A desperate step: how to send your child to an orphanage temporarily or permanently?

The decision to send your own child to an orphanage or the Internet is far from uncommon in modern realities. The reasons for this are very different: some simply give up in trying to raise their child, others find themselves in a difficult life situation. There are also those who did not want to take on such responsibility. In general, anything can happen.

But simply bringing the baby to a special institution and leaving him there for a while or forever will not work. For such procedures, special action algorithms and rules have been developed, within the framework of which it is possible to place a child in a special institution for children.

How to send a child to a boarding school or orphanage? Neighbor needs help

Yes, a five-day period can actually be a benefit for some healthy children (if the parents are alcoholics or a large family is on the verge of survival).
We have a small DD in our city, it is financed by Caritas or something. So this is generally a fairy tale for children who have difficult family circumstances. In our city, an orphanage was closed because...
there is no money to maintain it. And the shelter was renamed a rehabilitation center, because... Children can stay there longer, but in a shelter a child is temporarily staying and his status must be established within 3 months and sent to a state institution for full state support.

Part-time job lasting 9 years

What did you graduate from, how did you get this job?

I studied at the Institute of Physical Education, at the Faculty of Sports Medicine. Specialty: exercise therapy and massage. I started working in my second year.

I took the simple route, because working in my profession gives bonuses at the institute. I got a job at a boarding school and taught a physical therapy group twice a week.

At first it was scary: I was afraid of the children, and they were getting used to a new person.

And then it began to seem that I was doing something useful, I was involved in work.

I thought that I would graduate from college and look for another place, but I stayed at this school for 9 years. From approximately 2001 to 2010.

What were your responsibilities?

After reconstruction, our school building was designed anew - it was the first and only specialized building for a boarding school in Russia. We had a “Health Territory” with a swimming pool and massage rooms. This whole area was all mine. There I taught preschoolers to swim, and older children also had physical education and a swimming pool. I gave them a massage.

There were compulsory health lessons for children in primary school – up to 5th grade. During these lessons, some of the children who needed it studied with a psychologist. Others went for a massage. Also during the lesson I taught basic hygiene. The children went to different specialists and relaxed a little.

In children with developmental delays, the brain follows the body. Of course, they really need and benefit from all this: swimming, massage, physical education. When they develop physically well, their intellect begins to improve.

What documents do you need to collect to send your child to kindergarten?

I would like to add a few words about the documents that are needed if the child does not have vaccinations. It happens that due to illness or due to the personal beliefs of the parents, the child does not have a vaccination certificate, and therefore, vaccinations. In this case, honey. The card will most likely have to be signed by the head physician of the children's clinic. You will also need to draw up 2 copies of a refusal to receive vaccinations if you plan to continue not getting them. One copy should be pinned to the child’s card, the other (with the signature of the head of the kindergarten) should be taken for yourself. Sometimes kindergarten workers do not want to accept an unvaccinated child. For this case, there are relevant articles of the law: It is OBLIGATORY to accept people into the garden without vaccinations on the following grounds: 1) Art. 26 of the Universal Declaration of Human Rights and Art. 43 of the Constitution of the Russian Federation (on the right to education, including preschool); 2) Art. 5, Part 1 of the Law of the Russian Federation on Education (on the possibility of receiving education by citizens of the Russian Federation, regardless of health status, beliefs and other factors); 3) Art. 32 (on consent to medical intervention) and Art. 33 (on the right to refuse medical intervention) “Fundamentals of the legislation of the Russian Federation on protecting the health of citizens”; 4) Art. 5 (on the right to refuse vaccination) and Art. 11 (on vaccination with the consent of the parents of minors) of the Law of the Russian Federation “On Immunoprophylaxis of Infectious Diseases”.

In this case, their rights to the child can be preserved so that they can later take it away. Write a statement addressed to management indicating the reasons for your action. The letter is written on behalf of the parents or legal representatives.

For somatic diseases, a conclusion from the MSEC (medical and social expert commission) is required, which is carried out at the place of registration of the child. What documents are needed to register a child for kindergarten?

Receive: To enroll in a kindergarten, you need to contact the district commission for recruiting kindergartens and select three kindergartens where you would like to send your child (there is no guarantee that he will end up in them). The child will be registered in the accounting book and in a unified computer database. In exchange for documents, you will receive a notification of child registration, which you will then exchange for a ticket to kindergarten.

