How to find out when a major renovation of a house in Moscow is due

Queue formation order

Providing information about a residential building to include it in the queue of apartment buildings that need major repairs is the responsibility of the management organization (MC or HOA). The list is compiled by the regional operator of the capital repair fund and the administration.

According to paragraph 3 of Art. 168 Housing Code of the Russian Federation

, priority parameters are determined independently by each subject of the Russian Federation. The main ones are:

  • Year of construction or commissioning. The older the building, the sooner repairs will begin. Here the question of dilapidation and recognition of an apartment building as unsafe can be raised. In this case, it is necessary to obtain a building inspection report.
  • Date of last repair. This information is transferred to the Capital Repair Fund by the owner's association or management company.
  • Amount of contributions made by owners. Such information is necessary to identify debtors.
  • Justified need for repair work. The emphasis is on those areas that have gone beyond the normal operation period.

If several housing properties have the same criteria, then they are placed in the queue in order of decreasing area. If they are the same size, they are included in the schedule in alphabetical order by address. And if it matches, then by numbering.

IMPORTANT!

Repairs of such houses must be carried out within one calendar year.

Overhaul schedule

Each region, based on the queue formed, draws up a long-term and short-term work schedule. The first presents a list of houses included in the capital repair program, opposite each of which is indicated the year the work began. The second is a more detailed plan for the next three years, containing information about the work, the amount of funds and sources of financing.

INTERESTING!

To date, an action plan for the reconstruction of the housing stock in some regions has been drawn up until 2043.

Who is forming a queue?

All coordination of work on organizing major repairs in the constituent entities is carried out by regional operators, which are non-profit organizations.

Their management is accountable to the subject of the federation, which, together with the all-Russian fund, is responsible for collecting and distributing funds for the reconstruction of buildings.

Local authorities, together with the foundation, draw up a plan for the repair of apartment buildings, compile lists of houses in need of repairs.

All apartment buildings, based on the information submitted by the management company and the homeowners association, are included in the queue for work. The degree of their necessity is determined on the basis of building codes.

Thus, the regional operator of the capital repair fund and local authorities are responsible for forming the order of major repairs of an apartment building. The management company or directly the HOA of a particular house are responsible for including a specific house in the queue.

The rules for forming a queue are established by Art. 168 (part 3) LCD. Priority criteria are established by the regional program.

Read about the regional fund for capital repairs of apartment buildings and its program here.

The need for repairs is determined by the following items:

  1. Year of construction. The older the house, the closer it is in line for renovation.
  2. State of the object. Determined by compliance with building codes.
  3. The level of activity of owners who must decide on the need for repairs and take care of including their home in the queue.
  4. Financial possibilities of MKD. If the owners of the premises decide to increase the amount of contributions for major repairs, the repairs can be carried out faster.
  5. Availability of technical documentation and properly executed papers for the land plot at the house.

How to get information about repair time

You can find out in what year a major renovation of the house will take place from the regional fund, the city administration, or directly from the management company or HOA that services the house. To do this you need:

  • Write a request in any form addressed to the head of the organization. It sets out a request to provide information on the timing of major repairs of a particular house.
  • Take the document personally to the reception or send it by registered mail with notification to the company address.
  • Wait for an official response with the signature of the head and the seal of the institution.

IMPORTANT!

The received document will become evidence of infringement of the rights of the owners if the start date of the planned work is violated.

Obtaining information via the Internet

Under the control of the Russian government, an electronic resource “Housing and Communal Services Reform” has been created, which collects data on all real estate objects included in the program.

You can obtain information about the time of major home repairs at the address by following the instructions:

1. Go to the website www.reformagkh.ru and select the “Major repairs” tab. No pre-registration required.

3. Follow the link in the “Search Results” table.

4. To find out the type of planned events, you need to click on the link with the address of your home. Information about the amount of contribution for major repairs, the amount of funds collected, etc. will appear on the screen. You can view the work plan by individual types of house elements and by year. You can also see the stitched work there.

Obtaining information via the Internet

How can you find out the waiting list for major home repairs using modern technologies?

The Government of the Russian Federation has created a public Internet resource to provide citizens with information in the field of major repairs.

You can view the queue for major home repairs on the Housing and Communal Services Reform website, where information about approved regional programs is posted.

To date, information about more than 700 thousand objects throughout the Russian Federation has been published..

Is it possible to find out the date of major renovation of the house by address? Yes, citizens can find out about planned events at their home address.

