If owners of maternity capital partially spend funds from it, then it is important to control the balance. There are several ways to obtain this information or order a certificate of MK size. This is what we will talk about.

For the second and subsequent children, each family is entitled to a certificate for receiving maternity capital in the amount of 450 thousand rubles. Its use is limited to certain purposes. Since this amount is allowed to be partially spent, it is important to know the balance. The pension fund is obliged to provide such information once a year. But you can make a request yourself and receive a certificate by visiting the Pension Fund in person or through online resources

What kind of document is this and in what cases is it taken?

The statement about the balance of maternity capital is for informational purposes only. In this way, certificate holders will find out how much free funds remain on their balance. The need for this document may arise either from personal interest or for more compelling reasons:

  • transfer of funds to the mother's pension account as security;
  • contribution to the child's education;
  • purchase of housing;
  • home construction;
  • registration of a mortgage loan with partial repayment with funds from MK.

In all cases, it is required to present a certificate of balance to the government agencies.

A certificate will be issued if there is an amount of at least 30 rubles in the account.

Purpose of a certificate about the balance of the microcompany

Maternity capital is state budget funds allocated for vital purposes to families in which two or more children were born. At the same time, the money itself is not given to citizens, but they are given the right to use it by presenting a personalized certificate. Thus, non-cash payments are implied, for example, when purchasing real estate or applying for a mortgage. Citizens can spend MK funds in full at once (in 2019 it is 453 thousand 26 rubles) or in parts. To make sure how much money has been spent and how much can be spent in the future, you need to request a certificate about the balance of state subsidies.

Help may be needed for the following purposes:

  • when applying for a mortgage loan (to assess the solvency of clients, banks want to know what funds they have);
  • if it is necessary to deposit an amount of funds to purchase a property;
  • when using part of the funds in order to become a member of the cooperative;
  • to transfer funds for a child’s education at an educational institution;
  • to purchase specialized goods for disabled children;
  • to transfer money to the mother's retirement account.

Help is provided in two formats:

  • paper;
  • electronic (in the form of a PDF document).

Both options are valid. However, some official authorities may require a document on paper (for example, at a bank). In this case, the citizen independently prints out the electronic certificate (if it is issued in this way).

Required documents

Before making a request regarding the balance of the MK, it is necessary to prepare the relevant documents

:

  • the original certificate, which serves as confirmation of the competence to receive the specified amount of money from the state;
  • passport of the applicant - certificate holder;
  • an application filled out in a standard form (the form can be obtained from the Pension Fund branch or printed from the Internet);
  • Marriage certificate;
  • documentation for children (passports or birth certificates);
  • SNILS;
  • a document specifying the purpose of using money from the capital contract (loan agreement, purchase/sale agreement or construction contract).

If a representative submits papers, then a power of attorney is required. After acceptance of the documentation, a receipt is issued.

The exact list can be clarified directly at the Pension Department or the nearest MFC point located at the place of residence of the person applying. The document package can be sent to the Pension Fund in electronic form.

If you need to get a certificate for information, then it is more advisable to do it online. To transmit the certificate to higher authorities, you will need a paper version.

Conditions for obtaining a certificate of MK balance

The following persons have the right to order a document containing comprehensive information about the remaining subsidy funds:

  • women with Russian citizenship who gave birth to or adopted a second child after January 1, 2007;
  • who gave birth (adopted) a third or subsequent children from the specified date, if they have not previously exercised their right to maternity capital;
  • men (citizens of the Russian Federation) who are the sole adoptive parents of the second or subsequent children, if the court decision on adoption came into force no earlier than January 1, 2007;
  • fathers or adoptive parents, regardless of citizenship, if the mother or adoptive mother of the child cannot exercise her right or has lost the right to maternal capital (death of the mother, deprivation of parental rights);
  • the children themselves, if the parents (adoptive parents) cannot or do not have the right to receive maternity capital.

The certificate is issued upon presentation of the required package of documents and the corresponding application (which will be discussed below). Instead of the owner of the certificate, his representative can apply for the paper, but only with a notarized power of attorney.

Methods for obtaining an extract

You can clarify the remaining funds on maternity capital in several ways:

  • personal visit to the Pension Fund branch;
  • by mail;
  • engaging an official representative and providing him with a power of attorney;
  • on the PF office;
  • through the State Services portal.

Visit to PF

Most citizens prefer to personally contact the Pension Fund for a certificate. The sequence of actions is as follows:

  1. Collect the necessary documents.
  2. They come with them to the PF office located at the applicant’s place of registration.
  3. There you fill out a unified application form.
  4. The entire package of documentation is handed over to an employee of the organization.

What should be written in the application:

  • at the top - the name of the Pension Fund branch (full);
  • Below is an application for the provision of the balance of maternity capital;
  • first name, patronymic and last name;
  • insurance number, series and certificate number;
  • passport details;
  • date and signature with transcript.

To request a certificate of capital balance on the Pension Fund website, you must first register. To do this, enter personal data into the appropriate form. After this, you will be able to log into your personal account using your credentials.

Then proceed like this:

  1. On the main page they are included in the “Electronic Services” section.
  2. There is a subsection where you can order documents. In the drop-down list, indicate the desired option - “Maternity capital”. There will be 2 points here: “Get information” and “Order a certificate.” Choose what is needed at the moment.
  3. Then they proceed to filling out the questionnaire. Files with scans of papers proving the right to maternity capital are attached to it.
  4. Indicate the type of certificate (electronic or paper). In the first case, you will additionally need to enter an email address to which the document will be sent. In the second case, you need to select a fund branch where the citizen will come to receive it.

Through the portal "Gosuslug"

The State Services portal also has a service that will help MSC owners obtain the necessary information and order a certificate of balance.

You can use this portal only if you have a verified account (registration alone is not enough).

The following procedure:

  1. Log in to the State Services portal.
  2. Next they go to the “Authorities” section, located in the catalog of services for citizens.
  3. Then find the entry “Pension Fund” and click on it.
  4. Here they click on “Extract on the provision of social assistance.”
  5. On the next page, select the option for providing the service – electronic.
  6. After which a splash screen will appear with information about the service and a proposal to select a method for obtaining the requested information - this indicates an electronic service.
  7. Now all that remains is to fill out an application indicating the contacts and the essence of the application (in our case, this is obtaining a certificate of the remaining capital).

Is it possible to cash out MSK in 2021?

Legal cashing out of MSK is only periodic payments as part of temporary support for families.
Since 2007, such amounts have been paid repeatedly in the amount of 10, 12, 15, 25 thousand rubles. This usually happens once a year by order of the Government. The application is drawn up and submitted within the prescribed period. After which, in order of priority, the money is transferred to the bank account of the applicants, depending on the period of application.

In 2021, LDPR deputies proposed making new changes to the Federal Law on state support measures so that Russians would be able to withdraw 50 thousand rubles annually for household needs. But this bill was not adopted.

Since January 2021, monthly payments for the 2nd child have been paid from MSK funds, so the previously considered proposals, as well as one-time payments, are no longer relevant.

Attention! The law does not provide for other ways to cash out MSC funds. All proposed methods of so-called cashing out are prohibited. And are regarded by law enforcement agencies as fraudulent.

Illegal use of remaining funds

Be extremely careful and vigilant: if we are not talking about loans for the purchase, construction, or reconstruction of housing, then such cashing out is illegal.