Admission to kindergarten is carried out throughout the year. However, many parents rush to submit applications as early as January of the year in which the child starts kindergarten. After all, despite the fact that, according to the Constitution of Ukraine and the laws “On Preschool Education” and “On Education”, absolutely all children have the right to free preschool education, in practice, parents often hear from the head, “There are no places.”

How to become a responsible parent

What do they teach foster parents at school?

They talk about periods of adaptation. They introduce you to what to expect from children and how they differ. How to get through difficult periods and crises.

What is considered normal? The fact that the adoptive parent may at first seem wild and terrifying is quite natural for such a child.

Can you give an example of a “special” norm?

Well, all boarding school children are Mowgli. Absolute isolation from the world. Inability to go to the store, unreasonable fears.

Many people, even adults, rock themselves. Some are up to 20 years old. When I went to the camp for the first time, they gave me the older group. And on the first evening I was scared, I couldn’t understand the sounds of the creaking beds.

Children do not know how to behave in a family. A child can be burned - some parents think that they need to give him maximum love and affection - but this is not so. Because of this, the child may experience a setback in development. Everything needs to be done slowly and smoothly.

Children from a boarding school have much more developed survival instincts. Here you cannot overdo it with generosity and affection - the child takes to the maximum. You always need to keep strict boundaries, otherwise it will be bad for everyone. If you keep your boundaries, your children will respect you more.

What documents are needed to send a child to an orphanage?

Adopting a child from an orphanage

For childless couples, this is a chance to become real parents. But among those adopting, there are many couples who already have children of their own - and they simply want to save their children from an unhappy childhood, to become their family and support. There are more and more people who give their strength, resources and love to a small child in order to change his fate, and therefore go to adopt a child from an orphanage.

To obtain documents for adopting a child, candidates must contact the guardianship and trusteeship authority (the address can be found in the local education committee). Take with you a copy of your passports and marriage certificate, as well as a certificate of your living space. You will also need information about your income and a medical report about your health.

Life of children after boarding school

Has anyone checked how children live after adoption?

The inspections should have been carried out by the guardianship authorities, but they did not do this. We organized a community of young and caring people and tried to look after the children ourselves.

Guardianship authorities should also monitor graduates. Some left school with difficult diagnoses; we knew that they would not cope in the big world. When we inquired about their condition from the social security authorities, we were given excuses like “they didn’t open the door for us.” Therefore, we visited such children ourselves.

There were cases when graduates huddled together in one apartment and rented out the rest. And they set up a booth in this apartment.

This should also be monitored by the guardianship authorities, but in fact the children were under our control simply because of our concern.

Are they giving apartments to everyone?

If a child is registered in his parents’ apartment, after graduation he is sent home to his drunks, schizophrenics and drug addicts. For some of these children, whose parents killed each other, the state rented out an apartment. All money was transferred to the child’s account, and it was issued by a wealthy person.

The percentage of children who legally need an apartment is small. We had small classes, for example, 10 graduates and 1-2 of them went to new apartments.

Nowadays, only disabled people remain in boarding schools, “vegetables” who do not react at all to their surroundings. All the good ones are taken apart.

But now the state does not give much money for a child. Therefore, as a rule, children are taken by those people who are ripe for this. I think this is for the best. And the school for foster parents works well, it is well-designed.

People from Moscow go to the outback to pick up their children, because there is almost no one left here.

What happens to disabled children whom no one took?

They live in a boarding school further. They are fed and shown pictures. They teach basic skills so that the child can at least feed himself and be able to say a few words. Depends on what stage the child is at.

After 18 they go to other boarding schools.

Did the graduates manage to get settled in life?

The percentage of successful children who were able to find themselves and overcome their complexes, without repeating the story of their parents, is very small. Especially lately.

The children were sorted according to the residual principle - first the healthiest and most beautiful, over time the picture became worse and worse.

There have been cases when parents gave birth to five children, gave them up, and then became drug addicts themselves. And one out of five of these children turned out to be simply amazing. You look at him and think - it’s given to such drunks to give birth to a healthy, smart son.

In other words, I don’t see a 100% connection between the fact that people are the bottom and their child is necessarily similar. Miracles happen, and children grow up successful.

How do such graduates live, where do they work, do they start families?

Of course they do. From experience I can say that they are very kind to their children. They try to give them everything.