In the “Major Repairs” tab, you need to go to the “Find your home” line and enter your address. If a house is in the queue, information about events scheduled for a specific date will be displayed. The pages of the house contain information about the year of repairs and types of work.

The “Passport” tab contains information about a specific property and the volume of subsidies and the amount accumulated through contributions from owners.

Information about planned events in a particular region can be found on the websites of local administrations in the “Documents” or “Official” sections.

Making a decision to carry out major repairs

The proposal is submitted to a general meeting of residents 6 months before the year in which the renovation is planned. Residents must approve the list of works and services, their maximum cost and the person who will accept the result.

IMPORTANT!

Property owners can nominate a candidate from among ordinary owners or grant this right to one of the management company’s employees.

Dates

Overhaul involves the gradual implementation of work to improve the condition of a residential building and eliminate its wear and tear. The time between repairs for major repairs is established based on an analysis of the technical condition of the building. On average they are 2-3 years.

The overhaul itself is a complex and lengthy process, which includes several stages:

  • Object assessment. The premises of the house are inspected and the engineering systems are checked.
  • Drawing up a work plan and budget, the premises of the apartment building are prepared for renovation.
  • Direct implementation of measures to improve the condition of the house. Depending on the problems, the duration of this period is from several weeks to several months.
  • Acceptance of work. The compliance of the repair plan with the obtained result is checked.

After signing the acceptance certificate, the regional operator transfers all reporting documentation to the house manager.

Stages and timing of each

Overhaul of an apartment building can be done in two ways.

In the first case, major repairs are carried out with the initial eviction of residents.

But such experience is extremely rare and is used when repairs will affect aspects that can negatively affect citizens and threaten their lives and health.

The most commonly used method is to carry out repairs without evicting the owners from the house. But even such work has its stages.

The first is preparatory. It lasts for several weeks. During the preparatory stage, a clear work plan is developed, an apartment building is examined, the operation of utility networks is checked, and sanitary and hygienic work is carried out to clean the premises and prepare them for repairs.

The second is the main stage. It lasts from several weeks to several months, depending on the scope of work specified in the plan. During this time, the main repair actions are carried out.

The final stage is characterized by the delivery of the house to the management company or HOA, as well as to the residents. Employees of the management organization can check the condition of certain premises or communications, and compare the work performed with the plan. Residents can also make their own adjustments.

Typically, the procedure for handing over a house takes from several days to one week.

If the start of repairs is delayed

The main problem in implementing the program is the discrepancy between the planned dates and their actual start. There are several reasons:

  • Inability to get to the premises of the house in time where the necessary communications are located.
  • Presence of arrears in contributions. In this case, the period may be delayed until its liquidation. Responsibility measures will be applied to defaulters in accordance with the legislation of the Russian Federation.
  • Unlawful actions of officials and higher officials. If deadlines are postponed without justified reasons, then residents have the right to contact the prosecutor's office for an inspection.

The sooner the residents begin the proceedings, the faster the major repairs will be carried out in their home.

Which houses were included in the capital repair program?

This includes all buildings except those that:

  • recognized as emergency;
  • included in the housing renovation program;
  • prepared for demolition;
  • have less than three apartments.

In houses that are planning to be renovated, you can replace:

  • attics, basements;
  • electrical wiring, plumbing;
  • facades, roofs, windows, doors;
  • elevators, house structural elements;
  • engineering systems and communications.

Residents of houses know better than others what problems exist in their house. Therefore, they themselves can make recommendations, point out shortcomings, and include the most problematic areas in the overall repair plan.

Overhaul of an apartment building

Depending on the design of the building, the quality of materials and technology, every building needs reconstruction from time to time. The timing and cost are determined by regional self-government bodies.

The work is paid for using a special fund formed from monthly contributions from apartment owners.

The list of repair measures in an apartment building (MKD) is established in Art. 166 of the Housing Code of the Russian Federation and Art. 1 of the Town Planning Code of the Russian Federation. It includes repair and restoration:

  • foundation, facade and roof or their individual elements;
  • basements, elevator shafts and elevators;
  • electrical, gas, heat, water supply and sanitation systems;
  • individual elements of load-bearing building structures or their replacement with similar or improved ones that improve energy efficiency indicators.

This list is not exhaustive and may be supplemented.

