal of persons who have paid the state fee to perform a legally significant action before contacting the civil registry office.
· The state fee paid for the state registration of marriage, divorce, name change, corrections and (or) changes in the civil status record is not refundable, if the state registration of the corresponding civil status act was not subsequently carried out or was not corrections and changes were made to civil registration records.
· An application for the return of an overpaid (collected) amount of state duty is submitted by the payer of the state duty to the civil registry office that performed the legally significant actions for which the state duty was paid (collected).

· The application for the return of an overpaid (collected) amount of state duty must be accompanied by original payment documents if the state duty is subject to full refund, and if it is subject to partial refund - copies of the specified payment documents.
· The decision to return to the payer the overpaid (collected) amount of state duty is made by the body (official) carrying out the actions for which the state duty was paid (collected).
· Refund of overpaid (collected) amount of state duty is carried out by the Federal Treasury.
· An application for the return of an overpaid (collected) amount of state duty may be submitted within three years from the date of payment of the specified amount.
· Refund of the overpaid (collected) amount of state duty is made within one month from the date of filing the specified application for refund.
· The payer of the state duty has the right to offset the overpaid (collected) amount of the state duty against the amount of the state duty payable for performing a similar action.
· The said offset is made upon the payer’s application submitted to the authorized body (official) to which he applied to perform a legally significant action. An application for offset of the amount of overpaid (collected) state duty may be filed within three years from the date of the relevant court decision on the return of the state duty from the budget or from the date of payment of this amount to the budget. The application for offset of the amount of overpaid (collected) state duty shall be accompanied by: decisions, rulings and certificates of courts, bodies and (or) officials carrying out actions for which the state duty is paid, on the circumstances that are the basis for a full refund of the state duty, and also payment orders or receipts with a genuine bank mark confirming payment of the state duty.
What is the price?
The issuance of a certificate of union is paid for by one of the spouses . The cost of the service depends on whether the newlyweds order a formal ceremony or opt for the classic version.
No ceremony
Article 333.26 of the Tax Code of the Russian Federation states that upon marriage, one of the spouses pays 350 rubles. The fee is fixed and does not depend on the registration address or residence of Russian citizens. The registry office authorities do not have the right to inflate the price or demand payment from each of the future spouses.
When paying through the State Services portal, a 30% discount on payment is provided . The duty in this case will be 245 rubles.
With a solemn ceremony
If the newlyweds wish to use additional services of the registry office, an increased payment of state duty for holding the ceremony will be charged. The cost of the service depends on the city of residence and the authority to which citizens contacted.
The obligation includes:
- The fixed fee for issuing a certificate from the registry office is 350 rubles.
- Payment for the ceremony is at the rates of the local municipal authority.
The cost of issuing a certificate with a solemn wedding ceremony will cost citizens at least 2,000 rubles. Some civil registry offices cooperate with marriage agencies that allow on-site registration.
Price
Currently, the state fee for a wedding ceremony is set at 350 rubles. This need is spelled out in one of the articles of the tax code.

The status “Completed” means that the operation has completed. To review and print the document, the client should go to “Transaction History”. There is no commission for payment.
How long is a receipt valid?
The paid receipt is valid until redemption , provided that the organization’s details remain unchanged. If the citizen whose full name is indicated on the check has changed the data, the receipt may not be accepted when registering the marriage.
An increase in the amount of state duty is not a basis for refusing to accept a previously paid receipt. A citizen has the right to present a document for the previously paid amount and a receipt for additional payment of the missing difference.
State duty for marriage is a mandatory condition for all citizens , except for preferential categories. Its size is fixed, established at the legislative level. Newlyweds have the right to choose how and where to pay for the service, and whether it will include a ceremony.