They work in medicine and in law - in different ways. Someone got into cooking. Everyone is trying, developing - completely normal people with good families.

But these are mostly graduates from the years when I just started working.

When children grow up, do they stay in their own world, or do they meet people from the outside world?

They still keep in touch with each other - just like graduates of a regular school. For them this is a kind of family.

Some are embarrassed and leave the community - “I’m normal, I’ll only be friends with people at home.”

Are there any graduates who are in prison?

That's enough. In my first graduation, one stole the curtains from the boarding school at graduation and ran away with them. Serious thefts began behind the curtains.

But there are still more carpenters and cooks than those who sit.

What documents are needed for the queue for kindergarten?

  • passport of the child’s mother or father + photocopy of pages with photo and place of registration;
  • birth certificate of the baby + its photocopy;
  • certificate confirming family composition;
  • certificate of registration of the child at the place of residence of the parents;
  • documents confirming the right to benefits (if any).

Another option for getting on the waiting list for kindergarten is to contact the district administration. Unlike the electronic queue, parents receive documentary evidence of registration. This is a sheet where the queue number is indicated, or information with data for logging into your personal account via the Internet.

How to adopt a child from an orphanage: necessary documents

An important factor is the ability to support a child. The financial side of the issue greatly influences how orphanages treat newly arrived parents. Adopting a child also means that the little person, in addition to love and care, must enjoy material benefits to the fullest, without feeling the need for anything.

Another problem is the adoption of a baby that is absolutely healthy in all respects. There are a minority of such children, so the queue for them is correspondingly longer. In addition, no one can guarantee with absolute certainty that even a completely healthy child at a later age will not suffer from various types of abnormalities.

Adoption as income

How did government intervention affect children?

Children only lost trips abroad - food and maintenance remained at approximately the same level.

Mass inspections and fines began.

We have more written work. Before 2008, I filled out one template, after that I filled out a bunch of papers. All information had to be duplicated in several journals, mistakes were fined, and even wages were withdrawn. Money has decreased significantly.

They simplified the process of adopting children and began giving them to anyone. Some even tried to make money from government bonuses for children. We saw that children were taken away by far from the best people, but we could not prevent this.

If previously, when choosing a parent, the last word remained with the school administration, but now the order has come: “Give to everyone, so that there are fewer children left.”

Children were often thoughtlessly taken to earn money, failed and returned back. And for a child this is worse than ever.

What size bonuses were given to families?

In those days, foster families were given about 30,000 per child. You adopt 4 children – and for some people, a fabulous sum is in your pocket.

But dysfunctional families thought that this amount belonged to them personally, and there was no need to spend money on a child.

Are there any terrible cases of treatment of children by adoptive parents?

It happened that children were beaten. You arrive at the apartment - there is a child in dirty, holey clothes, in the refrigerator - a mouse has hanged itself.

Children were sent to any family - the main thing was not to go abroad, because it was embarrassing.

How to take a child from an orphanage to visit for a weekend or vacation

Generous European sponsors: high salaries and trips abroad

Tell me about your salary

When I first got settled, the state did little about boarding schools. Our main income came from sponsorship and support from European funds. The children lived luxuriously.

At the first lesson, I was ashamed of my sneakers and tracksuit. The children were wearing branded clothing from brands I had never even heard of.

The children's toys were of excellent quality. The conditions were excellent, I, as a young specialist, even had a 40% bonus. At first the salary was small, and in 2006, before the crisis, I didn’t even understand where to spend the money. They also paid extra for working with difficult children. I traveled often.

It is difficult to remember the exact amount of the salary - about 40,000 rubles at the time of 2006 for part-time work.

The sponsors supported us very well. Until our government became ashamed.

What kind of sponsors?

These are mainly associations of European entrepreneurs. We mostly collaborated with Italians, but there were also Swiss and Czechs. In those years, taxes were reduced for sponsorship, so such cooperation was beneficial for them.

Foreigners invited children to visit, organized excursions - like philanthropists for a third world country.

When the state took over us, the shop was closed - just after the 2008 crisis. They started cutting wages and laying off staff. Everything went downhill quickly.

How were your trips abroad?

Children were taken into families, it was a very good experience. For example, if a child ended up in the family of a store owner, he learned to work. Many Italians still support those children who came to them. Such guys live in 2 countries, they are treated there as if they were their own.