Legal regulation

The main document regulating the overhaul of apartment buildings is the Housing Code of the Russian Federation. Its norms cover the following issues:

  • volume of repair work;
  • formation of regional overhaul programs and their implementation;
  • creating a capital repair fund and the maximum amount of funds;
  • possible use of the fund's funds.

The Town Planning Code of the Russian Federation determines the range of organizations that have the right to carry out work.

At the federal level, the possibility of providing financial assistance for major repairs at the expense of the state corporation “Fund for Assistance to the Reform of Housing and Communal Services” has been established. This fund operates on the basis of Russian Federation Law dated July 21, 2007 No. 185-FZ.

The conditions for providing financial assistance are determined by Decree of the Government of the Russian Federation dated January 17, 2017 No. 18.

There are other legal acts that establish:

  • energy efficiency of houses after major repairs - RF Law of November 23, 2009 No. 261-FZ;
  • powers to approve regional programs - Law of the Russian Federation dated October 6, 1999 No. 184-FZ;
  • official website for publications - order of the Ministry of Regional Development of the Russian Federation dated April 2, 2013 No. 124;
  • provision of information to citizens - Decree of the Government of the Russian Federation dated September 23, 2010 No. 731;
  • the procedure for attracting contractors is Resolution of the Government of the Russian Federation dated July 1, 2016 No. 615.

There are also many SNIPs, state standards, in accordance with which work is carried out.

Overhaul programs

Timely repairs curb the growth in the number of emergency and dilapidated properties, and also allow us to maintain the housing stock in proper condition. On the territory of the Russian Federation, a system for the overhaul of apartment buildings has been created and regional programs have been approved that establish:

  • a list of apartment buildings and the minimum contribution for major repairs;
  • monitoring the technical condition of housing and the priority of repairs;
  • creation of a regional operator for the centralized formation of a capital repair fund.

All of the above information is contained on the official website of Housing and Communal Services Reform.

In some cases, apartment owners in apartment buildings may qualify for financial support from the state when carrying out housing reconstruction work. These buildings must meet the following criteria:

  • commissioning no less than 5 and no more than 60 years ago;
  • Payment for heat and electricity is carried out according to meters for at least a year;
  • financing does not occur from funds collected on the account of the regional operator.

When partially compensating funds from the state budget, future energy efficiency is taken into account. After the work is completed, utility bills should be reduced by at least 10%. Thus, residents save their money, and the state saves resources.

You can find out the time frame for major repairs of your home on the Internet.

Let us remind you that from October 2015, all owners of housing that is not recognized as unsafe will begin making monthly contributions in the amount of 5.9 rubles per square meter. By decision of the owners themselves, funds will be accumulated in the account of the regional operator or in special accounts. All information about the accumulation of contributions and the order of major repairs of your home can be tracked on the Housing Fund Monitoring portal.

We recommend reading: Registration of a garden plot as property

“An important aspect of the portal is the accessibility and openness of information for homeowners. You can also submit an appeal on the portal and receive a response within 10 days. We must convey information to every homeowner so that he can view the information about his home on the portal, and if there are questions, then specialists from the Capital Repair Fund or the Ministry of Housing and Communal Services and Fuel and Energy Complex will definitely explain them,” emphasized Maxim Fedoseev.

The sequence of major repairs

To maintain housing in proper condition, major repairs must be performed every 25-30 years. Depending on the construction technology, work may be carried out more often or less frequently than the specified period. The technical condition of the housing stock allows us to assess:

  • analysis of the electronic passport and verification of technical documentation;
  • visual inspection, assessment of defects and damage;
  • monitoring of in-house engineering systems, elevator equipment, roofing, walls, ceilings and basements.

The procedure and timing of the examination are established by local authorities. Based on the results, the order of major repairs of the building is determined. Preference is given to MKD with the following features:

  • long service life and significant physical wear and tear of common property;
  • the timing of major repairs significantly exceeds the established ones;
  • availability of communal meters for the consumption of heat energy, gas, water and electricity;
  • full receipt of contributions from residents of the house.

Taking into account these factors, the regional program is subject to adjustment at least once a year. In some cases, repair work on in-house gas supply systems or elevator equipment may be carried out first.

How to put an apartment building on the queue for major repairs

According to the Housing Code of the Russian Federation, major repairs are provided by the regional operator. He sends a proposal to the owners of the premises in advance regarding the initial terms of work, volume and cost. They must make a decision within 3 months.

By decision of the general meeting of residents, you can change the date of major repairs. The basis for this is the proposal of the management company (MC) or regional operator, submitted no less than 6 months before the year in which the turn to repair the building begins.

In case of failure to meet the deadlines for major repairs for an apartment building, the fund of which is formed on a special account, the basis for the performance of work or services will be the decision of the local government body.

According to the law, funds are accumulated in the account of the regional operator. After this, within a month, the collected money is transferred to the capital repair fund. Then the contractor begins work.

List of houses not subject to major repairs

Apartment owners do not pay contributions for major repairs if the house is recognized as unsafe or subject to demolition. The grounds for declaring a house unfit for habitation are specified in Decree of the Government of the Russian Federation dated January 28, 2006 No. 47. These include buildings that are damaged as a result of:

  • explosions, accidents, fires or earthquakes;
  • uneven soil subsidence;
  • complex geological phenomena;
  • physical wear and tear, affecting the level of reliability, strength and stability of the building;
  • environmental changes affecting compliance with hygienic and sanitary-epidemiological requirements.

Buildings are recognized as unsafe and subject to demolition if restoration work is impossible for technical reasons or economically unfeasible.

How often should major repairs be carried out?

There is no single legislative act regulating the frequency of reconstruction of buildings, but there are many building codes. Individual deadlines for completion of work are established for each building.

As a rule, the roof and facade are the first to be replaced, as they are exposed to the external environment. The timing of roof overhaul depends on the roofing material used, which on average lasts 20-30 years.

Over time, utilities inside the building become unusable: the heating system, sewage system, gas supply. When calculating the timing, the material used to manufacture the pipes is taken into account:

  • plastic can last up to 60 years;
  • metal – up to 30 years;
  • cast iron - about 20 years.

So, after 20-30 years we have to dismantle outdated networks and replace them with new ones.

The timing of major repairs is set depending on the technologies and materials used after monitoring the housing stock. As part of the short-term implementation plan for 3 years, a sequence of several dozen houses is established.

How to find out when major repairs will be carried out

As follows from Decree of the Government of the Russian Federation dated August 13, 2006 No. 491, all information about the composition and condition of common property is reflected in the documents for the house. These include acts:

  • acceptance of the results of current repairs and provision of services for the maintenance of common property;
  • inspection of the technical condition of utilities and equipment;
  • testing the structural parts of the house: roof, floors, load-bearing structures.

This list is not exhaustive. The owner of the property has the right to familiarize himself with this information.

After analyzing the available information, the time frame for completing the major repair work is calculated. This also includes:

  • preparation of pre-project and design documentation;
  • technical condition monitoring;
  • actual repairs;
  • restoration work;
  • construction control in accordance with Decree of the Government of the Russian Federation dated June 21, 2010 No. 468.

The authorities have opened an Internet portal where you can find out the deadline for major repairs in your home

  • in-house engineering power supply systems, as well as:
  • heat supply;
  • gas supply;
  • water supply (hot and cold water supply);

Powers of local administration

To obtain information about major repairs, residents of apartment buildings have the right to contact the local municipality. His powers in the field of housing relations are defined in Art. 13.14 Housing Code of the Russian Federation:

  • establishing a procedure for informing about ways to form a capital repair fund;
  • notifying citizens about the content of the overhaul program and housing assessment criteria for determining priority;
  • approval of the procedure and list of cases of work performed at the expense of repayable or non-refundable assistance.

Local administration websites

Information about what repair activities are planned for the near future can be found on the portals of the regional administration in the sections of documents and official notices. The timing of the meeting is determined by the list, but sometimes it can be held on an extraordinary basis.

The law provides for this possibility in the event of certain situations; to resolve them, special commissions are created that conclude that it is necessary to make repairs earlier than the scheduled date.

Now you know how to find out the deadline for major repairs of your home, where to go to add your home to the list of the program and what measures must be taken according to it.

Responsibilities of the management company

According to the Standard for Disclosure of Information by Organizations Operating in the Management of Apartment Houses, approved by Resolution No. 731, management companies are required to provide information about major home repairs. These powers are assigned to it by a decision of the general meeting of owners in cases where the management company organizes a major overhaul.

Information is published on the official website on the Internet or provided at the request of homeowners in accordance with the Law of the Russian Federation of May 2, 2006 No. 59-FZ “On the procedure for considering appeals from citizens of the Russian Federation.”

Do I need to pay for major repairs if the apartment is located in a new building?

Homeowners in new buildings have access to a kind of “payment holiday”, which allows them not to make payments for major repairs for a certain period (Article 170 of the Housing Code of the Russian Federation). However, each Russian region sets this deadline independently. For example, in Moscow and St. Petersburg it is completely absent, but in Novosibirsk and Samara it is 5 years (this is the maximum legally possible duration of this period).

If we talk about the Moscow region, then this issue is regulated by the Law of the Moscow Region No. 66/2013-OZ “On the organization of major repairs of common property in apartment buildings located on the territory of the Moscow Region.”

Part 2.1 art. 5 of this law states that “the obligation to pay contributions for major repairs arises from the owners of premises in an apartment building after three calendar months, starting from the month following the month in which the approved regional capital repair program was officially published, in which this apartment building is included. Including MKD, which was put into operation after the approval of the regional program and included in the specified program when it was updated.”

The capital improvement fund website has an interactive map where you can track the relevant regional program online.

Urgent overhaul out of turn

Most apartment buildings built 30 years ago or earlier require urgent partial or complete overhaul. This forces owners to initiate work completion ahead of the deadlines specified in the regional program.

Art. 189 of the RF Housing Code explains how to carry out major repairs of an apartment building ahead of schedule. The decision is made at a general meeting of residents of the house and is reflected in the minutes. Both the owners themselves and the management company can take the initiative.

They then submit an application to the capital improvement fund. If during the inspection of the premises a violation of the reliability and safety characteristics of the structure is revealed, the inspection report will become the basis for making changes to the regional program.

It is also worth mentioning how to get the operator to allocate funds for urgent work. The legislation does not prohibit capital repair funds from placing temporarily free funds collected in the accounts of a regional operator in Russian banks. But the interest received can only be used to pay:

  • major repairs of common property,
  • development of project documentation;
  • construction control.

It is not prohibited to finance urgent repairs of apartment buildings in the same way. Bank interest will speed up the start of work if the funds accumulated by residents are not yet sufficient.

If money is accumulated in a special account, the residents of the house, on the basis of a general decision, can dispose of it without the consent of anyone.

Interactive map of Moscow overhaul for 2022

The interactive 2021-2022 renovation map will show you if your home is on the planned construction list. Find out exactly when your house is going to be renovated and improved. You can view the map on the official website fond.mos.ru.

The Fund for the Overhaul of Apartment Buildings is engaged in the modernization and improvement of residential facilities in the capital. For repair work, the best construction teams are involved, the latest equipment is selected, and the most modern systems are used. The following can be changed or improved:

  • sewer, water, gas communications;
  • foundations, facades, roofs;
  • central heating systems.

Over the past few years, the following have been added to the overhaul program:

  • replacement of internal drains, garbage chutes;
  • fire and smoke removal systems;
  • insulation of facades.

Starting in 2021, they began to repair entrances and replace windows and doors in common areas.

How to refuse major repairs

Apartment owners who are not satisfied, for example, with the choice of contractor or the proposed type of work, are interested in how to refuse a major renovation of an apartment building. Although the legislation does not apply the concept of “refusal of major repairs”, Art. 168 allows:

  • postpone work to a later time;
  • reduce the list of house elements being repaired.

Since one of the grounds for carrying out the work is the decision of the residents, the demand for a postponement or partial refusal of major repairs is documented in the minutes of the general meeting.

Violation of deadlines established by the program

Residents can appeal against non-transparent criteria for selecting objects for major repairs or violation of deadlines for its completion. According to the norms of the Housing Code of the Russian Federation, the regional operator is responsible for non-fulfillment / improper fulfillment of duties provided for by the regional program.

In addition, the Housing Code provides for the liability of contractors for violating the deadlines for the start of work.

If funds are accumulated in a special account, the management company will be responsible.

You can file a complaint using the State Services website. Within 15 days it will be received and reviewed by the responsible department.

Law of the Russian Federation dated 02/07/1992 No. 2300-1 “On the Protection of Consumer Rights” regulates the legal relations that arise between consumers and performers when performing work or providing services. In accordance with Art. 28 of the said normative act, in case of violation of the deadlines for the completion of work, residents have the right to demand:

  • reducing the price for work performed;
  • full compensation for losses.

The law provides for the establishment of a new deadline for the start of major repairs.

In case of repeated violation, the consumer may demand payment of a penalty in the amount of 3% of the price of uncompleted work for each day of delay.
